  • This qualitative study is designated to explore the reality of social welfare related to the co-occurence of domestic violence and child maltreatment in Korea. "Alone and Together" is elicited as the main theme from the analysis of social workers' experiences with the co-occurence problem in the two fields of domestic violence and child maltreatment. Despite the fact that the social workers are aware of the co-occurence problem embedded in their field cases, they don't assess and intervene with the problem on set purpose. Each field has dealt with the problem according to the field priority for either women or children separately. However, the social workers in the both fields desire alternatives effective for their cooperation and linkage to each other when confronted with the intersection of interdependent needs and problem-solving for the woman and the child. The development of multi-level research, assessment tools, and compulsory education courses for practitioners related to the co-occurence problem is suggested.

Development of Revenue Change Index by New Highway Opening Under the Unified Revenue System (통합채산제하의 신규 고속도로 개통으로 인한 통행료수입 변동지표 개발)

  • When the new highway is opened, the new highway has alternative or linkage relationship with current highway networks. This change will lead to the different traffic patterns which can also lead to the change of toll revenue in other surrounding highways. This study investigates the change of revenue on the current highway networks caused by the new highway opening under the unified revenue system. Moreover, this study calculates the effectiveness of the revenue fluctuation when the highway system is under controlled by the public or private institution and proposes the meaning of the revenue fluctuation to those institutions. This study also proposes an index of revenue change that could be used to reflect the individual project evaluation and set the priority between multiple projects. Some limitations and future research agenda have also been discussed.

  • In recent years, national R&D programs tend to become larger and more complicated, which necessitates strengthening the overall coordination of national R&D programs at the inter-ministerial level from the program planning stage. This paper looks into the status and problems of Korea's national R&D programs and proffers ways to improve the current system It highlights the problems shown in the process of the 2004 overall coordination and their rectification. First, various ad-hoc private-led committee brought about inefficiency in decision making process. Therefore, it is necessary to streamline such committees and strengthen the function of the Office of Science and Technology Innovation, Second, in view of the implementation of the overall coordination system, it is necessary to identify the problems in full detail that were raised in the course of the previous year's overall coordination so that new projects can be allotted minimal grades and follow-up activities can be efficiently put into execution. Third, it is necessary to establish standing committees for constant review and efficient utilization that will be devoted to reviewing programs overlapped and their linkage. Fourth, priority of investment regarding the nation's strategic policy direction should be reflected. Fifth, given the lack of performance-based evaluation system, it is necessary to develop macro and micro evaluation indices in conjunction with enacting the tentatively named "Performance-based Law." The overall coordination system of national R&D programs should be supplemented and further developed in relation to the aforementioned problems and their rectification in order to enhance the expertise, fairness, and efficiency of the nation's R&D coordination system.

  • PS-LTE, which is mentioned as a next-generation disaster network technology, is a communication technology that supports communication between terminals and group communication necessary for public safety communication based on LTE technology. Currently, Korea is establishing a PS-LTE network construction plan and installing a PS-LTE system. The world is currently making a lot of efforts to build a disaster network system using PS-LTE. However, due to the characteristics of the closed network that only the related persons can access, it can not be operated like the existing commercial network, so it is necessary to build a new network. And it is expected that many periods and costs will be required. In order to establish a disaster safety communication network efficiently, it is necessary to consider the linkage of PS-LTE network, which is newly constructed by complementing the problems such as security and access priority to existing LTE network rather than unconditional new construction.

  • To provide high-quality services, national public institutions and companies have provided information and materials over the internet network. However, a risk of malware infection between transmission and reception of data leads to exposure to various security threats. For this reason, national institutions have proceeded with projects for network separation since 2008, and data linkage has been made using network connection storage through network separation technologies, along with physical network separation. However, the network connection storage has caused waste of resources and problems with data management due to the presence of the same data in internal network storage and external network storage. In this regard, this study proposes a method to connect internal and external network data using NAS storage as a way to overcome the limitations of physical network separation, and attempts to verify the priority of items for the optimization of network separation by means of AHP techniques.

A Study on Developing the Contents of Historical Education Using Social Network Analysis (사회연결망분석을 활용한 거대사 교육 콘텐츠 개발 방향 제안)

  • This study aims to provide suggestions for the development of educational contents on historical events that can solve the existing curriculum's problems, such as the disproportionate weight given to Western historical events. The study focuses on content ranging from the start of the Agricultural Revolution (7000 BC.) to the start of the Industrial Revolution (AD. 1760). The results are as follows. We used the Delphi technique for deriving global historical events. Among them, 56 historical events were selected as the data for Social Network Analysis (SNA). The results of SNA showed that topics related to Civilization has a high priority. In addition, the results of a coagulation analysis showed the events can be divided into seven groups. The classification criteria is different from the criteria used for the current period. We expect that the suggested framework developed for historical contents will constitute a new approach to historical interpretation through network visualization and linkage analysis.

  • The strength of our country is based on high-speed networks to build a nationwide health information network to improve the quality of health care is needed. However, nature of the medical services in the hospital medical record form, so that all departments characterize each medical department, a common format that can be used for all disease is a very difficult challenge. This study is one of the ways to improve this priority issue on health information sharing medical information system(PACS/HIS) information linkage between the problem of information, compatibility and security issues derived. The problem is derived from the requirements of theorem 3 to 6 items. This is effective in order to improve sharing of medical information for the purpose of designing the software system. Sharing of medical information software system design are derived from stakeholders, requirements analysis, architecture design, software framework, configuration, architecture evaluation process. This study is based on the medical information standardization environmental diagnosis of a medical information system design. Software design philosophy is based on a new framework for deriving the function and mechanism made up.

