The purpose of this study is to explore the suitable creative class in korea as the core capital of creative urban growth under creative economy era. We are test to find it for two types of creative class. One is Richard Florida(2002)'s creative class, the other is Mcgranahan & Wojan(2007)'s recasting creative class. Data on 2010 for this paper are generated from Statistics Korea. As a result, we find that the economic geography of creative class is highly concentrated. Furthermore, the geography of creative class is strongly associated with innovation index and high-technology industry location. And Mcgranahan & Wojan(2007)'s creative class is more strong relationship between all dependent variables than Florida's. We also find that it has better power of explanation than Florida's with all of them in regression analysis. According to the results, this study suggests some solutions. First, this study can be provided to government and local policy makers as basis data and practical policy guide to attract creative class. Second, this paper presents standard about a diversity of definitions for creative class in Korea. Third, this research also facilitates follow-up studies about regional economic growth and creative climates.
Industrial clusters are geographical concentrations of interconnected companies, specialised suppliers, service providers, firms in related industries, and associated institutions (for example, universities, standard agencies, and trade associations) that combine to create new products and/or services in specific lines of business. At present, the concept of industrial cluster becomes very popular worldwide, policy makers at national, regional and local levels and business people in both forerunner and latecomer countries are keen to implement the cluster concept as an economic development model. Though understanding of clusters and related promoting policies varies from one place to another, the underlying benefits of clusters from collective learning and knowledge spillovers between participating actors strongly attract the attention of these people. In Thailand, a latecomer country in terms of technological catching up, the cluster concept has been used as a means to rectify weakness and fragmentation of its innovation systems. The present Thai government aspires to apply the concept to promote both high-tech manufacturing clusters, services clusters and community-based clusters at the grass-root level. This paper analyses three very different clusters in terms of technological sophistication and business objectives, i.e., hard disk drive, software and chili paste. It portrays their significant actors, the extent of interaction among them and the evolution of the clusters. Though are very dissimilar, common characteristics attributed to qualified success are found. Main driving forces of the three clusters are cluster intermediaries. Forms of these organizations are different from a government research and technology organization (RTO), an industrial association, to a self-organised community-based organization. However, they perform similar functions of stimulating information and knowledge sharing, and building trust among participating firms/individuals in the clusters. Literature in the cluster studies argues that government policies need to be cluster specific. In this case, the best way to design and implement cluster-specific policies is through working closely with intermediaries and strengthening their institutional especially in linking member firms/individuals to other actors in clusters such as universities, government R&D institutes, and financial institutions.

In this paper, we propose a new industry - university collaboration plan through the analysis of the present state of industry-academia cooperation and government support projects, and analysis of major overseas cases. The following is the plan for activating the new crop cooperation. First, it is necessary to strengthen the innovation of education system and establishment of new education course based on future demand through future-oriented industry-university cooperation. Second, active industry-academia cooperation should stimulate entrepreneurship education and entrepreneurship based on university resources. Third, it should act as an anchor of regional innovation by actively cooperating with local innovation entities. It is necessary to develop an industry-university cooperation model that can generate profits and contribute to university finance.

The main point related to the entrepreneurial ecosystem is that in an environment where a good entrepreneurial ecosystem has been established, startup companies can generate good results. From this perspective, this study examined the perception of entrepreneurs regarding the entrepreneurial ecosystem in the Daegu by conducting an analysis of importance and satisfaction towards the Daegu entrepreneurial ecosystem, using the results of the Innovation Entrepreneurial Ecosystem Establishment and Operation Project of the Daegu Creative Economy Innovation Center, which is a key member of the entrepreneurial ecosystem. The analysis results showed that the importance and satisfaction of the entrepreneurial infrastructure were classified as high, while the importance and satisfaction of finance (investment and support) and securing human resources were shown to be low. Based on the results of this study, we confirmed the perception of entrepreneurs regarding the entrepreneurial ecosystem in Daegu and provided implications for improving the regional entrepreneurial ecosystem and policy directions.
