Changes in the public welfare attitudes are very important to the welfare politics and policy. Considering that variability of public welfare attitudes has been ignored in previous studies, we analyzed welfare attitudes changes at individual level in Korea. Using the longitudinal data from the Additional Survey of 2010/2013/2016 Korea Welfare Panel Survey, we analyzed the changes in public welfare attitudes during 2010th-2016th years. Major findings are as follows. First, one of the findings from analysis is that the public welfare attitudes are very active and dynamic in Korea. This finding is contradiction to the results of the previous researches that are point to the stability or inertia of the public welfare attitudes in western welfare states and also in Korea. Second, occurrences of the welfare attitudes change are related with various individual characteristics; income status, occupation status, age, region, sex, political ideology, etc. These results from this study on the welfare attitudes change suggest that dynamics of the Korea welfare politics in recent years reflected the dynamic changes in public welfare attitudes. And, they suggest that Korea welfare politics are transformed from the traditional classes welfare politics to the new welfare politics which are influenced by various interests of the socio-demographic groups.

A survey was conducted from September 15 to December 15 2001. Structured questionnaires were mailed to school nurses in 607 elementary schools around the country in order to determine the current status of anti-smoking education in elementary schools. The result were as followers 1. Of the 607 schools, 535 $(88.1\%)$ offered smoking-prevention education. By region, Jeju-do $(100\%)$ topped the list, followed by Seoul $(90.3\%)$, Gyeongsang-do$(90.2\%)$, Jeolla-do$(88.9\%)$, Gangwon-do $(87.8\%)$, Chungcheong-do $(84.6\%)$, and Gyeonggi-do $(81.4\%)$. 'Recognition of the need for anti-smoking program $(86\%)$' was a major motivation for initiating the program, while 'too much workload $(46.4\%)$' was cited as a main reason for the failure to do so. 2. The classes were offered mostly for 6th-grade students $(87.8\%)$, while $9.0\%$ and $2.0\%$ were implemented at 5th- and 4th- grades, respectively. 3. $49.1\%$ of the classes offered lasted one hour, while $31.8\%$ involved a two-hour program. 4. Programs were mainly about smoking-related diseases, habitual nature of smoking, impediment to growth and development, etc. 5. Audio-visual lecture $(46.5\%)$ was most frequently used as a method of education, followed by lecture. 6. $72.7\%$ of the programs used classroom as a unit of education, while collective education by sex or by grade accounted for $22.6\%$. 7. Video $(51.0\%)$ was the most popular medium for education, while computer ranked second with $26.5\%$. 8. $92.5\%$ of the education was offered by school nurses. 9. $99.2\%$ of school nurses responded in favor of anti-smoking programs. with $60.1\%$ of them answering that such education is a must. 5th grade was the most commonly cited grade for the initiation of the programs, followed by 4th grade and 6th grade. $33.2\%$ picked two hours as the most appropriate length of the program at the elementary school level. while $25.1\%$ chose 3 hours out of the range of 1-11 hour(s). 10. With regard to the evaluation by school nurses on smoking-prevention program, more than $30\%$ felt that hours of education, education materials, medium of education, interests of other teachers, interests of school authorities, etc. were inadequate or insufficient.
With the advancement of wireless technology and the rapid growth of the infrastructure of mobile communication technology, systems applying AI-based platforms are drawing attention from users. In particular, the system that understands users' tastes and interests and recommends preferred items is applied to advanced e-commerce customized services and smart homes. However, there is a problem that these recommendation systems are difficult to reflect in real time the preferences of various users for tastes and interests. In this research, we propose a Fuzzy-AHP-based movies recommendation system using the Gated Recurrent Unit (GRU) language model to address a problem. In this system, we apply Fuzzy-AHP to reflect users' tastes or interests in real time. We also apply GRU language model-based models to analyze the public interest and the content of the film to recommend movies similar to the user's preferred factors. To validate the performance of this recommendation system, we measured the suitability of the learning model using scraping data used in the learning module, and measured the rate of learning performance by comparing the Long Short-Term Memory (LSTM) language model with the learning time per epoch. The results show that the average cross-validation index of the learning model in this work is suitable at 94.8% and that the learning performance rate outperforms the LSTM language model.
This study examines how the watchdog concert in journalism field has been created and develope4 Related studies found that the watchdog is related not so muck with free press theory as with a privilege awarded to the press because the press serves for the public interests. It was found that in the U.S., the watchdog concept was derived from the a lot of libel cases in the late 1890s. At the time, the newspaper owners and editors continuously claimed the very protection over vulnerability of newspaper's collecting, reporting, and printing news. While, in Korea, the concept of watchdog emerged in the late 1990s after the establishment of the Constitution Court. Even though the watchdog concert was accepted very late by the Korean courts, it is believed to be a kind of special privilege to prevent the press from being recklessly regulated in libel cases. Rather, the Korean courts expand the extent of the role of the press as a watchdog by deciding that not only the public officials and politicians but also other socially influential public figures could be included in the criticism from the press. However, how these court decisions can be practically implemented depends upon how the court apply the probability of the press to believe the news true and intention of malice in writing and publishing the stories.
The case of 'Paik Jong-moon's Taped Conversation,' has presented "an important and serious challenge to the freedom of the press and democracy" in South Korea. Nevertheless, this case has not been reported by the mainstream news media. It has also been forgotten without a proper fact-finding or investigation by regulatory agencies, like The Foundation for Broadcast Culture, The Korea Communications Commission, or The National Assembly. This study aims to examine why the above has happened through in-depth interviews of reporters and TV producers, senior journalists, former and incumbent commissioners of the broadcasting regulatory agencies, and experts of the industry, as well as literature research. Here, I present three answers. First, I found two reasons the mainstream press has ignored this incident. 1) It serves for political interests instead of reporting truth. 2) Public broadcasters' watchdog role has been neutralized. Second, regulatory agencies like The Foundation for Broadcast Culture, The Korea Communications Commission and The National Assembly are ruled by political tribalism. The ruling party's members of the National Assembly and these agencies were reluctant to investigate allegations surrounding Paik Jong-moon, such as illegal dismissals, illegal intervention in programming or production, illegal recruitment and illegal business deals. That's because they considered CEO Paik an ally. Using their majority power, they have rejected the request from opposition-affiliated commissioners or from opposition lawmakers to investigate the allegations. Third, there were no alternative forces within the public broadcasters to unveil the truth. In conclusion, the legal and institutional shake-up of corporate governance is urgently needed for public broadcasters and broadcasting regulatory agencies.

