As is widely accepted, port development has a significant impact on the regional economy. In view of the far-reaching effects and diversity, understanding its concrete substance is easier said than done. The need for a systematic approach to this subject is very urgent. This study aims at grasping a various fields that port development encompasses, as practical as possible. Therefore, this article describes the basic economic impact and characteristics of port development and explores the implications for regional economy.

1986년에 개항된 평택항은 국제무역항으로서의 역할을 다하고 있다. 평택항의 배후 지역인 평택시는 도시와 농촌이 공존하는 지역이다. 본 연구의 목적은 평택항 개항에 따른 평택시의 지역의 변화를 살펴보는 것이다. 평택항과 지역 간 평균 거리(23.7km) 기준으로 인구와 지가의 변화를, 입지 계수를 통해 산업별 지역별 산업의 변화를 살펴보았다. 인구와 산업별 종사자수는 평택항에 가까울수록 증가율이 높았으며, 지가 상승률의 차이는 크지 않았다. 입지 계수로 보면, 제조업은 촌락 지역인 읍 면 지역에서, 3차 산업은 도시 지역인 동 지역에서 특화가 이루어졌다.

Purpose - The purpose of this study is to propose strategies of improving efficiency of 20 listed port companies in China based on analysis of their input-output indexes from 2014 to 2018. Research design, data, and methodology - In this paper, the relevant input-output indicators of 20 listed port companies in China from 2014 to 2018 were adopted. Data derived from the company annual reports announced by Shanghai stock exchange and Shenzhen stock exchange. Comprehensive efficiency and pure technical efficiency were measured from output perspective by DEA and Malmquist index, and efficiency changes and regional efficiency were analyzed. Result - The results showed that the efficiency value of 20 listed port companies in China fluctuated and increased during 2014-2018, regional efficiency was unbalanced, and change of MPI was influenced by internal factors and external factors. Listed port companies affected by internal and external factors needed to make appropriate response to internal and external factors. Conclusion - The research conclusion can provide important reference information about management and planning for port companies in China and related areas. However, this paper is limited to the availability of data. So the improvement scheme for listed companies in inefficient regional ports needs further study, such as using AHP method.

항만은 선박 입출항의 증가와 다양한 화물 물동량 창출은 지역경제에 활성화를 도모하고 지역발전과 기업의 유치와 지역주민의 유입으로 이어 질수 있는데, 당진시 항만지역은 화물의 제한성과 대부분의 사설부두로 되어 있어 지역 경제 발전과 지역주민의 기대에 부응하는 점이 점차 미약하게 되어 있음. 따라서, 지역발전과 지역경제 활성화를 도모하고 지역주민의 소외감 해소를 위해서 음섬포구 일원에 대한 개발을 통하여 항만에 친수성과 접근성이 용이 하도록 함이 필요하며 해운·항만물류 환경변화에 능동적인 변화가 필요함. 국내외 항만개발의 다양한 사례와 거제 고현항의 항만 재개발의 사례를 통하여 보듯이 당진항도 지역의 발전과 수도권 주민들에게 삶의 질을 증진하는 당진항만의 발전된 모습이 조속히 시현 할 수 있어야 하며, 정부 당국의 추진력이 매우 요청되는 시점임.

유럽과 미국 등 선진국에서는 산업화시대에 조성되었던 항만들이 노후화되면서 1970년대 부터 항만재개발과 도시재생사업이 활발하게 추진되었다. 우리나라에서는 2000년대 들어서서 부산북항 재개발사업을 시작으로 인천내항의 시민개방과 함께 재개발사업이 추진되고 있다. 그러나, 이들 사업은 항만과 도시의 재개발이 통합적으로 추진되고 있지 못할 뿐 아니라, 역사성과 장소성의 훼손, 부동산시장 의존형 사업구조 등의 문제점을 안고 있다. 유럽, 미국 등의 성공적인 항만도시 재생사업을 살펴본 결과, 지자체가 중심이 되어 항만과 배후도시를 하나의 패캐지로 한 통합적인 접근이 이루어지고 있음을 알 수 있다. 또한, 항만도시 특유의 역사적 지역자산을 최대한 보전, 활용하고 정교한 디자인 가이드라인을 제시해서 수준 높은 수변도시를 만들어 나가고 있다. 안정적인 사업의 추진을 위해서 앵커시설의 유치, 장소 판촉, 재원조달을 위한 새로운 아이디어 도입 등이 정책적 시사점으로 도출되었다.

The complex regional pain syndrome(CRPS) exhibit symptoms such as: abnormal skin color, temperature change, abnormal pseudomotor activity, edema. If CRPS is not treated appropriately at acute stage, then the affected extremity may become a useless, painful appendage. Treatment of CRPS by sympathetic blockade may be achieved by repeated intravenous regional guanethidine blocks, repeated anesthetic sympathetic blocks, surgical sympathectomy or oral sympatholytic therapy. We treated 29-year-old male patient with CRPS of left upper extremity by continuous cervical epidural blockade. Due to wound infection and dislocation of the epidural catheter, we inserted an implantable port system to inject the mixture of local anesthetics and small amount of morphine. After 10 months of treatment, patient was cured of symptoms and signs of CRPS and was able to resume a normal life.

