The Meditating Effects of Public Employees Professionalism on the Relationship between Public Occupational Ethical Awareness and Organizational Commitment (공무원 직업윤리의식과 조직몰입의 관계에서 직업전문성의 매개효과)

  • Occupational ethical awareness is a system of norms and standards of behavior and an important component of professionalism that affects organizational performance and commitment. The purpose of this study is to examine the mediating effect of professionalism on the relationship between job ethics and organizational commitment of civil servants. A survey was conducted on 300 central government officials with more than one year of employment. 261 copies were used for the final analysis. The results are as follows. First, the vocational ethics of civil servants had a significant effect on professionalism. The higher the years of service, the higher the level of ethics. Second, the work ethic of public officials had a significant effect on organizational commitment. These results can be interpreted as the internal commitment of civil servants to the state of work ethic. Third, the mediating effect of professionalism was verified in the relationship between public morality and organizational commitment. Based on these results, the public ethics of public servants are the basis for accepting public values and goals. Vocational expertise with embedded codes of conduct and value systems influences organizational commitment. As a practical implication for improving the ethical ethics of public officials, education programs for improving ethical consciousness according to job titles and duties were provided, and the ethical ethical competence was presented.

  • Objective : We proposed fundmental rules of prospective on legal and institutional position and role of Korean medicine doctors working at public health center. Methods : By the result of this research on the current situation, the grade and allowance given to the Korean medicine doctors working at public health center were different every self-governing body. Results : The reason the Korean Medicine Doctor can't serve as a regular order of 5th grade is that the 'The Enforcement Regulation about Administrative Organization and the Standard of Pixed Number of person of Self-Governing Body(지방자치단체의 행정기구와 정원기준등에 관한 규정 시행규칙)' prescribes the number of regular order of 5th grade is regulated within 7% among the number of regular order officials. But not appointing to office as the regular order of 5th grade infringes on the Constitution, the highest law. The reason the Korean Medicine Doctors can't be appointed to office as the regular order officials by the self-governing body is that 'The Enforcement Order of the Law of Preservation of good health of Local Area(지역보건법시행령)' prescribes the Korean Medicine Doctors are not indispensable to Public Health Center. But in fact, the Korean Medicine Doctors can execute many kinds of work such as medical examination or instructing house nursing. Conclusion : The Korean Medicine Doctors working at Public Health Center serve at low positions as daily use or common use, not receiving a regular order. All laws including the Constitution(헌법), the Medical Services Law(의료법), the Law of Preservation of good health of Local Area(지역보건법), the National Public Service Law(국가공무원법), the Local Public Service Law(지방공무원법) and the Law of Higher Education Law(고등교육법) describe that the Korean Medicine Doctors and the Western Medicine Doctors are equal to their position and right.

  • In the ever-changing policy promotion environment, front-line public officials often have difficulties in public relations because they do not know what and how to do it precisely. Everybody says, "Promotion is important, publicity is a problem," however, the policies will inevitably become useless if citizens are not aware of them. Therefore, this study aims to examine Asan City's policy promotion strategy using social media, the core of mobile communication. In particular, mobile social media service is crucial because it is desirable to actively use it to improve its efficiency and strengthen public communication. In understanding and implementing policy promotion, a practical guide for policy promotion that public relations officials can refer to according to the situation is needed, not a formal manual. In addition, looking at how public institutions operate social media will be an opportunity to provide guidelines for using social media as a powerful means of promoting policies in public institutions in the future. We expect that social media will inform information more quickly and respond efficiently in an emergency information protection situation.

