Health Information Manager's Role in IT-Based Medical Environment (IT기반 의료 환경에서 보건정보관리자의 역할)

  • The purpose of this study is to suggest a plan for which Medical Record Technician, who has main task as efficient creation and management of medical information, is changed successfully to health information manager in IT-based medical environment. According to this research objective, it carried out an analysis on future model(To-be) for being changed into health information manger in addition to analysis of the current situation for task as medical record technician. The subject materials of analyzing the present status included 1) state-exam subjects for medical record technician 2) qualification examination subjects for health information manger 3) analytical data of the current task for domestically medical record technicians 4) symposiums and educational topics for the recent 3 years in Korean Medical Record Association. Future-model(To-be) data included 'HIM Professional Roles in E-HIM (R)' suggested by AHIMA(American Health Information Management Association). Through a comparative analysis of these materials, a role of being needed currently medical record technicians' new entry was analyzed to be Business change manager, IT training specialist, Consumer advocate, Clinical alerts and reminders manager, and Enterprise application specialist.

  • The Gateway Server Authorization System(GSAS) presented in this thesis is a database authorization system. GSAS is responsible for user\`s authorization, and privilege management, audit service. Only users that are filtered in GSAS can access the DBMS(Data Base Management System) through middleware. GSAS is located at the DBMS and already contains an authorization record for user accessing a specific DBMS. GSAS on consists of several components, namely an authorization manager, a privilege manager, and an audit manager. As an authorization manager and a privilege manager can only approve a pass at the same time, a user can get accessibility for DBMS.

  • By the law, "Public Records Act", all public agencies should have at least one record manager. However, education support offices and military related agencies currently have a low recruitment rate than other agencies. To overcome the absence of records manager, several education support offices ran the 'CoP(Community of Practice)s of Records Management'. To determine the current state of operation of the CoPs, a preliminary analysis was conducted on all national education support offices by information disclosures. And then the detail survey was performed by dividing the institutions with/without the CoPs, At the results, the CoPs of record managements help to perform practical task and improve individuals'skills. Meanwhile, even if the CoPs temporarily substitutes record management tasks, the record manager specialist must be recruited. In addition, we proposed an activation plan to identify and solve the obstacles in the operation of the CoPs of records management.

  • It is necessary for the park tree manager to have the current information about the status of trees, which can help him with right decisions. However, there are many problems in the existing management method such as huge amount of data, tedious work, and the difficult update work due to the lack of necessary data or the inappropriate data record and management method. The sole use of database management system(DBMS) cannot slove these problems because it cannot handle graphic data based on the locational information. So, it is imperative for the park manager to have locational data as well as attribute data of the park tree concerned. Therefore, the purpose of this study is to develop the personal computer-based, user friendly park tree management information system, which deals with attribute data(DBMS) and graphic data(using the CAD) together within the integrated environment. The park tree management information system developed in this study provides a complete operating environment for data input, update, query, delete, and retrieve. The major advantages of this system are as follows: 1) To search the location and distribution of trees. 2) To record, store, and manage data easily. 3) When the manager is changed, delivery of the park tree work is convenient. 4) The system can help the manager with the correct information for the efficient park tree management.

  • The purpose of this thesis is studying for a legal basis and definition of Oil Record Book. In the thesis, comparing with the laws related to punishment for false entry of Oil Record Book of the maritime countries and korea Act. Studying the improvement marine pollutants from ships by suggesting legal and institutional proposal which are able to make themselves increase effectiveness for recording and inspection of Oil Record Book. Suggest the solution of the problems raised in this thesis, First, The Oil Record Book should not be the evidence which is having the effectiveness simply after the accident of marine pollution, but take sanction on pre-inspection of Oil Record Book as establish the concrete administrative punishment for each contents-based record of Oil Record Book. Second, It should set up of judgement criteria of false entry of Oil Record Book by port state control officer. Third, It should strengthen the legal effectiveness of Oil Record Book contents such as Code(c) ; oil residue, Code(d); relating to bilge discharge by including premeditation for false entry of Oil Record Book. Also, The enhancement of role for marine pollution prevention manager raise the effectiveness of Oil Record Book as recognizing the importance of Oil Record Book.

