Designing the Record Management Functions for Record Content Using Advantages of Cloud Storage (클라우드 저장소 장점을 활용한 기록 콘텐츠 관리기능 설계)

  • Recently, the central administrative agency changed its business management system to cloud-based On-nara 2.0. To transfer and manage the records of the cloud business management system, the National Archives Service has developed and distributed a cloud-based records management system. It serves as an opportunity to maximize the benefits of cloud computing and redesign the records management to be more effective and efficient. The process and method of electronic record management can be transformed through digital technologies. First, we can change the transfer method for electronic records. When the business and the records management systems share the same cloud storage, it is possible to transfer the content files between the two systems without moving the contents files physically, thus copying only the metadata and reducing the cost and the risk of integrity damage. Second, the strategy for allocating storage space for contents can be conceived. Assuming that the cloud storage is shared by the business and the record management systems, it is advantageous to distinguish the storage location based on the retention period of the content files. Third, systems that access content files, such as records creation, records management, and information disclosure systems, can share the cloud storage and minimize the duplication of content files.

A Research on Blockchain-based Copyright Protection for Computational Creativity (컴퓨터적 창의력을 위한 블록체인 기반 저작권 보호 연구)

  • Computational creativity is a field of artificial intelligence research to replicate creativity of human beings, creating works in various fields or helping human authors. The copyright of works produced by computational creativity has not been established in most countries yet, however, there will be the need for systems to protect the copyrights with the development of the technology in the future. In this paper, we propose a copyright protection system based on blockchain technology that protects the copyright of various contributors contributing to the creation of computer creative creativity, and transparently and safely records the contribution of copyrighted works. The proposed system records the contribution of all related works from the machine learning of computer creativity to the creation of the final work on the blockchain so that it is possible to establish quantitative evaluation criteria for the copyright when the future copyright law system is revised.

  • This paper proposes a system that can manage and verify personal career information through a block chain to solve the problem of getting a job by forging an individual's career when hiring employees. Blockchain network uses private network, and inside the block, the user's academic and career information is kept. The functions of the block chain perform the functions of block creation, block internal data retrieval, career and academic verification, which works through chain code. As a result of the performance evaluation of the proposed system, the processing time per transaction was measured at approximately 110 ms and the search time was measured at 10 ms, and it was applied to the actual system to confirm that it was available.

A study on the management of drawings of Metropolitan Rapid Transit (도시철도 도면 관리에 관한 연구 -서울시 도시철도공사를 중심으로-)

  • Metropolitan rapid transit system plays an essential role in the public transportation system of any large city, and its managing agency is usually charged with the responsibility of storing and managing the design drawings of the system. The drawings are important and historically valuable documents that must be kept permanently because they contain comprehensive data that is used to manage and maintain the system. However, no study has been performed in Korea on how well agencies are preserving and managing these records. Seoul Metropolitan Rapid Transit Corporation(SMRT) is the managing agency established by the city of Seoul to operate subway lines 5, 6, 7, and 8 more efficiently to serve its citizens. By the Act on Records Management in Public Institutions(ARMPI), SMRT should establish a records center to manage its records. Furthermore, all drawings produced by SMRT and other third party entities should be in compliance with the Act. However, SMRT, as a form of local public corporation, can establish a records center by its own way. Accordingly, the National Archives & Records Service(NARS) has very little control over SMRT. Therefore, the purpose of this study is to research and analyze the present state of storage and management of the drawings of metropolitan rapid transit in SMRT and is to find a desirable method of preservation and management for drawings of metropolitan rapid transit. In the process of the study, it was found that a records center is being considered to manage only general official documents and not to manage the drawings as required by ARMPI. SMRT does not have a records center, and the environment of management on the drawings is very poor. Although there is a plan to develop a new management system for the drawings, it will be non-compliant of ARMPI. What's happening at SMRT does not reflect the state of all other cities' metropolitan rapid transit records management systems, but the state of creation of records center of local public corporation is the almost same state as SMRT. There should be continuous education and many studies conducted in order to manage the drawings of metropolitan rapid transit efficiently by records management system. This study proposes a records center based on both professional records centers and union records centers. Although metropolitan rapid transit is constructed and managed by each local public corporation, the overall characteristics and processes of metropolitan rapid transit projects are similar in nature. In consideration of huge quantity, complexity and specialty of drawings produced and used during construction and operation of metropolitan rapid transit, and overlap of each local public corporation's effort and cost of the storage and management of the drawings, they need to be managed in a professional and united way. As an example of professional records center, there is the National Personnel Records Center(NPRC) in St. Louis, Missouri. NPRC is one of the National Archives and Records Administration's largest operations and a central repository of personnel-related records on former and present federal employees and the military. It provides extensive information to government agencies, military veterans, former federal employees, family members, as well as researchers and historians. As an example of union records center, there is the Chinese Union Dangansil. It was established by several institutions and organizations, so united management of records can be performed and human efforts and facilities can be saved. We should establish a professional and united records center which manages drawings of metropolitan rapid transit and provides service to researchers and the public as well as members of the related institutions. This study can be an impetus to improve interest on management of not only drawings of metropolitan rapid transit but also drawings of various public facilities.

