Remote Care Using Medical Bed System Equipped With Body Pressure Sensors (체압 센서를 이용한 의료용 침대의 원격 케어)

  • In this paper, the remote care of medical beds with multiple body pressure sensors is described. Falling is one of the factors that seriously threaten the safety of patients and harm their health. In this study, a new bed was developed to overcome this. The bed system consists of a keyboard that can operate, a keyboard controller that manages the movement of the keyboard, a sensor that measures body pressure, a sensor controller that transmits and receives sensor values, a main controller that checks it and operates automatically or manually according to the algorithm, and a server that oversees all these information. The bed system checks the patient's location through a sensor and wirelessly alerts the server through the main controller when the patient determines that there is a risk of falling, so that the nurse or nurse can recognize the patient's dangerous condition. The server may receive state data transmitted from the wired/wireless terminal to monitor whether the bed system is operating normally. The controller of the keyboard operates a keyboard-type mechanism and automatically controls the prevention of bedsores connected by body pressure sensors to physically separate the area to which the patient's pressure is applied to prevent bedsores. The main controller checks the presence of the patient's bed and transmits it to the server. In conclusion, the proposed system can smart monitor the user's state and perform remote care.

Analysis of Flooded Areas for Cadastral Information-Based Rainfall Frequencies (지적정보 기반의 강우빈도별 침수지역 분석)

  • The increased occurrence of flooding due to typhoons and local rainfall has necessitated damage prevention through the systematic construction of damage history and quantitative analysis of flood prediction data. In this study, we constructed a disaster information map for practical use by combining digital images and continuous cadastral maps of damaged areas using a geographic information system to provide basic data and attribute information. In addition, we predicted the areas at risk of flash floods by calculating the flood capacity of the study area for different rainfall frequencies through flood inundation simulation, which was used to obtain comprehensive disaster information. Further, we calculated the extent of the flooded area and the damage rate for different rainfall frequencies using cadastral information. Flood inundation simulation in the case of heavy rainfall was found to help improve the ability to react to a flood and enhance the efficiency of rescue work by supporting decision-making for disaster management.

A Study on the Status and Cases of Occupational Accidents of Child-care Teachers (보육교사의 산업재해 현황 및 사례에 관한 연구)

  • Objective: The purpose of this study is to examine occupational safety accidents of child care teacher and to suggest preventive measure in occupational safety health and safety for child-care teacher. Methods: We investigated laws, policy, and previous studies related occupational safety and health for child care teacher. Especially, we reviewed the legal definition of child-care teacher to identify whether Occupational Safety and Health acts cover child-care teacher. Also cross tabulation and a qualitative analysis were conducted for occupational accidents in child care centers from 2013-2018. Results: Safety and health related policies to protect child care centers have been carried out by child care Center Safety and Insurance Association and the Child Care Support Center, but it has mainly been functioned to protect children excluding child care teacher. The most occupational accidents occur in worker aged 40s. The most type of occupational accident were falling down on the floor and surface. Also we could find that there is a high risk of falls, and musculoskeletal disorders through qualitative analysis on occupational accidents cases of child-care teacher. Conclusion/Implications: We suggest to improve the system for protecting child care workers including strengthening occupational safety and health education for child care workers, expanding coverage of national project to prevent occupational accidents.

Survey of American food trends and the growing obesity epidemic

  • The rapid rise in the incidence of obesity has emerged as one of the most pressing global public health issues in recent years. The underlying etiological causes of obesity, whether behavioral, environmental, genetic, or a combination of several of them, have not been completely elucidated. The obesity epidemic has been attributed to the ready availability, abundance, and overconsumption of high-energy content food. We determined here by Pearson's correlation the relationship between food type consumption and rising obesity using the loss-adjusted food availability data from the United States Department of Agriculture (USDA) Economic Research Services (ERS) as well as the obesity prevalence data from the Behavioral Risk Factor Surveillance System (BRFSS) and the National Health and Nutrition Examination Survey (NHANES) at the Centers for Disease Control and Prevention (CDC). Our analysis showed that total calorie intake and consumption of high fructose com syrup (HFCS) did not correlate with rising obesity trends. Intake of other major food types, including chicken, dairy fats, salad and cooking oils, and cheese also did not correlate with obesity trends. However, our results surprisingly revealed that consumption of com products correlated with rising obesity and was independent of gender and race/ethnicity among population dynamics in the U.S. Therefore, we were able to demonstrate a novel link between the consumption of com products and rising obesity trends that has not been previously attributed to the obesity epidemic. This correlation coincides with the introduction of bioengineered corns into the human food chain, thus raising a new hypothesis that should be tested in molecular and animal models of obesity.