  • Two functions are considerable in the record management of policy management system operation. The first one is to prove that shows the conforming status of the management system requirements. The second one is to prove that shows the performing status whether the policy management system is operating effectively to the company. However, the second function requires the high level data analysis techniques, and it is more important for the decision making of the company operations. That is, the second function is more closer than the first function to the top manager's policy management tool. This paper is prepared to offer a study on the desirable record management which is necessary to the scientific decision making process. The scientific decision making requires the analysis of data derived from the reliable records. It is also aimed to enlighten the relations between the reliability of records and the adoption of the results of analysis in associated with the top manager's decision making.

  • With the start of terrestrial digital broadcast, we can view HD digital contents in TV. Also we can record, play, redistribute digital contents over the various way. Therefore the protection of Digital Contents Right became the important issue. In this paper, we implement a manager that prevents indiscriminate digital contents redistribution of the terrestrial digital broadcast contents. For protection of Digital contents Right, we use BF(Broadcast Flag) that we can control viewing or copy digital contents with.

A Study on the Job Description of Medical Record Administrator in Busan and Gyeongnam (부산·경남지역 의무기록사 직무분석)

  • The purpose of this study was to propose how to improve and develop the college curriculum of medical record administration, satisfying requirements from hospitals having medical record administrators. For the purpose, this researcher surveyed medical record administrators serving at hospitals located in Busan, Changwon, Masan and Jinju. Finally analyzed were responses from 100 medical recorders. The frequency of searching medical records to support information use was statistically different among hospitals according to the number of sick beds(p=.041), or $3.16{\pm}1.75$ for fewer than 300 sick beds, $4.28{\pm}2.42$ for 300 to 500 and $4.86{\pm}3.18$ for more than 500. The college course that was regarded as most important by most of the surveyed medical record administrators, or 53(37.2%) was medical terminology, followed by statistics by 36 of the respondents(18.5%) and EMR, 25(12.8%) in order. To make EMR truly effective requires reforming the university curriculum of medical record administration and giving more attention and more supports to training for better computerization, realizing that medical record administrators serve as a true manager of health and medical information, not a person who just paper-based medical information. In addition to managing health and medical information, medical record administrators are expected to have more roles in the future, for example, providing high-quality clinic knowledge and medical information that are necessary for efficient hospital management and medical research to survive competition.

An Influence of Record Manager's Job Stress on Depression: The Mediating Effect of State Anxiety (기록물관리 전문요원의 직무스트레스가 우울에 미치는 영향: 상태불안의 매개효과)

  • This study examined differences in job stresses, depression and state anxiety levels relating to sociological characteristics of records managers and studying whether the mediating effect of state anxiety levels significantly occurs on the depression followed by their job stresses. So we distributed questionnaires of 9 factors including sociological characteristics to record managers, asking them job stresses, depression, and state anxiety levels, and collected 98 questionnaires finally. We analyzed the effect of mediation on the surveyed data using Regression Analysis. As a result, it was found that there is a full mediating effect of state anxiety level between job stress and depression, and that, therefore, state anxiety levels of the record managers must be managed to lower their depression levels.

  • In the medical field. the desire of the hospital information system based on the advanced computer technology has been increased because hospital staffs wanted to provide better medical services to their patients by using it. So, the electronic medical records have emerged to share and exchange medical and healthcare information stored in database. In this paper. we developed an electronic medical record system using XML. This system includes four modules : data repository. document structure manager, document writter and XML automatic generator. For the purpose of evaluating the usability of the electronic medical records of our system, we also applied it to out-patient medical records in the department of orthopedic surgery.
