Shipbuilding and repairing enterprise has the characteristics of many hazards and accidents. Therefore, the safety management ability of shipbuilding and repairing MIS (management information system) must be effectively guaranteed. The verification on safety management is the necessary measure to ensure and improve the safety management ability of MIS. Safety verification can not only increase the safety of MIS, but also make early warning of potential risks in management to avoid the accidents. Based on the authoritative standards in the field of safety in shipbuilding and repairing enterprise, this paper applied modeling and verification method based on ontology to safety verification of MIS, extracted the concepts and associations from related safety standards to construct axiom set to support safety verification on MIS of shipbuilding and repairing enterprise. Then, this paper developed the corresponding safety ontology modeling and verification tool-SOMVT. By the application and comparison of two examples, this paper effectively verified the safety of MIS to prove the modeling method and the SOMVT can improve the safety of MIS in a much more effective and stable way to traditional manual analysis.

In the future, all kinds condition of industrial safety is a primary need in all advanced countries in which workplace safety is an issue. Furthermore, the increasing complexity of production systems and the rapidity of technological innovation have consolidated the recognition of the strategic value of safety, alongside the traditional competitive factors such as quality, costs, delivery time and flexibility, In this paper, the some critical issues of changes and counter-plan in an adequate safety management were identified by above considerations as follows： needs of systematic identification and analysis of safety factors； requirements to define priorities and budgeting to support the decision-making process; and needs of audit activities and indicators which measure company performance in terms of safety improvements, and so on.

The purpose of this research is to understand the role of safety climate in the safety management system. Based on the 121 responses from facilities got Occupational Health &Safety Assessment Series (OHSAS) 18000 certification, the results of statistic analysis show that there is significant relationship between safety climate, work attitudes and Organizational Citizenship Behaviors (OCB).

In this paper, a research was carried out to extract the more concrete and systematic method for the safety management of skyscraper construction. Here, the most risky processes in the construction of skyscrapers were extracted through the general risk evaluation for safety management processes and their characteristics and trends were analyzed for the suggestion of safety management methods and safety inspection factors in the construction of skyscrapers, as well as for the suggestion of prevention measures for major disasters. The result of this paper will be well used as a basic data in establishing the manual necessary for executing the construction of skyscrapers more safely than the present where there is no specific direction for the safe management of skyscraper construction yet.

Despite a general acknowledgement of the importance of thorough needs analysis, a lot of training and education programmes are not considering needs analysis. We investigated the training and education needs for safety management system of railway manager. railway manager is just object to safety management team. we are develop to questionnaire design for safety management system in railway safety management. The questionnaire is separate to expert and a staff in charge related railway safety. We are discusses to primary needs safety management system in railway management team, and proposed to adapting training needs analysis method in railway safety.

In construction work, safety accidents often occur in combination with unstable physical and human conditions during preparation and execution of work. In Korea, the accident rate is higher to that of any country in the world. Therefore, it is necessary to take measures by fundamental prescription. In this paper, in the case of construction safety management, we tried to find a reasonable alternative through a questionnaire survey to apply to subcontracting and small-scale construction. In conclusion, workers who are well aware of the task could be able to reduce the accident rate by deploying them as safety management officers after receiving the training.

This study analyzed the factors affecting the educational effect of safety innovation education for management of public institutions. A survey was conducted on 294 CEOs and executive directors of public institutions (divided into construction sites, workplaces, and research facilities) subject to the safety management rating system to understand the impact of educational participants' characteristics and behavioral intentions after safety innovation education. As a result of statistical analysis, it was found that the executive director had a higher behavioral intention than the CEO, and the education quality, education instructor, and educational environment all had a significant positive (+) effect on the behavioral intention. This study can be used as basic data for further research related to safety innovation education for management of public institutions

Safety management cost, $US\$$ one thousand billion has been input to the construction area from 1995 to 2000 but the management quality is still in the developing country level. The above mentioned increase of accident rate are attributed to the generous code regulation, net fit to the sense, varying with time change, but the more fundamental reason of this is no practical construction safety management system, up to now. Construction Management(CM) system, which was introduced some years ago to large national construction projects, such as the construction of Incheon New Airport, construction of high-speed railroad and World Cup stadiums, is considered to be still in its early stage and safety at each step of CM is very poorly controlled. In an attempt to improve such inferior safety control of domestic CM, this study analyzed safety control operation system in CM home and abroad and suggested a model for the construction of safety control management information system suitable to the conditions of Korea.
