국민경제에 상당한 비중을 차지하는 건설산업에 대하여 적정수준의 경기 유지와 산업의 효율성 개선 및 경제 활성화를 위한 방편으로 민간투자사업이 활성화되고 있다. 최근 민간투자산업이 활성화되면서 민간사업자측에서는 건설사업관리(CM)의 도입을 통한 사업의 성공적 수행을 도모하고 있는 반면, 민간투자사업을 관장하는 주무관청은 민간사업자측에 비해 경험 및 역량이 부족한 실정이다. 이에 본 연구에서는 주무관청의 업무역량을 강화하기 위한 방안으로서 기존의 발주자지원형 CM의 업무확장의 개념으로 기존의 CM의 업무체계를 유지하면서 주무관청을 적극적으로 지원하기 위한 파트너쉽지원관리 (Partnership Support Management; PSM) 방식을 도입하기 위하여 민간투자사업의 추진단계를 사업개발단계, 사업고시단계, 사업평가단계, 사업협약단계 및 변경협약단계의 5단계로 분류하여 PSM 참여가능시점 및 유형과 이해관계자의 상관성을 고려한 PSM 업무수행구조와 업무프로세스를 제안하였다. 본 연구에서 제안된 PSM 업무모델은 주무관청의 업무이해도를 향상하여 업무역량 강화 및 업무 부담을 경감시켜, 민간투자사업의 추진을 효율적으로 수행할 수 있을 것으로 기대된다.

The purpose of the study is to look into the likelihood of private sector enterprises going bankrupt due to COVID-19 pandemic-related issues. The data for this study was taken from the World Bank's Enterprise Survey, which was intended to assess the impact of the COVID-19 pandemic on the business sector. This study uses the Ordinal Logit Method to analyze the model with dependent variables having ordinal values. The determinants reflect business performance, innovation, business relationships, and government support. According to the estimation results, a lower probability of business closures, illiquidity, and payment delays are found in businesses that maintain sales growth, operating hours, temporary workers, product portfolio, consumer demand, and input supply. Meanwhile, the increase in online business activities and receiving support from financial institutions and the government do not help businesses reduce the risk. Moreover, higher survival is found in manufacturing and developing countries. This implies the fragility of businesses in the retail and service sectors, especially for mega-enterprises in developed countries. In addition, the negative impact of the COVID-19 pandemic on businesses in Europe and West Asia is less severe than in other regions. The results imply policies to support the private sector during the pandemic, such as increasing labor market flexibility or rapidly implementing supportive policies.

Purpose - The purpose of this study is to investigate the role of Teamwork on Engagement among employees of private primary and secondary schools in Plateau State, Nigeria using the dimensions of Teamwork, which are Communication, Leadership, Team Structure, Situation Monitoring, and Mutual Support on Employee Engagement. Research design, data, and methodology - To analyze the relationship among the variables, the study adopted the descriptive and explanatory research design, and a cross-sectional survey method using a survey questionnaire containing 29 items, with a 5-point Likert scale. The samples of 274 employees (both academic and non-academic) were selected using a simple random probability sampling technique. Multiple Regression was used to analyze data with the aid of the statistical package for social sciences (SPSS version 23.0). Result - This shows that Communication, Leadership, and Situation Monitoring have a positive and significant relationship on Employee Engagement, while Team Structure and Mutual Support show a negative direction but still maintained a significant relationship. Conclusion - The management of private primary and secondary schools should pay attention to Communication, Leadership, Team Structure, Situation Monitoring, and Mutual Support among their employees to promote Employee Engagement in the workplace. It also recommends that future studies should be carried out in other sectors.

The purpose of this study is to investigate the business performance determinants of private consulting firms supporting bottom-up local development projects in rural areas. Under the shortage of well-trained rural development professionals, Private consulting firms support rural development projects driven by the residents. Considering the important role for consulting firms to play in the success in rural development projects, it becomes necessary to review the circumstances of consulting market on rural development projects. This study targeted 80 companies that are listed in the book rural development consulting firms. Analysis showed that factors influencing the business performance are not professional competencies but other external factors. The implications based on the above results need to be considered for policy-making to ensure that consulting company selection must be guaranteed of the consulting firms'capability by detailed fields of consulting firms' capability, and the training system for rural development experts must be formed.

본 연구의 목적은 민관협력의 중요성이 등장함에 따라 재난관리에 민관협력을 도입하기 위한 방안모색이다. 이를 위해 현행 재난관리 민관협력의 문제점과 이에 대한 개선방안을 관련 전문가들의 의견을 수렴하여 정리했다. 재난안전분야에서 기업의 사회공헌활동 참여를 독려하기 위해서는 첫째, 정부와 기업 간 협력 네트워크 확보, 둘째, 민간기업의 사회공헌활동 참여 확대를 지원하는 콘텐츠 발굴, 셋째, 민간기업의 사회공헌 활동참여를 유도 및 민관협력을 지원하는 활용기금 확보, 넷째, 기업의 사회공헌에 대한 국민의식 제고 방안 지속 추진, 다섯째, 사회공헌활동 참여기업 브랜드 가치제고와 인센티브 강화이다. 본 연구는 재난안전분야에 기업의 참여를 독려하는 방안으로 관련 정책 및 지원제도를 운영하는 데에 기여할 수 있다. 향후 연구는 환경변화에 따른 기업이 재난관리에 참여할 수 있는 방안을 설문지 등을 통하여 연구 할 수 있을 것이다.