Objectives: The purpose of this study was to examine the performances and limitations of health community building project of 148 village in Gangbuk-gu, Seoul on community health organization perspective. Methods: we conducted a qualitative study using both a systematic review of this project and in-depth interviews with the operators who had worked for the project from January 2012 to December 2012. Results: In this project, activists worked by gathering the opinions of the residents and focusing on their growth. The residents themselves established a community health care plan. Based on social determinants of health, they continued projects to solve residents' needs. A variety of programs were activated by providing a health cafe, which was an alternative public participation health promotion space that was not a clinic or a public health center. As the various entities gathered, there were difficulties related to interests and role sharing, and there were limitations such as the fact that the performance and limit of the pilot project could not be clearly predicted beforehand. Conclusions: This case suggested that new possibility of health and medical movement, approaching health issues by the way of community organization principle. Through the health community building project as community health organization perspective is expanded, health promotion effect will be created in the whole society.
Recently, interests in the notion of PKMS(Process based on Knowledge Management System) utilizing BPMS(Business Process Management System) and KMS(Knowledge Management System) have been significantly increased. Specially, most public organizations require their own effective knowledge management strategies since public business service needs various knowledge types. Based on a comprehensive framework that reflects lifecycle requirements of KMS and BPMS, we propose an PKMS system architecture, which performs step-by-step knowledge-providing strategy in public organization. To propose a PKMS architecture, this paper first investigates inter-relationships between public business and various knowledge types, and classifies knowledge types into three groups and then we suggest knowledge management strategies considering priority order among knowledge groups. Based on the proposed knowledge management, a PKMS system architecture can combine the advantages of the KM and BPM paradigms. This paper presents the PKMS system applied to employment insurance business part in real environment and demonstrated the advantages via inter-relationships between KM and BPM requirements.
Recently, one of the critical issues in Korea is the huge debt and future role of Korea Land and Housing Corporation. In this regards, the purpose of this study is to get implications from other public housing agencies in Asian countries such as UR of Japan, HDB of Singapore and HA of Hongkong. The changes of housing policy since 1960s, business and financial structure of housing agencies in each nation are investigated and compared. As a result, some policy directions can be proposed as follows : review of current mass housing program, relaxing qualifications for public rental housing, promotion of urban renewal projects, reinforcing cooperation with private sector and local governments, more government's support to LH's financing and loss from businesses for public interests and re-evaluation of LH's debt. The contribution of this study is that suggestions to improve housing policy and to alleviate financial problem of LH are based on the actual conditions of public housing agencies in Asian countries where the housing policy implementation system is similar to Korea, not on the theoretical basis.

Since the "Special Law on Cadastral Resurvey" was enforced in 2012, the Cadastral Resurvey Project in South Korea has been promoted in earnest. However, it has been difficult to obtain the following items: a budget for the project, the establishment of land boundaries by increasing/decreasing the area of the parcels of land in the downtown area, the calculation of the adjustment fee, and the analysis of the relationship between the business owner and the landowner in regards to conflicts of opinion. The analysis of Japan's private-public boundary system, which is promoting the Cadastral Resurvey ahead of South Korea, should not attempt to determine complex interests, especially when they are pursuing consensus of the boundary setting portion of the Cadastral Resurvey Project. Therefore, this study shows that there is a need to reduce the number of stakeholders and promote them by using a step-by-step process. The introduction of cost-saving measures for the Cadastral Resurvey through a private-public boundary preliminary investigation is needed. This study suggested the following: link the precision road map construction business using MMS, introduce the preliminary research projects for the Cadastral Resurvey, and gather the important land survey information for the private-public boundary basic survey. In order to establish the utilization base, the researcher proposed linking the downtown area regeneration with the downtown area planning business.

The purposes of this study are to analyze the effectiveness of public library reading programs for children in qualitative way and to apply the outcomes to identify areas to measure the success of library reading programs. Interviews were conducted with children who participated in '2013 Reading Books with Libraries' program and adults who were in charge of managing the program. Observations on the program were also conducted. The findings indicate that children who participated in '2013 Reading Books with Libraries' program positively changed in various aspects. Selected areas to measure the success of library reading programs include: reading behavior; attitude to books; awareness of libraries and librarians; participation of library reading programs; the ability to read aloud; the ability to comprehend stories by listening; aggression; the ability to express one's own feelings; speech ability; concentration power; and undiscovered potential. The elements that affect the success or failure of library reading programs include: librarian's enthusiasm on running the reading program; environmental condition of the community child care center; age differences between child participants; running style of the instructor's program; selection of books; child participants' reading abilities and interests in reading; available time for free voluntary reading.
