A Study on the Development of GIS-based Railway Accident Management System (GIS 기반 철도사고 관리시스템 구축방안 연구)

  • In Korea, the railway history has more than 100 years and the KTX(Korean Express Railway) was launched on April 1, 2004. Nevertheless, the safety management of the railway has not been emphasized. Thus this paper proposed the novel frame of the railway safety management system which can secure the railway safety and administer the railway accidents via Management Systems from domestic to international. Secondly, we developed the prototype Management System for the railway accident based on GIS(Geographic Information System) by introducing the concept of "location". This Management System has two parts: space and attribute. Also it provides the map for emergency actions.

  • The British railway safety research group has developed a risk assessment model for the railway infrastructure and major railway accidents. The major hazardous factors of the railway infrastructure were identified and classified in the model. The frequency rates of critical top events were predicted by the fault tree analysis method using failure data of the railway system components and ratings of railway maintenance experts, The consequences of critical top events were predicted by the event tree analysis method. They classified the Joss of accident due to railway system into personal. commercial and environmental damages. They also classified 110 hazardous event due to railway system into three categories. train accident. movement accident and non-movement accident. The risk assessment model of the British railway system has been designed to take full account of both the high frequency low consequence type events (events occurring routinely for which there is significant quantity of recorded data) and the low frequency high consequence events (events occurring rarely for which there is little recorded data). The results for each hazardous event were presented in terms of the frequency of occurrence (number of events/year) and the risk (number of equivalent fatalities per year).

  • We have identified which causes have influenced to accidents, case by case through a relational analysis on data of accidental case, root case, accident cause and hazard. The data on the accident of railway operation and system have been analyzed and the root cause, accident cause and hazard have been classified. This research has developed accident cause analysis system to build efficient railway safety policy which will be used to prevent railway accidents by government and railway operator.

  • This paper suggests to standardize railway accident restoration types as the code and standard operation system for efficient railway accident management. First of all, the damage types of have been carefully analyzed and reclassified. This study suggested the combination of 3 distinct code factors: restoration class, restoration object, and restoration location to standardize them. In addition, this study suggested procedures to make the standard operation system of emergency restoration, defined the worst case of emergency restoration and the important events. Therefore, the standard operation system of emergency restoration is developed. It shall play a major role as the database system for railway accident management, minimum of damage and rapid control of accident.

  • The emergency restoration scenarios for efficient railway accident management and restoration were developed. The emergency restoration procedures defined by the worst case of emergency restoration and the important events was proposed based on questionnaires from specialists and the result of survey. Via these studies, the railway accident in the tunnel could be the worst case among all railway accident types. Therefore, educations for a restoration team in confined area condition should be planned and performed to recover the worst case accident. In order for the emergency restoration, when a railway accident is occurred, the restoration should be performed in orders of handing collapse of facilities, burying track, and derailment of vehicle in tunnel based on the statistical analysis. The result of priorities were established by the period of restoration. The standard operation system for efficient railway accident management was developed by synthesizing the worst case for rapid emergency restoration, and important events for the standard operation procedures according to each emergency restoration type. Through this study, the restoration operation system of railway accident are recommended. This paper suggests to develop emergency restoration scenarios for the efficient railway accident management and recovery system. The study results will contribute not only for insuring punctuality, but also for minimizing delays from accidents. Therefore, emergency restoration scenarios will play a major role in the SOP for the damage limitation and the prevention of accident spread.

  • In this paper, the elemental components and improving purpose in advanced safety management system are reviewed to cope with a railway fire accident. And a considering procedure(V-cycle) of long-term plan for railway fire safety improvement is proposed. For the purpose of preventing recurrence of accident, items which have to be considered in the course of accident investigation and cause analysis are presented according to the stage of investigation activity.

  • Compared with other transport means, safety and timeliness are the merits of railways. Unexpectedly when accident happens, much time and human strength are required to cope with the accident. And for swift recovery, systematic rehabilitation is needed. Recently using MTS(Moving picture Transmission System), we can perform accident rehabilitation and recording work efficiently. MTS is the device that transmits continuous picture information from accident field to control center. We are developing the appropriate system to railway situation to make use of the existing information communication technology, processing technology of video-tex, super high speed transmission technology through fiber-optic, copper cable and network description of information Technology, etc. If these communication-based can technologies are applied to railway system, railway managers can control the accident by inspecting the picture of accident field and can contribute to the safe train operation and the improvement of railway management. In this paper, we investigate the connecting methods when optical fiber is used for moving picture data transmission of train accidents, and its problems. And, we validate MTS's performance through about 28km section of field test.

  • As accident rate have been reduced into half since 2005, no train accident fatality occurred in recent year. Level crossing accident also been reduced that no more than 5 fatalities occurred every year. As a result 98% of accident fatalities occurred in station and track. So railway station safety measures are more and more important but only few research have been done on railway station safety. In this study status on safety measures on railway stations are reviewed and basic research have been done based on expert interview for the development of new safety measures.

  • The basic concept of analysis of human error that induced railway accident is that errors are consequences, not causes. But in most cases, it is likely that direct causes of the accident could be concluded as real causes, which make it difficult to find out root causes. Design, training, staffing, culture and condition are general category applied to investigate human error. In order to examine how those approach could help accident analysis, this paper studied accident investigation reports of UK RAIB(Rail Accident Investigation Branch). Rather than consider specific investigation method, we focus investigation result on how to describe causal factors and how to indicate recommendations to prevent similar accident. The reports show that they try to find out causes more in organizational, environmental and job factors, which implies the necessity to improve investigation process of human error accident in Korea.

  • Purpose : The purpose of this study is to propose that domestic rail must the work to be done in the RCM system and railway operators are to present a direction to establish the efficient and systematic system based on this. Methods : In recent years, domestic railway accidents has decreased year rapidly every year. In particular, suicidal ideation was greater than 50% of the accidents is showing a larger decrease in the influence of the screen-door construction. However, the train delay has been maintained without major changes since 2010. The most important cause of the delay operation is a vehicle breakdown. This fact demonstrates that effective maintenance of the most important activities in the railway accident prevention activities. So we have to build a RCM system in which the characteristics of the domestic railway accident. Conclusion : We proposed what is necessary functionality and the function requires a railway operators in RCM railway systeml.
