하천 친수공간 평가·관리체계 개선을 위한 국내 법제도 분석 (Analysis of Legislation and Guidelines on Riverfront Assessment and Management System in Korea)

  • Riverfront plays an important role as accessible and inclusive public space for residents, and a riverfront development and management has become a social and environmental issue. The purpose of this study is to analyze Korean legislation and guidelines applied in a riverfront assessment process to identify any legislative problems. To this end, major laws, regulations, national river management plans, and various guidelines related to river management were reviewed. The followings are the suggestions proposed for future improvement. First, clear and consistent definitions on riverfront areas and its spatial range are required across the laws. Also, recreational activities and facilities in riverfront should be categorized and listed for possible development and maintenance. Second, it is necessary to develop an objective and unified riverfront assessment system. Also, guidelines for surveying and evaluating the conditions and potentials of riverfront should be developed. Third, efforts should be made to revise related laws and guidelines to enable comprehensive and systematic approach in design, planning, implementation, maintenance of riverfront. Improving the related legislations and streamlining an riverfront assessment process can help create environmentally-friendly riverfront spaces and mange them efficiently.

생태적(生態的) 측면(側面)을 고찰(考察)한 하천(河川) 수변공간(水邊空間)의 활성화(活性化) 방안(方案) 연구(硏究) (A study on revitalization of riverfront space in terms of ecological aspect)

  • This study aims to find out the way of revitalizing of natural riverfront space in terms of ecological aspect. At the first part, theoretical made in terms of concept, planning aspects and techniques which were main bases for the study. It begins by explaining the concept of ecological riverfront space, the main aspect and techniques of its planning. After this, it analysis eight cases(four cases in Korea, Swiss, Germany, America and Japan) in terms of the objects, planning techniques and the results of development. It continues by making detailed analysis according to four objectives like 'protection from flood', 'quality of the river', 'ecological preservation' and 'active usage of riverfront space'. It ends by evaluating the relationship between objectives and the planning which will be adapted to the future development of riverfront space with ecological aspect. In conclusion, hereafter will propose desirable design-direction for revitalization about riverfront space about ecological aspect design in urban.

  • 1960년대 이후, 우리나라의 산업화가 급격하게 진행되고 도시가 기능적으로 개발되면서, 도시내부의 강을 중심으로 하는 수변공간은 도로건설과 비선호성시설의 집적으로 도시민의 삶의 공간에서 소외되기 시작하였다. 특히, 산업화시대인 1970~80년대에 폐수와 쓰레기로 오염된 강은 생태 친수공간으로서의 역할을 상실하고 하수구의 기능으로 전락하였다. 그러나 21세기에 들어서서 지속가능한 도시에 대한 요구와 도시의 쾌적성에 대한 수요가 증가하면서, 도시민은 도시 내에서 맑은 물과 쾌적한 수변공간을 갈구하게 되었고, 최근에는 도시재생의 중심적인 공간으로 수변공간이 주목받고 있다. 본 연구에서는 도시 수변공간에 대한 이용현황과 계획의 문제점을 살펴보고, 도시 수변공간이 갖는 입지적 특성을 바탕으로 한 수변공간 활용방안을 분석하여, 우리나라의 도시적 여건에 부합되는 친환경적이며 도시재생에 기여하는 지속가능한 수변공간의 관리방안을 제시하고자 한다.

Analysis of the Visual Quality of Riverfront Skyline Through the Feature of Height and Spatial Arrangement of Tall Building

  • In modern times, numerous cities are competing to create the unique skyline adjacent to the water. Tall buildings located across the river have a great contribution to the skyline of a riverfront city and can be a precious asset for the city. Moreover, in several cities, tall buildings and their impact on the urban skyline are a matter that should be considered and regulated in urban design. Therefore, as a prominent element in a larger visual setting of the city, tall buildings should improve the visual quality of the skyline rather than diminish that quality. This research attempts to provide an objective method to analyze the visual quality of the skyline made by a group of tall buildings through their feature of heights and spatial arrangement from riverfront views. The analysis is determined by the design variables of building heights variation, heights transition, density, and spacing of a group of tall buildings. A comparative case study of tall buildings in Yeouido and Lujiazui was conducted to prove the effectiveness of the analysis. The proposed method can be used in a simple way in the quantitative approach to quantify the visual quality of the skyline. In conclusion, Yeuido's skyline is not quite interesting from the riverfront view in terms of height variation and continuity of the skyline view because they are dispersed. Conversely, Lujiazui's skyline from the riverfront vantage points has a good quality in all aspects of the feature of height and spatial arrangements of tall buildings cluster. These factors can be used for the urban designer on how proposed tall buildings within the cluster should appropriately respond to adding image on the skyline.

