국토교통연구개발사업 평가지표별 연구개발과제 선정에 대한 영향력 분석 - 국토교통기술사업화지원 사업을 중심으로 - (An Analysis of Influence on the Selection of R&D Project by Evaluation Index for National Land Transport R&D Project - Focusing on the Technology Commercialization Support Project -)

  • 국가연구개발사업 연구개발과제 선정에 대한 투명성과 공정성에 대한 개선 필요성이 지속적으로 제기됨에 따라, 국토교통기술사업화지원 사업을 대상으로 선정평가 지표별 평가 결과에 미치는 영향력을 분석하고 분석결과를 활용한 지표 개선 방안을 모색하였다. 연구자료는 2021년도 국토교통기술사업화지원 사업 중소기업 혁신, 스타트업 2개 분야의 신규 연구개발과제의 선정평가 결과 자료와 평가지표를 적용하였으며, 로지스틱 회귀분석을 이용하여 평가지표별 영향력을 분석하였다. 회귀모형은 분석결과의 신뢰성 제고를 위해 인공신경망 다중 퍼셉트론 분석을 수행하여 영향력이 낮은 평가지표를 사전에 제거하였다. 분석결과, 중소기업 혁신 분야는 인력운영계획에 대한 평가지표의 영향력이 가장 낮고 사업화 추진계획의 적절성 지표의 영향력이 가장 높게 나타났다. 스타트업 분야는 기술개발 적합성, 시장성, 사업수행 적합성 평가지표의 영향력이 상호 유사하게 추정되었으며, 기술성 평가지표의 영향력이 가장 낮게 나타났다. 본 논문의 분석결과는 지속적인 선정평가 지표의 개선 필요성을 시사하며, 분석결과를 활용한 타당한 평가지표 선정 및 공정한 연구개발기관 선정을 통해 국토교통 분야 우수 연구성과 도출 및 우수 기업 육성에 기여할 수 있을 것으로 사료된다.

  • 국내 공공건설사업에서 건설기술용역 발주 및 입·낙찰 과정은 공정성과 투명성이 강조되어 계량적 항목 위주로 업체를 선정하는 방법을 주로 적용하여왔다. 이로 인해 업체의 기술경쟁력을 강화하고자 하는 동기부여가 미흡하였고, 기술력을 기반으로 하는 업체선정방식의 필요성은 지속적으로 제기되어 왔다. 본 연구에서는 미국 공공건설사업에서의 건설기술용역 서비스 발주 및 입·낙찰 관련 미국 정부의 방침, 제반 절차 및 규정 등을 관련법 및 관련시스템을 통해 분석하고, 국내 공공건설공사에서의 건설기술용역 발주 및 입·낙찰 및 나아가 계약관리 및 사후관리에 있어서 공정하고 효율적인 건설기술용역 관리에 시사 하는 바를 도출하였다. 주요 시사점으로는 자격요건 및 역량 기반의 업체 선정, 제출 서류의 단순화, 발주자의 역할 및 책임 강조, 중소업체에 대한 배려, 탈락자에 대한 배려, 사후평가 등의 측면에서 국내 건설기술용역 발주 및 입·낙찰에 고려될 수 있을 것으로 기대된다.

민간투자 사업시행자 선정 절차 모델 개발 (Development of the Promoter Selection Procedural Model for Private Participation in Infrastructure Projects)

  • 본 연구는 유능한 민간투자 사업시행자를 선정하기 위한 절차모델을 제안한 것이다. 국내$\cdot$외 문헌과 기존 방식 및 제도에 대한 검토$\cdot$분석을 통하여 국내 민간투자 사업시행자 선정 절차의 현황과 문제점을 파악하였다. 적격심사 및 협상절차의 불합리, 사업 참여주체 간 의사소통$\cdot$정보교환 기회 부족 등 문제점을 도출하였으며, 각각의 문제점들에 대한 대안을 모색하였다. 면담조사 및 설문조사$\cdot$분석을 통하여 국내 실정에 적합한 대안을 설정하고 기존의 절차를 혁신한 새로운 사업시행자 선정모델을 제안하였다. 사전자격심사(PQ)제도의 시행, 사업계획 평가 및 협상 절차의 개선, 민간의 창의와 효율성 도입, 의사소통 및 정보교환의 활성화를 촉진할 수 있는 내용을 선정절차에 포함하였다. 또한 전체 사업시행자 선정이 객관적이고 투명한 환경에서 이루어 질 수 있도록 사업시행자 선정 Team의 구성$\cdot$운영을 제안하였다.

