The number of calling ports has been decreased and the degree of inter- and intra-port competition has been increased, which is caused by the market trends that shipping liners have and operate their own terminals, strategic M & A frequency occurs among shipping liners, and container vessel size is increasing. The trends also cause shipping liners to change the evaluation factors for decision to call a particular port such as port preference, potential for growth, port competitiveness, etc. Since the decision of liners greatly influences the policies for port and terminal development, it is worth having interest in the evaluation factors. Therefore, this work intended to evaluate 8 major ports (Port of Singapore, Hong Kong, Shanghai, Busan, Rotterdam, Kaoshing, and Tokyo) with regard to liners' evaluation factors (calling port preference, potential for growth and port competitiveness) and to classify ports by similarity of evaluation factors with the methodologies of ANOVA analysis and Duncan test. The result shows implication for liners' viewpoint to evaluate major ports in the world.

Vessel Traffic Service (VTS) increases the efficiency of maritime traffic in terms of reducing marine accidents and the efficient use of port facilities. This means that ports and waterways have their own capacities and can be safely adapted to their capacity through proper traffic management of the VTS. Proper traffic management can reduce the number of vessels and unnecessary waiting in ports, which can lead to economic benefits of ups and port terminals. On the other hand, Korean ports and waterways have restrictions on the maximum speed for safety, but there is no restriction on the minimum speed. However, ships that operate at low speeds in ports and waterways may be able to occupy long periods of operational routes, which may impede efficient port operation. Therefore, the purpose of this study is to propose the minimum speed of ship for efficient port and waterway use. To this end, we reviewed the current laws and systems and proposed the appropriate minimum speed in the waterway using the theory of queue.

With the rapid development of global economic and trade, the ports in the North-east Asia region have developed greatly. In such a fierce competition, how to ascertain right evaluation methods to assess the competitiveness of the ports, and make scientific and rational development strategy for upgrading the overall level of competitiveness of ports in North-east Asia, has become the first task for all the ports for coping with the challenges. As China's sustained economic growth of more than 30 years, the economic power and comprehensive national strength has been changed, China's international status has been greatly improved. Also China has achieved remarkable new results in the construction of peripheral diplomacy, and further has consolidated the relationship of countries along the Silk Road Economic Belt. The strong position of RMB in foreign exchange market and the implementation of the strategy of "area" opening to the outside world accelerated economic belt along the silk road in China to the west open pace. On the basis of the SWOT analysis of the Lianyungang Port, combined with the comprehensive and practical port competitiveness evaluation indicators system and competitiveness evaluation method, calculate the competitiveness level of Lianyungang port in East China, and find out the problems must be solved. The development strategies for Lianyungang port under One Belt One Road were suggested.
Since ports play a role of gateway to the sea and hinterlands, it is essential to analyse the networks of shipping and inland when evaluating the function and development of a port. The container port of Gwangyang, starting to operate its facilities in 1998, has developed itself as a hub port. Using the data of shipping schedules of Korean ports and the measurement of centrality in sociology, this study analyses the process of world-wide shipping network expansion in Gwangyang and concludes some implications including earlier development of shipping networks due to incentives to shipping companies. Although Gwangyang port also has been expanding its inland network through developing trucking, railway transport, and coastal shipping, it has weakness in inland network as in the cases of interruption in 2004, resumption in 2009 and re-interruption in 2012 at coastal shipping. In 2000s the expansion of shipping and inland networks at the newly built container ports such as Pyungtaek, Ulsan, and Gunsan has enticed the competition among Korean ports at each hinterland. Nevertheless, the operation of Gwangyang container port is considered to affect indirectly the relocation of some manufacturers including Samsung Electronics. Studies on interrelation between development of container port and geographical demography of manufacturers are needed to assess the effects of container port on regional economy.
The Korean Government is planning to build commercial districts and amenities for the major port such as Busan, Gwangyang, and Incheon in order to activate the hinterland in each port. The foreign ports in Germany, Japan and China is competing with Korean ports are developing the commercial districts and amenities of seaport hinterland in order to support urban functions. The purpose of this study is to predict the demand for the facility of commercial districts and amenities planned in the Gwangyang seaport hinterland, then to propose its utilization plans. By the demand forecasting, the districts and amenities need to be full of office, accommodation and commercial facilities, etc. In addition, the districts need to be developed gradually for the target of 2035, considering the demand growth. Leasing out the property to secular tenants, it needs to charge rent for profits of port authority. Therefore, it is required to revise the National Ports Act for the private agency to take part in building the facilities of the commercial districts and amenities.

