Local issues that occur in cities typically garner great attention from the public. While local governments strive to resolve these issues, it is often difficult to effectively eliminate them all, which leads to complaints. In tackling these issues, it is imperative for local governments to use big data to identify the nature of complaints, and proactively provide solutions. This study applies the LDA topic modeling technique to research and analyze trends and patterns in complaints filed online. To this end, 9,625 cases of online complaints submitted to the city of Busan from 2015 to 2017 were analyzed, and 20 topics were identified. From these topics, key topics were singled out, and through analysis of quarterly weighting trends, four "hot" topics(Bus stops, Taxi drivers, Praises, and Administrative handling) and four "cold" topics(CCTV installation, Bus routes, Park facilities including parking, and Festivities issues) were highlighted. The study conducted big data analysis for the identification of trends and patterns in civil affairs and makes an academic impact by encouraging follow-up research. Moreover, the text mining technique used for complaint analysis can be used for other projects requiring big data processing.
Transparency on the Total System Performance Assessment (TSPA) is the key issue to enhance the public acceptance for a permanent high level radioactive repository. Traditionally, the study on features, events and processes (FEPs) and associated scenarios has been regarded as the starting point to open the communicative discussion on TSPA such as what to evaluate, how to evaluate and how to translate outcomes into more friendly language that many stakeholders can easily understand and react with. However, in most cases, it has been limited to one way communication, because it is difficult for stakeholders outside the performance assessment field to assess the details on the story of the safety assessment, scenario and technical background of it. Fortunately, the advent of the internet era opens up the possibility of two way communication from the beginning of the performance assessment so that every stakeholder can exchange their keen opinions on the safety issues. To achieve it, KAERI develops the systematic approach from the FEPs to Assessment methods flow chart. All information is integrated into the web based program named FEAS (FEp to Assessment through Scenario development) under development in KAERI. In parallel, two independent systems are also under development the web based QA(Quality Assurance) system and the PA(Performance Assessment) input database. It is ideal to integrate the input data base with the QA system so that every data in the system can checked whenever necessary. Throughout the next phase R&D starting from the year 2003, these three systems will be consolidated into one unified system.
This study investigated perception of first-year college students who recently experienced technology education in their secondary education for describing contemporary technology classrooms. To accomplish this goal, survey and in-depth interview on their technology classrooms were employed. Participants in this study were 427 first-year college students who began their college life in 2013 and consisted of 224 students enrolled in 10 departments of educational major and 203 students who enrolled in 9 departments of other colleges. The instrument of this study consisted of preference toward technology classrooms and teachers, experience in the secondary technology classrooms, perception toward technology teachers, and suggestions for technology classrooms with five point Likert scales and open-ended questionnaires. And individual in-depth interviews with 22 volunteers who answered the instrument and consented the interview process were conducted. Based on the collected data, statistical and theme analyses were performed and the key findings were as follows. First-year students' experiences for technology classrooms were described with the theme of 'learning contents or activities'(54.4%). And the negative perception toward technology classrooms(29.1%) was larger than he positive perception(16.5%). The perception toward technology classrooms was also presented with two themes of teaching methods and subject interest. The perception toward technology teachers presented a medium level preference with several themes of teachers' teaching methods, teachers' personality, and subject interest. Lecture style method(60.48%) was largely used in the participants' technology classrooms and problem solving or collaborative methods was not frequent(19.31%). The participants indicated a need for improving teaching methods in technology education and suggested sufficient administration and curriculum supports and transitions of the learning contents. Further studies investigating the diverse public's perception toward technology and technology classrooms could be recommended.