The Associated Domains of Job Stress for the Depression among Local Public Officials (지방공무원의 우울에 영향을 미치는 직무 스트레스 요인)

  • The purpose of this study was to examine the level of job stress and depression, and to find the associated domains of job stress with depression among local public officials. The study subjects consist of 734 local public officials in Seogu, Gwang Ju. A structure self-reported questionnaire was composed of general and job-related characteristics, job stress(KOSS), and depression(CES-D). The use statistical methods were t-test, ANOVA, Pearson's correlation analysis and multiple logistic regression analysis. The total score of job stress was $44.38{\pm}7.96$ and the score of depression was $14.46{\pm}10.19$. The result of multiple logistic regression analysis was shown that the three domains of job stress including job demand, job insecurity and lack of reward were associated with the depression.

A Study on Factors Related to Individuals' Corruption Behaviors (개인의 부정부패 행위 실행에 미치는 영향요인)

  • Despite anti-corruption has been one of the major governmental tasks in Korea, anti-corruption policies have been focused largely on government officials in public sectors, and most of the prior studies have examined government employees not public citizens. In order to fill the vacuum in the literature, this study aims to develop evidence-based anti-corruption policies via a survey of people in various job categories for the relationship between their experiences of any corruption and related factors. Researchers analyzed a secondary data gathered by the Korean Institute of Public Administration, which included a sample of 1,000 adults aged over 19. The results showed that indirect experiences of corruption and interaction with the corrupted were positively related to individuals' corruption behaviors. In addition, their perception towards low- and mid-ranking officials were statistically signifiant in explaining the corruption behavior. Thus, policy-makers should consider focusing on indirect experiences of corruption, interaction with the corrupted, and perception towards low- and mid-ranking officials. This study contributed as an attempt to suggest policy implications and further research ideas by examining factors related to individuals' corruption behaviors.

  • This paper aims at concrete examination of the 'Official Road(官路)' of the late Joseon Dynasty through government administration of the 17th - 18th century 'Junsangseo(典牲署)'. Until now, the study of the central political system in the Joseon Dynasty was mainly studied by the politically important bureaucrat 'Dangsanggwan(堂上官)', and even if he studied the 'Official Road(官路)', he was a student from the a graduate of Mungwa(文科) and the 'Clean and imfortant Official(淸要職)' connected with it It was examined mainly. As a result, this research attempts to elucidate the routes of 'non - Clean and imfortant Official(非淸要職)' who have not been studied so far. However, it is difficult to deal with all the 'lower officials(參下官)' reaching 263 in total, so it was targeted at the 'Junsangseo(典牲署)' where the 'List of official(先生案)' exists in the 17th - 18th century. In chapter 2, we examined the historical value of 'List of official(先生案)' and were able to secure the confidence of the materials. In Chapter 3, we specifically examined the origins of officials from the 'Junsangseo(典牲署)', the official route, and the occupation. As a result, the 'Junsangseo(典牲署)' 'lower officials(參下官)' was predominantly from the 'Munum(門蔭)'. In addition, I confirmed that I was stepping on a public road that roughly promoted one rank. The number of days in office has also been promoted satisfying the court occupation days. Although this is an analysis limited to 'Junsangseo(典牲署)', it seems that 'lower officials(參下官)' of 'Junsangseo(典牲署)' had gone through routes and routes that were roughly similar to the 'lower officials' of the main office. If we can assume this, we can understand the character of the late Joseon Dynasty 'lower officials(參下官)' by understanding the character of 'lower officials(參下官)' of 'Junsangseo(典牲署)'. To declare this, more case analysis is necessary, and it is necessary to convert a lot of 'List of official(先生案)' data scattered nationwide into DB.

A Study on Developing Education and Training System for Informationalization in Governmental Organization (정부조직의 정보화교육훈련 체계구축에 관한 연구)

  • The effective use of IT(information technology) will increasingly become one of the key determinants for successful informationalization in govermental organization And the ability of the public officials in using IT or operating information system is essential to the effective use of IT. This study focuses on constructing a theoretical base of developing the education and training system for enhancing the IT ability of the public officials. In order to achieve this research goal, first this study suggests four categories of IT education and training for (1) the basic capability of IT use (2) the skills of operating information system (3) the management competence of performing strategic use of IT, (4) the expert skills for specific IT, and then derives concrete items for each category. With respect to these items, we empirically investigate the degree of necessity and the effective way of education and training according to tasks, positions and ability of the public officials. The data analyses are based on questionnaires responded by 300 public officials who attend the education and training programs held by the Training Institute of Ministry of Information and Communication. The results of this study can provide the theoretical basis for constructing the IT education and training system which is applicable to most of Korean organizations. Also they can be used as a practical guideline in developing and promoting specific IT education and training programs.

