자격제도 관리.운영에 있어서 국가와 민간의 역할에 관한 연구 (Role division between the government and non-government in the management and operation of qualification system)

  • 이 연구는 국가기술자격제도 관리 운영체제에 대한 국가와 민간의 적절한 역할분담 체계가 무엇인지를 알아보고 이를 구축하기 위한 방안을 마련하고자 하는 데 목적이 있다. 이 연구의 목적을 달성하기 위해 국가기술자격제도 관리의 국가와 민간의 역할분담에 대한 방향을 탐색하였다. 또한 국가기술자격제도의 관리 운영 현황을 분석하여 국가중심의 자격제도 운영의 한계를 살펴보았으며, 자격제도 관리 운영에 대한 국가 및 민간의 역할 분담 방안을 제시하였다. 연구방법으로 관련자료의 수집 및 분석, 기업체(사내자격관리자), 업종별 협회(사업주 단체)를 대상으로 한 설문조사, 국가와 민간의 역할 분담 방향을 설정하기 위한 전문가 협의회 개최, 기업체 및 업종별 협회에 대한 의견수렴을 위한 면담조사 등이 실시되었으며, 자격제도 전문가를 중심으로 연구 협력진 구성하여 운영하였다.

기술사 자격 검정 개선에 관한 연구 (A Study on Improving to Examine of P·E Qualification)

  • The domestic professional engineer qualification system has been changed after the enactment of the law in 1963. However, the domestic professional engineers have been unaccepted and unrecognized internationally. In addition, the domestic professional engineer system is operated in accordance with the individual laws of each ministry, but the official qualification examination is conducted by the Human Resource Development Service of Korea. Thus, the domestic professional engineer system has many problems in system itself and operating. In this research, we compare the domestic qualification system with the systems of other foreign countries, and propose how to improve the qualification system. This study limits the scope to the qualification examination for P·E. We suggest 3 ways to improve the qaulification examination; (1) The structure of the qualifications, (2) The testing method, and (3) The unification of the qualification system and operation.

수어통역사 자격제도 운영에 대한 수어통역사, 청각장애인통역사, 농인의 인식 (Perceptions of Sign Language Interpreters, Deaf Interpreters and Deaf on Operation of Sign Language Interpreter Qualification System)

  • 본 연구는 현장에서 수어통역 서비스를 제공하는 수어통역사와 청각장애인통역사 그리고 수어통역서비스를 이용하는 농인들을 대상으로 초점집단면접을 실시하여 현 수어통역사 자격제도에 대한 구체적인 인식을 알아보고 이를 통해 수어통역사 자격제도 운영의 개선점을 살펴보고자 하였다. 주제분석 결과 각 그룹별로 세 개의 상위범주가 도출되었고 이를 다시 종합한 결과 '수어통역 역량과 전문성을 공인받을 수 있는 자격제도로의 변화'와 '한국수어와 농문화에 기초한 자격제도로의 개선'으로 정리되었다. 이상의 연구결과를 토대로 '수어통역사 자격시험 관리 운영을 전담하는 상설 기관 신설', '수어통역의 전문성 및 수준과 경력이 반영된 자격제도로 개편', '모든 시험 문제와 시험의 과정을 수어 중심으로 진행', '농인이 주체가 되는 시스템', '수어통역사와 청각 장애인통역사를 위한 윤리강령 제정'을 제언하였다.

A Study on the Urban Air Mobility(UAM) Operation Pilot Qualification System

  • As around the world, ground and underground transportation capacity is reaching its limit, centering on urban areas. As urban traffic becomes congested, time and cost are astronomical, and environmental destruction caused by urban pollution is becoming increasingly serious. As a way to solve this problem, the means of flying over the air are in the spotlight as the next generation of future transportation, and the concept of urban air mobility (UAM, Urban Air Mobility) is defined as systematic planning. The development of an electric-powered vertical take-off (eVTOL) aircraft that obtains electric power through a battery using a personal aerial vehicle (PAV) as a means of transportation has accelerated. As the aircraft development of new technology aircraft in the evtol method is actively carried out, the need to prepare systems such as aircraft certification standards, pilot qualification systems, and qualification management is emerging. The Federal Aviation Administration (FAA) and the European Union Aviation Safety Agency (EASA), which lead international standards, announced new special technical conditions and temporary regulations SCVTOL-01, respectively. However, the pilot qualification system for operating the uam aircraft has not yet been clearly announced. Therefore, this paper analyzes the recently announced FAA regulations and EASA regulations to identify differences and directions in perspectives on UAMs and study the existing vertical take-off and landing aircraft (VTOL) pilot qualification system to present directions for qualification classification.

Finally, This study is suggested growing to qualification standard for an examination a degree of master craftsman only under the change of national qualification systematization as a standard to operation and control.