Most of the problems in dealing with the tunnel construction are the uncertainties and complexities of the stress conditions and rock strengths in ahead of the tunnel excavation. The limitations on the investigation technology, inaccessibility of borehole test in mountain area and public hatred also restrict our knowledge on the geologic conditions on the mountainous tunneling area. Nevertheless an extensive and superior geophysical exploration data is possibly acquired deep within the mountain area, with up to the tunnel locations in the case of alternative design or turn-key base projects. An appealing claim in the use of artificial neural networks (ANN) is that they give a more trustworthy results on our data based on identifying relevant input variables such as a little geotechnical information and biological learning principles. In this study, error back-propagation algorithm that is one of the teaching techniques of ANN is applied to presupposition on Rock Mass Ratings (RMR) for unknown tunnel area. In order to verify the applicability of this model, a 4km railway tunnel's field data are verified and used as input parameters for the prediction of RMR, with the learned pattern by error back propagation logics. ANN is one of basic methods in solving the geotechnical uncertainties and helpful in solving the problems with data consistency, but needs some modification on the technical problems and we hope our study to be developed in the future design work.

This paper aims to explore the viability of a rural-industrial complex neighbouring in the metropolitan area and suggest policy implications for the restructuring of the rural industrial complex. In particular, the paper focuses on the location and management practices of the firms operating in the industrial complex. Research shows that the key elements of the viability of the rural industrial complex in Koryung-Gun are the geographical and relational proximities to the metropolitan city of Daegu and the decentralization of urban industries towards rural areas neighbouring in the large city as a result of the deterioration of location conditions in the large city. It is revealed that the major pull factors of location are 'availability of cheap industrial sites', 'agglomeration in a specialized industry' and 'proximity to major customers and suppliers' rather than 'availability of labour pool'. However, it shows that 'weak university-industry linkages' and 'insufficiency of cooperation culture' are the major limitations to attracting firms. In the context of pub1ic policy, the author argues that the restructuring of the rural industrial complex should be sought to promote social infrastructures centered on networks and learning rather than firm centered financial and tax incentives.

Small-scale fish farmers in developing countries are faced with challenges owing to their limited information on aquaculture management. Nile tilapia farmers in Teso North Sub-County recorded lower yields than expected in 2009 despite having been provided with required inputs. Water quality was suspected to be the key factor responsible for the low yields. This study sought to assess the effects of earthen pond water physico-chemical parameters on the growth of Nile tilapia in six earthen fish ponds under semi-intensive culture system in Teso North Sub-County. The study was longitudinal in nature with pond water and fish being the units of analysis. Systematic sampling was used to select five ponds while a control pond was purposively selected based on its previously high harvest. Four ponds were fed by surface flow and two by underground water. Each pond was fertilized and stocked with 900 fry of averagely 1.4 g and 4.4 cm. Physico-chemical parameters were measured in-situ using a multi-parameter probe. Sixty fish samples were randomly obtained from each pond fortnightly for four months using a 10 mm mesh size and measured, weighed and returned into the pond. Mean range of physico-chemical parameters were: dissolved oxygen (DO) 4.86-10.53 mg/l, temperature $24-26^{\circ}C$, pH 6.1-8.3, conductivity $35-87{\mu}S/cm$ and ammonia 0.01-0.3 mg/l. Temperature (p = 0.012) and conductivity (p = 0.0001) levels varied significantly between ponds. Overall Specific Growth Rate ranged between 1.8% (0.1692 g/day) and 3.8% (1.9 g/day). Ammonia, DO and pH in the ponds were within the optimal levels for growth of tilapia, while temperature and conductivity were below optimal levels. As temperature and DO increased, growth rate of tilapia increased. However, increase in conductivity, pH and ammonia decreased fish growth rate. Temperature and DO ranging between 27 and $30^{\circ}C$ and 5-23 mg/l, respectively, and SGR of 3.8%/day and above are recommended for higher productivity.

The present study was carried out with a view to examine the protective actions of physical and occupational therapists for patients's privacy. For this purpose, a survey was conducted with the questionnaires that were distributed to 297 physical and occupational therapists engaged in general hospitals as well as in rehabilitation clinics across the country from January 2 to 13, 2012. From the survey, it was made known that the overall extent of protective actions practiced by them was $3.54{\pm}.733$ in average. Divided by area, the average protective action in communication was $3.62{\pm}.776$, followed by $3.57{\pm}1.013$ in direct contact and $3.53{\pm}.780$ in maintenance and management, respectively. The analysis of general characteristics by each area showed that the older their age gets and the longer their career is, the more the protective action is practiced by them. Although they are well aware of the fact that the medical information of patients should be kept 100% secret and they practice it to almost excellent grade (5), the physical and occupational therapists, as key experts in charge of improving functions of patients, were found to have little concern for and little knowledge about contents of protecting medical information. It is thus required to perform public relation and instruction continuously to intensify their awareness of needs to protect patients' privacy and to implant ethical sense in this regard deep in their mind.

