Adaptive Coding and Modulation Scheme for Ka Band Space Communications

  • Rain attenuation can cause a serious problem that an availability of space communication link on Ka band becomes low. To reduce the effect of rain attenuation on the error performance of space communications in Ka band, an adaptive coding and modulation (ACM) scheme is required. In this paper, to achieve a reliable telemetry data transmission, we propose an adaptive coding and modulation level using turbo code recommended by the consultative committee for space data systems (CCSDS) and various modulation methods (QPSK, 8PSK, 4+12 APSK, and 4+12+16 APSK) adopted in the digital video broadcasting-satellite2 (DVB-S2).

  • Taiwan has experienced rapid economic growth during the past two decades. As a result, the demand for health care in Taiwan has increased rapidly. To meet the rising demand, Taiwan implemented a National Health Insurance (NHI) program on March 1, 1995. This program now covers more than 96 percent of Taiwan's citizens. Implementation of the NHI in 1995 represents fulfillment of a primary social and health policy goals of Taiwan. The goals of the NHI program is to eliminate financial barriers of health care for the citizens, to improve the quality of care. To achieve these goals, the NHI was designed on the following principles: 1. All Taiwan citizens are compul내교 joined the NHI program by law; 2. The NHI program provides comprehensive services; 3. The NHI is run by one single govt' subsidy; 5. The NHI adopt fee-for-services scheme to pay medical expenses and copayment to avoid abouse of medical services.   • It is crucial to derive a protection ratio between two communication systems before deploying a new communication systems in the vicinity of frequencies occupied by the existing communication systems. In this paper, computer simulation based protection ratio estimating scheme between ASTC (Advanced Television Systems Committee) digital broadcasting systems and WiBro (Wireless Broadband Internet) systems is proposed. The proposed scheme can be effectively exploited when a new communication services are deployed in the surplus frequency band after the expiration of the analog television broadcasting scheduled in 2012 in Korea.

  • This paper deals with a new mathematical formulation of nonlinear wave profile based on Banach fixed point theorem. As application of the formulation and its solution procedure, some numerical solutions was presented in this paper and nonlinear equation was derived. Also we introduce a new operator for iteration and getting solution. A numerical study was accomplished with Stokes' first-order solution and iteration scheme, and then we can know the nonlinear characteristic of Stokes' high-order solution. That is, using only Stokes' first-oder(linear) velocity potential and an initial guess of wave profile, it is possible to realize the corresponding high-oder Stokian wave profile with tile new numerical scheme which is the method of iteration. We proved the mathematical convergence of tile proposed scheme. The nonlinear strategy of iterations has very fast convergence rate, that is, only about 6-10 iterations arc required to obtain a numerically converged solution.

Study on Synchronization Using Bootstrap Signals for ATSC 3.0 Systems (ATSC 3.0 시스템을 위한 부트스트랩 신호를 이용한 동기 방식 연구)

  • In ATSC 3.0 systems, a bootstrap signal is located at the start of each frame. In this paper, we propose an initial synchronization scheme for ATSC 3.0 systems using the bootstrap signal. The bootstrap signal of ATSC 3.0 has several repetition patterns in the time domain. By utilizing the repetition patterns within the bootstrap, the proposed scheme can obtain an initial synchronization at the receiver. Also, simulation results show that the proposed scheme can obtain an initial synchronization at very low signal-to-noise ratios.

  • The International Committee for Taxonomy of Viruses (ICTV), which was formed over 30 years ago, aims to develop a single, universal taxonomic scheme for all viruses or, in other words, "the classification of viruses and the assignment of names to taxa". Plant Virus taxonomy is in charge of Plant Virus Subcommittee, a substructure of the ICTV. The ICTV has been most successfully pursuing that aim and its mammoth 'Seventh Report' records details of the names it has collated and approved, and of the classification, it has devised. The current 7th ICTV report published in 2000 contains plant viruses of 951 species in 79 genera in 17 families, though 24 of the 79 genera are floating genera, that is, they are not included in any established families. Proposed name of new or existing viruses are vote for the accepted taxonomic proposals by ICTV Executive Committee meeting. The approved results have been published as the ICTV reports providing standard names and taxa of viruses all over the world. A number of new plant viruses have been identified or reclassified in the genus or species level, and new genera and families have been proposed.(중략)

