우정사업본부는 국민들에게 우편, 예금, 보험 등 양질의 우정서비스를 제공하는 공적 역할을 수행하고 있다. 비록, 산업의 발전으로 우편기계가 자동화 되고 있지만 우편 소통 과정에서 종사자는 교통사고, 끼임사고, 근골격계질환 등 각종 산업재해에 노출되어 있어 중대재해를 예방하기 위한 산업안전보건 활동이 필요한 상황이다. 본 연구에서는 우정사업본부 소속 공영우편업 물류센터에 근무하는 종사자를 대상으로 안전보건 의식 수준을 분석하였다. 분석 결과 안전보건 의식 향상을 위해 규정 및 절차, 조직 구성, 안전보건교육 방법 개선 등 중점 추진하여야 할 과제를 5가지 항목으로 구분하여 제언하였고, 효율적인 산업재해 예방을 위한 제도 수립에 기초할 자료를 제시하였다.

현재 유편봉투의 상태를 점검한 후, 우편 자동처리 센터(우편집 중국)에서 거의 대부분 OCR(Optical Character Recognition)로 우편주소 및 우편번호를 판독하여 3 of 5 형광(발광) 바코드로 7자리를 인쇄하고, 바코드 구분기(Barcode Sorter)에서 우편물을 자동구분 처리하고 있다. 일반적으로 자동처리 중에 우편주소 및 우편번호 잘못 기재, 주소 및 바코드 인쇄품질의 불량 등에 의하여 오류로 구분되어지는 우편 물량은 전체 우편물량의 31∼35%를 차지하고 있다. 본 논문에서는 이러한 문제점을 해결하기 위하여 도입될 고객 바코드 인쇄제도를 지원하기 위한 우편용 3 of 5 고객 바코드 및 우편주소 검증시스템을 개발하였다. 고객 바코드 검증시스템은 정해진 규격에 의해 고객 바코드가 정확하게 인쇄되었는지 검사하는 검증자 3 of 5 고객 바코드 검증시스템, 바코드 판독결과에 의하여 우편주소가 올바르게 작성되었는지 검사하는 우편주소 검증시스템을 제공하는 것이다.

현재 우리나라의 인만 서장우편 물량은 매년 증가하고 있는 추세이며 특히 월말이나 연말에 집중화되는 계절성과 순환성의 특성을 보인다. 그러나 우편물량의 증가와 월말 또는 연말에 집중화되는 현상에 적절히 대응하지 못하고 있으며, 집배원의 인력 부족으로 서비스의 질적 저하와 업무 부하량 증가 등의 문제가 더욱 가시화되어 가고 있다. 이러한 상황에서 신속한 우편물 처리와 집배원의 업무 경감 등을 위해 배달우편물 순로구분 시스템, 주소정보 시스템 도입 등의 노력이 시도되고 있으나. 일반 소비자 또는 다량 우편물 발송업체 등의 주소 기재 방식이 일정하지 않고 표현 방법이 다양하여 자동화 기계 및 집배원 업무효율의 저하가 예상되고 있는 실정이다 따라서 본 논문에서는 우편물에 기입하는 주소의 표기 표준화를 통해 주소인식률과 집배원의 배달 구분 업무 효율성을 향상시키고자 한다. 먼저 국내 우편주소 체계와 정보 구조를 살펴보고, 각각의 문제점을 파악하여 표준화 시 고려할 요소들을 표기 내용을 중심으로 정리하였다. 그리고 자동주소인식을 위해 다양한 형식의 결정을 위해 고려사항들을 제시하였다.

