A Basic Study on the features of LID-related Ordinance Enactment conducted by Local Government - mainly on Seoul City, Suwon City and Namangju City - (LID관련 지방정부 조례제정 특성 기초연구 - 서울시, 수원시, 남양주시를 중심으로 -)

  • This study suggests direction of new ordinance establishment for the future national application of Low Impact Development(LID) by analyzing current LID-related regulations of local governments, substantial agents to install and maintain a facility, through qualitative and quantitative methodologies. Four key words related to LID were derived from advisory conference and then ninety nine ordinances as the LID-related regulations were extracted to analyze. The study shows that rainwater-related ordinance passed in the middle of 2000s are being merely converted to the law on the promotion and support of water reuse. Regulations on water cycle and LID exist only in three cities nationwide(Seoul City, Suwon City and Namangju City). Interview with administrators of three cities to have LID-related regulations revealed following results. First, both rainwater and water reuse related regulations have not considered regional characteristics such as rainfall intensity, effects of impervious and merely followed guidelines by Ministry of Government Administration and Home Affairs. Second, existing ordinance is confined to specific facilities and thus cannot include the concept of LID which covers land and space utilization. Therefore, for proper application of LID, this study proposes issue of ordinance that resembles Seoul City ordinance and a new guideline that can reflect regional characteristics such as rainfall and location.

  • The purpose of this study is to identify the important evaluatio items for developing the environmental sustainability indices of housing estate. In this research, the principles of environmental sustainability were established on the concept of ESSD, and twenty-two evaluation items were explored on the basis of questionnaire of experts, the twenty-two items are ranked in order of iportant level and it is a appeared that 'development density' is most iportant evaluation item. In conclusion, twelve important items were selectd; 'development density', 'preservation of natural forest and topography' , 'amount of green area', 'reduction of water pollution','reuse of wastes','garbage discharge','reduction of air pollution','distribution of land use','rainwater infiltraton and preservaton of underground water','site planning for energy saving','separated collection of wastes','access to natural forest andwaters around housing estate'

Operation Strategy for a Multi-functional Storage Facility (하수저류시설 운영 전략 연구)

  • The frequent occurrence of sewer flooding and the intermittent discharge of non-point pollutions into the receiving water body are emerging issues recently due to the climate change and urbanization. These problems might be solved by introducing a multifunctional storage facility. Unlike a single-purpose storage facility, a multi-purpose storage facility should be operated at an instant to meet for flood prevention, reduction of non-point pollution and/or rainwater reuse. Considering various operational combinations it is suggested that prevention of sewer flooding coupled with reduction of non-point pollution is the most effective operational strategy for a multi-functional storage facility.

Effects of Environmental Infrastructure Regeneration in Urban Region - A Case Study of M Apartment Complex in Daejeon (도시 단지내 환경 인프라 재생 효과 고찰 - 대전시 M 아파트 단지 사례연구)

  • This study introduces a resource recycling system in urban apartment complex using four different technologies. The four technologies, called 4G, include a production technology for reclaimed water (Green water), a biogas production technology from organic waste (Green biogas), a reuse technology of rainwater (Green rainwater), and urban agropark (Green pyramid). Green water is the technology for producing the reclaimed water from wastewater, rainwater and underground water, and the average concentrations of BOD, SS, T-N and coliform of reclaimed water were 7.8mg/L, ND (not detected), 4.9mg/L and ND, respectively. Green biogas is the technology for producing biogas and effluent after treating organic wastes (e.g. food waste and night soil) discharged from households, and the average production rates of hydrogen and methane were $0.33m^3/m^3/d$ and $0.24m^3/m^3/d$, respectively. Green pyramid, agricultural farm operated by biogas and reclaimed water, provides a healthy and recreational space for residents, and plant growth rates using treated water and reclaimed water showed height of 1.32cm and weight of 112.8g. Therefore, 4G technologies can improve the recycling rate and treatment efficiencies of waste and wastewater in an apartment complex.

Feasibility Study on Introduction of Decentralized Water Supply System for Improving Water Security and Sustainability (물안보 및 지속가능성 제고를 위한 분산형 용수공급시스템의 도입 타당성에 관한 연구)

  • Decentralized water supply systems, treating the water in users'vicinity, cutting down the distribution system, utilizing the alternative water resources(rainwater harvesting, water reclamation and reuse and so on.) and saving energy and other resources, could be categorized into POU(Point-Of-Use), POE(Point-Of-Entry) and community small scale system. From the literature review, we could thought that decentralized water supply system and hybrid system(integrating centralized and decentralized water supply system within urban water management) might have strengthening comparative advantages to centralized system with respect to: (1) water security, (2) sustainability, (3) economical affordability. Even though it is difficult to derive and quantify direct benefit advantages from decentralized and hybrid system in comparison with centralized system, (1) operational cost reduction, (2) assurance for safe and stability water supply and (3) greenhouse gas reduction can be expected from successful establishment of the former.

