A Study for Effect of certification on Standard Products - focusing on the Children's Carrier (제품표준이 인증의 만족도에 미치는 영향 : 유아용캐리어를 중심으로)

  • This study analyzed that the infant carrier standard affects the satisfaction of certification. Baby Carrier Safety requirements in the Republic of Korea is enforceable by court duty certification. Therefore, a test was conducted to compare with the safety requirements of the United States and Europe and the survey was conducted to know how much manufacturers and importers are satisfied with the certification. According to the test result, there is a difference between domestic and foreign safety requirements about flame retardancy. As a result of the survey, The satisfaction of the certification is proportionate to the one of product standard.

  • Recently, the using of prefabricated temporary equipments is increasing in the industrial field because it can reduce the installation and dismantling period. The various types of prefabricated temporary equipments are manufacturing with various materials in domestic and overseas countries. However, those equipments should win the safety certificate according to the "Governmental Notification about Safety Certification" which regulate the member-based safety certification. It tends to cause over performance of temporary equipments because it couldn't consider structural benefit of the prefabricated products. As the result of this study, it is concluded that the establishment of new safety certification standard for the prefabricated temporary equipments is resonable and the movable scaffold is appropriate for those prefabricated temporary equipment. The movable scaffolds are using as single structure and cannot be expands horizontally. Other types of temporary equipments are using as complex structure which can freely expand horizontally according to the main structure. From the results of the study, the standard of vertical compression performance of prefabricated movable scaffolds should be more than double the performance of single main frame. Other test items of safety certification standard should be fixed when the Notification is amended. The prefabricated temporary equipments which are adopted for the safety standard on assembled structure should be used, moved and kept in assembled state and not separated discretionally. The establishment of new standard for the assembled structure based on this study leads to the development of various types of temporary equipments using structural efficiency of prefabricated structure.

A Study on the Activation of Establishment of Occupational Health and Safety Management System According to ISO 45001 Certification Standard (ISO 45001 인증기준 제정에 따른 안전보건경영시스템 구축 활성화 연구)

  • The Occupational Health and Safety Management System (OHSMS) has been divided into OHSAS 18001 and KOSHA 18001. However as it was upgraded to ISO 45001, the international standard, on March 12, 2018, the existing OHSAS 18001 was changed to ISO 45001. In addition, the KOSHA 18001 of the Korea Occupational Safety and Health Agency was changed to KOSHA-MS, leading to conversion of the certification standard to the new certification standard. In this study, the application status of the OHSMS, introduced in Korea since 1999, was analyzed and ISO 45001 certification standard and KOSHA-MS certification standard were compared and analyzed with existing systems. Based on this, a activation plan of establishment of autonomous OHSMS when converting new standard was suggested.

  • Purpose: Autonomous driving cars, which are often represent the new convergence product, have been researched since the early years of 1900 but their safety assurance policies are yet to be implemented for real world practices. The primary purpose of this paper is to propose a modular concept based on which a safety assurance system can be designed and implemented for operating autonomous driving cars. Methods: We combine a set of key attributes of CE mark (European Assurance standard), E-Mark (Automobile safety assurance system), and A-SPICE (Automobile software assurance standard) into a modular approach. Results: Autonomous vehicles are emphasizing software safety, but there is no integrated safety certification standard for products and software. As such, there is complexity in the product and software safety certification process during the development phase. Using the concept of module, we were able to come up with an integrated safety certification system of product and software for practical uses in the future. Conclusion: Through the modular concept, both international and domestic standards policy stakeholders are expected to consider a new structure that can help the autonomous driving industries expedite their commercialization for the technology advanced market in the era of Industry 4.0.

  • Electrical product safety certification is for public safety. Korea electrical safety certification (KC) is being tested and certified on the base of Korean electrical appliance safety act and KC scheme. There are operating system and Electrical safety standards in the KC scheme. KC' operating system was adapted from japan operating system of Japan certification scheme. But KC certification' electrical safety standard was adapted from IEC standards of IECEE CB scheme. So There are many problems such as difference of version between KC standards and IEC standards, discrepancy between operating system and standards. Therefore, This paper analyzed the reason of discrepancy and proposed the improved KC certification operating system in order to reduce cost and to save time in the procedure of issuing KC approval for public safety in using electrical products and also for global competence.

  • The present management of the domestic and international advanced enterprises is transferring the systems and the regulations to the prevention system management. Expecially, KOSHA (Korea Occupational Safety & Health Agency) in Korea has supported to set up the OSHMS (Occupational Safety & Health Management System) by KOSHA 18001 since 1997. But small & medium enterprises (SMS) have many difficulties to set up the OSHMS because of limited natural and human resources. Therefore, this study is developed and proposed the certification standard of an OSHMS for SMS based on the case study on advanced countries, actual conditions of SMS in Korea, and opinion of specialists.

