A Development of Software (KFSA-I) for Fire Hazard Assessments in the Buildings (건물의 화재위험성 평가 프로그램(KESA-I)개발)

  • The hazard assessment in which the potential hazard factors in the buildings are investigated and the scale of the hazard is analysed should be performed first in order to prevent personal and material damages due to building fire. In this study, the building fire hazard are assessed using 822-item checklist, for the qualitative evaluation of which the main factors are classified into 10 items, yielding 100 scale points with some weighting. It is shown that present model is applicable for the assessment model by actual assessment of existing building. Also the checklist is prepared in itemized questionnaire from easy assessment of building fire hazard. Therefore, the present model will be helpful for those working in fire prevention, who are suffering from the lack of manifest evaluation model for the fire prevention assessment so far in Korea.

  • Utilization of the former OSS was mainly focused on the usage of system applications such as operating system and DBMS. However, nowadays many companies are trying to make use of OSS based on the application rather than the system software. However, selection of base OSS is the most important to develop of application for utilizing OSS. The scope of existing OSS evaluation studies is covered the entire OSS quality. Thus existing studies of evaluation of OSS selection is insufficient. Also, the result of assessment is based on qualitative measurement rather than quantitative ones. In this paper, we derives only the indicators for selection among the existing OSS assessment indicators and suggests the assessment indicator that is capable of quantitative assessment in accordance with the characteristics of the project. The proposed assessment indicator is divided into an initial assessment indicator that can be assessed with only the information within the OSS community, and the detailed assessment indicator through metrics to make quantitative measurements possible. In this way, an objective basis can be provided through quantitative scores & indicators when selecting OSS.

  • Sometimes the quantitative evaluation method does not explain students' full capacity in educational fields. In this point of view, performance assessment has been adapted widely since the assessment provides a comprehensive qualitative evaluation as well as quantitative evaluation. Portfolio is one of the most effective methods in performance assessment. However, the portfolio requires longer time in evaluation, physical space for storing data gathered from students. Electronic portfolio can overcome the above disadvantages of the traditional portfolio and increase students' ICT application capacity. The purpose of this study is to develop electronic portfolio assessment processing model and present concrete activities for each stage in the model. Our model consists of four stages, Preparation, Activity, Evaluation, and Application, respectively. Especially, our model is designed to provide different activities for students and teachers in each stage. Our model is expected to provide a good guidance to students, teachers and parents in understanding and utilizing portfolio assessment. Particularly our model will provide the comprehensive guidance to teachers in assessment process.

Risk Assessment in OECD High Production Volume Chemicals Program and its Countermeasure (OECD 대량생산화학물질 위해성평가 및 대책)

  • The risk assessment is the qualitative or quantitative evaluation of the risk posed to human health and the environment by the actual or potential presence or release of hazardous substances, pollutants or contaminants. The environmental impact assessment (EIA) is assessed by the environmental criteria, and risk assessment is assessed by the risk rate. Risk rate based on dose-response values may not be easy to apply on regulatory basis like EIA for uncertainty. Internationally there is an example of OECD program. Risk assessment of High Production Volume (HPV) Chemicals has started since the OECD Program with the 1990 Council Act on the Co-operative Investigation and Risk Reduction of Existing Chemicals. These HPV chemicals include all chemicals produced or imported at levels greater than 1,000 tonnes per year in at least one Member country or in the European Union region. The SIDS called the Screening Information Data Set is regarded as the minimum information needed to assess an HPV chemical to determine whether any further work should be carried out or not. All the data elements of SIDS including assessment for environment and health are prepared as three formats of the full SIDS Dossier, the SIDS Initial Assessment Report (SIAR), and the SIDS Initial Assessment Profile (SIAP) of an HPV chemical. In 1998 the global chemical industry through the International Council of Chemical Associations (ICCA) has joined to work with OECD. The OECD has assessed approximately 1,000 chemicals from 1991 through 2004 with ICCA. Till the February of 2005, 592 chemicals of those chemicals completed SIDS reports. Member countries have been targeted the goal of 1,000 new chemicals from 2005 to 2010 and Korea shared 36 chemicals from the 1,000 new chemicals. Currently Korea has completed SIDS reports of 7 chemicals among sponsored 24 chemicals. In conclusion SIDS project will be linked to national program for outputs application with more reliable production. Both the OECD and industry will carry out their commitment to complete assessments for more and the remaining chemicals assessment. The major outputs will contribute to cope with international chemical management.

  • 최근 미국 멕시코만에서의 대형 오일 누출 사고에서 보듯이 에너지플랜트에서의 사고는 막대한 인명피해, 경제적 피해를 유발한다. 최근 플랜트 설계의 주요 관심사는 플랜트의 생애주기에서 사고에 의한 위험도(RISK)를 적정 수준 아래로 제어하는 것이다. 이를 위해 플랜트 설계 단계에서 필요한 정량적 위험도 분석(Qualitative Risk Assessment) 방법론을 개괄하였다. 아울러 QRA의 핵심이 되는 플랜트 기기 고장률 DB 구축의 필요성을 논하였다.

  • In terms of the risk assessment, qualitative and quantitative informations are needed to estimate the exposures of environmental pollutants, which may be potentiality of risks, and those are the information about the changes caused by the chemical transportation among environmental media and transformation in environmental media by duration. The various fate mechanism of chemical is possible for estimation of chemical concentration in environmental media. Since there are limitations in measuring the change of chemical concentration within all medium according to the time period, estimating method through modeling are developed.

  • We investigated wind environment impact of the building of the KIER Waljeong Station in Jeju Island. From the preliminary qualitative analysis using the VirtualWind simulator, we confirmed that an influence caused by the 11m-tall 30m-aparted building on the 1.5MW wind turbine at Waljeong Station in not negligible. As a next step, VirtualWind simulation and the 100m met-tower measurement at the Waljeong Station is going to be compared to identify a building effect quantitatively.

A Relative Efficiency Assessment Model for Logistics Systems (물류체계의 상대적 효율성 평가모형)

  • We propose a series of methodologies that can evaluate relative efficiency of logistics units(centers) in three categories; managerial, cost, and operational efficiency. Inputs and outputs of logistics systems are first defined. Appropriate quantitative and qualitative measures for the three categories are then selected. Employed also are Analytic Hierarchy Process, Weighted Scoring Method, Stochastic Frontier Model, and Data Envelopment Analysis for the development of a comprehensive assessment scheme. Our scheme not only assesses the degree of relative efficiency of logistics units but also identify the sources of inefficiency in each unit The methodologies are applied to a large telecommunications company which operates 12 distribution centers nation wide. Relative efficiencies of the centers are compared using 1995-1997 performance data. Summarized are the level of efficiency of each distribution center for each of the three categories. The degree and sources of inefficiency of each distribution center are also discussed.

Subjective Evaluation of Ultra-high Definition (UHD) Videos

  • This paper presents a detailed subjective quality assessment for the ultra-high definition (UHD) videos having frame rates of 30fps and 60 fps. The subjective assessment is based on the ITU-R BT-500 recommendations, where double stimulus continuous quality scale (DSCQS-type II) test is performed for the evaluation of the perceived quality of the user's in terms of differential mean opinion score (DMOS). Encoding of the UHD videos by opting encoders i.e. H.264/AVC, H.265/HEVC, and VP9 at five different quantization parameter (QP) levels is done to investigate the perceived user's quality of experience (QoE) given as DMOS. Moreover, the encoding efficiency as the encoding time for each encoder and qualitative performance by employing full-reference (FR) quality metrics are presented in this work.