Patent Technologies for Reducing Micro-Dust (미세먼지 저감을 위한 특허기술들)

  • Four developed patents have applied for a new type of Composite Cyclone Scrubber followed by the previous research (Cho and Kim, 2017), including dust reducing fan with filters. Regarding target installation and maintenance cost, 64% reduction for investment costs (6.2 billion won vs. 17 billion won) compared to existing road pollution reduction system, while social benefit costs increase by 43% compared to existing road pollution reduction measures (72.6 billion won vs. 50.8 billion won). The composition of the device is an air blower type spiral guide vane, and an injection pressure collecting dust efficiency. A nozzle varies Injection angle and contact range, spray liquid species (waterworks, salty water). The proposed patent tests are circulation water Time-by-Time Spray and collected 41.4% more increased micro dust since the sprayed water meets contaminated gas due to the 45° degree colliding, which is 141% increased conventional dust collector. (Ratio of collection over 85%). As regards the source of collection liquid, circulated rainwater and well water, we expect a huge amount of energy and economically saved eco-friendly system in our patent. Finally, the guided vane and metal filter reduced over 90% micro-dust, while sprayed water cleans the vane and filters, resultantly minimizing the maintenance budget. The preliminary evaluations of the developed design make it possible to reduce not only cheaper maintenance budget due to the characteristic water spraying but the cost of water comes from mainly rain and underground.

The Removal of Nutrients and Heavy Metals Using Household Rain garden (가정용 빗물정원을 이용한 지붕빗물내 영양소 및 중금속 제거)

  • In Korea, most rainfall events occur during summer which then leads to an increasing concern regarding high influx of non-point source pollutants since the pollutant loadings from these non-point sources are very significant. In particular, the first flush of roof-harvested rainfall is said to contain the most highest concentration of nutrients and heavy metals. Accordingly, it is important to develope the possible water quality management options in treating the contaminants and considering reclaimed water reuse. The rain garden could be one of suitable alternatives in addressing this issue. In this study, the development of an effective adsorption media and its application to a lab-scale rain garden was tested to evaluate the removal rate of various nutrient and organic matter (TN, TP, CODcr), and heavy metals (Cu, Cd, Pb). Results showed that carbonized peatmoss produced at higher temperature have better adsorption capacity as compared to the one produced at a lower temperature. When the carbonized peatmoss was applied as rain garden media, the highest removal of TN, TP, and CODcr was observed compared to no carbonized peatmoss applied rain garden. Therefore, this study showed that the carbonized peatmoss would be effectively applied to the rain garden for removing nutrients and heavy metals from roof-harvested rainwater.

Development of Domestic Rainwater Treatment System and its Application in the Field (소규모 빗물처리시설 개발 및 현장 적용성 평가 연구)

  • The increase of impervious area in cities caused the unbalanced water cycle system and the accumulated various contaminants, which make troubles as introducing into watershed. In Korea, most of rainfall in a year precipitate in a summer season. This indicate that non-point source pollution control should be more important in summer and careful rainfall reuse strategy is necessary. Accordingly, the aim of this study is to monitor the characteristics of rainfall contaminants harvested in roofs and to develop the rainfall treatment system which are designed to fit well in a typical domestic household including rain garden. The rain garden consists of peatmoss, gravel and san to specially treat the initial rainfall contaminants. For this purpose, lab scale experiments with synthetic rainfall had been conducted to optimize the removal efficiency of TN, TP and CODcr. After lab scale experiments, field scale rainfall treatment system installed as a pilot scale in a field. This system has been monitored during June to July in 2015 in four time rainfall events as investigating the function of time, rainfall, and pollutant concentrations. As results, high loading of pollutants were introduced to the rainfall treatment system and its removal efficiency is increased as increase of pollutant concentrations. Since it is common that the mega-size of rainfall treatment system is not attractive in urban area, small scale rainfall treatment system is promising to treat the non-point source contaminants from cities. In addition, this small scale rainfall treatment system could have a potential to water resue system in islands, which usually suffer the shortage of water.
