Moon Jae-in as the government was launching new records & Archives management innovation is promoted. It was necessary to overhaul the Presidential Records & Archives Act and resolve the issues so far. The key issues include the establishment of individual presidential archives and the guarantee of access to former presidents. The current administration of presidential records is being carried out in the position of a manager (agency). The system's biggest "customers" are discussing management difficulties, even though they are former presidents. Record management should be a customer-centered information service. The "core customer" of managing presidential records is the former president. Another important problem is to separate the Presidential Archives from the National Archives to strengthen its status.

This study aims to find complex service plans for individual presidential archives. It analyzes previous studies dealing with the justification, cases, and services of individual presidential archives. The characteristics, functions, and service aspects of individual presidential archives are theoretically discussed. As a case study, the services of individual presidential archives in the United States are analyzed, and the study finds the complex nature of the services. Furthermore, interviews with archival experts are conducted on the subject of the current status of the presidential archives, experience in use, and improvement measures to discuss the problems and limitations of the current integrated presidential archives services and diagnose the prospects of individual presidential archives. In conclusion, it proposes the individual presidential archives service strategies in four areas, namely, information service, research support service, exhibition service, and outreach service.

This study is a basic study for the comparison and analysis of the current status and service of the Unified Presidential Archives and the civilian memorial hall, which manages the country's presidential records. For this purpose, the Presidential Archives and individual private memorial halls were surveyed on the current status of records, online and off-line services, and legal and institutional records. Based on this, the study analyzed the characteristics and differences of the Unified Presidential Archives and individual private memorial halls. This study is meaningful in that it attempted to compare and analyze the characteristics of the Unified Presidential Archives and individual private memorial halls and that the two agencies sought basic research to develop cooperative relations.

I examined the U.S. presidential library system and suggested some directions of establishment and management presidential library in Korea. To promote the preservation and use of presidential records, it is very important to establish an workable presidential archives system in Korea. Following is my observations and lessons from the study of U.S. presidential library system It is legitimate and reasonable to establish a presidential archives system in Korea under the authority of GARS for professional and neutral management. The presidential archives should be managed professionally and neutrally, free of political interventions and parti san considerations. For accountability and transparency of the government, the neutrality of the presidential archives is a must. The presidential records should be protected for a certain period to encourage their production and preservation. A legal apparatus to protect them is necessary. Archivists should make a comprehensive catalog of the presidential archives available to public, especially provide an online search system. Online catalog system of Ford and Carter Presidential Libraries are examined to help understanding of the issue. Finally, GARS should proceed to make a workable laws and regulations Lo provide the legal foundations for the establishment of the presidential archives. Public awareness and supports will only malle it possible. In sum, the presidential archives should be established as an attached archives of the GARS to guarantee a professional and neutral management.

This study raises the need to establish a 'Presidential Digital Archive Platform' that actively shares and opens related information and data by linking and integrating the presidential knowledge infrastructure. The Presidential Digital Archive Platform can promote the quality and value of presidential records as a "Governance Platform" where "Presidential Archives", "Presidential Archives-related Institutions" and "users" can interact through presidential records. And it will provide an opportunity to create a new paradigm. For this purpose, 'Presidential archives portal analysis' and 'Presidential Archives-related Institutions analysis' will be conducted to identify improvements and requirements when establishing the Presidential Digital Archive Platform. In addition to deriving implications through 'Digital Archive Platform case analysis' at home and abroad, measures to strengthen presidential archival reference services were discussed. Finally, based on the results, a step-by-step implementation strategy for platform construction was presented.

This study aims to investigate services of presidential archives in Korea for users who utilize holdings of the archives for scholarly purposes, as well as to examine users' perception of the services. For these purposes, the study analyzed the content of 13 U.S. presidential libraries' Web sites in terms of their research services. In addition, it examined the content of a Korean presidential archives' Web site regarding its research services. Telephone interviews of three staff members of the presidential archives were conducted to better understand the services. With this, three users who have written research papers by using presidential records were interviewed by telephone. It was found that federated search services, access by subjects, and related records of search results were considered necessary by users. A variety of digitized records should be provided online and the services needed should be changed from mere processing of FOIA requests to archival reference services to meet users' needs. Congruently, the presidential archives should provide specialized services to offer records relevant to users' research interests and to provide the compilation of selected records crucial for research.

The study aims to identify the problems of the research support service in presidential archives for users who use archives for scholarly purposes. For these purposes, the study conducted a literature survey. Moreover, this study compared and analyzed the content of presidential archives' Web sites between the U.S. and Korea. In addition, we examined the interviews via e-mail with an archivist working in the presidential archives in the U.S. and gained the materials from the presidential archives in Korea through a request of information disclosure. It was found that six improvements were considered by academic users to meet their needs. Consequently, based on the analysis, a research support services framework consisting of a service category was developed. With the proposed services, the academic utilization of presidential archives can be facilitated.

Presidential archives have higher historical value than other public documentaries. It is a reliable documentary reflecting aspects of contemporary life and has high value and availability in the education field. This study suggests how to intensify the role as an intelligence service of presidential archives and how to develop the utilized-Presidential Archives mobile education contents in G-learning environments to lead the positive awareness on Presidential archives. After suggesting the 7 levels methods about the development of mobile education contents using presidential archives in G-learning environments, This study shows the case of the applied educational contents on the subject of $5^{th}$ grade at the elementary school. 7 levels methods include pre-planning, pre-design, selecting presidential records, presidential records story-telling, making the storyboard, implementing a game, sharing and assess.

This paper attempted to analyze the presidential archives of the participatory government in the labor and employment policy secretary's office. This approach is meaningful in that it provides basic data for evaluating presidential records and facilitating their use. Furthermore, evaluation of participatory government labor policies can help create a research environment based on archives. This paper also focused on the evidence value of document management cards that can confirm the entire decision-making process. This is an eloquence of the quality of the participatory government presidential archives.

Archives should promote services to users using various outreach service methods. Although the archives' tour program is one of the effective means of services, there has been few studies on the archival tour program. This study investigated archival tour programs and tried to suggest a desirable tour program, with the Korean Presidential Archives as a case. For this study, four U.S. Presidential Libraries' tour programs were investigated and analyzed. Also, tour programs offered in similar organizations in Korea, such as Kim Daejung Library, Diplomatic Archives of the Ministry of Foreign Affairs, and National Library of Korea, were analyzed. Current tour programs offered by the Korean Presidential Archives were also analyzed and some limitations were identified. Based on the characteristics of the Korean Presidential Archives, which will be moved to independent building in Sejong City soon, desirable direction to organize tour programs for various user groups were suggested.
