공학 교육의 미래 지향적 평가 방안 (The Plan for Future-Oriented Assessment of Engineering Education)

  • 새롭게 맞이한 21세기에는 정보화와 기술 혁신이 더욱더 가속화되는 양상으로 진전됨에 따라 국가 경쟁력의 원천이 되어 왔던 노동 자본 등의 물적 생산 요소가 지식 기술 등 무형 지식 자산으로 전환되고 있다. 이러한 시대적인 상황에 맞추어 선진국 기업들은 세계 일류가 되기 위한 전략으로 일류기술을 확보하기 위한 경쟁과 협력을 가속화하고 있다. 이에 지식기반 사회의 기술 인력 양성 프로그램들은 학습자에게 기술에 대한 학문적 이해와 과학을 바탕으로 창의적인 기술적 응용 능력을 길러주는 것을 목적으로 해야 한다. 특히, 대학은 공학이 활용되는 산업의 각 분야에서 요구하는 지식 및 기술과 창의적인 문제해결능력과 현장감을 함양하게 하여 실천적인 업무를 수행할 수 있도록 해야 한다. 이를 강화하고 관리하기 위한 방안으로써 공학 기술자를 양성하는 기관에서는 교육의 질 관리를 강화하기 위해 졸업생들의 능력과 학업성과를 평가하여 인증하는 제도 도입이 시급하다. 본 연구에서는 현재 대안적인 평가기법으로 제시되고 있는 수행평가 기법중의 하나인 포트폴리오 평가를 공학 기술인력 양성 교육상황에 도입하여 그 활용 방안을 모색해 보고자 한다.

지역혁신을 위한 특화교육트랙 교과과정의 개발 (Specified-Track Curriculum Development for Regional Innovation)

  • 본 논문에서는 지역균형발전의 일환으로 실시된 지방대학 혁신역량 강화사업(New University for Regional Innovation, NURI) 중 부산권 기계부품산업 혁신인력 양성사업단(Busan Educational Alliance of Mechanical Engineering, BEAM)에서 시행중인 지역대학간 공동강의 시스템인 첨단기계부품 특화교육트랙을 통한 교육효과와 교과과정 개선의 질적 향상방안을 제시하였다. 트랙은 사업단 소속 4개 대학의 기계공학부(과)가 공동주관하며, 각 대학의 특화된 교육과정(첨단기계, 환경기계, 해양기계, 기반기계)을 중심으로 상호학점 인정을 통한 교과과정으로 편성되었다. 2005년 동계학기부터 현재까지 3차례의 계절학기를 통하여 실시되었으며, 2년간 총 486명의 학생이 각 트랙과목을 수강하였다. 그 결과 새로운 시대적 요구사항과 학습의 효율성을 동시에 수용하는 성과중심 및 수요자중심의 교육내용으로 국내 최초의 전공별 지역공동강의 제도를 정착시켰으며, 트랙 실시 이전인 2005년 대비 8.5%의 졸업생 취업률 향상과 기업체 임직원을 대상으로 실시된 설문조사에서 전년대비 9.4%의 수요자 만족도 향상의 성과를 거두었다. 또한, 지역대학간의 교류를 통한 인적 네트워크의 확대라는 긍정적인 결과를 얻을 수 있었다.

개방돈사의 무창돈사형 환기시설 개선 효과 (The Effect of Vantilation System Renovation from Winch Style to Non-window Style for Swine Barn)

  • $\bigcirc$ 현장조사 결과 우리나라 개방식 돈사의 측벽 비율은 윈치시설이 90% 이상이었고, 반무창은 5%였으며 무창 또한 5% 전후로 조사되었다. $\bigcirc$ 리모델링 돈사는 복도덕트로 입기를 하였고 지붕 또는 측벽배기로 하였고 이때 돈사의 폭 10~12 m, 길이 30~50m 전후로 조사되었다. $\bigcirc$ 에너지 절감효과를 위한 복도 설치는 개방식 돈사의 리모델링 개조시 돈사 출입문에 복도 2~3 m (돈사길이 비율 7~8%)를 설치가 양호하였다. $\bigcirc$ 리모델링 돈사의 환기시스템은 복도에서의 덕트를 통한 입기를 실시하고 양쪽 측벽을 판넬 등으로 밀폐화 (무창)를 하고 측벽배기를 하였다. $\bigcirc$ 폐사율 저감은 개선전 11% (47두)에서 개선후 3% (12두) (73% 감소) 되었으며, 에너지 절감효과는 개선전 155만 원 (5,595 kw)에서 개선후 73만 원이었다. $\bigcirc$ 경제성을 분석한 결과 400두 돈사를 리모델링 할 경우 겨울철 4개월 (12월부터 3월까지) 사육할 경우 2,835,680원 이익을 얻을 수 있었다.

