중국의 건설기업은 글로벌 건설시장에서 역할이 점점 커지고 있다. 중국 건설기업의 실적은 감리공정사를 포함한 중국 건설기술자의 능력과 자격제도에서부터 검토되어야 한다. 본 연구의 목적은 중국의 건축시공분야의 중요 자격제도인 감리공정사 자격제도의 특성을 분석하여 자격체계와 시험종목과 세부과목 등 전반적인 제도를 조사하여 특성을 분석하고 그 시사점을 도출하고자 한다. 중국의 감리공정사자격제도는 한국의 기술사 동등의 제도인 건조사 자격제도와 대비하여 별도의 시험종목과 세부과목의 구체성을 가지고 독립적인 국가자격제도로서 운영되고 있다. 이러한 감리사의 국가자격제도를 별도로 운영하는 장점은 체계적인 시험종목 및 과목의 운영과 국가제도의 권위에 있다고 판단된다. 이러한 중국의 감리공정사 관련 국가자격체계는 한국의 제도적인 개선을 모색할 때 다양한 시사점을 준다고 판단된다. 기술자격제도에 대한 중국과 한국의 상호적인 이해는 글로벌 시장에서 협력관계를 증진시킬 때 중요한 이슈가 될 수 있다.

Along with the international technology transfer market, as the domestic market grows, more professional technology analysts are needed and it became more necessary to investigate the qualification of those experts to cope with growing market. In this study, the current working condition of those experts is described, qualification system is analyzed and more realistic suggestions on the system to activate the market and to encourage the experts will be introduced. The study was performed based on the questionnaire sent to the person who works in related fields, such as industry, technology transfer center, universities, etc.

National qualification is supply to nurture expert manpower and accomplish of self-development and a duty accomplishment ability improvement at a side of personal. So, This study is purposed to find that a method for recognition of working-career on the national technical qualification system According to, this study is designed to questionnaire with BSC(Balaced ScoreCard), SEM(Structure Equation Model) with the delphi method, and is analysed using the AMOS 7.0 program package. Finally, This study is suggested growing to qualification standard for an examination a degree of master craftsman only under the change of national qualification systematization as a standard to operation and control.

기존 검정형 자격제도가 산업의 숙련수요를 충분히 반영하지 못하여 노동시장에서 효용성이 낮게 나타나고 있다는 우려가 제기됨에 따라 최근 검정형 자격을 보완 차별화한 혁신형 국가기술자격제도로써 과정평가형 자격제도가 시행되고 있다. 본 연구에서는 과정평가형 자격취득자를 채용한 기업들을 대상으로 한 조사자료를 분석하여 국가기술자격제도의 혁신이 기업의 고용결정에 어떠한 영향을 미치는 지 살펴보고자 하였다. 분석 결과, 기업의 숙련수요 반영정도는 전체 고용결정에 있어서 긍정적인 영향을 미치는 것으로 나타났으며, 특히 과거 기술부족으로 인한 손실발생 경험이 있는 경우 지속고용 및 고용확대를 결정할 가능성이 높은 것으로 나타났다. 즉, 기업이 우수한 인력을 고용하고자 하는 것은 모든 기업의 공통적인 희망사항임에도 그간 중소기업들은 우수한 인력을 선별하는 수단이 부족했을 수 있다는 점을 시사한다. 결과적으로 자격제도의 기업숙련수요 반영정도가 높아질수록 자격 취득자의 지속고용 및 고용확대 가능성이 높아질 수 있고, 국가기술자격제도를 산업체의 구체적인 기술숙련 수요에 대응하는 방향으로 설계해야 할 필요성을 제시한다고 하겠다.

The technical expert standing system of our construction industry is operated by the Ministry of Labor subjective national technical qualification law, as the professional engineer, architect and architect-engineer and so on. The construction management(CM) which is introduced on middle 1990 activates a building industry the condition of the essential indispensability for is becoming, is not officially recognized with is judged as the nostril people for qualification of the civil CM educational institutions ha the certification which is a each educational program and a separate way and it is the actual condition which is become accomplished, In this research, it observes the capital increase reserve problem point which is a domestic CM and the certification integration which is a report and system anger it leads and with national certified qualification it develops to present the improvement program for, it does to sleep.