A Study Concerning Analysis of Arousal State of locomotive Engineering During Operating Train (열차 운행 중인 기관사의 각성상태 분석에 관한 연구)

  • The study for the passenger's comfortableness of vehicles and the arousal of car drivers has been done widely. On the other hand, there are few studies for the locomotive engineers. Human error means that the mistakes made by human, recently it receives attention in the field of safety engineering and human engineering. Comparing the operating condition of train with car, because of the simplification of the visual stimulus, the arousal level on the train goes down easily. The arousal level down makes judgement down, the accident risk from human error is getting bigger. In this study, we measured bio-signals(ECG, EDA, PPG, respiration and EEG) from 6 locomotive engineers to evaluate their arousal state while they operated the train. Also we recorded the 3 axes acceleration signal showing the vibration state of train. Also, the existence of tunnels were simultaneously measured. At the station section where the train speed goes down, the size of vector's sum decreases because of reduced vibration. Beta component in EEG tends to increase at the entering point of each station and tunnel. It is due to the arousal reaction and tension growth. The mean SCR(skin conductance response) was more increased in neutral section. As the button control movement (body movement) increases in the neutral section, it is appeared that SCR increase. RR interval tends to gradually increase during train operation for 1 hour 40 minutes. However, It tends to sharply decrease at the stop station because strong concentration needed to stop train on the exact point. The engineer's arousal reaction can be checked through analysing the bio-signal change during train operation. Therefore, if this analysing result is adopted to the sleepiness prevention caution system, it will be useful for the safety train operation.

Achievement of Health Promotion Program in Korea (국민건강증진사업 10년의 성과)

  • There has been 10 years since the Health Promotion Act was legislated. The government began to establish a health promotion fund on the basis of Health Promotion Act in 1995, and to manage and operate the fund from 1998. It is evaluated that health promotion program have had various outcomes in many aspects. First, there has been growing awareness of the impotance of health promotion through the establishment of Health Plan 2010 and the effort to actualize the Plan. Second, the importance of securing health equity and identifying health determinants have been recognized during the planning process of Health Plan 2010. Third, the health promotion program have mainly focused on improving healthy life style of the population. As a result, desirable health behavior change of the population could be expected from the result of 2005 National Health and Nutrition Survey. Fourth, public health centers began to play a crucial role in implementing health promotion programs, and began to build infrastructure for health promotion programs. Fifth, management efficiency of private health related organizations have been improved. Finally, training for health promotion personnel and their participation in the program could be the foundation for the higher level of outcome achievement from the health promotion programs. Important challenges for future health promotion would be identification of the determinants and risk factors of health, formulating plan of regional health promotion programs, building infrastructure for health promotion, creation of specific action model by public health center, development of health promotion program for the elderly, conducting research for evidence concerning major factors reducing the need for health care through prevention disease activities, and establishment of evaluation and feed back system for health promotion programs.

  • The basic goal of urban safety is to support citizens' quality of life and city competitiveness, and its importance is increasing. Since the risk of disasters is growing, there is a growing demand from society for minimizing the damage by preventing and responding to them in advance. In case of urban governments, securing safety emerges as one of the most important policy tasks due to natural disasters such as heavy rain and heavy snow and human disasters such as various accidents. Recently, it is emphasized the necessity to increase the prevention effect through disaster analysis using Big Data. This study examined paradigm change of disaster safety management using big data centering on Seoul city. In particular, the study tried case analysis from the viewpoint of maximizing effective government services for disaster safety management, and sought the strategic meaning in connection with the ordinance.

Application of Police Video Equipment for Fighting Crime and Legal Trends (범죄 대응을 위한 경찰 영상장비의 활용과 법 동향)

  • With the introduction of video cameras into law enforcement, a great deal of police organizations have adopted the technology in their routine crime prevention activities. The up-to-date systems of ambient surveillance energized by CCTV, police wearable cameras, drones, and thermal imaging devices enable the police to thoroughly monitor public spaces as well as to rigorously arrest on-scene criminals. These efforts to improve the level of surveillance are often met with public resistance raising concerns over citizens' rights to privacy. Recent studies on the use of police video equipment have constantly raised the issues related to the lack of applicable legal provisions, risk of personal information and privacy infringement as well as security vulnerabilities. In this regard, the present study attempted to review the public surveillance methods currently used by law enforcement agencies worldwide within the context of public safety and individual rights to privacy. Furthermore, the present study also discussed the legal boundaries of police use of video equipment to address public concerns over privacy issues.

Current Status, Challenges, Policies, and Bioethics of Biobanks

  • Many biobanks were established as biorepositories for biomedical research, and a number of biobanks were founded in the 1990s. The main aim of the biobank is to store and to maintain biomaterials for studying chronic disease, identifying risk factors of specific diseases, and applying personalized drug therapies. This report provides a review of biobanks, including Korean biobanks and an analysis of sample volumes, regulations, policies, and ethical issues of the biobank. Until now, the top 6 countries according to the number of large-scale biobanks are the United Kingdom, United States, Sweden, France, the Netherlands, and Italy, and there is one major National Biobank of Korea (NBK) and 17 regional biobanks in Korea. Many countries have regulations and guidelines for the biobanks, and the importance of good management of biobanks is increasing. Meanwhile, according to a first survey of 456 biobank managers in the United States, biobankers are concerned with the underuse of the samples in their repositories, which need to be advertised for researchers. Korea Biobank Network (KBN) project phase II (2013-2015) was also planned for the promotion to use biospecimens in the KBN. The KBN is continuously introducing for researchers to use biospecimens in the biobank. An accreditation process can also be introduced for biobanks to harmonize collections and encourage use of biospecimens in the biobanks. KBN is preparing an on-line application system for the distribution of biospecimens and a biobank accreditation program and is trying to harmonize the biobanks.