The aim of this research is to classify the 21 container ports in European Union countries using components of competition and co-operation under the well-known methodology, FCM(Fuzzy C-Mean). Through this approach, those 21 ports were classified into six poet groups, and also membership degree of each port within the six port groups were suggested. As results, Rotterdam which positioned Group C, is turned out the most competitive independent port. The next competitive group is found out as Group B which consisted of port of Hamburg and Antwerp. In another point of view, Group A and B which have six and four ports respectively, were needed to search the co-operation strategies. Finally, the lowest competitive port groups in the targeted area were shown as Group D and F.

The Smart Ship is considered one of the most discussed and novel topics in developing technological period. In this reason, the amount of running researches on it is evolving so fast. As a proof, the faced drawbacks such as the departure of ships, their safety, exchanging data, traffic and data monitoring system are being solved by presenting advanced technologies and innovations like Cloud, BigData, IoT and etc. Expanding the utilization of these technologies in the Marine world emphasizes not only the departure of the ships in the water but also they focus on solving the problems of the ships connected with the communication to the ports. In this paper, we present an IoT based smart reporting and mooring system for vessels and ports. In the proposed system, the ships automatically send all the data about themselves to the port and after getting the data, ports automatically send the information about possible spaces to moor for the ships using the sensors at the port. The intended system gives an amenity to minimize the time, effort and the cost while mooring the vessels.
Transportation decisions of ship liners are crucial for policy formulation in ports and shipping lines. Ship liners' port selection depends on the location characteristic of port. With network theory based, we empirically investigated determinants of global ship liners' port selection focused on major trade ports in China and Korea during 1995-2007. We present a detailed discussion on the related literatures about port selection, and develop hypothesis using network-based view. With conditional logit model, empirical results show that global liners select globally positioned ports rather than domestic oriented ones. Global ship liners select ports which have intra national network centrality, global ship network centrality and global network linkage.
The port incentive scheme currently implemented in various Korean ports is used as a marketing tool to increase price competitiveness. Typically, ports implement piecemeal imitation strategies to enhance their competitiveness, rather than a precisely designed system. A precise analysis of the effectiveness of a port's system and scheme redesign are lacking because budget allocation is done without input from customers and freight groups. This study models the incentives faced by ports using a linear programming model. We use the Gwangyang port as the base case. Our analysis of the Gwangyang port reveals that there are insufficient incentives implemented when a traditional qualitative analysis is used. We also identify any excess, deficiency, or absence of the incentive effect for each type of customer and freight group. We find the overall budget of the incentive scheme to be more rational when ports allocate funds to minimize port mileage, and allocate 61.77 percent and 38.23 percent of the budget on existing and new (or increased) cargo inventory, respectively. Future studies can build on our work by further considering basic inputs, and by adding a system to estimate the input data of our model to identify constraints and thus provide a more accurate incentive scheme.
Purpose: This study proposed a DEA (Data Envelopment Analysis)-based stepwise benchmarking target selection for inefficient DMU (Decision Making Unit) to improve its efficiency gradually to reach most efficient frontier considering resource (DEA inputs and outputs) improvement preferences. Methods: The proposed method proceeded in two steps. First step evaluates efficiency of DMUs by using DEA, and an evaluated DMU selects benchmarking targets of HCU (Hypothesis Composit Unit) or RU (Real Unit) considering resource improvement preferences. Second step selects stepwise benchmarking targets of the inefficient DMU. To achieve this, this study developed a new DEA model, which can select a benchmarking target of an inefficient DMU in considering inputs or outputs improvement preference, and suggested an algorithm, which can select stepwise benchmarking targets of the inefficient DMU. Results: The proposed method was applied to 34 international ports for validation. In efficiency evaluation, five ports was evaluated as most efficient port, and the remaining 29 ports was evaluated as relative inefficient port. When port 34 was supposed as evaluated DMU, its can select its four stepwise benchmarking targets in assigning the preference weight to inputs (berth length, total area of pier, CFS, number of loading machine) as (0.82, 1.00, 0.41, 0.00). Conclusion: For the validation of the proposed method, it applied to the 34 major ports around the world and selected stepwise benchmarking targets for an inefficient port to improve its efficiency gradually. We can say that the proposed method enables for inefficient DMU to establish more effective and practical benchmarking strategy than the conventional DEA because it considers the resource (inputs or outputs) improvement preference in selecting benchmarking targets gradually.
