Study on the Inspection Standards of Motorcycle Brake System (이륜자동차 제동장치 검사기준에 관한 연구)

  • The objective of this study is to present the inspection standards of motorcycle brake system affecting motorcycle traffic accident. The inspection standards of motorcycle brake system recommended by CITA (International Motor Vehicle Inspection Committee) are studied. The brake performance for preventing the traffic accident is assessed by the brake efficiency. Considering the KMVSS (Korean Motor Vehicle Safety Standards) and the inspection standards of CITA, United Kingdom and Japan, the brake performance in the inspection standards of motorcycle is suggested. It is recommended that the efficiency of independent front and rear brakes are 40% and 27%, respectively. It is recommended that the efficiency of combined front and rear brakes is 50%.

Application of Risk Based-Inspection for the Safety Improvement of the Chemical Facilities (화학설비의 안전성 향상을 위한 위험기반검사의 적용)

  • As a way of improving the safety of the facilities, the risk based-inspection (RBI) was executed for the chemical facilities by using K-RBI program, which has been developed based on the API-581 based resource document (BRD). As the result of the evaluation, we found the level of the process safety management (PSM) for the applied plant, quantitative risk of the applied process, risk of static facilities and pipes, and the damage mechanism of the facilities. Thus, we could suggest a proper inspection frequency using the calculated risk of the process and the status of the facilities. The applied plant achieved a reduced inspection cost by an extension of the inspection frequency, improved productivity, improved reliability of the facilities, and a computerized history management.

  • The periodic technical vehicle inspection is to prevent the accident through the finding and fixing the defects of the vehicle. The periodic technical vehicle inspection in Korea was studied for assessing the adequacy of the inspection frequency. The inspection frequencies of many countries including EU, USA and Japan were compared. The average mileages by the vehicle usage and type were represented. The warranty period and recommended replacement period of parts of the domestic auto makers was studied. Currently, the inspection frequency for the periodic technical vehicle inspection in Korea is appropriate. The pass-fail rate and the cost-benefit analysis for the periodic technical inspection in Korea will be needed in the decision making process for the inspection frequency.

  • Worldwide, air transport demand of this century is expanding rapidly, and each countries' demand is also increasing. Thus a number of low-cost carriers emerged in existing air transportation business sector and airman qualification check work regarding aviation safety management is increasing too. As the remedy for the result of aviation safety audit by ICAO and FAA in 2001 that governmental activity for aviation safety had been performed by a small number of aviation safety inspectors, airman qualification inspection system implemented by airlines was improved and the government has established the system that authorized airman qualification inspectors check airmen qualification with airlines according to the international trend. This study suggests the need of improvement of airman qualification inspection system that existing inspection system as the means of safety management can be transferred to Operations Safety Inspection(OSI) activity which is compliant with international standards.

Improvement Policy about Inspection systems of Small fishing Vessels (소형어선 검사제도 현실과 개선방안)

  • In relation with inspection systems of small fishing vessels, Government is drawing up revision of the law about ships safety act(Article 3) on the basis of supporting safe fishing activities to expand the application range of ships safety act for vessels under 2 tons(small fishing vessels) that are exempted from inspection systems. There are two opinions about inspection of small fishing vessels. Government's opinion is that inspection of small fishing vessels must be enforced to confirm small fishing vessels' safety but fishermen's opinion is that inspection systems keep on existing law because inspection systems spends a lot of time and money to the poor and the old. The alternatives for countered opinions is that the poor fishermen's vessels' for living or small vessels' inspection must be operated by themselves in principle and minimizing the limitation through policies is recommended. In addition, Government needs to develop various programs for inspection systems of small fishing vessels like the main fisheries countries. Particularly, in case of operating inspection systems of small fishing vessels, Government needs to consider some solutions for example supporting inspection fee, minimum inspection for confirming vessels' safety, inspecting when a vessel is building, expanding an inspection period.

  • This study was carried out to establish the database system by using the safety inspection and in-depth inspection results for infrastructures such as bridges, tunnels, dams, and water supplies. A classification system of each facility was proposed by standardizing items for inspection & diagnosis in order to automatize work process. Also, it justifies data structure based on database from pre-investigation to field survey, evaluation of facilities, and report making. In addition to this, it suggests improvement plans of relative regulations and guidelines such as Facility Management System(FMS), operational regulation, and inspection detailed guideline to make inspection result database of infrastructures which can be used effectively.