Since the late 20th century, due to the globalization of markets and the rapid developments of information and communication technologies, the world has entered into the age of fierce competition. With their abundant low-cost labor, former communist countries such as China, Russia and East Europe and low-developed countries such as India and Brazil have received investments from major industrial companies. There are no other alternatives for Korea and OECD countries to move the industrial economy to the knowledge based innovation system. In knowledge based innovation system, economic development and employment of a region and nation depend solely on the number of its companies and their competitiveness. In this research, after reviewing the current state of technological innovation small companies in korea, we provide a theoretical framework to promote the level of technological innovative entrepreneurship. The framework is based on a value system model that consist of supply factors, demand factors, and supporting institutions. In order to create more innovative small businesses, we insist on the followings. First, more R&D activities related with promising new technologies should be performed. Second, more R&D funds for technological innovation small companies should be provided from governments. Third, more M&A transactions and technology transactions should be marketed freely and competitively. Fourth, more business incubating services and venture capital services should be provided. Fifth, entrepreneurship and innovation culture should be popular and institutionized among people.

The purpose of this study is to examine the geographical distribution and the clustering characteristics as an industrial cluster in order to provide alternative fundamental data for the preparation of the policies to facilitate the development of the Green Energy Industry. The main source of the data in this study is the outcome of a survey conducted to the firms and environment specialist from June 21st, 2010 to July 23rd, 2010. The Green Energy related companies in Daegyeong region are clustered around Pohang and Gumi, Gyeongbuk, and Dalseo District of Daegu Metropolitan City. The core element of the sustainability of the Green Energy Industry in the region is the inducement of the large-scale corporate presence in the region as well as the technical and geographical proximity. That is, the fact that there are sister companies established by the large scale corporate Daegyeong region as they have chosen this field for their new drive for growth. The major location factors are proximity, higher quality expectations from the local demands, technical availability, and competition with other companies of the same industry in the region, rather than the availability of the raw material. And the choke points for these companies are the financial support of R&D and the policy support of specialist training. The policy to facilitate the development of the industry in question in Daegyeong region, therefore, should shift from its previous focuses on infrastructure building and taxation benefits to financial supports for the technical research, human resource development in response to the needs of the companies. Also, programs to support the proficiency training for the already-hired work forces and development of new policies for the Green Energy Industry are needed to be introduced for the development of the Green Energy Industry in Daegyeong region.
Due to the coronavirus pandemic and diplomatic disputes, governments are actively developing a policy to revitalize·reshore manufacturing and to diversify international cooperations. In order to develop such a policy, it is very important to compare and analyze domestic·international geospatial information. Over the decade, the US·EC governments have conducted a series of national researches to build data-based tools that can monitor·analyze regional geospatial information driven by government R&D investments. In the case of the EC system, it can compare geospatial information in domestic and international(including Korea) regions. Compared to US·EC cases, Korean examples of national researches with available data analplatform need future improvements. Current study is investigating an automated analysis methodologies using "National Institute of Science and Technology Information (NTIS)" DB, which was national security data until recently. Research on data-mining regional geospatial information can contribute to support policy fields that need to discover new issues in response to unexpected social problems such as recently faced corona and trade disputes.
