A Study on Problems and Improvement Measures of Occupational Safety and Health Law Policies in Korea: Focused on Administrative Rules and Guidelines (산업안전보건법정책의 문제점과 개선방안 - 행정규칙과 행정지침을 중심으로 -)

  • Objectives: This study aims to identify and solve problems in the consistency, procedural justification, effectiveness, and other matters concerning approaches to occupational safety and health legislation, administrative rules, and administrative guidelines. Methods: In this study of policy on the industrial safety and health law of Korea, problems were raised based on important information on the approach to occupational safety and health legislation and administrative guidelines such as notices, ordinances, and instructions, as well as on their interpretation and operation standards. Secondly, based on the identified problems in the occupational safety and health law policy, core practical methods to present improvement directions for occupational safety health policy in Korea were sought. Results: It is absolutely necessary to actively promote the infrastructure for occupational safety and health by developing and disseminating notices, guidelines, and manuals that act as contact points between laws and the field in various ways at the administrative institution level. In addition to sanctions, efforts to systematically guide and promote complex professional matters must be supported. Efforts should be made to strengthen administrative expertise so that administrative authorities can secure professional authority and fully enforce legal policies according to the purpose of legislation. In order to ensure the effectiveness of occupational safety and health law policies, it is necessary to shift the focus of the legal policy toward confirming and guiding substantial compliance with legal standards. Conclusions: As a result of the above efforts, when reliable occupational safety and health law policy is implemented, the understanding and acceptance of the legal policy for the administrative object will be increased, and the safety and health management of the enterprise will be maximized to its full extent.

  • Until now, Industrial robotic sa(ety problems are not considered as a indust rial safety problems. In order to reduce industrial robotic safety problem, analyzing problem, risk control, and developing industrial robotic standard s are necessary. In this study, SAFEMIR(Safety Management for Industrial Robotic) is developed for preventing mul-function in industrial robotics. This system is consisted of Da ta Base Management System Module and Expert System Module which Is a part of Articial In telligence. Borland C++ and Foxpro 2.0 are used for implementing this system.

  • Domestic industry calamity rate did decrease in large numbers by many efforts of the safety and the health organizations. Nevertheless domestic industrial accident level is low yet among the OECD countries. Domestic small and medium enterprises is in trend that industrial accident is increased by deterioration of hardware, unpreparedness of safety equipments. But, Domestic small and medium enterprises' safety and health education had not been utilized so far effectively. This research groped efficient operation model of the safety and the health education through the survey about a solution for problems of education that is enforced in small and medium enterprises to three groups of workers and safety and health administrators and managers. Compared domestic safety and health educational system and advanced foreign educational system. And, analyze problems about domestic small and medium enterprise's safety and health education and presented a solution. Finally, presented efficient operation model of the safety and the health education suitable to domestic medium and small enterprises.

Analysis of Hazard Exposures, Health Problems, and Job Satisfaction of Elderly Workers in Agriculture (고령 농업인의 위험요인 노출, 건강 문제, 직업 만족도 특성 분석)

  • This study identified hazard exposures, health problems, and job satisfaction among elderly agricultural workers. A total of 1,340 agricultural workers (1,079 males and 261 females) were extracted from the 6th Korean Working Conditions Survey data. Three age groups (A: 40s or below, B: 50s, and C: 60s or above) were statistically compared in hazard exposures, health problems, and job satisfaction. Elderly agricultural workers (60s or above) had significantly more exposure to ergonomic hazards, severe health problems, and lower job satisfaction than young agricultural workers. The study findings may help understand the characteristics of hazard exposures, health problems, and job satisfaction of elderly agricultural workers and will be useful for improving these conditions.

Study for the Plant Layout Optimization for the Ethylene Oxide Process based on Mathematical and Explosion Modeling (수학적 모델과 폭발사고 모델링을 통한 산화에틸렌 공정의 설비 배치 최적화에 관한 연구)

  • In most plant layout optimization researches, MILP(Mixed Integer Linear Programming) problems, in which the objective function includes the costs of pipelines connecting process equipment and cost associated with safety issues, have been employed. Based on these MILP problems, various optimization solvers have been applied to investigate the optimal solutions. To consider safety issues on the objective function of MILP problems together, the accurate information about the impact and the frequency of potential accidents in a plant should be required to evaluate the safety issues. However, it is really impossible to obtain accurate information about potential accidents and this limitation may reduce the reliability of a plant layout problem. Moreover, in real industries such as plant engineering companies, the plant layout is previously fixed and the considerations of various safety instruments and systems have been performed to guarantee the plant safety. To reflect these situations, the two step optimization problems have been designed in this study. The first MILP model aims to minimize the costs of pipelines and the land size as complying sufficient spaces for the maintenance and safety. After the plant layout is determined by the first MILP model, the optimal locations of blast walls have been investigated to maximize the mitigation impacts of blast walls. The particle swarm optimization technique, which is one of the representative sampling approaches, is employed throughout the consideration of the characteristics of MILP models in this study. The ethylene oxide plant is tested to verify the efficacy of the proposed model.

