Recently, controversy over intellectual property rights for protecting genetic resources and traditional knowledge has been emerging. Very active debates and global discussions are being carried out in various international organizations for possible approaches to be taken for these properties, and for the fair and equal sharing of the benefits from these intellectual properties. There is a need to evaluate adopting a sui generis system which is being pushed by developing nations, or adopting a policy which will guaranteee benefit sharing such as sharing royalties from marketing final products, technical transfers, capacity building, and participating in research activities. Also, it is very important to examine the legal issues concerning genetic resources based on Convention on Biological Diversity for the fair and equal sharing of the benefits with developing nations, at the same time assuring developed nations of access to genetic resources.

제한된 네트워크 자원과 불균등한 전파 자원 분배로 인해 전파자원 부족 문제와 서비스 품질 열화가 발생하고 있다. 또한, 기존 중앙집중식 전파 공유 방식은 전파 공유 활성화를 위한 근본적인 해결책이 되지 못하고 있으며 비용, 편의성, 보안성 관점에서 비효율적이다. 본 논문에서는 전파자원을 분배하고 공유할 수 있는 저비용, 고신뢰, 고효율 플랫폼으로서 블록체인 기반의 스펙트럼 쉐어링 플랫폼을 제안하고 이를 실현하기 위한 법적 쟁점을 분석하였다. 스펙트럼 쉐어링 플랫폼에서는 와이파이 AP 전파 정보와 LTE 모바일 핫스팟 전파 정보를 블록체인에 등록하고, 전파 공유자와 전파 사용자가 스마트 컨트랙트 통해 개인 간 (P2P) 전파 공유 계약을 빠르고 효율적으로 체결한다. 전파 공유에 대한 대가와 품질 관리에 대한 보상인 암호화폐는 선순환적인 전파 공유 오픈 플랫폼 생태계를 활성화할 것이며, 스펙트럼 쉐어링 플랫폼을 통해 편리하고 효율적인 공공 무선 인프라를 제공할 수 있다.

This research evaluates cooperation in transboundary rivers with special reference to the Great Mekong Subregion (GMS) program in the Mekong River Basin. The benefit sharing approach has been deployed as a theoretical framework to analyze the extent to which the riparian states have achieved cooperation. The river basin governance led by the Mekong River Commission since 1995 has not adequately performed due to non-participation of upstream countries and the lack of law enforcement mechanism. Since the late 1980s, China has undertaken hydropower development unilaterally, thereby triggering discomfort from the Lower Mekong countries. The GMS program has led China to strengthening economic ties with the downstream countries through hydropower development as investors and developers. The program has also supported the establishment of economic corridors, and removal of physical barriers and has paved the way for cooperation in other sectors, such as the environment, agriculture, tourism and energy. There are challenges for further cooperation, including the development gaps between China and the downstream countries, political tensions and environment impacts of hydropower dams in the river basin. The Mekong River Basin shows the possibility of cooperation through benefit sharing. Sharing benefits accrued from the river and beyond the river between China and the downstream countries have enhanced economic ties, thereby consolidating cooperation each another.

Purpose - This study aims to examine the factors that affect consumers' intention to use a global business-to-consumer sharing platform. Design/methodology - The questionnaire collected 300 copies from June 25 to July 11, 2019, of which 281 were used for statistical processing. The structural equation model (SEM) was used to test hypothesis in this research. Findings - The results showed that information innovation, personalization, and personal innovation influenced perceived usefulness, and social connectivity did not affect perceived usefulness. And perceived usefulness greatly influenced the intention to use. Research limitations/implications - The limitations of the study are that most of the survey respondents were in their twenties and could not grasp the perception of sharing economy services for various age groups. This paper derived implications that sharing platform promotes sharing and cooperation, which are the basic principles of international trade, to increase the intrinsic value of resources by cyclically using and utilizing limited resources around the world. Originality/value - It aims to contribute to the growth of consumer value-related industries and the welfare of society by providing implications from the point of view of sharing platform services.

