In this study, foreign and domestic noise criteria on walls, floors, and water supply facilities were reviewed and the results are as follows : regulation can be divided two things, one is on thickness the other is sound insulation performance. Green Building regulation based on the law and this have sound classification systems. Since these regulations are not established in Korea. The noise regulation on water supply-drain facilities and domestic guideline on interior noise level is needed. Foreign regulations are stricter than those of ours. And those has sound classification system for the better acoustic condition of inhabitants'.

본 논문은 수평적 규제체계를 분석의 준거 틀로 하여 방송채널사용사업자(PP)에 대한 수평적 소유겸영규제, 플랫폼사업자에 대한 수평적 소유겸영규제, PP와 플랫폼사업자 간 수직적 소유겸영규제, 지상파방송사의 PP 겸영규제, 지상파방송사와 플랫폼사업자 간 소유겸영규제 각각에 대하여 규제목적을 명확히 설정하고, 규제목적과 규제기준의 정합성, 규제목적에 따른 규제수준의 적정성을 분석함으로써, 각 규제의 타당성을 검토하고 규제목적에 부합하는 개선방안을 도출하였다. 분석결과, PP에 대한 수평적 소유겸영규제는 주요 방송프로그램의 지정 등 행위규제로 대체하거나 소유겸영규제의 기준을 현행 매출액에서 시청점유율로 변경하고, 플랫폼사업자에 대한 수평적 소유겸영규제는 종합유선방송사업자(SO), 위성방송사업자, IPTV사업자에게 유료방송 가입자 수를 기준으로 하는 동일한 소유겸영규제를 적용하고, 여타의 소유겸영규제는 폐지하는 것이 타당함을 보였다. 이와 같이 PP와 플랫폼사업자에 대해 적정한 소유겸영규제가 설계된 상태에서는 별도로 PP와 플랫폼사업자 간 수직결합을 규제하는 것이 불필요함도 보였다. 한편, 지상파방송사의 PP 겸영규제는 여론의 다양성 보호라는 규제목적에서만 정당화될 수 있으므로, 현행 PP 사업자 수의 기준은 시청점유율 기준으로 변경하는 것이 합리적이다. 마지막으로 플랫폼사업자에게 유료방송 가입자 수를 기준으로 한 소유겸영규제가 설계되는 경우, 지상파방송사와 플랫폼사업자 간 소유겸영규제는 의무제공(must offer)채널지정, 주요 방송프로그램 지정 등 행위규제로 대체되어야 함을 보였다.

본 연구는 철도산업의 경쟁력과 투명성을 제고하기 위해 정부의 통제를 유발하는 철도규제에 대한 새로운 접근과 철도산업에 대한 정부의 역할을 재정립하고자 하였다. 이를 위하여 철도관련규제를 규제개혁위원에서 적용하고 있는 경제적, 사회적, 행정적 규제로 분류하여 각 규제들의 운영방식에 따라 강제 및 통제와 유인, 사전적과 사후적으로 유형화하여 분석하였다. 철도관련규제개혁을 위한 과제로 경제적 규제에서 경쟁 제한적인 규제는 완화하고 사회적 규제는 안전을 담보하기 위한 합리적인 규제의 수준 설정이 필요하다. 또한 무엇보다도 철도산업에 많은 영향력을 행사하고 있는 정부의 기능 재정립을 통하여 철도산업의 활성화를 이루어야 할 것이다.

역사적 문화적 가치가 있는 등대문화유산을 문화재로 지정받기 위한 기초연구로써 지정 등록 문화재의 제도를 검토하고 이에 적합한 등대문화유산을 선정하기 위한 기준안 마련코자 한다. 기준안을 제시하기 위해 고려해야 할 요소들은 문화유산의 진정성, 평가기준과 보존관리 지침이다.

Slips and falls are associated with many public injuries in Korea. It is also estimated that slipping are major contributors to slip, trip and fall injury burden. The primary purpose of the present study is to determine if, and to what extent, the standard could be improved in present environment. In order to fulfill our objective, the regulations in Korea and foreign countries were investigated and reviewed. Many kind of standard, mandatory documents and guideline were also reviewed. And then, regulations, standard, guideline etc. reviewed were compared with each others. Also, some criteria was developed in this study. Standard and criteria developed in this study will help to prevent slip, trip, and fall injuries.

According to the Article 4(Confirmity Assessment)of the Electrotechnical Regulation, Confirmity Assessment for the Electrotechnical Regulation decides confirmity of Electrotechnical Regulation; whether to satisfy performances and requirements(determined from Electrotechnical Regulation). It evaluates technical requirements, new technology and standards. However, it does not evaluate technical content stated from Electrotechnical Regulation & Conformity Criteria. From Confirmity Assessment, the technology will be decided whether to fulfill performances and technical requirements. Which is predetermined by contents related to Electrotechnical Regulation. Test standards and test conditions will be overlooked to determine its performances and technical requirements for safety. This paper will show that, studies have been done to determine the guideline for Confirmity Assessment, which is evaluated from performances and technical requirements associated with Confirmity Assessment of electrical installation for new technology of wireless power transfer.

When an event is occurred in a nuclear power plant (NPP), the NPP operator reports it referred by the regulation on reporting and public announcement of accidents and incidents. Some of the events do not need to be reported because they are not included in the reporting criteria of the regulation. However, it is necessary that they should be managed effectively because the accident can be occurred by the recurrence of a lot of them as precursors. Among the events not included in the reporting criteria of the regulation, near miss is the event that is not occurred but can generate a significant consequence. This can provide the cause of the event which does not result an accident. So, it is able to offer insightful knowledges to prevent higher level events about the function and process of NPP. The objective of this study is to analyze the issues of near miss events, prepare the defence against the risk, and improve the management process of NPP. To achieve it, this study performed to analyze the management structure and status of near miss events as well as the accident reporting system of the domestic and foreign regulation bodies. In case of Korea, the status was analyzed by quantitative data, licensee event reports and procedures. Based on these, we could find the causes that near miss events were not managed effectively. Then, systematic alternatives that reflected the perspective of man, technology and organization were drawn.

The study aims to supplement facility management plan and safety regulations & standard of oil pipeline by searching and reviewing related regulation & standard inside and outside of the country. Korean regulation & standard is reviewed based on harbor and fishery design standard of the ministry of maritime affairs and fisheries, general technology standard of oil pipeline safety regulation, gas excavation construction and safety maintenance indicator of Korea gas corporation. Global regulation & standard is reviewed based on U.S standard inspection for offshore pipeline and Europe/Mexico standard inspection for offshore pipeline. The contents of offshore pipeline installation is inserted into pipeline sector for objected facilities of safety inspection regulation & standard and, the standard of safety inspection for offshore pipeline is newly presented into pipeline maintenance part of the planning facilities management with its inspection period and method.

This paper describes the characteristics and the criteria of electrical environmental effects produced from power system especially transmission line. Audible noise radio and TV interference, electric and magnetic inductions which are main items for optimal conductor selection as well as major contributors to the community complaint of electrical environmental problem, are surveyed and studied comparing with the criteria or the environmental protection regulation of domestic and foreign countries. As a result a domestic criteria of electrical environmental on power system was suggested.