미래형 대학도서관 모형개발 연구 (A Study on a Model for University Library in the Future)

  • At this point, the universities preparing the 21st century, require a great reform in various ways, especially a renovation of the function of the university library that can provide intellectual and information ability in information society is raised as an imminent task. Information technology, particularly the advanced technology in networking, have already constructed networks for university libraries using the information super-highway and it has enabled formation seekers to get the retrieved results transferred to their personal computers in a second. On the other hand, university libraries playing the most important role as an information center are still not corresponding effectively with the information age since it is tied down to the previous system, policy and tradition. The duty of university library is to distribute the accumulated, processed and stored academic information promptly and accurately to professors, researchers and students who are in need, and thereby to enhance their research capability, However, the present university libraries do not seem to be functioning smoothly due to the lack of an effective administrating system, budget, facilities, and human resources, Accordingly, our university libraries are in urgent need to be of a new and futuristic form appropriate for the 21st century. They must be able to cope with the growth of users' expectation in the future. This study examined several university libraries in the America, the structures of which have been reorganized, and also looked into the network(NACSIS) for the college and research libraries in Japan. In particular, the study focused on the following aspects : 1) changing role of university library, 2) new criteria for evaluating university libraries, 3) urgent need of a network for college and research libraries, 4) administrative support for the university libraries, and 5) case studies of the university libraries in the foreign countries. Finally, this study suggests a model for our university library in the 21st century.

벤처기업의 사회적 자본이 조직기업가정신을 매개로 기업성과에 미치는 영향에 관한 탐색적 연구 (An Exploratory Study on the Effects of Social Capital mediated Corporate Entrepreneurship of Venture upon Corporate Performance)

  • 최근 기업가정신 관련 선진연구동향을 살펴보면 네트워크를 원천으로 한 자원자본인 사회적 자본과 조직기업가정신이 벤처기업에게 다양한 자원과 정보에 접근할 수 있는 중요한 역할을 한다는 연구들이 주목받고 있다. 본 연구는 동태적 역량의 관점에서 사회적 자본과 조직기업가정신이 기업성과에 미치는 영향에 대해 탐색적으로 각각 살펴보았다. 이를 위해 국내 171명의 벤처기업 기업가를 대상으로 설문을 실시하였으며, 실증분석결과는 다음과 같다. 첫째, 네트워크에 근거한 자원 자본인 사회적 자본은 조직기업가정신에 유의한 영향을 미치는 것으로 나타났다. 둘째, 사회적 자본은 벤처기업의 기업성과에도 유의한 영향을 미치는 것으로 나타났다. 셋째, 조직기업가정신은 기업성과에 유의한 영향을 미치는 것으로 밝혀졌다. 따라서 본 연구는 자원조달관점에서 태생적인 불리함을 지니고 있는 벤처기업에 있어 사회적 자본과 조직기업가정신이 기업성과에 중요한 영향을 미친다는 시사점을 제공한다. 아울러 변화와 혁신의 요구를 상대적으로 치열하게 경험하고 있는 벤처기업은 외부 자원을 활용할 수 있는 사회적 자본의 축적과 조직기업가정신 활동을 적절히 수행할 때 비로소 지속가능한 경영을 할 수 있을 것이라는 시준점을 얻었다.

병원급식 위탁관리의 운영 실태조사 (A Study on the Status of Contract Managed Hospital Food Services)