울산시 태화강 수변 경관 변천에 관한 연구 (Study on the Changes in Riverfront Landscape of Taehwa River, Ulsan City)

  • The central of Ulsan was formed and has been developed in alluvial plains the Riverfront of Taehwa River and Dongcheon River Fortresses including Gyebyeonseong of the late Silla, Chisoseong of the Goryeo, Ulsan Gyeonsangjwabyeongyeongseong, Ulsaneupseong, Ulsanwaeseong and Yeompoyeongseong as well as Gugangseowon and Old Ulsanhyanggyo and other facilities well display such fact. In the southern areas of Taehwa River, Byeokpajeong of Samsan, Buddhist temples and pavilion architectures used to be located. In its upstream areas, Eonyangeupseong, Eonyanghyanggo, Banguseowon and Daegokcheon Petroglyph exist as well. As such, the Riverfront of Taehwa River are a central space where the civilization of Ulsan has grown and developed, and are regarded as a core scenic asset of Ulsan. However, the look and nature of Taehwa River changed significantly due to Ulsan irrigation project and the construction of modern bridges such as Ulsangyo and Ulsan railway bridge during the period of Japanese occupation. The old look of the area started to be ruined by water contaminations and developments of waterfront lands that resulted from the development of Ulsan Industrial Center in 1962. The water quality of Taehwa River has been improved as a result of allotting a huge budget and administrative powers before and after 1997, the year when Ulsan was elevated to a metropolitan city. However, the surrounding views around Taehwa River changed greatly due to various urban development projects including apartment complex constructions. This is because the development of the Riverfront started from a land utilization project, in which the construction of apartment complexes was included in the initial phase; as a result, the areas were changed to be private scenic assets for those apartments. Aware of such issue, this study aims to identify major scenic elements that were present in the period before such developments in the river's surrounding areas from literature and geography materials; and to reveal how various urban development projects that have been performed from the period of Japanese occupation have changed the scenic elements of Riverfront of Taehwa River. The purpose of this study is to identify qualitative and quantitative changes in scenic elements of the Riverfront of Taehwa River as well as the characteristics of the resulting changes in the surrounding scenery.

통신 빅데이터 기반 하천이용시설 사용성능 경제성평가기법개발 (Feasibility of Economic Analysis of Riverfront Facility Based on Mobile Big Data)

  • 하천이용시설은 시민들이 휴식과 편의를 위해 이용하는 하천시설로 그 종류에는 친수지구, 자전거도로, 휴게시설, 공원시설 등이 있다. 최근 시민들의 친수시설의 이용도는 증가하고 있지만 빈번한 홍수발생으로 시설물 피해가 증가하고 있어 하천이용시설의 효율적인 유지관리의 중요성이 증가하고 있다. 현재 하천시설은 중점치수시설에 한정되어 점검 및 진단이 이루어지고 있으며, 하천 이용시설의 유지관리에 대한 기준은 미비한 수준이다. 하천이용시설의 관리의 기준이 되는 이용도 조사 역시 직접조사는 인력소모와 경제성 측면에서 비효율적이다. 본 연구는 통신빅데이터를 사용하여 하천 이용도에 대한 등급을 나누고, 수도권 거주자를 대상으로 하천 이용시설의 사용성에 대한 설문조사를 진행하여 사용성능에 대한 경제성 평가식을 도출하였다. 향후 성능평가에 안전성, 사용성, 내구성을 모두 고려한 경제성 기법 체계 구축과 편의시설별 수요분석을 평가한다면, 효율적인 하천이용시설물 유지관리와 하천에 대한 시민들의 이용도가 더욱 증가할 것으로 기대한다.