A Study on the Reform of Records and Archives Management System in Japan (일본의 기록관리 제도 개혁에 관한 연구 - 공문서관리위원회의 활동과 국립공문서관의 확충 노력을 중심으로 -)

  • The purpose of this study is to examine the driving forces and main contents of the reform of the records and archives management system in Japan from the 2009 enactment of the Public Records and Archives Management Act. The key essentials of the reform can be explained in two ways. First is through the legal system, a multilayer structure of the law and guidelines to the institutional documents management regulations for an effective application to each administrative institution. The other is the Public Records and Archives Management Commission, a deliberative body that guarantees the rigorous application and enforcement of the rules and regulations. One of the remarkable outcomes from the reform is the compulsory creation of minutes of the countermeasure meetings in government agencies related to the Great East Japan Earthquake Disaster, as well as the various significant cabinet meetings through a revision of the Guidelines for Public Administrative Records Management. In addition, the new construction of the National Archives of Japan and its meaning have been examined. It is being pushed ahead, with the active support of the ruling party members, through activities such as research and review meetings for improving the functions and facilities of the National Archives of Japan.

  • Since the creation of modern cadastral system in 1910's the cadastral system has been modified to comply with a new technical development and diverse requirements. However, the discussion on the directions for extension of cadastral records has been rarely addressed. In this paper it is proposed that the direction of extension cadastral records from the current a right focused perspective to an obligation and restrictions perspective based on the FIG Commission 7's Cadastre 2014 which is a future vision of cadastral system development. As the extension directions, a legal and technical perspective and functional extension for a role for land information publicity platform has been presented. Considering the extension directions an environment and disaster management field has been reviewed for an applicable fields.

Integrated Methods of Various Media Generators in The SuperSQL Query Process System

  • In this paper, we propose a method which allows the SuperSQL query processor to share as much code as possible among various, generators, each of which is responsible for the output of a certain medium. SuperSQL is an enhanced query-processing system that converts database records into a variety of formats such as XML, HTML, PDF and etc. However, the existing SuperSQL media generator would require creation of a different processor for each medium, causing duplicated development cost. This research makes three main contributions: First, it analyzes the structures of various media, examining any possibility of integration based on their common structure. Second, it also facilitates the addition of a new output media generator by separating constructors and decorators from each medium. Last, it provides an integrated user interface to each media by method of the Media Abstraction Table Concept. We also show the performance and feasibility of our system using experimental results.

