본 연구는 보건행정 전공 대학생들의 개인정보보호에 대한 인지 수준을 파악하여 개인정보보호에 대한 올바른 인지 및 실천이 이루어질 수 있는 방안 모색에 도움을 주고자 실시되었다. 조사방법은 보건행정 전공 대학생 687명을 대상으로 2012년 12월 3일부터 2013년 6월 21일까지 설문조사를 실시하였다. 연구결과, 개인정보보호법에 대한 인지는 17.2%로 낮은 수준을 나타냈다. 개인정보보호영역에 대한 인식도와 실천도는 개인정보보호법에 대한 인지가 있는 경우 모든 영역에서 유의하게 높은 수준으로 나타났으며, 인식도가 높을수록 실천도가 높게 나타나는 정의 상관관계로 나타났다. 개인인식정보 항목에 대한 인지율은 57.0%, 관리되어야 할 개인정보에 대한 인지율은 53.7%로 중간정도 수준으로 분석되었다. 따라서 보건행정 전공 대학생들에게 개인정보보호법에 대한 인지도를 높이기 위하여 개인정보보호법을 주지시킬 수 있는 교육 시간 및 교과목 편성을 통해 개인정보보호에 대한 올바른 인지 및 실천이 이루어지도록 하여야 할 것이다.

본 연구는 개인정보처리자 관점에서 개인정보보호 활동에 영향을 미치는 요인을 확인하고, 개인정보처리자 스스로 보호 활동을 강화하기 위한 방안을 모색하는데 있다. 요인 탐색을 위해 보호동기이론을 바탕으로 위협평가와 대처평가요인으로 대표되는 주요 요인을 선정하였으며, 요인별 영향분석을 위해 다항로짓모형을 활용하였다. 분석결과, 소규모 개인정보를 보유한 영세 개인정보처리자는 스스로 개인정보 보호 활동을 수행할 수 있도록 보호조치 점검도구 등 시스템 및 기술지원과 인식제고를 위한 교육지원이 필요하다. 그리고 대규모 개인정보를 보유한 개인정보처리자는 예산 및 조세지원 등 개인정보 보호 강화를 위한 투자를 장려하며, 실무 중심의 전문교육 지원이 필요한 것으로 나타났다.

Background: The purpose of the present study was to gather basic data necessary for developing an educational program regarding the protection of patients' personal information. Such a program would stress the importance of the protection of patients' personal information for dental hygiene students obtaining clinical practice. Methods: A self-reported questionnaire-based survey was conducted targeting dental hygiene undergraduates who were obtaining clinical practice in the capital region. A total of 543 questionnaires were included in the analysis. Results: The results of this study were as follows: 1) the average score for awareness of the Patient Privacy Act was 2.93 on a 4-point scale; 2) the average score for the recognition of the protection of patients' personal information was 3.22 on a 4-point scale; 3) the area-based perception of the protection of patient's personal information was 3.37 points for communication, which scored highest, followed-by the linked-work area at 3.27 points, the patient's information management at 3.22 points, and the direct dental hygiene work at 3.18 points; 4) with regard to awareness of the protection of patients' personal information according to general characteristics, the perception was higher in the advanced academic year (p < 0.01), in those who had education regarding the protection of patients' personal information at both the university and the clinical practice institution (p < .05), and in those with higher grades (p < 0.01). Conclusions: Based on the above findings, the development and application of an educational program to improve awareness of the protection of patients' personal information are considered to be necessary by both universities and clinical practice institutions.

Purpose: This study sought to analyze perceptions and attitudes regarding patient personal information protection according to the general characteristics of paramedic students and their clinical practice experience. Methods: A total of 215 paramedic students from G university in I metropolitan city and D university in G do were surveyed. Frequency analysis, percentage analysis, and one-way distribution analysis were conducted using the software SPSS version 23.0. Results: First, recognition regarding the operation of laws and systems related to medical law and personal information protection was high among students who had no clinical practice experience, and there were no differences with regard to students' general characteristics. Second, the level of recognition regarding patient personal information protection and exposure did not differ depending on students' general characteristics and clinical practice experience. Conclusion: Based on the results of this study, students' recognition and attitude should be improved by carrying out continuous education on patient personal information protection. Furthermore, more specialized and systematic training related to patient personal information protection should be conducted to nurture appropriately trained paramedic students.

개인정보보호 이슈는 더 이상 정보처리 부서의 문제가 아닌 전사적이며 비즈니스 문제로 인식하여야 제대로 해결할 수 있다. 이러한 문제 성격 때문에 개인정보보호를 위한 최고경영층의 역할 및 책임을 강조하는 거버넌스 이슈가 최근 강조되고 있다. 따라서 본 논문에서는 개인정보보호 거버넌스의 개념을 정의하고 이를 효과적으로 구현하기 위한 7가지 성공요인을 도출하였다. 도출된 핵심성공요인은 실현가능성과 중대성 측면에서 포커스 그룹 인터뷰를 통해 검증하였다.