  • The purposes of this study were to investigate the current status of contracted hospital food services and to find out the difference in accordance with the number of beds in hospitals. Thirty six hospitals having more than 100beds in Seoul, Inchon and Kyungkido were the subjects of this study. Data was collected through surveys. The survey was conducted during March and April in 2002. The Questionnaires were mailed to the 36 directors of dietetic departments of the hospitals and 36 managers of contracting patient food services. Statistical analysis was completed using SPSS Win(11.0) for descriptive analysis and t-test. The results of the study are summerized as follows; Ⅰ. Hospital perspective : The range covered by contract food service was 63.3% and 36.7% in hospital food services, and medical nutrition services. The patient and employee food services were in 83.3%, and patient food services were in 6.7%. The methods selecting contractors are general, limited, selected and competitive biddings, and private contracts. The responsibility for supervision of contract food services was the dietetic department (51.7%) in most cases. Hospitals having personnel responsible for contracting affairs were in 75.9% of the cases and 24.1% did not have personnel. The biggest reason for contracting was facilitation of personnel management. The most important criteria on selecting food services contractors was the professionality of the contractor. Ⅱ. Contractor's perspective : The cost per meal in the year 2001 was composed of 1,905 won for food cost, 1,081 won for labor cost, 222 won for expenses, 114 won for VAT, 14 won for rent and 146 won for miscellaneous or controllable expense, representing 109 won loss per meal. The profit-and-loss contract cost is higher than the fee-contract cost. The ratios of food cost, labor cost and expenses are higher and the ratios of miscellaneous or controllable expense, VAT, rent and profit are lower in hospitals with more than 400 beds compared with those less than 400 beds. However, no significant differences are present between these two groups of hospitals. The actual contract period was 2.2 years upon initial contract and 1.2 years upon renewal. The initial investment cost was 53 million won and the cost of renovation and repair was 8.5 million won. Significant differences were present between two groups of hospitals. The conditions of employment and number of personnel hired by contractors for contract patient food services were significantly different according to the number of beds.

경기도내 천연잔디 학교 운동장 잔디관리 현황 (Present State of Turf Management of School Playgrounds in Gyeonggi Province of Korea)

  • 학교 운동장은 체육활동 외에도 학생들과 지역 주민들의 다양한 여가 활동이 이루어지는 중요한 공간이다. 본 연구는 운동장 조성 및 잔디관리 현황 조사를 통하여 천연잔디학교 운동장의 문제점을 파악하고 앞으로 학교 운동장 잔디의 품질향상을 위한 기초자료로 활용하고자 수행되었다. 경기도내에 천연잔디 학교 운동장 40개소를 방문하여 운동장관리 관계자와의 질문 답변과 현장조사 결과 학교당 운동장 면적은 평균 $3,890m^2$, 1인당 운동장 면적은 평균 $12m^2$로 나타났다. 운동장 잔디관리는 학교 관계자에 의한 자체 관리가 조사 대상 학교의 95%로 나타났고, 잔디관리 비용은 조사된 학교의 대부분인 90%가 5백만원 이하의 적은 비용으로 유지 관리되고 있었다. 천연잔디 학교 운동장의 문제점으로는 잔디관리의 어려움과 잔디관리에 소요되는 비용 부담 등으로 나타났다. 운동장 잔디관리의 가장 큰 어려움으로 잡초관리와 관수작업으로 나타났다. 학교 운동장은 조사대상의 97.5%가 한국잔디로 조성되어 있었으며 시비 년2회, 깎기 년6회, 잡초방제 월2회, 관수는 위조발생시 처리하는 수준으로 나타나 많은 학교가 최소관리 수준에서 잔디관리가 이루어지고 있는 것으로 조사되었다. 학교 운동장의 잔디상태는 양호한 곳이 14개소, 개선을 요하는 수준에 있는 학교가 26개소로 관배수시설 확충과 함께 기본적인 잔디관리 수준을 높임과 동시에 잔디보식, 통기, 배토 등과 같은 적극적인 갱신작업을 통하여 운동장 잔디 품질 향상이 필요한 것으로 판단되었다.

한국 골프장의 친환경적 개발에 관한 연구 (Study of Pro-environmental Development for Golf Course in Korea)

  • Nowadays, there are increasing demands of golf courses and it is necessary to make more golf courses than the present. To do this, we need to improve the environmental problems with the regional inhabitants, and it is said that the first thing to be considered in developing any golf course in Korea is to preserve the environment. In this context, the purpose of this study is to set forth several design factors to lessen the negative impacts which are accompanied with the development of golf courses. 1. The present conditions of golf courses in Korea Many new golf courses have come into being, particularly since the late 1980s, and now, in the year of 1997, over one hundred of golf courses are doing their business, yet the number of golf course is still less than required. So far, over a half of them have been made in the vicinity of Seoul on account of various reasons, and this has adversely affected on our natural environment. This unreasonable development of golf courses has caused serious water pollution, landslides and the other problems. Also, the topography of Korea is not good for golf courses. Although the demands of golf courses are increasing, the suitable sites for them are very limited, and therefore it is sometimes unavoidable to make golf courses on steep hills. 미.중의 군사전략과 한반도 안보 (The Korean Peninsula security and Military Strategy of USA and China)