하천 내 친수지구의 사후관리 의사결정 절차 방법 연구 (Study of Decision Making Procedures for Follow-up Management of Water-friendly Riverfront)

  • 본 연구는 국가하천 내 친수지구를 대상으로 친수지구의 용도가 저하되었을 때 사후관리를 수행하기 위한 합리적인 의사결정 절차를 제안하였다. 의사결정 절차는 2가지로 대상지 선택과 사후관리 전략 및 대안 선별이 이에 해당한다. 선행연구로 도출된 친수지구의 이용등급을 고려하여 이용도가 낮은 IV등급과 매우 낮은 V등급을 후보지로 선정하였고 경제성평가를 통해 경제적 효용이 미흡한 경우 사후관리가 필요한 후보지라 판단하여 협의를 통해 대상지로 선정하였다. 또한 정해진 대상지에 대해 사후관리 기본구상을 검토하고 대상지 별 친수지구 운영 필요성을 고려하여 전략에 맞는 대안을 도출할 수 있도록 하였다. 친수지구의 사후관리 의사결정 절차에 관한 선행연구는 아직 체계화되어 있지 않았으나, 현재 하천 시설의 생애주기가 만료되어가는 시점에서 이용자의 편리함과 안전성을 위해서는 체계적인 절차가 반드시 필요하므로 본 연구가 향후 행정절차에 활용될 수 있을 것으로 기대된다.

AHP 기법을 이용한 하천 친수공간 평가항목 중요도 분석 연구 - 경기도 경안천을 중심으로 - (A Study on Analysis of Importance Weights of Riverfront Assessment Items Using Analytic Hierarchy Process - Focused on the Gyeong-An Stream in Gyeonggi Province -)

  • The purposes of this study are to identify assessment items to evaluate riverfront for amenity and recreation and to analyze the relative importance of the items using Analytic Hierarchy Process(AHP). Total 15 items of 5 categories were identified through literature review and panel discussion. Based on the AHP analysis results, a weighted value was set for each of the layers in the hierachy. 'Ecological Characteristics' (0.333) was rated with the highest weighted value. followed by 'Landscape Characteristics'(0.190) and 'Physical Characteristics'(0.166). Among the assessment items, 'Water Quality' (0.152) and 'River Naturality'(0.118) had higher weighted values. With the set of assessment items field assessments were carried out for Gyung-An Stream of Gyeonggi-Do to exam its applicability. Total 6 segments and 31 reaches out of the 22.5 km long river were evaluated and the mean scores of the five categories were converted into a percentile score for comparison. Overall, the segments which had higher scores were located close to neighborhood areas and had better connections with other historical and cultural amenities. Also, existing facilities was an important factor and needs to be considered for waterfront development.

  • Green landscape plan to the riverfront area of the Han River The Han River, one of the symbolic elements in metropolitan Seoul, structures an axis of waterscape as the openspace crossing east to west of the city of Seoul. As riverside urban motorway(88 Olympic motorway) and riverside public park were constructed by the Han River Comprehensive Development Project in 1986, the necessity of general plan for the in-stallation of envirommental facility belt to conserve living enviroument is being required with relation to, dense residential areas closed to the river Therefore, the goal of the study is to provide better riverview and to increase environmental purifi-cation ability as a large scale waterscape axis by the preparation of landscape plan to the riverfront area of Han River, In order to achieve the goal, the study deals with sectional speciality, the introduction of landscape assessment techniques and ecological approach to given environment. As unity is kept through whole waterfront area, the area is divided into 9 zoning sections to study development methods for each section, and themes for speciality are given to each section, and the. sort of plants which can be symboliged to the area is selected. Also, the planting methods for harmony with the type of road structure and riverscape is offered. Though the study may give significane to the image and the function of riverside road, in con-clusion, the characteristic ecological approach to the river is so limited that has not been reflected enough on the plan. It is expected that the study should be continued, and long-term riverfront openspace plan, environmentally sustainable, should be arepared.