This paper presents a landscape design for the citizen plaza around the ˝Woojeongchongkuk˝(the 1st Korean postal building) where the ˝Gapsinjeongbyeon˝(1844 coup d´etat) occurred and which was once used as the ˝Jeoneoigam˝(a palace hospital). The site is located in 39 Kyeonji-dong, Jongno-gu, Seoul, and of which area is about 2,013$m^2$. The landscape design goals are to build traditional spaces which fit the traditional buildings and where people feel the old atmosphere; to build interesting spaces where people can learn the post and telegraphic history; and to build nature-friendly green rest spaces in the city. To achieve these goals, symbolic, traditional, educational, historical, and environmentally-friendly concepts are developed. With this concept the space is divided into two axis of the pst and telegraph of Korea. Along the two axis the Postage Stamp ˝Madang˝(yard), the Letter Garden, the Telegraphic ˝Ddeul˝(garden), the Communication Plaza, and the ˝Jeoneoigam˝(old palace hospital) and the ˝Gapsinjeongbyeon˝(1884 coup d´etat) Memorial Place are arranged. The Postal Stamp Madang which symbolizes the first Korean postage stamp is a space for studying history and evolution of stamps in Korea. The Letter Garden which symbolizes and formalizes a letter paper is composed with white bamboo trees which are planted linearly and long granite benches on which famous letters are carved. In the Telegraphic Ddeul which symbolizes the telegraph, the history of the telegraphic instrument and the telephone is exhibited. In the Communication Plaze which symbolizes future post and telegraph service extending to the world, the images of satellite communication, internet, webmail etc. are exhibited. The Jeoneoigan, and the Gapsinjeongbyeon Memorial Place is for memorializing the historic place and events. Throughout the whole place, various models and ceramic picture tiles about the post and telegraph and exhibited for effective education. In conclusion, sustainable management schemes for the site are suggested.

본 논문에서는 새로이 재편될 우편 업무를 위한 통합 모델을 설계하였으며, 설계 단계는 다음과 같이 4단계로 나누어 진행하였다. 첫째, 기존의 우편 업무와 재편될 우편 업무를 수집, 운송, 배달 업무로 구분하여 분석하였고, 둘째, 통합 우면 모델 설계시에 적용할 몇 가지 기준을 개발하였으며, 셋째, 모델링 기준을 적용하여 우편 업무 단계별로 객체 지향 모델을 설계하였다. 마지막으로, 개발 모델에 적용되는 메소드를 분류하고 그 중 일부 메소드는 제약 조건과 트리거 개념을 적용한 능동 기반 메소드로 개발하였으며, 일부는 추론 기능을 지원하는 지식 기반 메소드로 개발하였다. 이와 같이 개발된 메소드는 각 정보의 속성값과 캡슐화되어 저장되어짐으로써 객체-능동-지식 기반 우편 업무 데이타베이스 모델을 형성한다. 마지막으로 개발 모델 동작 시나리오와 서비스 시나리오를 구성하여 실제 응용이 가능함을 보였다.

Objective : This study aimed to develop a customized EAP program for post office workder, incorporating mindfulness and positive psychology, and to test the effectiveness of the intervention on job burnout and well-being of the postal workers. Methods : Participants were currently working postal employees and were recruited voluntarily through the website of the Korea post human resources development institute. A total of 42 workers participated in the program until the end and completed preprogram and post program questionnaires. Results : The results showed that the mindfulness-positive psychology EAP program significantly improved the participants' mindfulness (t=-5.021, p<0.001), job burnout (t=5.824, p<0.001), self-esteem (t=-4.852, p<0.001), positive affect (t=-4.534, p<0.001), negative affect (t=5.635, p<0.001), and body tension (t=6.355, p<0.001), with statistically significant effects on all measures. Conclusion : The results indicated that the mindfulness-positive psychology EAP class had a significantly positive effect on increasing mindfulness, self-esteem, and positive affect and decreasing job burnout, negative affect, and body tension among postal workers, demonstrating the usefulness of an integrated approach.

