Objectives : The purpose of this study was to identify the relationship between decision-making types, public entrepreneurship, and performance management of local public hospital directors. Methods : A questionnaire survey was carried out to assess the dependent variables of directors' decision-making types and public entrepreneurship. The analysis of management performance was carried out through a comparison between 2016 results of, data of variation rate on medical revenue and change rate on medical profit and results in 2015. Results : Results indicated that local public hospital directors who used rational decision-making showed better performance management. The analysis showed that enterprise had a greater positive effect (+) on variation rate of medical revenue than that of innovation. However, innovation had a higher positive effect (+) on change rate of medical profit than that of enterprise. These results suggest that innovation and enterprise have a major influence on performance management. Conclusions : The survey used for this study suggests that an education and training program is needed to improve public hospital directors' ability for rational decision-making, public entrepreneurship and performance management. Additionally, the policy change guaranteeing autonomy within the proper range is demanded that Local Public Hospital Director having spirit of innovation and enterprise achieves peak capacity and have responsibility for management.

많은 기업에서 ERP시스템을 도입함으로써 경쟁력을 향상시키기 위한 노력을 하고 있으며, 이에 대한 연구도 많이 되어 왔으나 공기업을 대상으로 하는 ERP시스템의 도입성공요인을 규명하는 연구는 거의 없었다. 따라서 본 연구는 공기업을 대상으로 ERP시스템을 도입하고 이를 통해 혁신을 확산할 수 있는 방안을 모색하여 제시하는데 목적이 있다. 이를 위해서 ERP시스템 도입특성요인이 혁신확산과 성과에 미치는 영향에 대해 공기업을 대상으로 설문조사를 실시하였고, 다중회귀분석을 이용하여 가설 검증을 하였다. 그 결과 도입특성은 수직적 확산에 영향을 미치며, 성과에도 직접 및 간접효과가 있음을 알 수 있었다.

본 연구의 목적은 공항정책과 리더십이 공기업 경영평가 수행도와 성과관리시스템을 통해 성과에 미치는 영향을 규명하는 것이다. 데이터는 인천국제공항공사와 한국공항공사에서 simple random sampling으로 533명의 임직원을 대상으로 설문조사를 통해 수집하였다. 데이터 분석은 구조방정식모형(SEM; structural equation modeling)을 사용하였다. 연구결과는 공항정책과 리더십이 공항 성과에 핵심변수라는 것과 공기업 경영평가수행도는 매개효과가 유의하다는 것을 실증연구를 통해 규명하였다. 따라서 본 연구는 공항정책에 관한 적극적인 제안과 통찰력 있는 리더십이 필요하다는 것을 주장하고 있다. 이 논문은 공기업 경영평가 연구에 새로운 관점을 탐구하고 공항 성과를 위한 방향을 제공하는 연구자와 실무자에게 실질적인 도움을 제공한다.

The purpose of this study is to find out main factors affecting public enterprise's environment , which improves the performance of public enterprise. In detail, under the premises of keeping publicity in Korea Electricity Industry, the main target of this study is to seek after factors enhancing entrepreneurship and deals with publicity which is related with entrepreneurship. Questionnaires are distributed to the employee of public enterprise, public servants, and civil corps. A total of 553 copies are collected. The main contents of questionnaires are related with the effect of publicity and entrepreneurship by government control, competitive environment and shareholding structure in Korea Electricity Power Corporation(KEPCO). The results of this survey are as follows : First government control is negatively related to the entrepreneurship while it is positively related to the Publicity. Second, this suey shows that competitive environment has a Positive influence on promoting both publicity and entrepreneurship. Third this survey in connection with shareholding structure indicates that present structure in KEPCO has a positive effect on publicity but negative effect on entrepreneurship. According to this empirical results, it is verified that the main issues on the performance of KEPCO ue related with the level of government control and competitive environment in its industry.

This study is to identify the present condition and level of human resource administration in domestic profit and non-profit organizations, and to investigate on the relation between human resource management and management performance in enterprise. This study is to make items related to the human resource management of American Malcolm Baldrige Award's level and management performance researching questions, investigates seven patterns of organs surveyed positively. The results are as follows: Firstly, the profit organs like manufacturing companies shows more positive than non-profit in comparison with human resource management of each organs. And a local government and public enterprise which is non-profit show to recognize human resource management is insufficient on th whole. Secondly, perception level of a medical institution, educational institution and service industry about aromaticity of human resource management by global standard shows to be positive, but the local government negative. Thirdly, the profit organ in the recognition of human resource management about details practice too, shows to be positive, while non-profit negative. Fourth, the result which compares and analyzes management performance between the similar industry overall show to recognize positive, but public enterprise negative about product, service performance and human resource management. Fifthly, the details practice of human resource administration shows to influence meaningly to all management performance. Therefore, all organizations will positively confront human resource management, make the circumstance of organization through systematic program, and promote the management performance of the organization.

