사회복지전담공무원이 인식하는 공공복지서비스 질의 수준 분석 (Analysis of Social Welfare Officials' Perception on Quality Service of Social Welfare in Public Sector)

  • 본 연구는 사회복지전담공무원 스스로가 인식하는 공공복지서비스 질 수준을 인구사회학적 특성에 따른 차이를 분석하여 더 나은 복지서비스 제공을 위한 대안을 모색하기 위한 것이다. 이를 위해 사회복지전담공무원 401명을 대상으로 복지서비스 질 5개 구성요소인 유형성(Tangibles), 신뢰성(Reliability), 대응성(Responsiveness), 공감성(Empathy), 보증성(Assurances)의 각 항목을 분석하였다. 분석결과 공공복지서비스 질의 수준을 인식하는데 있어서 연령에 따라 가장 큰 편차를 보여 주었고 주민과 가까운 일선 현장(시도> 시군구> 읍면동)일수록 복지서비스의 질 수준이 낮아졌다. 또한 신뢰성, 대응성, 공감성에 대해 다소 낮은 인식수준을 나타냈다. 사회복지전담공무원은 주민중심의 가치 지향적이고, 실천적인 복지현장의 사회복지사이자 공무원이다. 본 연구는 이들의 인식수준을 통하여 공공복지의 변화방향과 근본적인 전달체계의 방향성을 제시하여 주었다는 점에서 의의가 있다.

  • The purpose of this study was to compare the results of climate change prospect and vulnerability assessment and the awareness of those by public officials and citizens at Yeongwol county, Gangwon province where experiencing the most climate change vulnerability. Data of 12 meteorological categories such as mean temperature at Yeongwol weather station from 1995 to 2013 were analyzed. Climate change vulnerability was assessed with 29 sub-categories in 6 categories (health, emergency/disaster, agriculture, forestry, water management, ecosystem) of National Institute of Environment Research's LCCGIS (2013). The awareness of climate change and its vulnerability was surveyed with 154 citizens and 130 officials at Yeoungwol county. The climate change prospect and its vulnerability was similar to the actual climate change effect. However, the awareness of climate change was different between some officials and citizens. The results of this study would be base data for the Yeoungwol county's future climate change adaptation poicy making.

Understanding the Dynamics between U.S. City Diplomacy and Public Diplomacy

  • What is the relationship between city diplomacy and public diplomacy in the United States? Whilst this question is often raised among scholars and practitioners of public diplomacy, a concrete and systematic response to it seems difficult to locate. This paper addresses the question by relying on earlier research based on empirical analysis of data from semi-structured interviews with city officials with international purview in the United States as well as with current and former officials at the U.S. Department of State who have worked on topics related to city diplomacy. The research and analysis that informs this paper and the diagrams it offers are hinged on design principles and adopt an architecture studio style approach to data analysis. Further, multidimensional scaling and correspondence analysis are used to visualize the convergence and divergence between the functions of public diplomacy, as introduced by Nicholas Cull, and the functions of city diplomacy that this paper introduces. This is done to first, provide a framework for understanding the dynamics between city diplomacy and public diplomacy; and second, uncover the policy intervention space that could guide policies for making U.S. city diplomacy and public diplomacy more strategically aligned.

장애자녀 보호자와 공무원의 성년후견제도에 대한 인식비교 융복합 연구 (A Comparative Convergence Study on the Perceptions of Disabled Child Carers and Officials on the Adult Guardianship System)

  • 본 연구에서는 장애자녀 보호자와 공무원의 성년후견제도에 대한 인식을 비교하고, 인권존중과 사회통합을 지향하는 제도로서의 정착 방안을 고찰하고자 한다. 먼저, 성년후견제도에 대해 보호자 68.9%, 공무원 43.9%가 인지하고 있었으며, 보호자(90.2%)와 공무원(94.3%) 모두 성년후견제도가 인권존중을 위해 유용하다고 응답하였다. 후견인으로 선호하는 유형은 보호자는 '부모', 공무원은 '전문가'였다. 개선사항으로는 조사대상 모두 '국가 전담기구 설치'가 가장 필요하다고 응답하였다. 성년후견제도가 인권존중과 사회통합에 기여하는 제도로 정착하기 위해서는 성년후견제도에 관한 대국민 홍보, 질적인 공공후견인 양성, 성년후견제도 전반에 대한 통합적인 지원, 관리, 감독, 홍보를 수행할 수 있는 국가차원의 전담기구 설치가 필요하다.

보건의료담당 공무원을 위한 빅데이터 교육콘텐츠 (Big Data Education Contents for Healthcare Officials)

  • 빅데이터 기술이 미래 보건의료 패러다임변화를 선도할 핵심기술로 부각되면서, 보건의료 담당 공무원들에 대한 빅데이터 교육 필요성이 높아지고 있다. 한국은 전국민 건강보험데이터 등 세계적 수준의 빅데이터 보유국으로서, 데이터 기반의 미래 예측과 정책수립을 통해 보건정책의 성과향상 및 지속가능성이 주목받고 있다. 이에 따라 현업에서 보건의료를 담당하는 공무원을 위한 보건의료 데이터 자원 활용 전문인재양성교육 콘텐츠에 대한 수요는 증대되고 있으나, 현장에 적합한 인적자원개발을 위한 보건의료분야 국가직무능력표준(NCS, National Competency Standards)이나 학습모듈이 없다. 본 연구에서는 보건업무 담당 공무원들의 빅데이터 직무 역량강화를 위해, 타분야 빅데이터 관련 NCS를 고려하여, 현업에서 보건의료분야 공공데이터를 효율적으로 활용할 수 있는 역량을 갖춘 공무원양성을 위한 보건의료 빅데이터 교육모듈과 콘텐츠를 도출하였다.

