  • In recent, library is considered as an integrated knowledge convergence center that can respond to various requests about information service of users. Therefor it is necessary to establish a novel information system based on information communications technologies of the era. In other words, it is currently required to develop mobile information service available in portable devices such as smart phones or tablet PCs, and to establish information system reflecting cloud computing, SaaS, Annotation, and Library 2.0 etc. In this paper we design and implement a library information system using collective intelligence and cloud computing. This information system can be adapted for the varieties of mobile service paradigm and abruptly increasing amount of electronic materials. Advantages of this concept model are resource sharing, multi-tenant supporting, configuration, and meta-data supporting etc. In addition it can offer software on-demand type user services. In order to test the performance of our system, we perform an effectiveness analysis and TTA authentication test. The average response time corresponding to variance of data reveals 0.692 seconds which is very good performance in timing effectiveness point of view. And we detect maturity level-3 or 4 authentication in TTA tests such as SaaS maturity, performance, and application programs.

  • Purpose - A rapidly changing business environment places great demands on small and medium-sized enterprises (SMEs). These SMEs need to find strategic alternatives for continued growth and, ultimately, survival. Thus, mergers and acquisitions (M&A) are deemed an acceptable solution. Research to date has dealt with M&A in major organizations and focused on post merger integration (PMI). Our study focuses on SMEs, as they are relatively new and unknown to the public. Therefore, this study highlights successful M&A and decision making for SMEs through a case study analysis. Research design, data, and methodology - For this study, we examined an M&A case between company S, which produces cell phone parts, and company P, which produces SSD cases. We reviewed theories and previous studies in M&A literature. We comprehensively examined the decision-making procedure at each M&A stage, describing the situation of the buying company and the selling company from the period of the M&A announcement through deal completion. In addition, we conducted interviews with both companies. The data regarding this case study were collected through interviews with managers of both companies who actively participated in the M&A process. When necessary, we asked them about additional relevant information during the interviews. Results - The result of the M&A between company S and company P was deemed acceptable with the exception of the long negotiation period. However, company S was not able to prepare for PMI after the acquisition due to a controversy over acquisition values. Moreover, the employees of the newly formed company, especially those who came from company P, complained about the M&A and attempted to leave. Thus, implications for successful M&As of SMEs are as follows: First, the procedural compliance of the M&A is needed. Second, support is needed from the CEO for the working group, rather than excessive intervention during due diligence. Third, the right, talented members of the organization should be part of the process of the M&A. Fourth, the use of various types of outside expert or business consultants is needed. Fifth, the strategic intervention by Human Resource managers is required. Last, sharing M&A information among employees is important as information dissemination will help employees be more receptive to such a change. However, this study has several limitations as a single case study; more varied SME M&A case studies are needed in order to generalize the results of the study. Conclusions - Most of the research dealing with M&As has focused on major companies and PMI and neglected SMEs. Thus, our study focuses on SMEs and the decision-making procedures for M&A. This study has significantly contributed to the literature in this area and has provided practical information around the implications of sound decision-making during M&As. Specifically, the results of the study contribute to the need for research on M&A among SMEs, which to date has often been neglected as a topic of choice.

  • This paper explores the inter-ethnic conflicts between Blocks and Hispanics focusing on the emergent Hispanic ethnictity that reveals situational character in the US contexts. In the US census categories, major groups are indetified by race and ethnicity in which the Hispanic orgin is a category based on their common language while diverse in nationality. The census defined Hispanic category extends conveniently to acquiesce Affirmative Action and other government resource distribution. Internally, Hispanics have established numerous organizations to coalesce and assure their interests. The achieved dual language program and jurisdictional revision to represent language minority work as leverages to their cohesiveness. Under diminishing public resources and welfare payment, it is more difficult sharing burdens than benefits between minority groups. Block are not comfortable with the benefits Hispanics receive form the civil rights achievement without having had to struggle for it. The ethnic conflicts of the have-nots have become a new ethnic phenomenon attributable to the emergent Hispanic ethnicity.

