최근 발생된 일련의 재난빈도가 과거에 비하여 빈번히 발생됨에 따라 실제 재난에 따른 공공피해액 이외에 사유재산에 의하여 발생되는 피해 또한 증가하고 있는 실정이다. 그러나 사유재산 피해액의 경우 전체 피해규모 산정 시 포함되어야 함에도 불구하고 산정방법 부재로 인하여 실질적으로 포함되지 않고 있다. 본 연구는 사유재산 피해액 산정기준 및 조사 방법을 연구하며 실제 재난발생 시 효율적인 총 피해산정을 통한 포괄적인 재난대책 준비가 가능하고자 보다 세부적인 사유재산 피해요소들을 분석, 다양한 산정방안들을 제시하고자 한다. 이를 위하여 기존 국내외 사유재산 피해조사 및 산정에 관련된 내용들을 우선적으로 조사하였으며 이를 통한 현행 조사방법의 문제점을 분석하여 보다 효율적인 사유재산 피해액 산정방법 등을 제시하였다. 최종적으로 본 연구를 통하여 국민들의 피해 체감지수를 최소화하고 보다 공정하고 효율적인 자연재해 총 피해액 산정 및 조사방법을 체계적으로 구성하였으며 또한 특별재난지역선포기준 등과 같은 포괄적인 재난강도 평가지수 등의 사유재산 피해액에 관련된 기준 개선에 관한 기초 안을 제시하였다.
Background: To identify work sectors with high risk for work-related musculoskeletal disorders (MSDs) in Korean men and women. Methods: We analyzed nationwide data to identify ergonomic risk factors in Korean employees. In particular, we analyzed data on exposure to five ergonomic risk factors (painful/tiring postures, lifting/moving heavy materials, standing/walking, repetitive hand/arm movements, and hand/arm vibration) according to employment sector, sex, and age, using the 2014 Fourth Korean Working Conditions Survey. We also used workers' compensation data on work-related MSDs in 2010, which is available by sex. Results: The different work sectors had different gender distributions. "Manufacturing" (27.7%) and "construction" (11.3%) were dominated by males, whereas "human health and social work activities" (12.4%), "hotel and restaurants" (11.7%), and "education" (10.4%) were dominated by females. However, "wholesale and retail trade" and "public administration and defense" employed large numbers of males and females. Furthermore, the work sectors with a greater proportion of work-related MSDs and with multiple ergonomic risk factors were different for men and women. For men, "construction" and "manufacturing" had the highest risk for work-related MSDs; for women, "hotel and restaurants" had the highest risk for work-related MSDs. Conclusion: Ergonomic interventions for workers should consider gender and should focus on work sectors with high risk for MSDs, with multiple ergonomic risk factors, and with the largest number of workers.
BACKGROUNDS/OBJECTIVES: The effects of malnutrition on growth of toddlers and preschoolers by socioeconomic status are not well known. This study aimed to examine the effects of dietary intake on growth outcomes in toddlers and preschoolers by household income level. SUBJECTS/METHODS: The study population was a total of 1,687 children aged 1 to 5 years that participated in the KNHANES from 2009 to 2011. Growth of children was assessed by height for age (HFA) and weight for height (WFH). Children were classified into three groups according to children's HFA and WFH compared to the $10^{th}$ and $90^{th}$ percentiles of the 2007 Korean Children and Adolescent Growth Standard. Average monthly household income was divided into quartile groups. Dietary intake data were obtained by using the one day 24-hr recall method. Risks of inadequate intake of nutrients and unfavorable growth were estimated by using a multiple logistic regression model adjusted for sex, age, region, and energy intake. RESULTS: The low HFA group (<$10^{th}$ percentile) had significantly lower intakes of energy, carbohydrate, and thiamin as compared with the high group (${\geq}90^{th}$ percentile). For WFH status, vitamin C intake was lower in the low group than in the high group. Household income level was related to WFH status but not HFA. Children from lower income households were more likely to have high WFH than those from higher income households (P for trend = 0.038). Household income status was also significantly related with risk of inadequate intake of micronutrients such as thiamin (P for trend = 0.032) and vitamin C (P for trend = 0.002), showing higher odds of inadequate intakes in children from lower income households. CONCLUSIONS: Children from lower income households were prone to be overweight and to have inadequate intakes of micronutrients such as thiamin and vitamin C. To reduce nutritional and health disparities, collective action in the public sector is required from early life.