보건소 공무원의 코로나19 대응 경험 (Experiences of Public Officials for the COVID-19 Response in the Community Health Center)

  • Purpose: The purpose of this study was to examine the experiences of public officials working for the Coronavirus Disease-19 (COVID-19) response in community health centers in South Korea. Methods: A qualitative thematic analysis was conducted using data collected from three focus groups and two individual interviews. Results: The participants performed quarantine tasks in a poor working environment with several problems, such as significant workload, lack of manpower, and inappropriate compensation system. Participants experienced obstacles in performing quarantine works, which had the lack of the detailed quarantine guidelines, work support and cooperation system. Participants suffered from civil complaints. Participants endured sacrifices in their personal lives while partaking in COVID-19 response work without holidays, and subsequently experienced health problems. And also participants said that it was necessary to secure expertise and effective communication for infectious disease management. Conclusion: The study results suggest that policies are required that are aimed to improve the working environment and the recruitment of experts in infectious diseases. In addition, the job stress related to the COVID-19 response by public officials in community health centers must be evaluated, and the relation of their job stress to physical and mental problems, as well as psychosocial stress, must be examined.

사회복지전담공무원의 개인-조직적합성과 개인-직무적합성이 직무열의에 미치는 영향: 조직몰입의 매개효과 (The Person-organization Fit and the Person-job Fit of Public Officials in Charge of Social Welfare Impact on Job Enthusiasm: Focused on the Mediation Effect of Organizational Committment)

  • 본 논문에서는 지방자치단체에 근무하는 사회복지전담공무원의 조직적합성과 직무적합성이 직무열의에 미치는 영향을 살펴보되, 조직몰입의 매개효과를 함께 살펴보고자 하였다. 사회복지전담공무원의 경우에는 격무로 인한 스트레스와 심적 좌절감 등이 문제가 되고 있어 이들의 직무열의에 영향을 주는 요인을 확인하고자 한 것으로, 경기북부지역의 P시와 U시의 사회복지직 공무원 172명을 대상으로 설문조사를 실시하였고 중다귀회귀분석 방법을 활용하여 분석하였다. 연구결과 사회복지전담공무원의 직무열의에는 개인-직무적합성이 긍정적인 영향을 미치고 있는 것으로 나타났으며 조직몰입의 매개효과도 부분매개를 하는 것으로 조사되었다. 그러나 개인-조직적합성은 직무열의에 직접적인 영향은 나타나지 않으나 조직몰입을 통한 완전매개효과는 있는 것으로 나타났다. 이러한 연구결과 사회복지전담공무원들은 개인 차원의 능력이나 목적, 요구 등이 직무와 부합하고 있고 직무열의를 보이고 있는 반면, 조직 차원의 조직적합성에서는 조직 가치나 구조 등에 있어서 일치정도가 나타나지 않아 조직 내에서의 일치성과 친화력이 부족한 것으로 평가된다. 따라서 사회복지전담공무원의 직무열의를 제고하기 위해서는 조직 차원에서의 지원과 일체감 조성이 필요할 것으로 보인다.

한의약건강증진사업 현황 및 인식도 조사 : 보건소 건강증진사업담당자를 대상으로 (A National-wide Survey of Public Health Promotion Programs in Traditional Korean Medicine Targeted on Public Officials)

  • Objectives : This study aimed to examine the status of public health promotion programs in Traditional Korean Medicine (PHPP-TKM) from program managing public officials. Methods : The survey was a self-administered questionnaires based on internet service, survey monkey. The survey included the conducting status, obstacles, and improvement points of PHPP-TKM. Results : A total number of 179 officials participated the survey (response rate 71.0%), comprising 92.8% female. The survey demonstrated that 70.3% of participants conducted PHPP-TKM. The most frequent PHPP-TKM were stroke and bone/joint program. The reasons for not conducting PHPP-TKM were lack of financial support and program contents. The obstacles during conducting PHPP-TKM were insufficient contents and assessment index in PHPP-TKM. To develop necessary program for local residents and to secure financial support were required for managing future PHPP-TKM. Conclusions : The results suggests that various contents, validated assessment index, stable funds are to promote PHPP-TKM.

지식행정 활동의 수요예측 모형을 위한 요구수준 진단 (A Study on the Needs Level for a Demand Estimation Model in Knowledge Administration Activities)

  • This study is performed the multinomial logistic regression with the officials needs level about a component of knowledge administration for drawing a demand estimation model in the knowledge administration activities. This study is not that an activity and domain of knowledge administration is to apply and to operate uniformly it in public sector, one is suggested an application with a demand diagnose of knowledge administration in order to saw a course of the knowledge administration programs to suit a function and role of public administration. A result of this study is that an activity and domain of the knowledge administration is different from a component of it namely, knowledge creating, knowledge organizing, knowledge sharing and distribution, knowledge utility, and knowledge store. And the officials individual characteristics, administration agency, a kind of business, and a function and role of work are different from demand of knowledge administration. Also, the practical use of KMS (knowledge management system) is not so high in public sector. Accordingly, the tools of knowledge administration will deliberate on a consolidation with the existing system in the device.

공무원의 직무역량과 서비스질의 인과관계에 관한 연구 (A Study on the Casual Relations between Job Competence and Service Quality)

  • This study conducted a survey of 400 public officials in kyoung ki Do districts from July to September 2016, and used 390 copies for final analysis. The results of this study can be summarized as follows. First, the level of Job competence and service quality of public officias were statistically siqnificant. Second, the esults showed that both Job competence and sevice quality had a statistically significant influential relationship, so as these variables increased, the level of service quality improved. Third, the influential relationship of Job competence on the service quality of public officials was statistically significant and positive. These results provide a theoretical groung for the understanding and integrated approach to the causality of job competence and of service quality.
