A Study on the Characteristic of Public Space Management based on Surrounding Land Use - Focused on the 61 Pedestrian Plazas generated by the NYC Plaza Program - (공공공간의 입지유형별 매니지먼트 특성에 관한 연구 - 뉴욕 플라자프로그램으로 조성된 61개 플라자를 대상으로 -)

  • Public spaces in the cities are social and economic resources to maintain sustainable urban revitalization. As an importance of public spaces is getting increased, many cities focus on public space management and introduce their own management system. NYC Plaza Program is one of the public space management systems in USA and it was designed in order to transform underused roads and streets into pedestrian public spaces throughout the New York City. Plaza management system works with private organizations' participation as NYC Department of Transportation empowers selected private organizations to the right of management and assists their efforts. In this study, we focused on how the plazas are managed by private sectors and seek to find out characteristics of types of management methods based on landuse(residential, commercial and openspace) status around plazas. We analyzed 61 plazas that generated by NYC Plaza Program with three major conditions of management system including organization, fund and activities. There are three major findings from the analysis. 1)In most residential surrounded plazas, resident-initiative organizations manage small scaled fund and activities meanwhile public agencies support their management. 2)BID is a dominant tool in the commercial surrounded plazas. BID provides with secured fund, mid-sized activities and a broad network with commercial facilities. 3)Openspace-surrounded types are usually using supports of exiting organizations and fund system.

Public and Experts Perception Analysis about Relative Importance of Address of Things Using AHP (AHP 분석을 이용한 사물주소 부여대상의 상대적 중요도에 대한 전문가와 일반인의 인식 비교분석)

  • Recently the meaning of the road name address is expended as an information through the revision of the Road Name Address Act. As this revision, the address of things (AoT) become more important indicating the possibility for the expansion to the related business. However, recent study about AoT does not concern how the current priority system works from the first research. In this study, we analyze perception about addressable object between AoT experts and public using AHP analysis. We structured the importance of addressable objects as two categories; urgency and value creation. The necessity in emergency or daily, accessibility and welfare conform the urgency index. Meanwhile, public value creation in public domain or profitability in the business area and economics conform value creation index. We conducted survey for total of 89 of experts and public. The results of this study indicate the relative importance of AoT measured by experts and public. Generally, public tend to concern more about accessibility conforming the urgency index than experts. Moreover, the public WiFi and the sports complex scored the high priority among the remain addressable objects, in respect of the urgency and the value creation. This result could be implemented for the activation of the smart city industry base on the geospatial information including AoT.

  • Ecosystems of the southwestern tidal flats in Korean peninsula have been seriously injured by human activities. The results are mainly due to the lack of public recognition and education on tidal flats. In particular, thoughtless visitors in tidal flats are giving rise up damages because of non-systematic experience programs to tidal flat ecosystems. Therefore, experience programs friendly to natural tidal flats are necessary as a plan to reserve tidal flats and to enhance the effects of environment education on the flats. Experience learning programs on tidal flats can divide into direct experience, indirect experience and local society works. Direct experience work must undergo tidal flats directly and consider on forming the flats with natural refinement functions. Indirect experience includes deeper knowledge on role, circumstance and ecosystems of the flats on the bases of direct experience on the flats. In addition, local society learning must have the feeling and understanding on socio-cultural characteristics of local society itself through above two works. Experience activity would be a kind of injuring one to tidal flats. However, appropriately planned experience and education works on tidal flats could be sustainable development to attract desirable human activity on coastal ecosystems.

A Study in the Water Leakage Prevention around the Windows with the Stone Materials in the Apartment House (공동주택 외부 석재마감에 따른 창호주위 누수방지에 관한 연구)

  • This study intends to suggest the effective methods for water leakage prevention around the windows in stone works to up-grade the outdoor public space that has been taken much portion of apartment housing trends. The subjects of the study was selected among the domestic subcontractors of stone works. There are four methods for water leakage prevention around the windows; Firstly, the painting water-proof method after the masonry. Secondly, the urethane water-proof method after galvanizing panels on the gap. Thirdly, the separation method between stone and substructure and the last one is water-proof method that they put some water-proof screen between stone and substructure with the EPDM sheets. According to the analysis of the water-proof effects, constructability and planning, we could approach to conclusion that the most influent items to the water-leakage are the filling material's deformation, the state of oxygenation and deterioration of work skill. Among the water-proof methods in construction the EPDM sheet is most excellent water-proof method to meet the technical conditions. However, we have to apply it to stone works as a water-proof method for the decrease of the leakage defects after standardizing the materials, test and construction skill because there are many work skills according the subcontractors.

  • This works were developed for showing the diversity in natural and unnatural compositions. Floral designs works were created by using potted plant. Structures of spherical, cylindrical, pyramidal, and parasol type were constructed ahead of decoration with potted plants. Containers made of transparent umbrella, pottery, jute, etc. were used for planting plants. Novel ideas to decorate uncomfortable spaces were presented. As appreciation period of potted plants is long, it is expected that the designs and works using potted plants will be suitably utilized in various space.