The Opinion of Experts and Stakeholder on Introduction of Orphan or Anticancer Drugs Funding Program (희귀질환 약제, 항암제 별도 기금 도입에 대한 약제급여 결정 전문가와 이해관계자 시각)

  • Background & objective: The Korean government has expanded its benefit coverage to enhance patients' access to orphan drugs and cancer medicines. However, the number of new drugs whose indications were not applied to reimbursement in health insurance was increased. This study aimed to understand the perspectives of experts and various stakeholders on the introduction of a new funding program for cancer treatment and orphan drugs. Methods: We conducted email surveys comprising 19 questions, from September 9 to 26, 2016. We distributed questionnaires to members of the Pharmaceutical Benefit Appraisal Committee and Cancer Assessment Committee. We also conducted a qualitative study through group interviews with stakeholders, including pharmaceutical companies and some patient groups for diseases. Results: A total of 35 survey respondents recommended the introduction of a funding program for orphan drugs, whereas 66% recommended the launch of funding for anticancer drugs. In addition, most pharmaceutical companies and patient groups recommended the introduction of new funding programs targeting patients with cancer and rare diseases. However, some participants asserted that it would be more appropriate to modify the existing reimbursement scheme than launch new funding. Conclusion: This study concluded that introducing new funding needs a social consensus to relieve financial hardships at the patient level.

  • Since the first proposition of IEC61850 object model at 1993, many questions about making a seamless model have been issued. the reason which they have worry about is that the functions of the equipment are supposed to be changed properly and new equipment and scheme are need to be introduced according to user's application. To handle those issues, TC57 which is a IEC committee for power control and communication has continuously updated the object model. Nowadays along with the new object model involving power quality, distribution resource and wind power, the committee has a plan to announce the revision of IEC61850-7-4. In the study, authors will present the prediction and diagnosis object models for transformer. Transformer models for protection and control have already been dealt with in the international standard but the models for prediction and diagnosis have never mentioned until now. Designing the prediction and diagnosis functions with the existing IEC61850-7-4, it'll be shown what is a proper object model for prediction and diagnosis.

  • According to Wayne A. Wiegand in the 1998, he research to The "Amherst Method": The Origins of the Dewey Decimal Classification Scheme. Although a debate about the origins of the Dewey Decimal Classification Scheme has been going on for generations, historical consensus remains elusive. This paper contributes information to the historiography on the origins of the scheme: 1) by grounding an account of Dewey's thinking as he was crafting the DDC on an analysis of a large body of sources than previous classification historians have consulted; and 2) by expanding and deepening historical understanding of the contextual forces influencing on the classification structure. Because the DDC idea as it first occurred to M. Dewey in Amherst in 1872-73 is an important in the history of library development in the world. He outlined the first draft of his decimal scheme and submitted it to the Amherst College Library Committee on 8 May 1873. This paper analysis to "Three Genetic Paper", that is 1) The Merits of the System, 2) Library Classification System, 3) Its Special Adaption to our Library.

A New Frame Synchronization Scheme for Underwater Ultrasonic Image Burst Transmission System (초음파를 이용한 수중 영상 버스트 전송 시스템을 위한 새로운 프레임 동기 방안)

  • The frame synchronization should be acquired before performing other data-aided receiving algorithms, such as data-aided channel equalizing, beam-forming and phase, symbol timing, and frequency synchronizing, since all of them are using preamble or training sequence to estimate the amount of error from the received signal. In this paper, we present a new frame synchronization scheme for underwater ultrasonic image burst transmission system, which computes the correlation between received symbol sequence and one CAZAC sequence, composed of the latter half of the first CAZAC sequence of preamble and the first half of the second CAZAC sequence of preamble and then compares a threshold value. If the correlation value is bigger than the threshold value, the frame detector determines that the frame synchronization is achieved at that sample.