A Study on Improvement of Ramp Installation Standard for BF Certification (BF 인증을 위한 경사로 설치기준 개선에 대한 연구)

  • Purpose: The ramp is an important facility for the barrier free access and vertical circulation of users of various buildings, including users of walker, wheelchair users, stroller users, and baggage carriers. The installation standards for ramps in Korea have various problems during construction and BF certification. It is necessary to improve the criteria for ensuring practical mobility and safety. Method: Korean standard, International Standard(ISO 21542, 2011), German Standard(DIN 18040-1, 2010), Austrian Standard(OENORM B 1600, 2017), Swiss Standard(Norm SIA 500, 2009), Canadian Standard(Building Standards Guide, 2017), American Standard(ADA Standards, 2010) were investigated and analyzed. A comprehensive improvement of the ramp installation standards is proposed. Results: The ramp is a necessary facility for the barrier free access and vertical circulation of the disabled. It shall be installed with comprehensive consideration of the appropriate slope of the ramp, the distance of the continuous slope, the handle and upstand for pedestrian safety. In order to improve convenience, setting the proper slope and limiting the length of the slope are very important, and improvements are required to the levels presented by international and foreign standards. The unclear standards of Korean law and BF certification standards should be clearly improved so as not to be misinterpreted in construction and Barrier Free Certification. Implication: International and foreign standards should be reviewed to ensure practical mobility and safety. And comprehensive improvement measures should be presented through continuous research.

Analysis of the Correlation between the Thickness of Support Pin of Pipe Support and the Compressive Load (파이프 서포트의 지지핀 두께와 압축하중의 상관관계 분석)

  • Generally, in construction sites, the pipe support installation workers often use support pins of 9~10 mm which are much smaller than the safety standard sizes for work convenience. Although the safety certification standard thickness of the support pins is 11 mm, and the supervisors are often indifferent to this. Hence, products with far lower performance than the pipe support safety certification value of 40,000 N, which is applied in the supporting post-structural review, are used. Accordingly, this acts as a factor causing collapse accidents in the process of pouring concrete at the construction site. Therefore, this study performed compression experiments on new and reused pipe supports to determine how the thickness of the support pins affects the structural compression performance of the pipe support by considering the thickness of the support pins as a critical variable among various factors affecting the pipe support performance. In the course of the study, the compression test of the pipe support (V2, V4) for the new products showed that only 14 (58.3%) of the total 24 samples satisfied the safety certification standard value of 40,000 N, which indicates that more thorough quality control is required in the manufacturing process. Additionally, comparing the thickness of the support pins and their fracture shape shows that the pipes with support length of 4.0 m or longer are much more affected by the buckling of the entire length than the thickness of the support pins. Of the several factors affecting the performance of reused pipe supports, it was found that, similar to the new products, the use of support pins, with thickness of 12 mm rather than 11 mm, can satisfy the safety certification value more appropriately. Therefore, regardless of the state of usage, it could be concluded that it is necessary to use 12 mm products, whose thickness is larger than that of the safety certification standard value of 11 mm, to improve the performance of the pipe supports.

A Study on Improvement of Safety & Quality Management Standard Based on Compression Tests of Steel Pipe Supports (강재 파이프서포트의 압축하중 시험에 따른 안전 및 품질관리 기준 개선에 관한 연구)

  • As of July 1, 2017, the method of quality management of construction equipment had been changed completely. In case of manufacturing and distributing pipe supports, the support length according to the safety certification standard shall be not more than 6 m and the compressive strength shall be not less than 40,000 N at the maximum height. However, the field tests for the quality control standard were usually performed at 3.5 m when the length of the pipe supports is 3.5 m to 4.0 m, and the compression strength was specified to be more than 35,300 N. This difference in the two standards can cause confusion in practice. In this study, the compression load of the pipe supports was tested and found to be more than 30% defective. Therefore, it is necessary to review the modification of the safety certification and quality standards to improve the standard requirements.

  • The Technical Standard Order articles are the parts and appliances for which the civil aviation authority designates as it is necessary to standardize for the expedited certification process and aviation safety. TSO articles were used on the type certified aircraft as replacement parts in the early days of TSO authorization system, but those articles are widely used on the newly developed aircraft as well in these days. In this paper, we compared the differences of the TSO authorization systems between FAA and EASA, and proposed the rulemaking items to improve Korean TSO authorization system and to contribute to growth of aviation industry.