A Study on the Necessity and Action Plan of Establishment of Occupational Safety and Health Executive in Korea (산업안전보건청의 설립 필요성과 추진방안에 관한 연구)

  • Objectives: The major objectives of this study are to review the requirements for the advancement of occupational safety and health administrative organization and to propose measures to establish an Occupational Safety and Health Executive. Methods: The problems of occupational safety and health administrative organization in korea were examined empirically and cases of occupational safety and health administrative organizations in developed countries were investigated (United Kingdom, United States, Germany, and Japan). A plan for establishing an Occupational Safety and Health Executive was proposed over the short and medium term. Results: An occupational safety and health administration is characterized by a professional and technical nature, and even more so in modern society. Therefore the greatest value required by an occupational safety and health administrative organization is expertise. In addition, administrative values it requires include efficiency, specificity, independence, and activity. The Korean occupational safety and health administrative organization has a number of problems in terms of these values. The most appropriate way to realize these values is to establish an Occupational Safety and Health Executive. It is desirable to establish such an Occupational Safety and Health Executive in a phased manner taking into consideration its relationship with Korea Occupational Safety and Health Agency(KOSHA), including KOSHA's functional adjustment Conclusions: In order to solve the deep-seated problems in occupational safety and health administrative organization and to advance occupational safety and health administration in Korea, it is necessary to establish an Occupational Safety and Health Executive as a foundation for achieving an advanced industrial safety and health administration.

A Study on Problems and Improvement of Disaster Prevention Technology Guidance(Focused on construction disaster) (재해예방 기술지도의 문제점과 개선방안에 관한 연구 (건설 재해를 중심으로))

  • Recently, industrial accidents rate has been gradually decreasing due to the development of safety management methods, but until now, the accident rate in the construction sector is higher than other industries. Large-scale construction sites are operating systematic safety systems to reduce industrial accidents. However, small and medium sized construction sites do not have systematic safety system and lack safety management ability, so that disaster is not reduced compared with large scale construction site. As a result, disaster prevention technology instruction system has been implemented to reduce the disasters of small and medium scale construction sites. However, in the case of a small construction site less than 2 billion won, there is little decrease in the accident rate, and in some cases, the accident rate increases. After the technical guidance system has been implemented, it is necessary to identify the performance and problems of implementation and to improve its effectiveness. In this study, we suggest the improvement plan to improve the efficiency of the technical guidance system by analyzing the problems and actual conditions of technical guidance operation in small and medium sized construction work sites.

  • The death rate in the construction industry, which is more than twice that of other industries, increases the need to solve chronic safety problems. In a situation in which the safety management measures that have been maintained thus far are unable to reduce construction accidents, the introduction of smart construction safety technology (SCST) that reflects the 4th industrial technology is required for the safety management of workers. Large corporations or public institutions have introduced SCST and are operating pilot sites, but SCST is still in its infancy and there have yet to exist field data regarding necessity and effectiveness. In this study, the concept of SCST, which has still to be established, is defined, and the actual condition of SCST was analyzed through a survey. Through the analysis of the necessity of SCST introduction, convenience, and effectiveness before and after its application, problems such as problems from the field point of view as well as other factors hindering the introduction of such technology are derived in detail. In addition, an effective combination of technologies for safety management at the current level is determined and an activation plan is presented.

A Qualitative Study on Safety Rule Violation Motives at Manufacturing Plants (제조사업장의 안전규정 위반요인에 대한 정성적 연구)

  • The purpose of this study was to investigate the factors that influence safety rule violation at work. Semi-structured interviews were conducted with 337 participants from nine manufacturing plants. The results of the content analysis revealed the following six categories: Individual characteristics, safety commitment, safety support and resources, safety competence and communication, production pressure, and problems with rules. Among the 14 factors in the six categories above, indirect accident experience in the individual characteristics category and no action for complying with laws in the problems with rules category had not been identified in previous studies. However, some factors, such as age, peer pressure, pay type, the lowering of risk, a masculine way of working, and supervisor position were not found in this study. The implications and limitations are discussed.