  • A widely accepted indicator of a project's economic potential is the internal rate of return (IRR). The primary objective of feasibility analysis for any project is to measure the economic potential for the project, normally defined as the expected return on capital investment. The analysis should be designed to determine whether a project is technically and economically sound, and under what conditions. Therefore, there are factors other than economic potential that must be taken into account in the reasonable composition of an investment program. These kinds of factors can be given proper consideration in project selection after the economic feasibility of alternative projects has been determined. The primary reason for having to choose among different projects is that capital resources are scare : the investment budget is limited. The case project, casting facilities investment project, treated in this paper were selected for their value in illustrating the methods of feasibility analysis. This case project an actual potential project and is analyzed on the basis of the best available data for the specific conditions for that project.

  • A selection technique for innovative projects on the beginning stage has been presented in this article. It can be applied in projects assessment in HEI, enterprises, development institutes, etc. It is rather difficult to assess the project quality on the beginning stage of R&D due to the uncertainty in the technical and economic indices but the new development analysis on this stage is of a great interest. By innovative project quality as a management object we will mean those characteristics relating to the results capacity of the projects and its realization process to satisfy the requirements to the innovative products competitiveness and their innovative attractiveness for investors. The most important question in the innovative projects management is the determination of its quality level under modern conditions. The aim of the research is to analyze and evaluate the decision making during the project management process. The objectives and hypotheses are assessment of an innovative project with the application of McKinsey's model is better to realizes by 3 stages: a) selection of optimal criteria; b) determination of weighing coefficients; c) projects positioning in a matrix.

  • The Maglav system project affects communities and are usually funded by public agencies. Evaluation of this project that considerably impact whole communities requires public involvement. This specific requirement of transportation projects determines the method of their evaluation as the impacts are estimated from the transportation economic point of view. Especially evaluation criteria must reflect the needs of the interested parties and should consider all foreseeable benefits and losses caused by the Maglav project. To select evaluation criteria and evaluation method may help a decision--maker in making a best selection for a Maglav project.

  • Selecting an appropriate railway system in urban railway project is an important step for an efficient public transport policy. This paper attempts to solve the railway system selection problems in the (pre)feasibility study or preliminary research of urban railway project, by the rough transportation demand forecasting and financial analysis. There are two stages in this paper: in stage one, we review the worthwhile and various criteria which presented in precedent studies; whereas in stage two, an structured selection criteria is proposed for determining the appropriate railway system in urban railway project. The utilization of the proposed criteria is demonstrated with the case of a newtown in the metropolitan area. The results show that proposed criteria can be used to make the rational decision for governmental financial condition and social benefit.

Practical Approach for Pavement Treatment Decisions for Local Agencies

  • Most local agencies such as counties and small cities continuously express difficulties in making technically and financially defensible decisions on their pavement infrastructure maintenance and rehabilitation. Unlike pavement systems managed by state highway agencies, the total lane-miles of many local pavements are significantly short and they are managed by a limited number of staff who typically have multiple responsibilities. Most local agencies also do not have historical pavement performance data and the lack of a systematic decision making framework exacerbates the problem. A structured framework and an easily accessible decision support tool that reflects their local requirements, practices and operational conditions would greatly assist them in making consistent and defensible decisions. This study fills this gap by developing a systematic pavement treatment selection framework and a spreadsheet based tool for local agencies. It is expected that the proposed framework will significantly help local agencies to improve their pavement asset management practices at the project level.

  • In the IT(Information Technology) service, which supply the solutions related to business management and IT, network construction and application trends, the related service business are increasing according to the enlargement of project scope and the diversity of project types as the need of service customers. In this paper, I propose the significant effect factors on the network management of IT service firms. The key findings are from the analysis result about 94 IT service firms as follows. For implementation the high performance of network management in the IT service firms, the strategic elements in the process of network construction are more conceived highly than the basic element in them. Also the perspective of project objectives are considered than the nominal perspectives in the partner selection process. The competency of partner firms', the cooperation process between the partner firms', network relation operation management and network relation structure management are the significant effect factors of network management.

  • The analytic hierarchy process (AHP), a well-known and useful decision making method, has been applied to R&D project evaluation and selection. The objective of this study is to propose a new model for evaluating and selecting R&D projects of Samsung Electro-Mechanics, the top manufacturer of electronic components in Korea, using the AHP. To show the validity of the new model, we strived to successively compare the final priorities for R&D projects with the priorities obtained by the existing model and the new model respectively.