  • This article describers the field testing of the task-centered case management model for practice with the elderly clients in the community. Six social workers in three community center applied task centered. model to 12 elderly in community. The model tested in the field trial led to positive results. The results of task completion and problem change indicate that including elderly clients in all steps from identifying problems to suggesting and implementing tasks are important. Target problems and tasks which clients indicate gained high accomplishment. Task-centered interventions provided an intensive period of service that helped clients work on immediate problems. Moreover, they helped clients actively participate in decision making processes and in problem solving activities. Although the task centered approach is a short tenn intervention, the analysis of the field trial suggests that it can be integrated with an approach that is a long tenn in nature through re contract for different problems or unresolved problems. Several suggestion can be made to apply task-centered model for elderly in Korea. First, since one social worker handles over 60 cases, this approach can be used more effectively for new case or the elderly who needs intensive help. Second, preparing and sharing contract with client should be encouraged to help both client and social workers. Also until the social workers are familiar with this approach, there should be an intensive supervision to monitor their activities. Third, it is important to make task planner for Social workers who is working with elderly in community. Task planner is the guide line books to show steps to solve similar problems. Fourth, more efforts should be made to make resource directory in the community as well as in Korea. Fifth, case managers who handle family problems and other personal conflicts should be more trained to be confident to deal with these problems.

The collection and analysis of the future strategic weapon information from all over the world have become a greater priority because information sharing became active. So, a system to manage and analyze heterogeneous defense intelligence is required. Semantic Web is the next generation knowledge information management technology for integrating, searching and navigating heterogeneous knowledge resource. Recently, Semantic Web is wildly being used in intelligent information management system. Semantic Web supports the analysis with the high reliability because it supports the simple keyword search as well as the semantic based information retrieval. In this paper, we propose the semantic web based multi-dimensional information analysis system on the national defense weapons that constructs ontology for various weapons information such as weapon specifications, nations, manufacturers and technologies and searches and analyses the specific weapon based on ontology. The proposed system supports the semantic search and multi-dimensional information analysis based on the relations between weapon specifications. Also, our system improves the efficiency on acquiring smart weapon information because it is developed with ontology based on military experts' knowledge and various web documents related with various weapons and intelligent search service.

  • In this paper, we would like to propose the design of symmetric digital filter core in order to use in the radio astronomy. The function of FIR filter core would be designed by VHDL code required at the Data Acquisition System (DAS) of Korean VLBI Network (KVN) based on the FPGA chip of Vertex-4 SX55 model of Xilinx company. The designed digital filter has the symmetric structure to increase the effectiveness of system by sharing the digital filter coefficient. The SFFU(Symmetric FIR Filter Unit) use the parallel processing method to perform the data processing efficiently by using the constrained system clock. In this paper, therefore, for the effective design of SFFU, the Unified Synthesis software ISE Foundation and Core Generator which has excellent GUI environment were used to overall IP core synthesis and experiments. Through the synthesis results of digital filter core, we verified the resource usage is less than 40% such as Slice LUT and achieved the maximum operation frequency is more than 260MHz. We also confirmed the SFFU would be well operated without error according to the SFFU simulation result using the Modelsim 6.1a of Mentor Graphics Company. To verify the function of SFFU, we carried out the additional simulation experiments using the pseudo signal to the Matlab software. From the comparison experimental results of simulation and the designed digital FIR filter, we confirmed the FIR filter was well performed with filter's basic function. So we verified the effectiveness of the designed FIR digital filter with symmetric structure using FPGA and VHDL.

  • The International Civil Aviation Convention (Chicago Convention) has been a backbone of international air transport system whereby air transport between States should be based on bilateral agreements, and in particular, international airfares, which are set up through IATA(International Air Transport Association) rate-fixing machinery could be approved by the governments concerned. International airfares are fares for transporting passenger and freight and their conditions between two or more countries. However, since U.S. pursued th deregulation policy in 1978 whereby routes, capacity and fares could be freely determined by airlines, many States have been following so called open-skies agreements. In many cases, aeronautical and competent authorities have been reviewing whether airlines' commercial activities including air fares could possibly conflict with free competition rules envisaged in relevant laws and regulations. As competition among airlines gets intense, airlines often resort to cooperation with other airlines in the forms such as equity exchange, M&A, code-sharing, fares consultation and resource pooling, mainly with a view to effectively use resources available and to avoid monopoly situation resulting from excessive and destructive competition among players. Whereas bearing in mind that application of competition laws is important to secure consumers' interests by preventing airlines's malpractices such as bargaining exorbitant fares, it is also important to comprehensively consider as many factors as possible, from that unilateral measure by governments may bring about retaliatory measures by the governments affected, to that airlines' cooperative practices may rather increase consumers' benefits by lowering air fares.