빅데이터 분석을 위해서는 기계가독성을 높이는 개방형 문서 포맷으로의 변화와 자연어 처리 기술 도구가 필요하다. 본 연구는 지능형 문서 처리의 도입 배경과 연구 현황을 공공부문 중심으로 살펴보고, 지능형 문서 처리가 가져올 업무의 변화를 예측해 보았다. 나아가 지능형 문서 처리가 기록관리 업무에 가져올 변화를 전망해보고, 기록관리 전문가의 역할의 변화와 요구되는 역량 등을 고찰해 보았다. 기록관 업무 단계와 아카이브 업무 단계의 광범위한 영역에 걸쳐 기록관리 업무의 변화를 전망하였고, 특히 반복적인 기록관리 업무의 자동화나 기록물의 기술 및 활용 업무에 영향을 미칠만한 변화들을 서술하였다. 이러한 업무 수행의 변화에 맞추어 기록관리계는 새로운 업무 절차와 방법, 그리고 필요한 역량을 준비해야 할 것이다.
현재 2018년 경남기록원 설립 이후 11개 광역시도에서 지방기록물 설립을 위한 기초연구들이 꾸준히 수행되고 있다. 지방기록물관리기관은 2009년 그 설립 초기부터 아카이브의 문화적 기능을 강조했다. 2009년 처음 논의가 시작되고 12년이 흐른 현재, 과연 이와 같은 초기의 지방기록물관리기관의 이상은 실현되고 있는가. 지방기록물관리기관과 더불어 기록관리의 행정적 담론을 넘어 문화적 차원으로 나가고자 하는 시도는 지금 어떠한 방식으로 진행되고 있는가. 본고는 국가기록관리 체계 내 민간기록관리에 대한 우리의 이상과 현실의 가늠자가 되고 있는 지점을 지방기록물관리기관으로 간주하고, 민간기록관리의 관점에서 지방기록물관리기관의 현문제를 비판적으로 점검하고자 한다. 이에 2021년 현재에 이르기까지 지방기록물관리기관 설립을 위해 특별시, 광역시, 특별자치시·도 등에서 수행한 연구보고서를 분석하고, 이러한 보고서에서 직접적으로 다루고 있는 지방기록물관리기관의 설립 특징과 한계를 검토하고자 한다.
This study aims to explore the policy directions to apply and activate the appropriate technology in rural areas from the perspective of the endogenous and sustainable regional development theories. To this end, according to the analysis framework based on ideas, values, and strategies that are common to both endogenous regional development strategic theories and sustainable regional development theories, in this paper, various surveys and reviews were conducted on the study areas to explore the possibility of localization of the appropriate technology. The policy implications derived from research results are as follows; first, rural areas have high potential and scalability to apply and activate the appropriate technology, particularly in the field of renewable energy, due to their nature based on local resources. Second, for the practical application of the appropriate technology, first of all, together with the establishment of the role of public sector, it is necessary to plan the projects based on the cooperation network of the relevant innovation entities within and outside the regions and to build the implementation systems. Third, the training system for high skilled manpower and indigenous entrepreneurs should be stably built in order to create independent conditions, which are key elements for growth of the appropriate technology. Fourth, there is a need to find the market and establish policies that can solve the typical economic problems of rural areas such as aging population, depopulation and decline in youth, economic unrest. Fifth, in order for the appropriate technology to contribute to socio-economic innovations and the revitalization of the virtuous circle economy in the region, technical items and various business items suitable for the industrial infrastructures and autonomous conditions of rural areas are essential.
