Geographic Information has been used widely for landuse and management, city plan, and environment and disaster management, etc., But geographic information has been built for individual cases using various methods. Therefore, the discordancy in data, double investment, confusion of use and difficulty of decision supporting system have been occurred. In order to solve these problems, national government is need to framework database. This framework database was enacted for building and use of National Geographic Information System and focused on basic plan of the second national geographic information system. Also, the framework database was selected of eight fields by NGIS laws and 19 detailed items through meeting of framework committee since 2002. In this research, The 19 detailed items( road, railroad, coastline, surveying control point etc.,) of framework database consider a Priority order, In the result of this research, the framework database is obtain to a priority order for building and the national government will carry effectively out a budget for the framework database building. Each of 19 detailed items is grouping into using the priority order of the framework database by AHP analysis method and verified items by decision tree analysis method. The one of the highest priority order items is a road, which is important for building, continuous renovation, and maintain management for use.
We as a civil investment enterprise have been constructing In-cheon International Airport Railway which is a transportation means to approach In-cheon International Airport. In this alignment. a section between the Seoul station and Ka-joa follows the existing Yong-san line at the center of Seoul city and traverses Seoul subway 2,5,6 lines. So we planned that the alignment would have the shallowest depth to lie under Kyung-eui line and above the airport railroad. The alignment is planned to construct an open-box structure only 3.6m apart from the subway line 5 tunnel structure and construct the open-box structure 0.7m apart from the subway line 2 box structure. In the line planning, we investigated both the security of the existing subway structures during and after construction and the stability and workability between newly structured tunnel structures with three dimensions numerical analysis methods. Also we raised the reliability of design verification which was achieved by specialty society's review on the planned construction method.
Railways are very important to get stability of railway structure as transportation system carrying a lot of passengers and freight. These days the construction of underground railway crossing such as expansion of new roads, construction of subway and gas pipe is increasing because of economic and social development. But these kinds of construction didn't take into account Cost-benefit analysis of railway which has the most important aspects of railway safety, so the results of construction didn't get a good evaluation. This study adapt Cost-benefit analysis to evaluate the economic validity of underground railway crossing. This study adjust about Cost-benefit analysis of railway part, and analyze the new method and technology of underground railway crossing constructed by Korean National Railroad and Railway Network Authority. Also this study divide between high frequency line and low frequency lineusing B/C, NPV, and IRR analysis. After analysis, B/C ratio method is the most suitable method among B/C, NPV, and IRR analysis method. Therefore this study can express economic benefit quantitatively and decrease the cost by adapting Cost-benefit analysis, and can clearly express the construction feasibility and investment effects of construction of underground railway crossing method.

Various ways of automated guideway transit construction are being planned recently owing to the policies of the national government and local municipalities as well as increasing investment from the private sector. Particularly, the increase in the private investment is increasing greatly in SOC (Social Overhead Cost). This trend of promoting private sector investment must be conducted on the basis of a thorough analysis of the economic feasibility of the project from the government and construction companies in the private sector. In other words, an accurate cost analysis of initial investment cost (Construction cost), maintenance/repair cost, profit making through the operation of the concerned facilities, cost of dissolution, etc. in terms of the life cycle is very much in need. Nevertheless, the analysis of uncertainty factors and its probabilistic theory are in need of development so that they can be used in the analysis of the economic feasibility of a construction project. First of all, the actual studies on maintenance/repair cost of automated guideway transit are scarce as of yet, prohibiting an accurate computation of the cost and its economic analysis. Accordingly, this study focused on the uncertainty analysis of the economic feasibility for civil engineering structures among automated guideway transit construction projects based on the rapidly increasing investment on such structures from the private sector. For this research purpose, a cost classification system for the automated guideway transit is proposed, first of all, and the data On the cost cycle of the civil structure facilities and their unit cost are collected and analyzed. Then, the uncertainty in the cost is analyzed from the perspective of LCC. In consideration of the current status with almost no. studies on maintenance/repair of such facilities, it is expected that the cost classification system and the uncertainty analysis technique proposed in this study will greatly enhance LCC analysis and economic feasibility studies for automated guideway transit projects in the future.
The purpose of this study is to derive service factors based on the "Rail Statistical Yearbook" data of railroad service providers from 1990 to 2019, and to analyze the effect of the service factors on the operating profit ratio(OPR), a representative management performance variable of railroad transport service providers. In particular, it has academic significance in terms of empirical research to evaluate whether the management innovation of the KoRail has changed in line with the purpose of establishing the corporation by dividing the research period into the first period (1990-2003) and the latter (2004-2019). The contents of this study investigated previous studies on the quality of railway passenger transportation service and analyzed the contents of government presentation data related to the management performance evaluation of the KoRail. As an empirical analysis model, a research model was constructed using OPR as a dependent variable and service factor variables of infrastructure, economy, safety, connectivity, and business diversity as explanatory variables based on the operation and management activity information during the analysis period 30 years. On the results of research analysis, OPR is that the infrastructure factor is improved by structural reform or efficiency improvement. And economic factors are the fact that operating profit ratio improves by reducing costs. The safety factor did not reveal the significant explanatory power of the regression coefficient, but the sign of influence was the same as the prediction. Connectivity factor reveals a influence on differences between first period and latter, but OPR impact direction is changed from negative in before to positive in late. This is an evironment in which connectivity is actually realized in later period. On diversity factor, there is no effect of investment share in subsidiaries and government subsidies on OPR.