This research analyzes results and efficiency to promote a government enterprise of A Korean public enterprise to use DEA. Especially, we were used analysis efficiency which are one is year-on-year, another is integrated, and the other is vertical analysis. As a results of integrated analysis show that Gyeonggi_2003 Gyeonggi_2004, Gangwon_2004, Chungcheon-Bukdo_2003, Chungcheon-Bukdo_2004, Cholla-Namdo_2005, and Kyongsang-Bukdo_2003 need to improve upon. Year-on-year analysis result that Gyeonggi, Gangwon, and Kyongsang-Bukdo need urgent improvement. Today, many advanced countries approach not only agricultural investment but also synthetic investment because they believe that agriculture contains living space including food control. Therefore, when the government make a strategic plan for the land and water development in the field of agriculture, they should prepare it well including the proper measures to cope with the internal and external environments.

글로벌 경제위기이후 중국은 세계경제의 두 축의 하나로 부상하였으며, 한국경제에 가장 큰 영향을 미치는 국가로 자리매김 하고 있다. 그럼에도 불구하고, 현재까지 한국에서는 중국의 금융시장 특히는 자본시장에 관한 연구가 매우 적은 실정이다. 본 연구는 중국 심천증권거래소에 출범한 창업판시장을 살펴보고, 중국 중소벤처기업의 상장전후 경영성과를 비교분석하였다. 기술혁신 벤처기업과 고성장형 중소기업들의 자금조달을 목적으로 하는 중국 창업판시장에서 기업의 상장요건은 상해와 심천 증권거래소의 주시장보다 완화되어 있으며, 상장절차도 간소화되어 있다. 따라서 중국의 많은 기업들이 상장하고자 하며, 상장 경쟁도 매우 치열하다. 그리고 창업판시장에 최초로 상장한 36개 기업의 상장 전후의 경영성과를 살펴본 결과, 자기자본 순이익률 부채비율 영업이익증가율 등 3개 지표는 모두 크게 하락하였으며, 거의 모든 기업에서 이런 현상이 나타났다. 즉, 중국 창업판시장에 상장한 중소벤처기업들의 수익성과 성장성은 상장후 급속하게 하락하였으며, 많은 자금조달로 인하여 안정성만이 개선되어 있었다. 나아가 이러한 현상은 중소벤처기업들이 상장을 위하여 상장전 경영성과를 과대 포장한데서 기인한 것으로 분석되었다. 따라서 중국 증권감독관리위원회는 향후 상장기업에 대한 회계심사기준과 심사제도를 강화하여야 할 것이며, 분식회계기업에 대해서는 엄중한 제재조치를 실시하여 건전한 자본시장 풍토를 정착시켜야 할 것이다.

정부는 공공기관의 자율 책임경영체계를 확립하기 위해 경영관리와 주요사업에 대해 경영실적을 평가하고 있다. 그리고 많은 공공기관이 전략과 IT의 정렬, 정보자원관리, IT 표준화 등을 위해 Enterprise Architecture를 구축 운영하고 있다. 경영평가와 EA 간에는 BSC 기반의 성과관리, PDCA에 기반을 둔 관리 개선 절차 등 많은 유사성이 있다. 본 논문은 두 제도 사이의 유사성과 연관성을 분석하고, 전략관리, 성과관리, 자원관리의 관점에서 경영평가에 EA를 적용하는 방안을 연구한다. 이를 통하여 EA의 활용을 확대하고, 공공기관이 체계적으로 경영평가를 준비하여 성과중심의 경영체계를 운영하는 방안을 제시한다.

최근 중앙부처 및 지방자치단체 등 공공부문에서 성과관리의 중요성이 강조되면서 BSC 등의 성과관리 시스템 구축이 활발히 진행되고 있다. 그러나 민간부문과 달리 공공부문은 비영리 조직이라는 특성상, 그리고 다양한 이해관계자들이 존재하기 때문에 성과관리 시스템 구축 시 많은 어려움이 있다. 본 연구의 목적은 정보통신부의 전략적 성과관리 시스템에 대한 연구를 통해, 업무특성에 맞는 성과관리 시스템 구축에 대한 선진사례를 도출하여, 공공부문에서 BSC 등의 성과관리 시스템을 구축 시 발생하는 문제점들에 대해 효과적으로 대처하고 벤치마킹 할 수 있는 방안을 제공하는데 있다. 사례대상 공공기관(정보통신부)의 성과관리 연구는 국내 공공부서에 적합한 성과관리 방법론 도입과 시스템 구축에 효과적인 지침서가 될 수 있을 것이며, 현재 공공부문에서 BSC를 구축 할 때 발생하는 여러 문제들에 대하여 효과적인 방안을 제시할 수 있다는 데에 연구의 의의를 둘 수 있다.