Under the constantly intensifying global competition environment, many companies are exploring new business opportunities in the field of social innovation using creating shared value. In seeking social innovation, it is a key starting point of social innovation to clarify the problem to be solved and to grasp the cause of the problem. Among the many problem solving methodologies, design thinking is getting the most attention recently in various fields. Design Thinking is a creative problem solving method which is used as a business innovation tool to empathize with human needs and find out the potential desires that the public does not know, and is actively used as a tool for social innovation to solve social problems. However, one of the difficulties experienced by many of the design thinking project participants is that it is difficult to analyze the observed data efficiently. When analyzing data only offline, it takes a long time to analyze a large amount of data, and it has a limit in processing unstructured data. This makes it difficult to find fundamental problems from the data collected through observation while performing design thinking. The purpose of this study is to integrate qualitative data analysis and quantitative data analysis methods in order to make the data analysis collected at the observation stage of the design thinking project for social innovation more scientific to complement the limit of the design thinking process. The integrated methodology presented in this study is expected to contribute to innovation performance through design thinking by providing practical guidelines and implications for design thinking implementers as a valuable tool for social innovation.

The RIMGIS(River Information Management GIS) has been developed since 2000 for public service and practical applications of related works after the standardization of national river data such as the river facility register report, river survey map, attached map, and etc. The RIMGIS has been improved in order to respond proactively to change in the information environment. Recently, Smart River-based river information services and related data have become so large as to be overwhelming, making necessary improvements in managing big data. In this study a plan was suggested both to respond to these changes in the information environment and to provide a future Smart River-based river information service by understanding the current state of RIMGIS, improving RIMGIS itself, redesigning the database, developing distribution, and integrating river information systems. Therefore, primary and foreign key, which can distinguish attribute information and entity linkages, were redefined to increase the usability of RIMGIS. Database construction of attribute information and entity relationship diagram have been newly redefined to redesign linkages among tables from the perspective of a river standard database. In addition, this study was undertaken to expand the current supplier-oriented operating system to a demand-oriented operating system by establishing an efficient management of river-related information and a utilization system capable of adapting to the changes of a river management paradigm.

In this study, we estimated soil moisture values using the Deep Neural Network(DNN) scheme at the mountainous regions. In order to test the sensitive analysis of DNN scheme, we collected the measured(at the soil depths of 10 cm and 30 cm) soil moisture and DNN input(weather and land surface) data at the Pyeongchang-gun(relatively flat) and Geochang-gun(steep slope) sites. Our findings indicated that the soil moisture estimates were sensitive to the weather variables(5 days-averaged rainfall, 5 days precedent rainfall, accumlated rainfall) and DEM. These findings showed that the DEM and weather variables play the key role in the processes of soil water flow at the mountainous regions. We estimated the soil moisture values at the soil depths of 10 cm and 30 cm using DNN at two study sites under different climate-landsurface conditions. The estimated soil moisture(R: 0.890 and RMSE: 0.041) values at the soil depth of 10 cm were comparable with the measured data in Pyeongchang-gun site while the soil moisture estimates(R: 0.843 and RMSE: 0.048) at the soil depth of 30 cm were relatively biased. The DNN-based soil moisture values(R: 0.997/0.995 and RMSE: 0.014/0.006) at the soil depth of 10 cm/30 cm matched well with the measured data in Geochang-gun site. Although uncertainties exist in the results, our findings indicated that the DNN-based soil moisture estimation scheme demonstrated the good performance in estimating soil moisture values using weather and land surface information at the monitoring sites. Our proposed scheme can be useful for efficient land surface management in various areas such as agriculture, forest hydrology, etc.