Purpose - This study compares the management efficiency of retailers in China, Korea and other global countries. China's retail industry is experiencing a recession. In order to strengthen the competitiveness of retailers, it is necessary to manage the efficiency. Therefore, we analyzed the management efficiency of Chinese retailers as well as Korea and global retailers who are competing with Chinese retailers. Research design, data, and methodology - The DEA(Data Envelopment Analysis) carried out for evaluating the relative efficiency of multiple DMUs (decision making units) with homogeneity. Data were collected from the American Retail Trade Association (2017). In those distributors' data, 5 of China and 5 of Korea and 10 of other global countries' analyzed. CCR and BCC analysis were performed to determine the cause of the inefficiency of DMUs by measuring the technical efficiency, pure technology efficiency and scale efficiency. Result - Among the 20 retail distributors, Costco, Kroger (Global), Eland World, BGF(Korea) are operating efficiently. Chinese retailers are operating inefficiently. Retailers' CRS status means the growth rate of input is equal to the growth rate of output. In the case of DRS status, the ratio of output to input variable is much smaller. In order to improve inefficiency, reducing input variables can be a solution. For the firms in IRS status, the rate of increase in output is relative greater than the input. That means efficiency is good condition. The analysis result shows that most retailers are showing DRS status especially Chinese retailers. Scale efficiency is a major cause of inefficiency rather than pure technology efficiency. It is recommended for ineffective retailers to reduce inputs to become efficient retailers. Otherwise, retrain existing employees or introducing advanced technologies to increase the output. Conclusions - Most of Chinese retailers are operating inefficiently which caused by the excessive investment in the inputs. On the other hand, Other global retailers are analyzed to be efficient by DEA. In this study, benchmarking targets of some retailers' suggested to improve the management efficiency especially in inputs.

Koran Government introduced BTL(Build-Transfer-Lease) to provide convenience through early supplying infrastructure and plans to invest 8,315million dollar to 84 projects of 15 BTL type involving official residence and railroad. But some of construction company hates to invest BTL projects because of its low earning rate. In addition if we correctively apply project which partly has profitability to BTL, the earnning rate declines more seriously. So this paper presents BTL+BTO model which operates BTL in the non-profitable parts to improve convenience of users and BTO in the profitable parts to improve earning rate. BTL+BTO model based on operate period was presented and its suitability was confirmed by applting 00 region official residence project.
In September 2013, President Park Geun-hye announced her controversial "Look North" policy, of which the most salient aspect is the "Eurasia Initiative". This comprises various proposals designed to overcome existing constraints by developing new markets and creating new economic partners in continental areas from which South Korea has been alienated since the end of World War II, and this dovetails nicely with China's One Belt, One Road Initiative. The concepts of the "Silk Road Rail Express (SRX)" and the "East Sea Rim Maritime Community (ESRMC)" have also been discussed. SRX is at present a purely symbolic railroad project intended to encourage individual, cultural, trade and diplomatic exchanges. ESRMC is a model for establishing an ad hoc community to promote regional economic cooperation around the East Sea. President Park's Eurasia Initiative will provide South Korean investment for the Northeast to complement Russian plans, like the "Northern Energy Road" being built by Gazprom, and Chinese plans, like the Chang-Ji-Tu Development Plan for the North Korean port of Rajin. China's trade, as well as its energy and food supplies, pass through the Strait of Malacca and the Indian Ocean, and are thus vulnerable to interdiction by India or the US. China is therefore trying to reduce its exposure geopolitical risk by establishing a network of corridors between the Belt and the Road to provide alternative paths. The "China-Pakistan Economic Corridor" and the "China-Myanmar Economic Corridor" provide such connections, and South Korea hopes that SRX and ESRMC can become part of a "China-South Korea Economic Corridor". This concept could do much to revitalize the underdeveloped northern provinces of China and Russia's Far East, not to mention North Korea. By linking up the Trans-Siberian Railway, the Trans-China Railway, the Trans-Mongolian Railway and the Trans-Korean Railway all these Asian countries will be connected to one another, and ultimately to Europe. An interim connection between China and South Korea using a rail-ferry has also been proposed.
The discussion about the structural reformation of Korean rail industry has been consistently conducted from the evaluation on Korean National Railroad's management in 1998, the foundation of KORAIL in 2005 to the approval of Suseo KTX corporation establishment in 2013 and the controversy over its privatization. This research explores the changes of government policies by applying to ACF in the assumption that those changes have been implemented due to the interaction of various external variables and main agents in policy which had existed for a long-term period that the rail industry's structural reformation has been practiced for more than 10 years. The unions failed to reach an agreement for the rail industry's structural reformation, the policies regarding the reformation have been led by superior political unions. And this research concludes that a mediator who can compromise unions' different policy preferences and means and bring up a compromised decision in conflicted situation plays a pivotal role to successfully practice these policies.
The tilting train is able to tilt its body towards the center of the turning radius, preventing roll-over of the train as it runs on a curved rail at high-speed. This train, widely accepted for commercial purpose internationally, is very beneficial in that the operating time is shortened without much capital investment to the infrastructure where there are many curved rails. Over several years, the Korea Railroad Research Institute (KRRI) has developed such a train. In this paper, the safety of the Korean tilting train express (TTX) is investigated using a dynamic simulation model. Since proper safety standards have not been established for the TTX, those for the Korean train express (KTX) is employed to analyze the safety and ride comfort of the TTX. This study is useful in predicting the behavior of the TTX and ride comfort, and conforms that designed TTX is stable enough to satisfy the safety standards. It would be useful to recommend proper normal operating speed and determine the maximum safety speed, according to the result. Furthermore, it would be possible to provide basic reference data when analyzing the dynamic effect of the catenary system and the fatigue of the bogie.