나고야의정서의 발효로 유전자원을 이용하려는 기업들은 유전자원 이용 이익 공유방안을 제공국과 협상을 통해 결정해야 할뿐만 아니라 유전자원 이용 사업 자체에 대한 투자 의사를 결정해야 한다. 본 연구에서는 유전자원의 이용으로 인한 이익의 공유방안을 샤플리 밸류와 매출액 기준 일정 비율에 의한 방법을 통해 기업의 수익구조에 반영한 후 실물옵션기법을 이용해 유전자원 이용 프로젝트에 대한 경제성을 분석하였다. 그 결과 이익공유 비율과 할인율, 그리고 유전자원의 상품화 시기가 상기 두 분석 방법에 따른 투자임계가격의 순위에 영향을 미치는 것으로 나타났다. 협상을 통해 이익공유 방안에 대해 상호합의된 조건을 도출해야 하는 기업에게는 이와 같은 다양한 방법에 의한 접근과 분석이 협상 시 유용한 참고자료가 될 것이다.

오늘날 전문적 지식에 대한 시민 요구의 증가, 학계의 시민참여 연구 확대, 전문적 지식에 대한 정보서비스의 제공에도 불구하고, 여전히 비전문적 일반인이 학술정보자원에 접근하는 데에 어려움이 있는 것으로 파악된다. 본 연구는 이에 주목하여 학술정보자원에 대한 일반인의 정보요구와 정보행위를 설문조사를 통해 조사하였다. 학술정보자원의 탐색 및 이용행태, 학술정보자원 활용에 대한 지원 필요성에 관한 인식이 조사되었으며, 이를 통해 학술정보자원이 학술 커뮤니티를 넘어 사회적으로 공유되는 정도와 양상을 분석하였다. 본 연구는 전통적인 학술 커뮤니케이션에서의 이용자 범위를 확대하여, 이들을 위한 학술정보자원에의 접근과 이용 확대 지원의 필요성을 강조한 초기 연구라는 점에서 의의를 찾을 수 있다.

In this letter, a new sharing mechanism, SRLG sharing, is proposed, which allows the links of the same shared risk link group (SRLG) in a primary light tree to share protections in WDM optical networks. In previous studies, how to share spare resources with SRLG constraints has not been studied in multicast optical networks. In this letter, considering SRLG sharing, we propose a novel algorithm -multicast with SRLG sharing (MSS)- to establish a protection light tree. Finally, the algorithm MSS and the algorithm multicast with no SRLG sharing (MNSS) are compared through a simulation to show that our new sharing scheme of SRLG sharing is more efficient than that of no SRLG sharing in terms of spare resource utilization and blocking probability.

IoT (Internet of Things) is a collective term referring to application services that provide information through sensors/devices connected to the internet. The real world application of IoT is expanding fast along with growing number of sensors/devices. However, since IoT application relies on vertical combination of sensors/devices networks, information sharing within IoT services remains unresolved challenge. Consequently, IoT sensors/devices demand high construction and maintenance costs, rendering the creation of new IoT services potentially expensive. One solution is to launch an IoT open market for information sharing similar to that of App Store for smart-phones. Doing so will efficiently allow novel IoT services to emerge across various industries, because developers can purchase licenses to access IoT resources directly via an open market. Sharing IoT resource information through an open market will create an echo-system conducive for easy utilization of resources and communication between IoT service providers, resource owners, and developers. This paper proposes the new business model of IoT open market for information sharing, and the requirements for ensuring security and standardization of open markets.

본 연구에서는 최근 사회적으로 논의되고 있는 쟁점 중 하나인 공유경제서비스가 지역 관광지 내 공유경제네트워크 구축 과정에서 어떤 방식으로 정착될 수 있을지에 대해서 탐색적 수준에서 분석했다. 일반 소비자들을 대상으로 조사하여 분석한 결과, 숙박 및 차량 기반 공유경제서비스에 대해서 호의적인 태도는 지역공유경제서비스의 네트워크 및 지역 주민교육의 필요성, 지역경제활성화에 대한 신념에 직접적으로 영향을 주지 않고, 소비자 스스로의 공유경제서비스에 대한 지식, 정보 학습의 열망이 매개되어 영향을 주는 것으로 나타났다. 이 같은 분석결과를 통해 지역의 관광자원개발 과정에서 구축될 수 있는 공유경제서비스 활성화는 지역사회, 지역주민들의 노력만으로 이루어질 수 없으며, 소비자의 공유경제에 대한 정보 및 지식의 학습이 함께 구현되어야만 지역관광지 활성화로 이어질 수 있음을 알 수 있었다. 이제 지역사회의 공유경제 네트워크를 통한 관광지 및 관광자원 개발은 소비자와 지역주민의 상호작용을 통한 긴밀한 의사소통을 통해 추진되어야 할 것이다.