An Exploration of Crops Listed in Gwanhyuji, an Agricultural Book in the Joseon Dynasty for the Promotion of the Diversity of Urban Gardens

  • Urban agriculture, which promotes communication in vulnerable classes and the formation of social networks has been gaining attention with an emphasis on healthy city, elderly-friendly city, safe city and happy city as future keywords about urban life. There is a growing interest in public awareness in many areas such as health, society, economy, and ecology. As an attempt to improve the diversity of urban gardens, this study begins with collecting suitable crops for urban gardens from "Imwongyeongjeji (林園經濟志)," an encyclopedia written by Yoo-Ku Seo, a scholar in the 18-19th century. Out of those recorded in "Gwanhyuji (灌畦志)," 128 kinds of crops with linkage of the historical achievements of the realists who gave their priority to public welfare were selected and 53 crops which had traditionality, historicality, health functionality and popularity were finally selected. The properties (cold, warm, clam) of the selected crops were evenly distributed, and there was no crop that was hot and cool. In addition, the number of crops that have a sweet taste was the highest, followed by spicy and bitter, but there was no salty vegetable, which can be attributed to the fact that 12 namuls (wild vegetables) that grow in seas were excluded in this study since they were not suitable for urban gardens. Urban gardens can be transformed from those that focus on primary production and secondary consumption activities into a new resource that offers educational and traditional values by applying humanities to urban agriculture as a content resource in the era of cultural consilience and convergence. It is expected to satisfy urban residents' intellectual and participatory needs and to enhance the diversity and utility of urban gardens by applying traditional knowledge to a new model of urban agriculture. We hope that further research will be conducted to develop new types and models of urban agriculture going forward.

Development and Application of Water Balance Network Model in Agricultural Watershed (농업용수 유역 물수지 분석 모델 개발 및 적용)

  • To effectively implement the integrated water management policy outlined in the National Water Management Act, it is essential to analyze agricultural water supply and demand at both basin and water district levels. Currently, agricultural water is primarily distributed through open canal systems and controlled by floodgates, yet the utilization-to-supply ratio remains at a mere 48%. In the case of agricultural water, when analyzing water balance through existing national basin water resource models (K-WEAP, K-MODISM), distortion of supply and regression occurs due to calculation of regression rate based on the concept of net water consumption. In addition, by simplifying the complex and diverse agricultural water supply system within the basin into a single virtual reservoir, it is difficult to analyze the surplus or shortage of agricultural water for each field within the basin. There are limitations in reflecting the characteristics and actual sites of rural water areas, such as inconsistencies with river and reservoir supply priority sites. This study focuses on the development of a model aimed at improving the deficiencies of current water balance analysis methods. The developed model aims to provide standardized water balance analysis nationwide, with initial application to the Anseo standard watershed. Utilizing data from 32 facilities within the standard watershed, the study conducted water balance analysis through watershed linkage, highlighting differences and improvements compared to existing methods.

A Study on the Promotion of Inter-Korean Cooperation in Natural Environment Sector - Focusing on Identifying Potential Cooperation Projects Based on Case Studies and Expert Surveys - (자연환경 분야 남북협력 증진 방안 연구 - 사례분석 및 전문가 인식조사에 근거한 잠재 협력사업 발굴을 중심으로 -)

  • This study aims to construct an ecological community and lay the foundation for sustainable development in the Korean Peninsula by promoting cooperation between the South and North Korea in the non-political and no-military natural environment sector under the rapidly changing inter-Korean relations. It analyzed South Korea's aid and international cooperation projects in natural environmental sectors in North Korea and examined North Korea's national plan and the cooperation projects that North Korea proposed to the international community to identify potential cooperation projects. It selected 15 potential cooperation projects and 6 crucial factors to be considered in prioritizing the projects through case studies and the first expert survey (five persons). The six crucial factors were i) urgency, ⅱ) linkage between North and South Korea (ecological community in the Korean Peninsula), ⅲ) contribution to sustainable development (prosperity), i) North Korea's acceptability, ⅴ) cooperation conditions and budget, and ⅵ) project sustainability. The second expert survey (14 persons) focused on prioritizing the 15 potential inter-Korean cooperation projects in line with six crucial factors. The 15 potential inter-Korean cooperation projects in the natural environment were comprehensively reviewed and scored based on the six crucial factors. The resulting priority projects were identified as follow: i) Mt. Seorak - Mt. Keumgang International Peace Park, ⅱ) support and cooperation for agro-forestry, ⅲ) joint conservation projects for internationally important migratory birds (such as Black-faced Spoonbills and Cranes), iv) inter-Korean ecotourism linkage and promotion, and ⅴ) establishment of integrated information system on leading ecosystems and biodiversity in the Korean Peninsula. The priority cooperation projects presented in this study are based on the perception of experts engaged in inter-Korean natural environmental cooperation in consideration of existing cooperation cases and conditions. For the actual implementation of these potential projects, a systematic approach, including the formation of consensus between North and South Koreas and the creation of a cooperative network with suitable partners suitable for each project's characteristics, would be needed.