A Study on Research Data Creation and Management by Researchers in Mechanical Engineering (기계공학분야 연구자들의 연구데이터 생산과 관리에 관한 연구)

  • This study aimed to examine the perception and experience of researchers in the field of mechanical engineering on research data creation and management, and suggest implications for research data management and services in the field. Research data management and services of domestic and foreign research institutes were investigated, and in-depth interviews were conducted with researchers belonging to domestic mechanical engineering research institutes to analyze the perception and conduction of research data creation and management according to four major categories: "research data, accountable conducting of research and compliance with research ethics, utility and effectiveness of research data management, and the value of sharing research data." To ensure effective research data management and services in mechanical engineering, it is necessary to conduct a data investigation on the process, type, and form of production to collect explicit metadata and implicit contextual information. It is also necessary to propose a plan to recognize research results using the publication of data journals and to prepare infrastructure such as a cloud-based system that supports safe data management and communication between researchers. In addition, it suggests that it is important for various officials in the research field to allocate roles and responsibilities for research data management and services at the organizational level.

A Study constructing a Function-Based Records Classification System for Korean Individual Church (한국 개(個)교회기록물의 기능분류 방안)

  • Church archives are the evidential instruments to remember church activity and important information aggregate which has administrative, legal, financial, historical, faithful value as the collective memory of church community. So it must be managed necessarily and the management orders are based on the Bible. The western churches which have a correct understanding about the importance of church records and management order have taken multilateral endeavor to create, manage church archives systematically. On the other hand, korean churches don't have the records management systems. Therefore, Records created in individual church are mostly managed unsystematically and exist as 'backlogs', finally, they are destructed without reasonable formalities. In those problems, the purpose of this study is to offer the way of records classification and disposition instrument with recognition that records management should be done from the time of creation or previous to it. As a concrete device for them, I tried to embody the function-based classification method and disposal schedule. I prefer the function-based classification and disposal schedule to the organization and function-based classification to present stable classification and disposal schedule, as we can say the best feature of the modern organization is multilateral and also churches have same aspect. For this study, I applied DIRKS(Designing and Implementing Recordkeeping Systems) manual which National Archives of Australia provide and guidelines in ICA/IRMT series to construct the theory of the function-based classification in individual churches. Through them, it was possible to present a model for preliminary investigation, analysis of business activity, records survey, disposal schedule. And I took an example of 'Myong Sung Presbyterian Church' which belong to 'The Presbyterian church in Korea'. I explained in detail codifying process and results of preliminary investigation in 'Myong Sung Presbyterian Church', analysis of business activity based on it, process of presenting the function-based classification and disposal schedule got from all those steps. For establishing disposal schedule, I planned 'General Disposal Schedule' and 'Agency Disposal Schedule' which categorized 'general function' and 'agency function' of an agency, according to DIRKS in Australia and ICA/IRMT. And for estimation of disposal date I had a thorough grasp of important records category presented in 'Constitution of General Assembly', interview to know the importance of tasks, and added examples of disposal schedule in western church archives. This study has significance that it was intended to embody 'the function-based classification' and 'disposal schedule' suitable for individual church, applying DIRKS in Australia and ICA/IRMT on absence of the theory or example which tried to present the function-based classification and disposal schedule for individual church. Also it is meaningful to present a model that can classify and disposal real records according to the function in individual church which has no recognition or way about records management.

Development of Digital Archives Using Open Source Software to Document Mi-ryang Transmission Towers Construction Conflicts (오픈소스를 활용한 사건 아카이브 구축에 관한 연구 - 밀양 송전탑 건설 갈등 사건을 사례로 -)

  • The purpose of the study is to implement the digital archives to document environmental conflicts using open source Omeka. Mi-ryang Transmission Tower Construction Conflict is the selected case because it is very crucial and continues until today for more than 10 years. It begins with analyzing domestic and international cases of archives developed using Omeka. Based on these analysis, it draws the directions of developing Mi-ryang archives. It also investigates and analyzes the Mi-ryang conflicts as the contexts of records creation, acquire the actual records from a Mi-ryang civic group, and finally implement the collections and exhibits of Omeka-based archival system.