  • The world has been rapidly restructured in an agenda of national security from center of military strength to that of economic strength since the post cold-war era China military leadership-division carried out RMA through learning of a lesson from Gulf war in 1990 -1991 and Iraq war in 2003, thus the leadership-division made an attempt to convert the military system to a technical intensive system. The principle based on RMA of China military is (National defense strategy) drafted by the central military committee 1985 and (Four modernization general principles) 1978. China has introduced Russian high-technological arms and equipment in order to build up the military arms greatly thanks to an economical development, and they take pragmatism line as chinese socialism with their strategy to make secure a position as military powers such as they successfully launched a manned spacecraft and are building an air-craft carrie and soon. USA has a theory of dichotomy whether a country is a cooperator for USA, or not. and also enemy or friend since 9.11terror, thus USA is different from their direction of police. This is because USA stands a position as the superpower of the supremacy hegemony of the world. We must be carefully aware that USA considers as important area for Middle east, West south Asia, Central Asia and Northwest Asia to meet the demands of 2lcentury. Accordingly, the focus of USA's military strategy will be probably concentrated at the above mentioned four areas. On the other hand, USA enjoys such a superpower position due to collapse of USSR which was the past main enemy since the post cold war era. We could give an conclusive example as fact that USA has recurred to unilateralism But USA carry on the military operations to the terror groups at global around by converting thje military strike strategy to pre-emptive strike strategy since9.11 terror, 2001. USA seeks for transformation to the mobile military forces with light-quantity oriented in order to carry on such the military operations and makes progress GPR, And the USA forces in Korea makes progress a military renovation as part of such a military strategy. On the other hand, USA promotes the measures of choose for the countries standing at the crossroads of strategy and carries forward a main scheme of provision for four priority aims that the leaders of a hostile country and mis-country shall be prohibited from use and obtainment of weapons of mass destruction. Accordingly, this treatise found out a significant meaning to have an effect on the national security in the korean peninsula.

The Method of Evaluating The Potential for Conversion Legal Problems with Conversion And Basic Capacity of Vacant Onces in Tokyo

  • In Japan, the vacancy rates of office buildings have been at high in big cities since 1992. This problem is especially acute in Tokyo, where it is estimated that over 2.27 million square meters of office floor area will be oversupplied in 2003: big urban redevelopment projects will be completed in 2003. Under these circumstances, International Cooperative Research and Development on Sustainable Urban Management by Conversion of Buildings, called “SUMCOB”, has been carried out. This research aims to regenerate urban areas by converting redundant offices into flats, although instances of conversion are still very few in Japan. This paper introduces part of current results by SUMCOB, and discusses legal problems with conversion and basic capacity of vacant offices in Tokyo. It has been confirmed that there are no constraints concerned with Real Estate Registration Law (although it requires the change of the registration after conversion). and City Planning Law. However, some criteria are incompatible with Building Standard Law and Fire Service Law if the use of the building is changed from offices to flats. Typical incompatibility between offices and flats is lightening. If the buildings do not satisfy criteria for flats, the cost of renovation works for conversion will increase. To examine the basic capacity of vacant office buildings for conversion, field surveys in Tokyo have carried out at three areas: Kodenmacho (Chuo-ku), Toranomon (Minato-ku), and Iwamonocho (Chiyoda-ku). They are typical office areas that are included in center core of Tokyo. In Chuo-ku, the oldest commercial area in Tokyo, textile merchants have been located their headquarters. In Minato-ku, many rental office buildings have been located and several large scale redevelopments are advancing. Chiyoda-ku includes Marunouchi area, which is the prime office area in Japan. Thirty percent of the buildings in survey areas suffer from over twenty percent vacant floor rate, and fifty five percent were constructed before 1990. Especially most of buildings over forty percent vacant floor rate were constructed in 1980s. Vacant office problems haven't been seen in old buildings in Tokyo yet. The number of dwelling units made from office space will influence the conversion scheme. Seventy percent of the office buildings in survey areas have floor area of less than two hundred square meters. If they have been subdivided into two bedrooms type or three bedrooms type, the number of dwelling units in a floor would be less than three. The difficulty of conversion planning derives from frontage size, depth size, and their proportion. The five categories are proposed to grasp actual requirements for converting offices into flats.