현대산업사회에서 화물운송은 종래 대규모 완제품을 대량으로 운송하던 것과 달리, 소비자의 다양한 요구를 반영하여 여러 종류의 소규모 화물을 빈번하게 수송하는 것이 특징이라 할 수 있는데, 그러한 화물 운송업의 시류를 잘 반영하고 있는 것이 국제특송이라 할 것이다. 특히 해외 진출기업 및 유학생의 증가와 더불어 세계적인 한류 열풍, 해외 쇼핑몰을 통한 반입 물자의 증가 등으로 국제택배산업은 매년 10% 이상 성장하는 고성장산업이다. 국제특송에 관하여 현재까지 우리나라에서는 항공법에 '상업서류 송달업'으로 규정하여 근거규정을 두고 있었다. 하지만 동 규정에 대해 항공법과 연결되어 있는 우편법이 신서송달의 예외로 종전과 달리 '외국과 특급배달서비스를 이용하여 수발하는 서류'를 새롭게 추가하였으므로, 항공법상 상업서류 송달업에 관한 개정도 불가피한 상황에 놓이게 되었다. 항공법상 상업서류 송달업에 관한 규정을 개정하는 방안으로 항공법 특히 현재 제정안이 공포된 "항공사업법"상에 그 명칭을 변경하거나 문구를 수정하는 방안이 선행되어야 할 것이고, 이러한 근거규정의 정비와 별도로 당사자간의 권리와 의무, 사업자의 손해배상책임에 관한 새로운 입법을 모색하는 것이 바람직할 것으로 생각된다. 사견으로는 향후 택배관련 입법에 상업서류 송달업 즉, 국제특송업에 관한 내용을 추가하는 것을 제안한다. 국제특송업에 관한 입법에서는 먼저 국제특송업에 관한 개념 정의가 필요하다. 국제특송업은 운송주선적 측면과 운송적 측면을 동시에 가지고 있고, 필연적으로 육상과 항공의 복합운송이라는 점에서 독립적인 지위가 확인된다. 또한 국제특송 사업자의 손해배상책임에 관한 책임제한액과 관련하여, 현재 시행되고 있는 사업자의 약관은 대체적으로 항공운송인의 책임제한원칙을 가감없이 수용하고 있다. 항공운송이 전체 국제특송운송에서 필수적인 부분을 차지하는 점에서 이러한 책임원칙의 도입은 불가피할 것으로 보이나, 특송물품의 특성상 일반적인 항공화물과는 차이가 있어야 할 것이다. 사견으로는 송하인이 국제특송계약을 체결하는 시점에 추가 요금을 지급하고 별도의 보험에 가입함으로써 운송물의 손해발생 시에 고가의 손해배상금을 수령할 수 있는 제도를 활성화하는 것이 좋을 것으로 생각한다.

We consider a postal transportation planning in the transportation network of the form of hub and spoke. Given mail sorting centers and an exchange center, available vehicles and amount of mails to be transported between mail sorting centers, postal transportation planning is to make a transportation plan without violating various restrictions. The objective is to minimize the total transportation cost. To solve the problem, a tabu search algorithm is Proposed. The algorithm is composed of a route construction procedure and a route improvement procedure to improve a solution obtained by the route construction procedure using a tabu search. Computational results show that the proposed algorithm can solve practically sized problems within a reasonable time and the quality of the solution is acceptable.

Mail centers play an important role such as sorting and transporting postal items in the process of postal logistics. Therefore, there is need of efficiency measurement of the facilities to reduce the inefficiency of factors. But only few attempts have so far been made at measuring the efficiency of postal logistics hubs. The purpose of this paper is to make a reasonable suggestion for the improvement of inefficient mail centers. So this study found the efficient mail centers and inefficient mail centers using data envelopment analysis(DEA) and compared inputs and outputs of the former with those of the latter.

우편 산업은 우편 물류망을 근간으로 수작업 형태 업무 프로세스가 중점적인 사업영역이나, 최근 우편 사업 환경의 급속한 변화와 이에 따른 대응이 요구됨에 따라 세계 선진 우편사업들은 우편 자동화 및 정보화 기술을 적극 도입하고 있는 추세이다. 이를 위해 우편 사업 환경 및 인프라를 고려한 우편 자동화 체계 마련을 위해 우편자동화 설비기기 및 그 시스템과 우편 정보 시스템간 정보 연계, 서비스 연동뿐만 아니라 궁극적으로 자동화 설비기기를 구축함에 있어 하드웨어 기능과 소프트웨어 기능을 분리시켜 소프트웨어 기능 유지보수 비용을 최소화하기 위해 독립성을 제공하기 위한 우편 자동화 통합망 구축기술 개발에 주력하고 있다. 이는 우편자동화 설비기기의 자동화에 필요한 요소기술에 최신 IT 기술을 적용하여 설비기기간 정보 연계 및 서비스 연동을 실현함으로써 우편 업무 프로세스를 개선하고 신규 서비스를 창출하는 기반이 된다.