개인정보보호위원회는 대통령 소속으로 그 권한에 속하는 업무를 독립적으로 수행하며, 장관급인 위원장과 차관급인 상임위원을 포함하여 총 15명의 위원(대통령 지명 5, 국회 선출 5, 대법원 지명 5)으로 구성된다. 개인정보 보호위원회의 주요 기능은 개인정보 보호 관련 주요 정책 심의 의결 및 법령 제도 개선, 개인정보 보호 관련 공공기관 간 의견 조정, 중앙행정기관, 지방자치단체 및 헌법기관의 침해행위 중지 등 개선권고, 개인정보 보호에 관한 연차보고서의 국회 제출 등이다. 현행 개인정보보호법제는 독립된 형태의 외부감독기관인 개인정보보호위원회와 소관 부처들이 동시에 개인정보보호에 관하여 규율하는 다중규율체계가 특징이다. 현행법에 규정된 개인정보보호위원회의 기능과 역할은 국제적 기준이나 그동안 논의되었던 수준에 비하면 보호기구의 독립성과 권한 등에서 많이 부족하다. 이러한 위원회는 효율적인 개인정보보호를 위한 독립된 기구로서 충분한 역할을 하기 어렵다고 판단된다. 따라서 개인정보보호위원회의 설립취지를 살리는 법개정작업을 제안하고자 한다.

본 연구는 개인정보보호에 관한 지식이 실제 행동에 미치는 영향에 대해서 분석하는 것을 목적으로 한다. 개인정보보호 관련 지식은 개인정보 개념, 정보주체 권리, 정보보호 행동수칙, 개인정보 가치인식의 영역으로 구성하였고, 개인정보보호 행동은 개인정보보호수칙의 준수, 개인정보침해에 따른 피해구제 노력으로 설정하여, 초등학생 510명을 대상으로 조사하였다. 자기기입식의 방법으로 지식과 행동의 연관성을 측정하고, 행동에 미치는 영향 요인을 분석하였다. 연구결과, 첫째, 교육 유무에 따라서 지식과 행동의 4개 요인은 차이가 없었다. 둘째, 개인정보보호 행동에 영향을 미치는 요인으로 정보보호 행동수칙의 인지와 개인정보 중요성에 대한 가치인식에 관한 지식이었다. 본 연구는 개인정보보호에 관한 교육에 있어서, 어떤 지식을 위주로 제공해야 하는지에 대한 시사점을 제시했다는 데 의의가 있다.

The purpose of this research is to understand users' information protection behavior on personal information security from health psychology theory perspectives. Empirical results indicate that users' information protection behavior on personal information is predicted by perceived threat and perceived responsiveness. Perceived threat is determined by perceived susceptibility and perceived severity. Perceived responsiveness is determined by response efficacy and self-efficacy, but response cost is not significant. These findings provide an enriched understanding about users' information protection behavior on personal information security.

본 논문은 2023년 개정된 개인정보보호법 및 관련 법적 가이드 등을 분석하고, 개인정보 업무 위수탁 관계에서 필요한 항목을 통해 위수탁 계약에 대한 프레임워크를 제안하고, 국내에 부재한 수탁사 개인정보보호 현황 점검의 필수적으로 포함되어야 하는 공통항목을 제안함으로서, 개인정보 업무를 처리하는 수탁사의 기본적인 개인정보보호 역량의 강화와 필수적으로 수행하는 개인정보보호 점검에 대한 부담감을 완화하고 개인정보 유출 사고 발생 예방에 기여하고자 한다.

최근 몇 년간 크고 작은 개인정보 유출 사고가 끊이지 않고 있다. 그에 따라 개인정보보호 관련 법령이 지속적으로 제 개정 되고 있으며, 정보보호 제품도 발전하고 있다. 또한 보안 적합성 검증인 CC인증, 국정원 검증 암호모듈(KCMVP)등 정보보호 제품에 대한 인증체계도 엄격히 이뤄지고 있다. 본 논문에서는 개인정보보호 관련 법령인 개인정보보호법, 정보통신망 이용촉진 및 정보보호 등에 관한 법률, 위치정보의 보호 및 이용 등에 관한 법률과 신용정보의 이용 및 보호에 관한 법률, 전자금융거래법의 5개 법령의 물리적, 기술적, 관리적 보호조치 중 기술적 보호조치의 키워드를 분석 및 분류하였다. 그리고 법령상 기술적 보호조치와 CC인증 및 KCMVP 제품군과 지식정보보안산업협회(KISIA) 회원사의 정보보호 제품 분포와의 연관성을 분석하였다.
