건설공사 상대적 위험도 산정 (Estimating Relative Risk Level of Construction Work)

  • Standard safety management costs can not be applied to each site with same rate, it is very difficult, because it depends on the experience, work method, work kind, work progress schedule, and hazard level of each construction company. Therefore, this study is to find out hazard level of each work kinds through questionnaire and interview and investigate analyze the status which standard safety management costs have been used. Also, this study is to show reasonable rates of standard safety management costs in construction industry and to set up countermeasures against those problem after reviewing its status in korea with in Japan and Europe. The domestic system of standard safety management costs is not considered in the foreign country, while only related subjective items have been investigated and evaluated for this study. This study is to investigate eleven project kinds of domestic system, first, and to investigate eleven items of apartment bldg, office, civil work such as bridge, tunnel, dam, plant etc, secondly. Additionally, three items of gymnasium, railway, particular steel tower are investigated in this study. Also this study is to investigate and analyze performed costs of presently processing worker finished work so that it shows a new reasonable rate against standard safety management costs in construction industry, in order to make basial data and material to be systemized.

  • Standard safety management cost system was established in 1988 as a decree Number of 88-13, first time. And then, it has been revised fourteen times, up to now. A lot of practical investigations have been made for the revision but many problems at sites are continued to be put out so that it should be revised. This study is to find out hazard level of each work kinds through questionnaire and interview and investigate analyze the status which standard safety management costs have been used. Also, this study is to show reasonable rates of standard safety management costs in construction industry and to set up countermeasures against those problem after reviewing its status in korea with in Japan and Europe. Budget and actually performed amount of safety management costs in this study are investigated. costs for temporary work which is clarified in Japan is collected in order to compare domestic cost rate with Japanese one related to the total project amount. 건설안전관리자 선임기준의 개선방향 연구 (Improvement Direction on the Assignment of Safety Managers in the Construction Site)

  • In consideration of current circumstances which management activities for safety performance on construction sites are mostly controlled by safety personnel, it is necessary to maintain qualified safety personnel those who are experienced and have adequate ability. This is a major factor in order to prevent any of work related incident in the construction site. However, the existing standard which enforces certain number of safety personnel in the construction site aligning with respective contract amount could lead to difficulties for proactive safety management. So, it is required to get improvement on the existing standard. In nominating the proper number of safety personnel, it would be more efficient to consider the level of risk for characteristic of work itself and the total number of manpower mobilized in respective construction work, rather than to follow the existing standard of manpower ratio as per the contract amount. Hence, this study aims to propose several plans which enable to improve the existing standard for assignment of safety personnel on construction sites.

발파작업 표준 안전작업지침에 대한 개선안 (Establishing a Standard Work Guideline for Safe Blasting)

  • 국내 화약류에 대한 전반적인 관리와 발파작업에 대한 규정은 총포 도검 화약류등 단속법에 의하여 관리되고 있으나, 세부적인 취급과 사용법에 대한 지침은 산업안전보건법 제27조에 의거하여 발파작업 표준 안전작업지침을 마련하여 발파작업에서의 재해예방을 위한 화약류의 취급, 운반, 저장, 사용 및 관리와 작업상의 안전에 관하여 사업자에게 지도 권고하고 있다. 본 연구에서는 고용노동부에서 고시한 발파작업 표준 안전작업지침에 대하여 검토하였고, 국내화약시장에 도입된 신제품과 최신발파기술이 지침의 개정 시 반영될 수 있도록 화약류에 대한 용어의 정의와 추가로 포함해야 하는 에멀젼계 폭약과 벌크형태의 폭약, 그리고 최근 국내 발파현장에서 사용이 증가하고 있는 전자뇌관에 대하여 수록을 제안하였다. 또한, 작업지침에 대해서는 비전기식 뇌관과 전자뇌관의 대표적인 취급 방법을 예시를 들어 제안하여 지침안 개정 시 보완된 발파작업 표준 안전작업지침을 마련하도록 제안하였다.

이동식비계 작업발판의 사용 실태조사 (Survey on work platforms of the Mobile Scaffolding)

  • According to the statistics of occupational accidents in 2009, the scaffolds and work platforms were main objects causing fall accidents in construction sites. But many workers install and use the work platforms on the mobile scaffolding without considering about safety standards. We had conducted a nationwide survey about how workers obey safety standards for the work platforms of the mobile scaffolding. As the result of a survey, no one follow a gap standard between materials of work platforms and installation of toe board. And it is a low proportion that comply with the install of safety guard rails and the use of stoppers. This is lack of consciousness for the safety certification and regulations. For safe use a mobile scaffolding, It is needed to educate a manager on the safety standards and to develop a product to install and dismantle easily.

