Mitigating Hazards by Better Designing a Recycling Program: Lessons Learned from South Korea

  • As an effort of mitigating hazards, pro-environmental programs have been vigorously activated with regard to solid waste recycling. It is beneficial for both the environment and resource saving, but implementation and enforcement are hard to achieve voluntarily. The South Korean Government first implemented the Deposit Refund System (DRS) and later the Extended Producer Responsibility Program (EPR) to reduce waste and encourage recycling in South Korea. Un-der the DRS, producers would pay for recycling the wastes of the products. The government then repealed the DRS and implemented the EPR program. Under this program, the producers recycle as much as the Ministry of Environment determines or pay a penalty for an excessive amount of the waste. In the broader perspective of disaster management, such policy programs can mitigate environmental hazards. This paper compares those two programs that facilitated the level of recycling, focusing on how such programs regulate producers and how they were operated from the perspective of implementation and enforcement.

재활용을 위한 몰드베이스 구조 및 표준화 (The Structure and Standardization of Mold Base for Recycling)

  • The injection molding is a traditional manufacturing method that can make plastic parts by just one time in mold. Therefore, the injection molding has become one of a manufacturing method, which is widely applied in a producing of plastic products. Nowadays, to use of plastic parts has increased and plastic product-model using term has been shorten. By these reasons, using term of a injection mold has fast been reduced. These produced molds will be disused and leaved in a storage after a regular term to use it. These leaved molds are sometime sold as scrap iron. But, these molds have lots parts for recycling except special parts for example, cavities, cores and eject pins, etc. In this research, we investigated when the cavity and core of in injection mold would be changed, the injection mold could be recycled. We suggested the structures and standardizations for recycling of a moldbase. We also developed a program in which can be used when the recycling moldbase design in the Auto-CAD with the recycling standards. We called this program as the Recy-Mold. For the availability of the program and moldbase structure fur the recycling standards, we experimented a used mold for automobile lens, which was remanufactured by the recycling standard. The results of this test showed feasibility for the recycling mold.

로듐 재자원화의 경제적 및 환경적 효과 분석 (Economic and Environmental Effect Analysis of Rhodium Recycling System)

  • 본 연구에서는 비촉매분야에서 사용된 로듐의 재자원화 시, 경제적 및 환경적 효과를 분석하였다. 분석방법으로, 경제적 효과 분석은 비용편익분석과 자원절감효과분석을 적용하였으며, 환경적 효과 분석은 전과정평가를 적용하였다. 연구결과, 경제적 측면에서 B/C 값은 1.28로 사업성이 있는 것으로 나타났으며, 비용절감은 재자원화 로듐 1 g 기준으로 237,000원로 나타나 2025년 로듐 재자원화량 71.7억원으로 나타났다. 환경적 효과는 로듐 1 kg 기준의 재자원화 시와 해외매각 시에 대해 온실가스 배출량을 비교하였다. 산정 결과, 로듐 1 kg 기준으로 재자원화 시 온실가스 배출량은 65 kg CO2eq./kg-Rh, 해외매각 시 28,800 kg CO2eq.으로 나타나, 99.8%가 저감되었다. 본 연구결과는 비촉매분야에서 사용되는 로듐의 재자원화 시 경제적 및 환경적 효과 분석을 통해 자원이 부족한 우리나라에서 로듐 재자원화가 필요하다는 것을 제시할 수 있었다.

재활용 행동 집단별 소비자특성과 영향요인에 관한 비교연구 (A Comparison of Consumer Characteristics between high and low Group in Recycling Behavior)

  • The purpose of this study is to examine consumer characteristics according to the recycling behavior and analyze the affected variables on recycling behavior. For the empirical analysis, the data was collected 585 consumers from May 14 to June 8,2001. The statistical methods for this study were descriptive statistics, t-tests, cross tables, ANOVA and multiple regression analysis using SPSS PC program. The major findings of this study were as follows: 1. Convenience was important variables to explain the recycling behavior of household trash between two groups, but extrinsic incentives of rewards for undertaking the behavior was not significant. 2. Intrinsic motivation like as perceived consumer difficulties(PCD), perceived consumer effectiveness(PCE), recycling altitude, and ethic was significant variables to compare two groups. 3. Recycling knowledge was important to explain the recycling behavior, but no impact on recycling behavior. 4. Except age, all of socially demographic variables were significant to compare the recycling behavior of two groups. 5. Recycling attitude and convenience had influence on recycling behavior. Especially, ethic had influence on low level recycling behavior of consumer group.

