Study on the Delineation of City-Regions Based on Functional Interdependence and Its Relationships with Urban Growth (기능적 상호작용에 따른 도시권 설정과 성장관계에 대한 연구)

  • The central government has implemented policies to strengthen the competitiveness of small and medium sized cities for balanced development at the national scale. However, since it is often difficult to enhance the competitiveness through partial projects of each jurisdiction, many local governments collaborate at the regional scale. This suggests that a regional approach is important for the management of small and medium sized cities. On the one hand, the concept of network city suggests that various functional networks can affect the growth of small and medium sized cities. Given this background, the purposes of this study are to delineate regional boundaries at national scale and identify their relations of growth by using functional network and Moran's I index. The study uses the Markov-chain model and cluster analysis to delineate the regions, and Moran's I is employed to identify the relations of growth. The results show that interactions between jurisdictions through networks could be crucial factors for growth of small and medium sized cities, while the networks based on passenger travel and freight movement have different implications. The results suggest that policy makers should not only consider local level investments, but also take the characteristics of networks between cities into account for achieving balanced development and developing regeneration policies.

  • The article substantiates the need and shows the features of introducing SMART management into the system of public management of regional development in the context of strengthening the national security of Ukraine. Disclosed are such provisions as: goal-setting; state mission; state mission in Ukraine; goals of the Ukrainian state; strategic management priorities in Ukraine. Differences between the purpose of the organization and the purpose of the state are determined. The characteristic of the goal at the state level is given. The management standards in SMART management are characterized. The issues of the exhaustibility of existing SMART criteria are reviewed and it is proposed to supplement them with two such as: inspiration (inspiration) and ity (ethics). Two main principles are defined (evaluated (assessment), reviewed (review)), which must be observed when introducing SMART management into the system of public management of regional development in the context of strengthening the national security of Ukraine.

An Operational Strategy for Inventory Control of Networked Regional Distribution Centers (지역통합 네트워크관리하의 재고통제 운용전략에 관한 연구)

  • Operational strategy for inventory control in the distribution system has been given attention. If an individual enterprise implements the strategy, it is not easy to gain scale merits because of limited quantity or burden of inventory. In this study, we propose an operational strategy for inventory control that considers managerial integration of regional distribution centers (RDCs) and present a model of it. In a network of several RDCs, they could share inventory information and supply parts for others in case of an inventory shortage. And a numerical example of the network is illustrated, which compares two operational strategies, integration management of RDCs and individual management of them. The result shows total cost reduction in the strategy of integration management through the efficient inventory control of multi-echelon distribution.

  • The transmission networks are not perfect conductors and a percentage of the power generated is therefore lost before it reaches the loads. This network loss contributes to the cost of suppling power to consumers, and must be considered if the most efficient dispatch and location of generators and loads are to be achieved. In this paper, marginal loss factors are calculated for 12 load cases that represent the impact of marginal network losses on nodal prices at the transmission network connection points. Based on comparison analysis of marginal loss factors for 12 loaf cases, we can find the regional MLF characteristics in KOREA.

Analysis of Relationship between Capacity of Knowledge Absorption and Knowledge Network (지식 흡수 능력과 지식 네트워크와의 관계에 대한 연구)

  • Knowledge network is considered to be an important factor in securing regional economic performance and competitiveness. In addition, research institutes that are capable of absorbing knowledge tend to form a global knowledge network regardless of geographical factors, and those that are not, are heavily influenced by regional factors. In this study, we examined how much influence of geographical factors of knowledge network is influenced by lower knowledge absorptive capacity in Korea. As a result, it was shown that the higher institutes of knowledge absorption, the more international collaborative research is being carried out. In other words, a region where science and technology has developed means that regional factors are no longer important factors. The results of this study correspond with the discussion of the preceding theories. In addition, it is worthy of study in that the precedent study was carried out in the case study in Korea.

Regional Information-based Route Optimization Scheme in Nested Mobile Network (중첩된 이동 네트워크 환경에서 지역적 정보를 이용한 경로 최적화 방안)

  • NEMO basic support is a solution that provides network mobility in the Internet topology. Yet, when multiple mobile networks are nested, this basic solution suffers ken pinball-routing and a severe routing overhead. Therefore, several solutions for route optimization in a nested mobile network have already been suggested by the IETF NEMO WG. However, the current paper proposes Regional Information-based Route Optimization (RIRO) in which mobile routers maintain a Nested Router List (NRL) to obtain next-hop information, and packets are transmitted with a new routing header called an RIRO Routing Header (RIRO-RH). We showed that RIRO had the minimum packet overhead that remained constant, irrespective of how deep the mobile network was nested, in comparison with two earlier proposed schemes - Reverse Routing Header (RRH) and Bi-directional tunnel between HA and Top-Level mobile router (BHT).

