  • The paradigm of rural development projects has shifted and expanded from agricultural production based on the way of improving the residential environments in order to achieve the quality of life staying in rural areas. The purpose of this study is to evaluate policy directions of rural development projects by investigating government projects conducted successively starting from the Participatory Government of President Roh in 2003 and to the present Government of President Moon. In consideration of administrative affairs, the projects include the Balanced National Development Project, Quality of Life Improvement and Regional Development for Rural Villages Projects. The study examined changes in visions and key agendas proposed in national affairs as well as those in the visions and strategies exhibited by local development project plans through various governments. The core contents examined are the project characteristics, transformation process through government changes, and the law of status pertaining to rural development projects. The direction of implementation for the rural development projects implemented by each government provide an opportunity of understanding the transformation process in each project that has been still effective currently. This study is expected to provide a basic set of data to be used for a proposal for new rural development projects while still being useful to be referred or integrated to other national and regional projects.

  • Comprehensive rural village development projects were launched by MAF(Ministry of Agriculture and Forestry) and KARICO (Korea Agricultural and Rural Infrastructure Cooperation). Since 2004, they received much attention for rural development policy, such as the bottom-up approach, inducing participation of residents and enhancing regional capacity. However, there still remain several problems to be solved. The purpose of this study was to suggest methodologies to facilitate residents' participation in comprehensive rural village development projects by literature review. The core problems of comprehensive rural village development projects in the planning stage were the conflicts among residents and the lack of resident capacity for rural development. Based on the findings of this study, the following recommendations were made to facilitate the residents' participation. In order to reinforce the residents' participation, the mediating skills of conflicts among residents and the strategies for strengthening the residents' capacity should be introduced in comprehensive rural village development projects.

  • The study was intended to identify the effect of the rural development projects (comprehensive improvement of the seats of Eup and Myeon and regional unit comprehensive development projects) on the quality of life in rural areas against local residents living in areas subject to those projects by means of structural equation modeling based on covariance structure analysis. The result indicated that perception factors affecting the quality of life for residents in rural areas by the projects included 'improvement in spatial environment', 'increase in vitality of rural areas', and 'promotion of community activities.' It was also suggested that 'improvement in spatial environment' and 'increase in vitality of rural areas' have significantly positive effect on the quality of life for residents in rural areas while the former has relatively higher correlation. In comparison between comprehensive improvement of the seats of Eup and Myeon and regional unit comprehensive development projects, it was analyzed that all the perception factors of the comprehensive improvement of the seats of Eup and Myeon have effect on the quality of life for residents in rural areas indicating that comprehensive improvement of the seats of Eup and Myeon is more effective than regional unit comprehensive development projects in promoting the community activities. It means that existing rural development projects have been promoted to improve spatial environment rather than improving the quality of life for residents in rural areas. Thus, it is considered that the rural development projects in future should seek for a sense of community so that they can induce voluntary participation by local residents.

  • The purpose of this study is to investigate the business performance determinants of private consulting firms supporting bottom-up local development projects in rural areas. Under the shortage of well-trained rural development professionals, Private consulting firms support rural development projects driven by the residents. Considering the important role for consulting firms to play in the success in rural development projects, it becomes necessary to review the circumstances of consulting market on rural development projects. This study targeted 80 companies that are listed in the book rural development consulting firms. Analysis showed that factors influencing the business performance are not professional competencies but other external factors. The implications based on the above results need to be considered for policy-making to ensure that consulting company selection must be guaranteed of the consulting firms'capability by detailed fields of consulting firms' capability, and the training system for rural development experts must be formed.

  • The government is in the process of pursuing various resident-driven rural development projects for rural development. Accordingly, the government is promoting various software projects to enhance social capital in order to effectively involve residents in rural development projects. However, residents' participation in rural development projects is still passive, while passive residents' involvement creates various problems such as conflicts among residents in the process of project implementation and poor operation after project implementation. This study is intended to be a basis for inducing voluntary community participation in rural development projects by disclosing the intention of residents to participate in the community's internal solidarity with social capital and connection with external communities. According to the analysis of 195 rural residents, three groups were divided according to the level of social capital awareness. While individualist groups with low integration and social capital were 25.1%, they were more integrated, but the average family-oriented group was 42.5%, and social-development groups with high integration and linked social capital were 32.3%. This study is meaningful in that it revealed that the social capital of the resident community is an important factor in both the internal solidarity (integrity) and the external community connection (connectivity) in the rural area development project.

  • The purpose of this study is to identify the trend of the contents of the plan that was implemented through contents analysis on the master plan project of rural village development projects that began in 2004. Contents analysis is based on the classification of business in the detailed enforcement regulations of rural village development project. Analysis on the project contents was conducted for 30 days from June 20 to July 20 for the 132 regions established in the master plan during the period from 2004 to 2007. The results of the analysis showed the following. First, scenery facilities, rural tourism, cultural welfare and income basis projects accounted for 76.5% of the total projects. Second, with regard to investment costs depending on the contents of the projects, cultural welfare, rural tourism and income basis projects accounted for 66.3% of the total investment costs. Third, it was found out that, with regard to the trend of change in the project contents by year, income basis projects were sharply reduced whereas cultural welfare and scenery facilities projects were increased. Finally, with regard to the analysis on the projects by region, it was found that Gangwon, Gyeonggi and Chungnam gave high weight on rural tourism, whereas Gyeongbuk, Jeonnam and Jeonbuk gave low weight on rural tourism. • This study aimed to find the way to help participants build capacity in rural development projects, through some case studies and Q-methodology. Decentralization and diffusion of bottom-up approach in rural development projects are the main contextual factors in this study. With the ethos of bottom-up approach in rural development, the human and financial inputs for capacity building increased drastically in the area of rural development policy. Four types of capacity building methods were identified in this study; training, consulting, learning organization, and forum. Theses methods were used more at planning step than implementation step in rural development projects. The government's effort to strengthen leadership in rural areas should be continued. The existing government's training program for capacity building had better include more diverse clients. Actions for capacity building should be centered on the needs of the participants in fields. Especially, organizing learning units is very important. Governments' rural development policy should establish the proper process which can help local actors plan their projects with enough time span.

Contents analysis was conducted for 15 existing researches and 28 problems were deducted at the stage of the comprehensive rural village development projects. The Decision Making Trial and Evaluation Laboratory(DEMATEL), a mathematical computation method, was utilized as an objective method to handle the inner dependences within a set of problems. The results of this research are summarized as follows. First, insufficient education and publicity of project was the most considerable cause problem. Second, lack of participation, will, and ability of residents was the most considerable effect problem.