재활용행동에 관한 연구 : 규범적 접근을 중심으로 (The Impacts of Social Norms and Personal Ethics on Recycling Behavior)

  • The purpose of this study was to examine the effects of social norms and personal ethics on recycling behavior. For this purpose, survey data from four hundred and fifty seven individuals were collected and analyzed using an SPSS program. The major findings were as follows: First, social norms had a positive impact on personal ethics and recycling behavior. Second, personal ethics significantly affected recycling behavior. Third, awareness of the consequences of recycling behavior (AC) and ascription of responsibility for environmental problems(AR) did not significantly translate personal ethics into actual recycling behavior. Fourth, ascription of responsibility for environmental problems(AR) and awareness of consequences of recycling behavior(AC) affected recycling behavior. These results suggest that in order to encourage recycling behavior, it is necessary to inform and educate the public so as to enhance social norms and personal ethics.

  • Recently, the life cycle of products is rapidly shortened and then the W s a l of the used mold applied in development of a product is a difficult things. In this study, we proposed a feasibility of the recycling mold base by analyzing of the existing standard mold base. And we developed a D/B program to promote the mold design capability with CAD. Also, we confirmed the possibility of recycling mold base by testing of a used automobile lamp mold.

  • 도심의 노후화 등으로 재건축 및 재개발의 활성화, 대규모 택지개발에 의한 신도시 개발, 사회기반시설 확충 등의 증가로 건설폐기물의 발생이 매년 급증하고 있다. 이를 재활용하기 위한 방안중의 하나로써 건설폐기물을 직접 재활용하는 방법이 있다. 현장에서 직접 건설폐기물을 재활용하는 경우, 재활용 자재의 대부분을 차지하는 순환골재의 사용처를 안정적으로 확보할 수 있으며, 건설용 자재의 현장 반출입량이 감소됨에 따라서 운송비용, 이산화탄소 발생량, 교통량 등을 감소할 수 있어 경제적, 사회적, 환경적으로 많은 효과를 기대할 수 있을 것이다. 따라서 본 연구에서는 건설폐기물의 "현장재활용" 활성화를 위하여 건설폐기물의 발생에서부터 "현장재활용" 적용까지 일괄적으로 처리할 수 있는 "현장재활용 시뮬레이션 프로그램"의 알고리즘을 개발하고자 한다.

EPR 신규 대상품목의 장기 재활용목표율 재산정에 관한 연구 (A Study on Recalculation of the Long-Term Recycling Rate of New EPR Target Items)

  • In the past annual recycling obligation rate calculation of Extended Producer Responsibility (EPR) system, it was difficult to operate the system efficiently, because responsible producers passively participated in the scheme only bent on achieving annual obligation without long-term plan. Thus, a new scheme of long-term recycling obligation rate began to be established every five year from 2008 in order to give the basis for the notice of annual specific operation standard and recycling obligation, thereby helping responsible producers to make a preparation with a plan and giving expectation of active operation of the scheme. However, in the operation of long-term recycling target program, while the development of prediction models and the evaluation for existing items has been conducted in various ways, applications for a new target items and the evaluation are quite insufficient. Therefore, in this study, problems in implementing long-term recycling goal of new target items will be examined, and more objective and rational long-term recycling rate calculation and the operation standard will be proposed. Thus, the long-term recycling target will play a role as a pacemaker to steadily improve the recycling performance of target items, and responsible producers will be expected to increase the achievement with the realistic capacity.