자료공유를 이용한 국가자격관리 성능개선 시스템의 개발 (Development of National Qualification Management System for Performance Improvement based on Real-Time Data Sharing)

  • 본 논문에서는 국가자격종합관리시스템 구축 및 운영의 효율성을 향상시키기 위하여 외부위탁 관리시스템과 연계한 실시간 자료공유 시스템을 설계하고 개발하였다. 현재까지 대부분의 국가자격 종합관리시스템은 IT 전문기업에 개발, 구현, 운영에 대한 전반적인 사항을 위탁으로 수행한 후, 처리 결과에 대한 정보를 인수받아 업무를 처리하였다. 이러한 처리방식은 전체적인 정보에 대한 재처리, 기능추가, 시스템 안정성 등에 많은 문제점을 가지고 있다. 제안된 실시간 자료공유 시스템의 성능평가를 위하여 기본적 시뮬레이션으로 파일럿시스템에서 제안 기술을 적용하여 검증 한 후 대한상공회의소 실시간 국가기술자격 시험에 적용한 결과 안정성이 입증되어 지방상공회의소까지 지속적으로 확대 적용할 계획이다. 국가자격종합관리 실시간 자료공유 시스템은 정보재처리와 부가기능 추가시 발생되는 개발기간에 대한 문제를 근본적으로 해결하였으며 안정적 시스템운영 상태와 최대 효율성을 보여주었다. 특히 국가자격시스템 내부관리자와 운영자에 대한 관리체계와 편리성에서 최상의 평가를 도출하였다.

Implementation Plans for the Korean Certified Tumor Registrar Qualification System

  • Background: Cancer registration data is used to understand the nation's cancer burden, and to provide significant baseline data for cancer control efforts, as well as, research on cancer incidence, mortality, survival, and prevalence. A system that approves, assesses, and manages the qualification of specialists, responsible for performing cancer registration, has not been developed in Korea. This study presents ways to implement a certification system designed for the qualification of tumor registrars in Korea. Materials and Methods: Requirements for implementing a certified tumor registrar qualification system were determined by reviewing the system for establishing qualifications in Korea and the American qualification system via the National Cancer Registrars Association (NCRA). Moreover, a survey was conducted on Korean medical records administrators, who had taken the U.S. Certified Tumor Registrar (CTR) examination, in order to review their opinions regarding these requirements. Results: This study verified the feasibility of a qualification examination based on the opinions of CTR specialists by determining the following: items, and the associated ratings, of the qualifications necessary to register individuals as certified tumor registrars in a private qualification system; status of human resources required for the examination or training processes; plans regarding the organization needed for management, and operation of qualifications, examination standards, subject areas, examination methods, examination qualifications, or education and training programs. Conclusions: The implementation of a certified tumor registrar qualification system will lead to enhanced job competency for specialists and a qualitative improvement of cancer registration data. It will also reliably foster human resources that will lay the groundwork needed to establish scientific and reasonable national cancer management policies.

항공기 인증비행시험요원의 비행시험 자격 유지 방안 연구 (Study on How to Maintain the Flight Test Currency of Certification Flight Test Crew)

  • This is a research report about the method of how to maintain qualification of certification flight test crews. KCA(Korea Certification Agency) have completed the KC-100 airplane certification flight tests which is the first time experienced flight tests operation. After the certification flight test, it has been found that annual flying time requirement of 100 hours to the certification flight test pilot is too strict, and other several requirements to maintain the qualification of the certification test crew such as aircraft certification introduction training, initial flight test pilot and flight test engineer certification training, crew resource management training, aviation physiology training, and survival training was difficult to implement in Korean civil aviation environments. In this study, it was suggested that 30 hours of flying time for maintaining certification flight test pilot qualification could be applied to contribute for safe operation of certification flight test and the other training requirements of the certification flight test crew could be fulfilled using self made training courses, existing FAA training courses and Korean Air Force training resources. Therefore, it is recommended that the regulation of maintaining the certification flight test crew qualification should be refined to implement the requirement practically.

국가기술자격 직무분야 분류체계 개선방안 연구 (A study on plans for improving the classification system of job field in the national technical qualification)

  • 이 연구에서는 국가기술자격의 분류체계가 21세기 산업구조와 기술변화에 부응할 수 있도록 하기 위해서 현행 26개로 설정되어 있는 직무분야의 적절성을 검토하였으며, 이에 터하여 국가기술자격제도 관리 운영의 효율성과 효과성을 높일뿐만 아니라 자격취득자의 취업을 촉진할 수 있는 새로운 직무분야 분류체계를 마련하고자 하였다. 이를 위하여 국가기술자격제도와 관련된 문헌 및 자료를 수집 분석하였고, 국가기술자격 직무분야의 적절성에 대한 전문가 의견 등을 수렴하여 26개 국가기술자격 직무분야를 13개 분야로 새롭게 구분 제시하였다.