  • This study aims to propose a set of improvement devices for construction dispute resolution clause of public improvement project in Korea. To do so, the study addresses the system and procedure of construction dispute resolution in domestic and overseas, and reviews precedent cases, specifically focused of a selective arbitration case. In public sector's initiated contracts, the absence of c)aim procedure clause is unable to response to the claims in timely manner, and the ambiguity of clause o( selective arbitration make it difficult to resolve a dispute by arbitration. Thus, in this study alternative dispute resolutions are explored as a way to resolve various construction disputes of public-initiated project in developed countries.

A Study on Evaluation Method of CPTED in Multi-Family Housing (공동주택단지의 범죄 예방 설계를 위한 평가방법에 관한 연구)

  • This study aims to make evaluation method as a means to evaluate the crime prevention through environmental design of multi-family housing. According to the analysis of correctness and usefulness of evaluation method in multi-family housing, the preliminary evaluation method is selected. The correctness and usefulness of evaluation method is examined by 2 works. One is analyzing the results of experts' advice about evaluation method. The other is analyzing the results of the case studies of 3 housing sites. Those improve evaluation method to measure the crime prevention through environmental design objectively. As a result, the system of classification is divided into evaluation area and evaluation item. Evaluation area is sorted into four types, i.e. public space, semi-public space, semi-private space, and equipment. Evaluation scores according to evaluation area are different. Evaluation scores of public space are 73. Those of semipublic space are 196. Those of semi-private space are 75, Those of equipment are 28. Evaluation item is divided into 20 items. 20 items are; the entrance of complex, apartment building, recreational space and parking space etc. Checklists according to evaluation items are proposed and detail evaluation criteria according to checklist are proposed.

Analysis of the Work and Cost of Supervisor in the Public Construction Corporation (공공발주처의 공사감독 업무영역과 비용 분석)

  • In the construction project, construction supervisor influences greatly the construction managements such as process management, quality management, safety management, and cost management. Therefore, from the first stage of the project, the managing activities of the supervisor are consistently needed. But the assesment of supervisor's work and cost has not been made enough in the public construction project. And there have been doubts as to whether a supervisor can take a consistent managing activity from the early stage of the project. Accordingly, the works between Korean supervisor and foreign supervisor in their public corporations are analyzed and compared in this paper. And the evaluation is made each of the cost for supervisor and the cost for engineer as a substitute of supervisor in construction project. This study is believed to contribute to improving the supervisor's work and reducing the personnel expenses and construction indirect cost.

A Study on Standardization of Supervision Cost by Investigating Supervision Workload in Cultural Heritage Repair Works (문화재수리공사의 감리업무량 조사를 통한 감리대가 기준 마련 연구)

  • The Korean Government introduced a cultural heritage supervision system in January 2010 to control quality and to prevent poor construction. However, cultural heritage related constructions that require supervision, a scope of supervision, supervision cost and placement of supervisors have not been standardized yet. For this reason, standards of supervision for repair works of cultural heritage that reflect the characteristics of small-scale repair works and restoration of cultural heritage are required. Accordingly, this study has suggested standards of supervision works and cost by analyzing the average construction period that is suitable for the characteristics of cultural heritage repair works. In other words, this study has suggested standards of full-time supervision costs by applying the fixed amount-added method (adding direct labor cost, direct expenses, overhead expenses, engineering fee, charges for additional works and VAT) which is the same as the method of calculating supervision costs for public construction projects because a supervisor has to work full time at a construction site to perform supervision if the project is a mid/large-scale cultural heritage repair work. Also, this study has suggested standards of part-time supervision costs for a small-scale cultural heritage repair work and the ways of supervising the construction projects by visiting the project site on important occasions. According to the result of the analysis by applying the forgoing standards of supervision costs for cultural heritage, a full-time supervision cost for cultural heritage repair works is approximately 98% compared to the construction supervision of a public construction project, and a part-time supervision is approximately 158% compared to architectural construction supervision. It is expected that the valuable cultural heritage of Korea will be preserved by controlling quality of cultural heritage repair works through the application of this study result - the standards of supervision costs for cultural heritage repair works - to an actual project.

Setting Out of Construction Works Using GPS Geoid Height. (GPS 지오이드고를 이용한 측설시공)

  • This investigation aims at calculating the geoid height, distance between the ellipsoidal height and the orthometric height by GPS/Levelling data for nationwide 58 Bench Marks, and calculating the effect of geoid height to engineering public works. The accuracy of the results from baseline analyses and adjustment of a network. using GPS surveying data by nationwide 58 BM show 4mm for horizontal direction and 7cm for vertical direction. The 58 geoid height was calculated by GPS/Levelling. For a construction work field GPS/Levelling for distributed 4 BM in test area can calculate the orthometric height in 20 ppm relativity accuracy with 95% reliability. Besides the calculated geoid height in the investigation was 0.367m higher than EGM96 model. The test results of a engineering work site, the result by EGM96 model was 1.8cm in 10km and it was also 3.6cm in interpolation method. The results show that it is equivalent to levelling of $20mm\sqrt{S}$.