In this study, it is to contribute to Korean aviation safe system as well as the improvement of the domestic(Korean) aviation mechanic qualification examination system by comparing and contrasting with the advanced aviation mechanic qualification examination system of ICAO, FAA and EASA. In addition, by reforming and improving Korean aviation mechanic qualification examination system, it can be achieved to keep the international competitiveness and can be authenticated even in international standardized countries in aviation mechanic qualification examination system.

본 연구는 의학사서자격제도의 현황과 문제점을 조사하고, 의학사서의 자기효능감 및 자아존중감을 측정하였다. 의학사서 자격증을 취득한 응답자는 49.4%였고, 이들의 82.9%가 향후 재취득 의사가 있었다. 의학사서 자격증을 취득하지 않은 응답자는 대부분 자격점수를 충족하지 못한 상태였으며, 평가 항목 중에서, 출판활동 점수를 획득하는 것이 가장 어렵다고 하였다. 응답자의 자기효능감은 3.42점, 자아존중감은 3.89점이며, 여성이 남성보다 자기효능감과 자아존중감 모두 높고, 의학사서자격증을 취득한 응답자가 미취득 응답자보다 자신감이 높은 것으로 나타났다. 의학사서자격제도는 현재까지 비교적 안정적으로 운영되어 왔으나, 앞으로 더욱 발전적으로 정비하고 국가자격제도로 발전시켜 의학사서의 전문성 제고에 실질적으로 기여해야 함을 제언하였다.

본 연구는 선진국의 이원화 제도에 대하여 탐색하고 자격제도에 대한 문헌연구를 통해 다양한 사회 구성원의 추체들이 신뢰하고 인정할 수 있는 한국형 일 학습병행제 자격직종을 개발하여 학벌이 아닌 능력중심사회로 진입을 위한 평가도구를 개발하는데 그 목적이 있다. 연구의 목적을 달성하기 위하여 유형별 자격제도의 관리운영 현황을 분석했으며, 주요 선진국(독일, 영국, 미국, 호주)에서 관리 운영되고 있는 다양한 유형별 관련법, 관련부서, 자격수여 주체, 검정기관, 응시요건, 검정방법, 검정위원회, 검정과목, 합격기준 자격검정 현황을 분석하였고, 직무분석을 통하여 기계(금형)분야의 직무 및 교육내용을 분석하였다. 또한 기계(금형)분야의 출제기준 및 채점 방법을 제시했고, 필기시험과 실기시험에 대한 출제 예시도 제시하였다. 국가차원의 일 학습 병행 자격제도에 관한 기본 틀을 마련하고 방향을 정립하는 초석을 마련하였다.

범죄의 양적 증가와 질적 심각성은 공경비만으로는 범죄예방에 한계가 있기 때문에 민간경비의 역할이 기대되고 있다. 결국 민간경비가 범죄예방의 소임을 다하기 위해서는 그 구성원의 우수한 자질과 능력이 선행되어야 한다. 이러한 치안환경의 변화는 시큐리티 분야에 전문성을 요구하게 되었고 나아가 전문자격증의 필요성이 대두되는 계기가 되었다. 이를 위해서는 첫째, 경비협회의 공신력을 제고하고, 자격증을 활성화 시킬 수 있어야 한다. 둘째, 자격은 교육과 노동시장을 연계시켜주는 기능을 하기 때문에 많은 자격취득자는 노동시장인 경비업계가 이를 반영하고 활용할 수 있는 방향을 재고해야 한다. 셋째, 신변보호사 자격제도가 국가에서 공인해주는 자격제도로 인정받을 수 있도록 자격증의 활용 실적이니 미비한 관리체계를 적극적으로 보완해야 한다.
