Health education aims at behavior change rather than just delivering health knowledge to people. In Korea health education activities in public sector began in 1960 and they were included in the primary prevention program in communities. This article reviewed current health education programs in healthy living practice programs provided by local public health centers in Korea and drew implications for the future role of health education in community setting. Health education has been a core function of the National Health Promotion programs in the nation since the enactment of the National Health Promotion Law in 1995. The National Health Promotion programs are funded by the National Health Promotion Fund which are drawn from tobacco tax. The National Health Promotion programs include healthy living practice programs (smoking prevention and cessation programs, moderate alcohol use programs, physical activity promotion programs, and nutrition programs), chronic disease prevention programs, oral health programs and public hygiene programs. Methods of the National Health Promotion programs include health education, health counseling, health class, health information management, survey and research. Smoking prevention and cessation programs include smoking cessation clinic, smoking cessation education, non-smoking environment program, and non-smoking campaign. Moderate alcohol use programs include alcohol use education, moderate alcohol use campaign, alcohol use counseling, and alcohol free environment programs. Physical activity promotion programs include obesity control, targeted exercise program, and exercise civic group programs. Nutrition programs include nutrition management, obesity management, nutrition education, breakfast eating program, and nutrition counseling and treatment programs. The health education programs in community are not efficient today because there are many overlapping contents and short term goals. Community health education programs needs to be more comprehensive. Workforce development is another big issue at the moment because the National credential program will begin in 2009. Variety of community health education programs should be developed and funded by the national health promotion fund.
Purpose: This study was conducted to provide fundamental information for policy integration of the home health care system. Methods: Focused review was performed from 8 studies out of 48 literature related to home care needs. Results: Females utilized home care based on hospital and public health centers at a higher rate than males. While there had been more rate of the elderly above 60 year-old at hospital and community based home care, on the other hand below 45 year-old at public health center. The most common disease amongst users in all three types was cerebrovascular disease, the second was cancer based at hospitals, hypertension and arthritis at public health centers. There were more needs for those using artificial respiratory equipment, cancer patients, and puerpera. However, the needs for hospital and community based home care were very similar. Conclusions: Due to similar disease characteristics but varied severity at the three home care based settings, they should be managed with flexibility. Home care curriculum should be developed according to common disease type, and home care services should be strengthened for its expertise.
Objectives: This study attempts to identify and categorize the types of collaboration that community health centers in Seoul planned to form in order to conduct health promotion programs. Methods: A content analysis was performed by reviewing the Phase 4 Community Health Plans for 2007-2010 of the 25 districts in Seoul. Results: In total, 614 cases of collaboration were identified which the community health centers in Seoul had planned for 2007-2010. These cases were grouped into 10 categories of collaboration activities: offering direct services through external venues utilizing external facilities; providing health education materials to partner agencies promoting health messages through media; running committees with collaborators inviting external experts; participating in external events; referring clients to external health services; connecting services; and miscellaneous. These types and cases were compared across community health promotion programs. Conclusion: Collaboration and partnership should be clearly defined for community health research and practice. Further research is needed to investigate the potential gap between plans for collaboration and actual collaboration activities, and to develop Korean models for collaboration building for community health promotion.
The Purpose of this study is to propose an effective service delivery system for children and youth considering service users and developmental stage. To accomplish this purpose, this study examined public service utilization for children and youth focusing on age difference, using statistical method and network analysis. The key results were as follows. The significant difference of service utilization among different age groups appeared in community center, youth training center, healthy family support center, public health center, public office and office of education. In terms of service utilization for special needs, the differences in Wee Center, Wee School and community child center were significant. Top value of degree centrality in network analysis showed on public heath center for elementary school, youth training center for middle school, and community center for high school. Finally, modeling results by Concor presented several distinctive relationship patterns in public service utilization for children and youth according to different age groups. On the base of these results, building a gateway applying age difference and developing a individualized service utilization database were suggested to improve the quality of service delivery system for children and youth.

However. it is very rare to find a study which applies the community health nursing process. This study intended to apply the community health nursing process to a urban community. The focus of the study was a community consisting of 533 families in a region of Seoul. The study process was as follows: 1) The data was collected by conducting interviews with community leaders and by collecting surveys from the people of the community. 2) The data was summarized and analyzed. 3) The community nursing diagnosis was identified. 4) The nursing diagnosis was prioritized. 5) The general and specific objectives for service were identified. 6) A specific nursing plan was set up. 7) A detailed evaluation plan was established. Four community nursing diagnoses were identified from the community. 1) The utilization rate of health center was found to be low due to lack of knowledge about the health center and low accessibility. 2) High trafic accident rate due to narrow roads. 3) High prevalence of chronic disease due to inappropriate health behavior. 4) High noise level and foul smell due to inappropriate waste management. Among the four community nursing diagnoses. 'High prevalence of chronic diseases was identified as a priority community nursing problem. The criteria for prioritizing community nursing problems were as follows: number of people involved, fragility of clients. severity of the problem. availability. of resources. concern of the people. readiness of nurses. relevance to the national policy. This study describes the general and specific objectives to solve the high prevalence of chronic health problems. nursing plans. and an evaluation plan.

The respondents' demographic, socio-economic, and medical characteristics, rehabilitation service received, willingness to receive home-visit rehabilitation services, and satisfaction with the rehabilitation services were analyzed by frequency and percentage. A Likert scoring system consisting of five agreement-disagreement categories was applied to each item, consisting of Very Satisfied, Satisfied, So-So, Poorly Satisfied, and Very Poorly Satisfied. The major findings were as follows: 1) The rehabilitation services used included medical rehabilitation (26.9%), followed by social assistance (23.5%), diagnosis by a physician at home (17.3%), medical examination (12.3%), housekeeping services (6.2%), and vocational and educational rehabilitation (3.5%). 2) Of the medical services, the respondents desired physical therapy at home and free rental of rehabilitation equipment, such as wheelchairs, canes, walkers, the most, followed by home visit occupational therapy, nursing services, and oriental medicine service in descending order. 3) Some of the respondents expressed so-so satisfaction (50.0%) or dissatisfaction (16.9%) with the rehabilitation services provided by the Wonju Public Health Center.