  • This study was planned to investigate what the main factor of the regulation compliance of inspection on harmful machine, instrument and equipment by industrial safety and health act is. This study subject was composed of three groups as employers, employees of manufacturing and using the harmful machine and safety inspectors. Manufacturing workplace were 236 places, using workplace were 201 places and the safety inspectors were 100 people. The study subject was sampled by stratified random sampling considering the type of harmful Machine. Data for analysis is collected from each sample using interview with structured questionnaires. Compliance is measured by 2, 3, and 4 point scale composed by 8 sub items such as general perception, understanding, clearness, necessity, relevancy, implementation, penalty, and general compliance of the regulation. The level of 8 items of employer's compliance are not differentiated among three groups. The determining factors for inspection observance of the workplace using the harmful Machine were understanding, penalty and cognized compliance. The determining factors for inspection observance of the workplace manufacturing the harmful Machine were understanding and object conformity. These results show that the strategy to adapt the regulated group to inspection regulation will be the elevation of understanding for regulation first of all.

A Research on Applicability of Drone Photogrammetry for Dam Safety Inspection (드론 Photogrammetry 기반 댐 시설물 안전점검 적용성 연구)

  • Large dams, which are critical infrastructures for disaster prevention, are exposed to various risks such as aging, floods, and earthquakes. Better dam safety inspection and diagnosis using digital transformation technologies are needed. Traditional visual inspection methods by human inspectors have several limitations, including many inaccessible areas, danger of working at heights, and know-how based subjective inspections. In this study, drone photogrammetry was performed on two large dams to evaluate the applicability of digital data-based dam safety inspection and propose a data management methodology for continuous use. High-quality 3D digital models with GSD (ground sampling distance) within 2.5 cm/pixel were generated by flat double grid missions and manual photography methods, despite reservoir water surface and electromagnetic interferences, and severe altitude differences ranging from 42 m to 99.9 m of dam heights. Geometry profiles of the as-built conditions were easily extracted from the generated 3D mesh models, orthomosaic images, and digital surface models. The effectiveness of monitoring dam deformation by photogrammetry was confirmed. Cracks and deterioration of dam concrete structures, such as spillways and intake towers, were detected and visualized efficiently using the digital 3D models. This can be used for safe inspection of inaccessible areas and avoiding risky tasks at heights. Furthermore, a methodology for mapping the inspection result onto the 3D digital model and structuring a relational database for managing deterioration information history was proposed. As a result of measuring the labor and time required for safety inspection at the SYG Dam spillway, the drone photogrammetry method was found to have a 48% productivity improvement effect compared to the conventional manpower visual inspection method. The drone photogrammetry-based dam safety inspection is considered very effective in improving work productivity and data reliability.

  • Prototyping for field inspection safety assessment expert system of bridge structures is presented in this paper. Knowledgebase with production rules is constructed using the semiautomatic method on the basis of bridge inspection manuals and working reports of the related agency. Backward inference method is taken with the aids of external shells as a inference engine of knowledge-based systems. Implementation of the developed prototype system on MS Windows98 will shows inspiring aspects useful to guide and standardize the field works. In the case to be reinforced with abundant knowledge bases, this will be expected to be educate the practicing engineers.

  • The tower cranes are widely used in very useful construction machine the sites of constructing high-structure and have a structural sensitiveness. Therefore, the accidents have often happened due to the deficiency of laborer's understanding md lack of safety of structure. Till now, as we have research and studied above, we can properly protect accidents by construction equipments particularly crane as well as most disasters which occur frequently in construction site. The goal of this study is the safety inspection model of the tower crane a construction site, which preventible the collapse accident of tower crane which is constructed by using the correcting frame. In order to accomplish the goal of this study, the field survey, the reference investigation and the structure analysis were performed for the collapse accident of tower nine using the correcting data. This study will be proposed a build-up solutions about operating and release of safety constructions and researched about software safety estimation. Also, preventing safety problems of Tower Crane Construction site as applying safety estimation program and laws and regulations. As a result, The real time control of tower crane inspection system is implemented by to illustrate the application of the adopted optimal design model.