Mental health literacy of local public officials and the mental health business attitude survey (일 지역사회 공무원의 정신건강지식 및 정신건강사업에 대한 태도조사)

  • The purpose of the present study was to investigate perceptions of mental health literacy and mental health services of local public officials in Korea. The participants were 273 civil servants working in three Gangwondo provinces. Data were collected from July 1, 2018 to August 15, 2018 using structured questionnaires, and SPSS Ver. 22.0 was used for data analysis. Results showed mental health literacy of public officials was 101.45 points (range 35-160). Mental health literacy level was found to be significantly dependent on occupation and levels of mental health education, mental health treatment experience, and family mental health treatment experience. Only 39.9% of respondents stated they were aware of mental health welfare centers. The most common condition that caused respondents to seek mental health services was depression (35.9%). In addition, 44.7% of the respondents opined that mental health care was improving due to community changes. An analysis of the relationship between perceptions of mental health welfare centers and mental health literacy scores showed a positive relationship between participant prior knowledge about mental health welfare centers and investment in mental health management (p=.012), suggesting a need for further development of educational programs using mental health nurses to improve mental health literacy among community officials.

Effect of the Civil Servant's Suspension of Pension Payments on the Labor Supply and Suggestions on Developmental Alternatives of Suspension of Pension Payments (공무원연금의 지급정지제도가 가입자의 노동공급에 미치는 영향 및 지급정지제도의 발전방향 모색)

  • This Study reviews theoretical argument about the effect of retirement earnings test on the labor supply of the aged which is controversial issue in OECD countries and analyze the effect on the incidence of re-employment, re-employment period of suspended officials and the possibility of re-retirement through Government Employment Pension Corporation data. It consists of 178,363 public officials who received pension benefit or disability pension in January 2005. The main result of this research shows that public officials re-employed were 8,086 which is 4.5% of total retired, and median survival time of suspended pension payments is 3.3 years. Also the median re-employment period of 100% suspended officials is about 20 month shorter than that of 1/2 suspended officials and it is shown in regression analysis that the possibility of re-retirement by 100% suspended officials is statistically significant higher than those of 50%. It specially expects greater influence if includes in case taking lump-sum or no making effect of re-employment because current system withhold pension payments even by earned income itself. Therefore, this analysis suggests suspension of pension payment properly applied according to the age and income together with "Delayed Retirement Credit" or "Partial Pension" for developmental alternatives of civil servant's suspension of pension payments. Furthermore, It is urgently needed that distinctive quality data about re-employment including earnings to perform deep-empirical research for effective policy. Lastly, it is extremely necessary to reinforce management system of Government Employment Pension Corporation.

  • Social innovation refers to activities that solve social problems by developing new ideas in cooperation with actors close to the field for the purpose of preserving the sustainability of society. In the field of social innovation, voices calling for a bottom-up method that starts with citizen participation are growing, and the need to improve public officials' awareness of social innovation and strengthen professionalism is being raised. In the era of Covid 19 and the 4th industrial revolution, digital literacy is being emphasized to us. In the field of social innovation, the need to strengthen social activities using digital media is growing. In this paper, an example of online social innovation project education based on the design thinking methodology was presented for public officials in Busan to improve their awareness of social innovation and secure expertise, and the effect of job competency reinforcement was statistically verified. As a result of statistical analysis, the average difference between the 'online communication' factor and the 'online empathy' factor was the largest, and it can be interpreted that digital literacy for social innovation has been strengthened.
