In this paperm we provide a plan of construction, employment and management of the Korean postal address database and discuss the design of to-be models for it. For the purpose, we adopt and modify the information strategy planning methodology to fit it into our study. We examine the managerial environments and limitations of the postal services and define the requirements as a result. The U.S. Postal Service (USPS) was chosen as the best practice for a benchmarking and gap analysis with its advanced management of address information. After analyzing the current status of the postal business processes and information systems used, we classify the products and the services of USPS by the process to which they are applied and propose a deployment plan. In order to design a to-be model, we define the operating and managing functions for the address database and specify the scenario according to the functions. By managing the address database and supporting the postal services, it could be possible to make the business competitive and satisfy the customer demands.

Facing in very rapidly changing environments via information technologies, we need to study and develop new information technologies in postal delivery service in korea. We study to find the near optimal route for the better postal service between the collection centers. Optimal routing decision for the postal delivery is NP-Hard. The main purpose of this paper is to develop the near optimal simulation technique for the postal routing decision We consider the distance between collection centers, and the quantity of post articles in the collection center to obtain the near optimal route. We use the heuristic algorithm to obtain the near optimal solution for the transportation route of postal articles. Also, we try to show the transportation route by using the map after deciding the near optimal route.

A lot of convenient services have been recently developed under favor of rapid development of information technology and Internet The vehicle control technology which services the real-tine tracking of the location and status of the vehicles has been studied mainly by some pioneers such as research institute and company. Now the vehicle control technology is in a practical stage. The postal business is now going to change the processing architecture so that they are trying to archive two goals : (1) more efficient postal management, (2) more fast and safe delivery for mail. However there are not only many items which should be considered in order to do, but also problems which stem from the innate characteristics of postal business. In this paper, we introduce the current postal business architecture as well as the vehicle control technology. We also suggest not only the effectiveness of the vehicle technology in postal business, but also some important face what one should be taken into account about it.

In this paper, we suggest postal RFID adaptation model, tag data structure and code which can be used for real time trace and track of parcel processing and pallet management. This paper also shows postal RFID application system architecture and testbed based on the proposed tag data structure and code, and shows recognition performance of tag on parcel and pallet by speed and mounting tag material such as can, water, and paper using implemented postal RFID system for postal logistics. The contribution of this paper is to stimulate deployment of RFID technology for postal logistics service and SCM (Supply Chain Management).

We provide trends on postal vehicles owned and operated by 10 overseas postal agencies, USPS, Postes Canada, Royal Mail, La Poste, Deutsche Post DHL, PostNL, Australia Post, China Post, Japan Post, and Thailand Post. This will be a useful asset to look into how the posts worldwide operate and manages their postal vehicles and service strategies. In this study, we provide the simple specifications of vehicles operated by each post, how to replace vehicles, how to service maintenance and repair, and modes of pick-up & delivery to be introduced soon. We expect this study to present appropriate policy implications for both postal agencies and logistics companies that are facing a major turning point in logistics to operate and evolve the delivery vehicles.

Public health centers in Korea play an important role at the community level in encouraging residents to participate in cancer screening, usually by sending reminders in the mail and by making phone calls. However, there have not been any studies on the effectiveness of these interventions by public health centers in Korea. The purpose of this study was to evaluate this question. The study was limited to male subjects aged 50-59 years living in one district of Daegu, Korea. A total of 923 subjects were selected for the study among the target population for gastric and colorectal cancer screening as part of the National Cancer Screening Program in 2012. The subjects were randomly assigned to one of four groups: control, postal intervention, telephone intervention, and telephone and postal intervention. Three months after the interventions, the results were confirmed by the National Health Insurance Corporation. Logistic regression analyses were performed to find differences in participation rates in cancer screening for each group. Men who received telephone and postal intervention were most likely (40.5%) to undergo gastric cancer screening, in comparison to the men who received telephone intervention only (31.7%), postal intervention only (22.2%) and those in the control group (17.9%). Also, men who received telephone and postal intervention were most likely (27.8%) to participate in colorectal cancer screening, followed by the men who received telephone intervention only (24.3%), postal intervention only (16.5%), and men in the control group (13.5%). Combined telephone and postal intervention and telephone only intervention as well produced significantly increased rates of participation in cancer screening in comparison to the control group. There was no significant difference, however, between the postal intervention only and control groups for either colorectal or gastric cancer screening.

New 5-digit zone code (new postcode) will replace the current 6-digit postcode which has been used for postal automation in 2014. New postcode will be used for processing various works to distinguish location and area in the entire country. For example, it new postcode will be used to denote different administration areas, firefighting and police jurisdiction, weather forecast areas, emergency medical facility areas, social welfare institution areas, election districts, school districts, statistical areas, courier and delivery business areas, and etc. Therefore, the relevant authorities must be cosider for the feasibility and applicability of assigning the new postcode. In postal service, postal process will be affected a lot by new postcode because a postcode has been related with delivery area of a postman. Therefore, we propose assignment scheme for new postcode which will impact less to postal process. Then, we present how we used geographic data for efficient assignment and analysis of the results.

This study was designed to analyze the delivery patterns of early(1900-1945) letters from the beginning of the postal service in order to examine the process of establishing the modern postal system after the constitution of the Postal Service(1884). In Chapter 2, we examined the 'change of the way letters are delivered', Chapter 3 is about the 'change of expression' and Chapter 4 is about 'double-faced of the post'. In the examination of aspects of changing the way letters were delivered, the phase of postal delivery by personal delivery to postal delivery were divided into three phases: [the period of personal delivery delivery] > [the coexistence period of personal delivery and postal deliveryy] > [the period of postal delivery]. In particular, it was interesting to see that the same sender and receiver mixed up postal delivery and personal delivery by the case in the second period. In addition, the functional differences between the express, telegram and particular post were found in the examination fo contents of the letter. In the examination of aspects of changing in expression, a change of common expression in 'greeting, ending, and receiving expressions' were confirmed. Also, it was confirmed that 'woo-pyeon' was not used as the basic term, but instead replaced with various terms, and that 'woo' was used independently and productively. In the double-faced aspects of post, there were disadvantages of the postal delivery such as 'discontent of the lost' and 'security of confidentiality', despite the advantages of 'economic, rapid, and long-distance delivery'. Because the disadvantage of postal delivery could be supplemented by personal delivery, postal delivery and personal delivery could coexist for a considerable period of time.