  • The main purpose of this article is to suggest policy implications for building innovative cluster in Korea by investigating the operating system and role of the Kanagawa Science Park (KSP) located in Kanagawa prefecture, Japan as a central network agent. The KSP established mainly by private and government partnership has played a critical role for building innovative clusters as a way in which increase national competitiveness. But they also provide variety of real service from R&D to commercialization for local firms by facilitating and coordinating networks among regional economic actors such as firms, universities and public research institutes. The regional policy as a way in which increase national competitiveness in Korea is also the establishment of innovative clusters based on regional and industrial characteristics. However, the main problem with building the innovative cluster is the reduction of policy effectiveness due to duplicated supporting and coordinating institutes and institutions established by the each central administration and local governments, aimed at facilitating networks among regional economic actors. In this context, the article suggests that there is a need to build a regional central network agent by designing an organic operating system for the effective management of each network agent in accordance with the process from R&D to commercialization, i.e. an encompassed supporting system, on the basis of benchmarking the KSP operating system in Japan.

Promotive Factors, Roles Analysis and Implications of Community Organization in Rural Areas in Sight of the Regional Innovation System Theory: focusing on the Case of "Songakdongnesaramdeul", a Social Cooperative Located in Asan City (지역혁신체제론 관점에서의 농촌지역 주민공동체조직 형성 촉진요인과 역할 분석 및 시사점: 아산시 사회적협동조합 '송악동네사람들' 사례를 중심으로)

  • The purpose of this study is to explore the key elements of the regional innovative milieu by analyzing the role of regional innovative elements and case organizations that promoted the emergence of 'Songakdongnesaramdeul (the people of the Songak town),' and to present pertinent policy implications. For the purpose, this study set the "Songakdongnesaramdeul," a residential community organization founded for regional innovation to revitalize the village community, as a case organization from the perspective of regional innovation system theory. The result of the study showed that creating an innovative milieu through the creation of various innovation elements to revitalize the village community is crucial. Especially, this study confirmed that the existence of regional development organizations is the key element of the innovative milieu. such as case organization that contributes to regional development while promoting interaction between actors, common learning and systemization, and new value creation activities. The implications derived through the study can be summarized in four points. First, a variety of means to promote the formation of subjects in response to the public debate of the village agenda is needed. Second, it is highly important to create innovative elements, for example, organizations and programs, resources, and spaces that promote regional innovation. Third, forming a close network between various innovative resources existing in the region and establishing regional capabilities that allow to mobilize and utilize such innovative resources are important. Fourth, the establishment of a promotion mechanism such as a case organization is suggested as a major task, to revitalize the village community. Specifically, forming and revitalizing numerous private-based community organizations with regional developmental capabilities to establish local governance also has significant importance. In this vein, based on the point of view of the regional innovation system theory, the establishment of regional policies to construct a regional innovation milieu, such as creating innovative elements that can actively promote the regeneration of the village community and establishing a promotion system, can be presented as major tasks.

An Analysis of Urban Network in Seoul Metropolitan Area by Interaction Indices (상호작용 지수를 이용한 수도권 도시 네트워크 분석)

  • Relying on the interaction indices - dominance index, relative strength index and entropy index, this paper analyzes the structural features of urban network in the Seoul metropolitan area with the flows of commuting, business, and freight. Analytical results show that the Seoul metropolitan urban system is vertical, size-dependent, one-way, and the highest city-dominant network rather than horizontal, size-neutral, two-way, complementary one. The network of freight flow is a little bit more symmetrical than the networks of commuting and business. However, the interaction with Seoul is still determinant in all aspects of hierarchical structure, relative strength, and symmetry of flow.

  • In the Republic of Korea, Regional Airlines from Jeju Air and Hansung Airlines have recently entered the domestic market to compete with the existing Legacy Airlines. In addition many of newly established regional low cost carriers like Air Busan, JeanAir, Easter Airline, are preparing to enter the jungle market. These circumstantial changes have come about as transportation competitiveness are getting weak in the market due to simultaneous expansion of surface modes such as a new opening of high-speed rail and extension of highways. The jumbled market entry by regional low cost carriers makes an enormous influence not only in managing transport network of existing carriers but also for the domestic policy of aviation authorities. It is too early to judge whether they would succeed or not. It is necessary to analyze the network operation of these regional carriers launching domestic routes and preparing to launch short distance international routes under the rapid changing market circumstances such as introduction of KTX or decrease in domestic routes by Legacy Airlines. Many regional airlines are to launch the routes connecting Korea-China-Japan, if they could ensure long-haul international routes successfully, it would follow that the difference between Legacy Airlines and Regional Airlines would decrease more and more, which would result in appearance of the $3^{rd}$or $4^{th}$Legacy Airlines The purpose of this study is to analyze the introduction of low cost carriers by regions and economic regional carrier network for non-scheduled air transportation market by taking a look at the regional airlines transportation network in the early stage of the domestic air transport market. For this purpose, cost and profit structure and management effect of transportation cost will be analyzed by comparing the presently operated routes of regional airlines with those of Legacy Airlines. And also demonstrative analysis demanded by the actual market will be achieved through surveys from experts, the actual airlines and travel agencies to build up transportation network.