본 연구는 인천신항 배후물류단지의 개발이 지역경제에 미치는 파급효과를 지역산업연관표를 이용하여 산출해보고, 향후 배후물류단지 활성화를 위해 집중적으로 유치해야 할 업종선택에 대한 정책적 시사점을 도출하여 보았다. 연구결과 인천신항 배후물류단지 개발사업은 2005년 지역산업연관표 기준으로 연간 2조 5,789억원의 생산유발효과와 1조 7,831억원의 부가가치 유발효과가 있는 것으로 나타났다. 또 고용효과가 연간 3만 8,268명에 달해 전국단위 산업연관표를 이용할 때에 비해 높은 수치를 보여, 최근 경기침체로 어려움을 겪고 있는 인천항 주변의 고용안정에 긍정적 효과를 줄 것으로 기대된다. 업종별로는 항만물류업이 다른 관련산업들에 비해 지역경제 파급효과가 커, 향후 인천신항 배후물류단지에 이 업종에 속한 기업들을 집중적으로 유치해야 함을 보여주었다. 현재 인천신항 배후물류단지는 부두공사와 항로준설, 배후도로망 등 기반시설을 확충하는 정부와 항만공사의 건설사업이 끝나는 2015년 이후 본격적으로 건설공사 착수가 예정되어 있다. 인천신항을 비롯한 인천항내 항만시설이 물류기능을 보다 강화하여 지역경제와 국제물류에 기여하기 위해서는 개발시기를 앞당기고 적정한 시설규모를 갖도록 정부의 재정지원과 민자유치를 활성화하는 노력이 요구된다.

본 연구는 미시적 관점에서 해상부분에 대한 부산항 컨테이너화물 처리에 따른 부산지역 경제기여도를 분석할 수 있는 업종별 원단위(TEU당 발생비용)를 산정하였다. 이를 위해 12개 업종의 매출액 및 거래실적 등을 파악하기 위하여 업체 인터넷 및 설문조사를 실시하였다. 컨테이너화물과 관련되는 해상부분 업종들에 대한 전체 TEU당 원단위는 238,230원/TEU으로 산정되었다. 본 연구결과를 통해 컨테이너 처리 관련 해상부분의 업종별 TEU당 원단위는 새로운 지표로서 부산항의 컨테이너 화물 처리에 따른 부산 지역경제 기여도 분석에 활용할 수 있다.

우리나라는 1960년대 이후 대외지향적 성장정책을 추구하여 괄목할 만한 성과를 거두었다. 즉 원자재와 부품을 수입하여 이를 제조 가공 수출함으로써 경제발전을 이루었던 것이다. 따라서 우리나라의 항만산업은 대외교역을 뒷받침하는 기간산업으로서 핵심적인 역할을 수행해 왔다. 항만산업의 발전은 자체적인 부가가치 생산 및 고용창출효과 이외에도 국민경제 전반의 물류효율화 및 물류비절감에 기여함으로써 대외경쟁력을 향상시키게 된다. 이러한 항만산업의 경제적 중요성에도 불구하고 이에 대한 국민적 인식은 대체로 낮은 편이다. 그리고 우리나라 항만산업의 발전여건은 상당히 열악한 편이며 특히 우리나라 주요 선사들의 선박확보량을 감축하는 추세에 있다. 따라서 본 연구에서는 항만관련 산업이 지역경제에 미치는 영향을 지역산업연관표를 이용하여 살펴보는데 연구의 목적이 있다. 정책적 시사점을 제시하면, 국가의 기반산업을 시장논리로만 접근할 경우 시장실패시치러야할 대가가 매우 크기 때문이다. 또한 우리나라 자체적인 항만산업을 유지하고 발전없이 외국에 의지할 경우, 국가비상시의 수송수단 확보, 외국업체들의 담합에 의한 운임상승, 국내하주들의 안정적인 운송수단 확보 등에 있어서 문제가 야기될 경우 국가 경제에 미치는 영향은 막대할 수 있다. 정부와 관련업계는 컨테이너 화물 유치를 위해 온갖 노력을 기울이고, 적극적인 항만마케팅전략을 수립해야 한다. 또한 부가가치 창출에 힘쓰는가 하면 항만배후지역을 보세구역화하여 수출입물량의 가공, 포장 등을 통해 재수출하도록 지원해야 한다.

The government of Busan Metropolitan City conducted the "Survey on Shipping and Port Logistics Companies in Busan" between May and December, 2000. This was the first comprehensive survey of Busan Port conducted from the perspective of regional & industrial economics. The objective of the survey was to find out the level of influence of the shipping and port logistics industry on the regional economy of Busan, and to obtain base data for use in establishing an actual promotion program. The survey acquired information about human and physical resources, management conditions and consciousness of the industry, In addition, the study analyzed the survey data. The results of the analysis showed a method of creating added value in support of the marketing activities of the companies, and indicated methods of achieving systematic and sustainable promotion. The government of Busan City shall develop an e-Logistics infrastructure which can deliver a synopsis and intelligent information to people and companies in the industry by the end of this year. The information system would be of great help for people who may not be familiar with Busan's port and shipping industry, particularly international shipping companies. This will result in an Increase of trade and exchange in the shipping and port logistics industry, resulting in the generation of increased added value within the near future.