The aim of this study was first to expand participation types in the field of beauty design by examining activities in the field, and second, to seek practical methods for addressing the important issue of social responsibility amid the current pandemic situation. Accordingly, social responsibility in design was examined through a review of previous studies. The features of practice domains and design performance fields were examined comparatively. As a result, it was found that social practices take place in various sectors, with sensibility toward the environment being escalated to a new level in the cosmetics industry. In terms of cosmetics enterprise practices, collecting, recycling, manufacturing, and retail networking has been established to reuse up to 95% of waste resources. Furthermore, ethical responsibility and participation concerning product and service waste resources are recommended, resulting in the supply of eco-friendly products in a virtuous cycle. In terms of systematic policy, even component transformation (such as organic certification and excluding toxic substances) is being carried out. However, it was difficult to identify such responsible activities in Korea; thus, systematic practice is needed. Designers take part in talent donation activities, and it was the sector they prefer the most. However, it is necessary to conduct studies on limitations such as venues equipped with cosmetics procedure equipment and public cosmetics sanitation and make systematic improvement, such that activities can be led with initiative from passive participation.
창업 초기 창업가의 역량이 미진하고, 자원이 풍부하지 않으면서 네트워크에 한계가 있는 스타트업은 지속적 스케일업이 어렵다. 본 연구는 ICT 스타트업 중에서 스케일업에 성공한 스타트업을 사례로 선정하여 ERIS 모델을 기반으로 ICT 스타트업이 성공하는 첫 단계에서 발생하는 스케일업 과정에 대한 사례분석을 진행했다. 분석결과, 창업가의 경험적 역량, 다양한 산업 간의 지식의 융합, 공공기관 주도의 연구개발 과제의 참여, 고객과 기업간의 소통 채널 운영, 프로젝트형 캠페인의 활용이 ICT 스타트업의 스케일업에 중요하게 작용하는 것으로 나타났다. 학술적으로 본 연구는 ERIS 모델이 향후 ICT 스타트업의 스케일업과 신시장 기업 성공요인 분석 모델로써 의미가 있음을 확인 및 검증한 것에 그 의미가 있다. 또한 실무적으로는 ICT 스타트업의 초기 시장 경쟁력을 확보하고 스케일업을 하기 위한 전략적 전개의 참조사례로 활용될 수 있을 것이다.
The in-vitro meat is a novel concept in food biotechnology comprising field of tissue engineering and cellular agriculture. It involves production of edible biomass by in-vitro culture of stem cells harvested from the muscle of live animals by self-organizing or scaffolding methodology. It is considered as efficient, environmental friendly, better ensuring public safety and nutritional security, as well as ethical way of producing meat. Source of stem cells, media ingredients, supply of large size bioreactors, skilled manpower, sanitary requirements, production of products with similar sensory and textural attributes as of conventional meat, consumer acceptance, and proper set up of regulatory framework are challenges faced in commercialization and consumer acceptance of in-vitro meat. To realize any perceivable change in various socio-economic and environmental spheres, the technology should be commercialized and should be cost-effective as conventional meat and widely accepted among consumers. The new challenges of increasing demand of meat with the increasing population could be fulfill by the establishment of in-vitro meat production at large scale and its popularization. The adoption of in-vitro meat production at an industrial scale will lead to self-sufficiency in the developed world.
인터넷 환경과 컴퓨팅 환경이 활용되는 분야 증가로 개인정보의 활용가치와 중요성이 높아지고 있으며, 사용자 인증 기술 또한 변화하고 있다. 현재까지 금융권 위주로 사용되고 있는 공인인증서는 폐지 문제로 생체인증 기술로 교체되고 있다. 하지만 생체정보는 한번 유출되면 수정할 수 없다는 문제점을 내포하고 있다. 최근 블록체인 기술의 등장으로 사용자 인증 방식에 대한 연구가 활발하게 진행되고 있다. 본 논문에서는 공인인증서와 블록체인 기반 사용자 인증 방법 모두를 시스템 변경 없이 사용할 수 있도록 설계하였으며, 주민등록번호를 대체할 수 있는 새로운 분산 ID(DID) 발급 및 재발급, 검증, 위임 방법을 제안한다. 제안하는 시스템에서는 블록체인에 제한 없이 사용이 가능하다. 단 현재 사용되고 있는 분산 ID는 검증을 위해 상호연동지원센터에 응용프로그램 설치가 필요하다. 분산 ID는 별도의 회원가입 없이 인증할 수 있으므로 무분별한 정보 수집을 방지할 수 있다. 기존 시스템과 보안성, 편의성, 확정성을 비교하였으며, 다양한 공격방법과 휴대성, 대리 사용 등을 통해 우수함을 입증하였다.