쌍줄비계 작업발판 안전기준에 따른 사용 실태조사 (Survey on Work Platform on Double Scaffold by Safety Standards)

  • Work platform is temporary material that many workers use in construction field, but many workers construct and use the work platform without considering safety standards, workers who have not the knowledge of safety standards construct the work platform in weakness and use the work platform in unstable, According to the statistics in 2009, 1230 people were injured at the work platform. Among them, victims by falling account for about 77% and mostly lead to fatal injuries. we have studied and survey about the safety or danger of the work platform(set limits to duble scaffold) in construction field and about how many workers observe safety standards of the work platform. According to the result of this survey, 24%~100%(average : 68%) of the work platform in survey is not observe the safety standards.

Climate Warming and Occupational Heat and Hot Environment Standards in Thailand

  • Background: During the period 2001 to 2016, the maximum temperatures in Thailand rose from 38-41℃ to 42-44℃. The current occupational heat exposure standard of Thailand issued in 2006 is based on wet bulb globe temperature (WBGT) defined for three workload levels without a work-rest regimen. This study examined whether the present standard still protects most workers. Methods: The sample comprised 168 heat acclimatized workers (90 in construction sites, 78 in foundries). Heart rate and auditory canal temperature were recorded continuously for 2 hours. Workplace WBGT, relative humidity, and wind velocity were monitored, and the participants' workloads were estimated. Heat-related symptoms and signs were collected by a questionnaire. Results: Only 55% of the participants worked in workplaces complying with the heat standard. Of them, 79% had auditory canal temperature ≤ 38.5℃, compared with only 58% in noncompliant workplaces. 18% and 43% of the workers in compliant and noncompliant workplaces, respectively, had symptoms from heat stress, the trend being similar across all workload levels. An increase of one degree (C) in WBGT was associated with a 1.85-fold increase (95% confidence interval: 1.44-2.48) in odds for having symptoms. Conclusion: Compliance with the current occupational heat standard protects 4/5 of the workers, whereas noncompliance reduces this proportion to one half. The reasons for noncompliance include the gaps and ambiguities in the law. The law should specify work/rest schedules; outdoor work should be identified as an occupational heat hazard; and the staff should include occupational personnel to manage heat stress in establishments involving heat exposure.

건설공사 품질.안전.환경 통합관리를 고려한 해외 사례 고찰 (An advanced nation's case study considering integrated control for construction work quality.safety.environment)

  • 현재 국내의 건설공사 품질관리, 안전관리, 환경관리는 각각의 법령을 기반으로 고유특성에 맞게 발전되어와 통합을 위한 기반이 형성되어 있지 못하다. 즉, 인력에서는 품질관리자와 안전관리자를 법적 배치인력으로 정하고 있으나, 환경관리자는 법적 배치인력이 아니다. 또한 품질관리계획은 KS A ISO 9001 규격의 모든 요구사항이 반영되어 PDCA(계획-실행-체크-조치) 시스템으로 업무를 수행하도록 되어 있으나, 안전관리계획 및 유해 위험방지계획은 KOSHA 18001 규격 요구사항 중 4항 실행(D) 및 운영에만 치중되어 P(계획), C(체크) 및 A(조치) 시스템이 제대로 반영되어 있지 못하다. 더욱이 환경관리계획은 수립기준조차 마련되어 있지 못한 실정이다. 이에 건설공사 품질 안전 환경 통합관리 기준을 마련함에 앞서 해외의 건설공사 운영사례를 조사하여 국내 적용가능성을 검토하고자 하며 본고에서는 싱가폴의 건설공사 운영사례를 살펴보기로 한다.

이동식 사다리를 중심으로 한 제조업에서의 추락재해 예방대책 연구 (A Study on the Preventive Measures against Fall Injuries in Manufacturing Industry Focusing on the Portable Ladders)

  • The injuries as a result of fall accidents is the one of the most common kind of injuries in Korea, especially fall from height is the top most common kind for fatal injuries. Futhermore, the number of fall injuries in manufacturing industry has been steadily increasing from 2000 to 2007. In 2007 the number of fall fatal injuries increased 10.6 % in comparison with the number in 2006. These numbers are 6~17 times higher than those for foreign countries such as the U.K and the USA. So, it is needed to make a study to reduce these numbers for manufacturing industry. To get the goals, we did research as followings. First, this study analyzed statistics by industry, by fall height, by common agent and so on to gain an insight into real aspect of fall injuries. It showed that ladder is the commonly cited agent for manufacturing industry, and 3 risky activities ; the ladder work, the load/unload work, and the maintenance work. Secondly, this study made a survey of manufacturing workers for their understandings of the most 3 risky activities. It showed that 'tendency to work easily' and 'difficulty of applying measures due to inherent working conditions' are main reasons for workers not to implement the preventive measures against the fall accidents. Thirdly, this study tested the slip characteristics of ladder base and lungs. The tests were done based on ANSI standard and KS. In addition to the standard condition, this study performed slip tests in wet and sandy conditions and compared the results with the those of standard condition. It showed that friction coefficient is standard condition > wet condition > sandy condition, and the friction coefficient of ladder for sandy condition is measured to be reduced by 63.9% compared with that for standard condition. Finally, this study developed safety work models for using of portable ladders in consideration of the safety standards of foreign countries such as the U.K, the USA, and the Australia.