Purpose - Recently, the fourth industrial revolution is rapidly progressing, and the central government-led innovation system is not able to flexibly cope with changes in science and the economy and society. To solve these problems, it is necessary for local governments, which can easily identify and flexibly respond to local sites, to become self-centered and ready to respond more quickly to massive changes. Through this research, this study investigated the awareness of the elements of Jeonnam Province's capabilities in the field of science and technology policy, the importance of R&D, and how network cooperation among the base institutions might affect performance. Research design, data, and methodology - In fact, the data used in this study only 115 people were polled, excluding five who did not respond to the necessary variables. The methods of the survey were sampled, and the means of the survey were investigated via a self-contained electronic file (e-mail). Statistical analysis, including hypothesis verification, was performed by SPSS 19. The regression analysis was used. Results - All factors significantly affect performance by dividing them into five sub-fields: R&D strategic establishment, R&D demand survey, R&D planning, R&D evaluation, and R&D project management. These results suggest the importance and need for local scientific technology policy capabilities. Besides, it was confirmed that the relationship between regional science and technology policy capabilities and performance was moderated by the recognition of the importance of science technology and network cooperation among the core organizations. Conclusions - As a result, independent variables regarding the capabilities of each scientific technology policy were found to be statistically significant and have a significant effect on performance. Second, the regression analysis has shown the moderation effects of R&D importance awareness between the capabilities of science and technology policies and their performance. On the other hand, a regression analysis showing that the capabilities of science and technology policies and network cooperation between the base regions were not significant, indicating that there is no effect of moderation of network cooperation between the base regions between the capabilities of science and technology policies and performance.
Previous researches on technological innovation have several limitations such as lack of general mechanism for technological innovation(inputs, throughputs and outputs of technological innovation), large company oriented studies, and ignoring importance of technology management capabilities. So, this study suggested a new model using resource-based theory and system theory, and empirically applied that to SMEs. Structural equation model analysis by using 223 SMEs in Daegu region provided a support for most of hypotheses. Research results showed that all of factors on technological innovation were significantly and positively related with each other: inputs(R&D leadership, innovation strategy, R&D investment, R&D human resource management, external network), throughputs(portfolio management, project management, technology commercialization) and output(technological innovation). In case of technological innovation inputs, R&D leadership influenced on innovation strategy positively and significantly. And R&D leadership and innovation strategy had positive and significant effects on R&D investment, R&D human resource management and external network. R&D human resource management and external network exerted positive and significant influences on technological innovation throughputs such as portfolio management and project management. But R&D investment did not significant impacts on technological innovation throughputs. Among technological innovation throughputs, both portfolio management and project management had positive and significant effect on technology commercialization. In addition, technology commercialization acted positively and significantly technological innovation output. This study suggests necessary of efforts to implement innovation strategy and manage R&D human resource effectively based on CEO's innovativeness and entrepreneurship. Also, if SMEs want to develop technology and commercialize it, they have to cooperate with external technology resources and informations. Research results revealed that proper level of R&D investment, internal and external communication, information sharing, and learning and cooperative culture were very important for improvement of technological innovation performance in SMEs. Especially, this research suggested that if SMEs manage technological innovation process effectively based on resource-based and system approaches, then they can overcome their resource limitations and gain high technological innovation performance. Also, useful policy support for technological innovation of central or regional government by this research model is important factor for SMEs' technological innovation performance.
China has become the group of two (G2) in almost fields including the scientific technology following the economic growth and joining the WTO in 2001. The main reason is that the government had strong intention for the industrialization of the scientific technology and connected the scientific technology and the economy. Typically, for analyzing the cause of the meteoric rise of China, the competitiveness of the scientific technology was analyzed by the entire score of the nation. However, in the case of China, there are differences in the pattern of the development between the eastern, central, and western province. Also, the industrialization and the competitiveness of the scientific technology are difference because each province established the decentralization of power. Therefore, it is more meaningful to analyze the main factors of Chinese economic growth on a province unit. In this study, therefore, we analyzed the competitive of R&D in China by 124 indexes in 31 areas. The data was analyzed by Partial least squares regression analysis. In conclusion, the scale of the area and the ability of R&D of the company are very important factors for total amount of production in the area. And the journals, patents, the transfer of technical know-how and the investment of R&D are main factors of the amount of export on the high-tech product. According to these results, the factors which make the difference in the industrialization and the competitiveness of the scientific technology in China were analyzed. Finally, it will be helpful to establish the policy for the development of the industrialization and the scientific technology in Korea.