본 연구는 산주들을 대상으로 사유림 지원제도 이용 실태를 조사하여 지원제도의 현황과 문제점을 분석하여 개선방안을 제시하는데 도움이 되고자 수행하였다. 사유림 경영 지원제도의 인지도에 대해서는 독림가 57.8%, 임업후계자 47.6%인 반면 일반산주는 불과 17.6% 만이 인지하고 있는 것으로 나타났다. 지원경험도 인지도와 마찬가지로 독림가 79.2%, 임업후계자 58.6%인 반면 일반산주는 28.6%로 현저하게 낮은 비율을 보였다. 지원을 신청하기 못한 이유로는 '지원제도를 모름'에 대한 응답이 독림가, 임업후계자, 일반산주 각각 36.1%, 43.0%, 78.6%로 나타난 인지도분석 결과와 유사한 경향을 보였다. 반면 사유림 경영 지원에 대한 효과정도는 독림가와 임업후계자보다 일반산주가 높게 나타났으며, 전반적인 만족도 역시 독림가 28.5%, 임업후계자 36.8%, 일반산주 41.5%로 나타나 오히려 다소 지원횟수가 적은 일반산주에게서 경영전반에 대한 만족도가 높은 것으로 나타났다. 이에 따라 우리나라 산주의 대부분을 차지하는 일반산주의 적극적인 산림경영을 유도하기 위해서 사유림 지원제도의 인지도 개선이 필요하며, 지자체와 산림조합의 적극적인 홍보대책과 지원정책 마련이 필요할 것으로 보인다.

The advance of the smart working environment came the expectation that it would innovate and revolutionize the way people work, particularly in a society where smart work is readily available for creating a collaborative and 'connected' business. One of the core infrastructure elements for making smart work a viable option is the smart work center, the promotion of which requires a new form of 'smart work center business model' that can satisfy the purposes of both public services and private businesses. This calls for collaboration between the public and private sectors. Recently a number of businesses have been making significant headway in the creation of a new environment for business support and collaboration by adopting a sharing economy business model in their offices. The so-called 'Coworking Space' is an advanced form of business environment in the emerging 'smart work' era, and comes with the benefits of reduced costs as a result of sharing office space and knowledge sharing through the use of human networks. This paper describes the framework of a 'smart work center business model based on the sharing economy' using a BMC (Business Model Canvas), with an understanding of the characteristics inherent to the smart work center and the sharing economy. It was on the basis of this framework that a smart work center model for business incubation and startup, a private smart work center model for childcare services, and a community marketplace model with a global network were developed.

본 연구는 중소벤처기업부 팁스(TIPS) 지원사업이 팁스 창업기업의 기업가정신에 미치는 영향에 대해 연구하였다. 연구대상에 해당하는 팁스 창업기업은 팁스(TIPS) 지원사업에 선정되어 사업화자금, 보육시설, 역량강화 프로그램에 모두 참가하였고, 민간투자 유치까지 받은 기업으로 선정하였다. 팁스 창업기업 13개사를 대상으로 2022년 1월 14일부터 2022년 3월 11일까지 약 8주간 1:1 심층 인터뷰를 진행하였다. 본 연구를 위해 팁스(TIPS) 지원사업을 세분화하여 사업화자금, 보육시설, 역량강화 프로그램 그리고 민간투자 유치 총 4가지로 분류하였으며, 기업가정신 요인은 혁신성, 도전정신, 리더십, 위험감수 총 4가지로 구분하였다. 심층 인터뷰 결과, 팁스(TIPS) 지원사업이 기업가 정신 요소에 미치는 영향력은 도전정신, 혁신성, 위험감수, 리더십 순으로 나타났다. 구체적으로 살펴보면 사업화자금은 혁신성과 위험감수, 보육시설은 도전정신과 위험감수, 역량강화 프로그램은 도전정신과 리더십, 민간투자 유치는 혁신성과 도전정신에 영향력을 미치는 것으로 나타났다. 본 연구의 시사점은 민간투자 주도형 기술창업지원 프로그램인 팁스(TIPS) 지원사업이 2013년 도입 후 2022년 3월 말 기준으로 약 10년 차를 맞이하였으며, 그간 민간투자실적, 고용률 등 가시적인 성과 중심으로 보고서가 작성되었다. 또한, 본 연구를 통해 팁스(TIPS) 지원사업이 팁스 창업기업에게 기업가정신 함양에 기여했는지를 분석해봄으로써 양적 성장뿐 아니라 질적 성장에도 긍정적인 영향력을 미치고 있다는 것을 알 수 있었다.

The Ministry of Maritime Affairs and Fisheries is supporting the "Environmentally Friendly Fisheries Promotion and Private Assistance Project" to increase production of eco-friendly, high-value-added foods. Private-backed operators selected for the project will have an economic opportunity to build, expand or refurbish eco-friendly fishing grounds. To facilitate this, the scope of project support was expanded after 2015 and an opportunity was prepared for private subsidy projects to grow to a new level in terms of quality and quantity by switching to a public offering project. However, starting in 2017, demand from the private sector will plunge and selected projects will be delayed or the project implementation rate will be lowered. It was a time for subsidy-related laws and systems to be reinforced but private subsidy projects do not temporarily shrink simply due to the increased administrative burden on private subsidy operators on subsidy management. It plans to review the correlation between laws and systems related to the construction of fish farms and suggest ways to enhance the efficiency of implementation so that economic advantages, the biggest advantage of the private subsidy project, can be recovered within the current legal system.

Security is very important in EC(Electronic Commerce) environment because exchanged information(that is transaction details, private data, charges data(card-no, accounts), etc) is various and is very sensitive. So, In this paper, we propose Secure-ReXpis(Reliable St excellent Xh3 Processing Infrastructure) System that transfer message and support Message Level Security(Encryption/Decryption and Digital Signature). And we implement Message Confidentiality Service, User Authentication ＆ Message Integrity Service and Non-Repudiation Service among the various Security Services. This system support XML message format and EDI message, WEB Data and Private Format Data, etc.
