  • Port Authority System has been regarded as one of the most efficient ways of port administration. The Korean government is now planning to setup PA system in Busan. Busan New Port is located in Kadok Island the ownership of which Busan City and Kyongnam Province have partly of jointly. So The new PA system is expected to have many complicated problems between Busan City and Kyongnam Province in many aspects. The purpose of this paper is to provide an empirical methodology about the best approach to these problems using AHP(Analytic Hierarchy Process).

  • In the recent years, there has been attempts to try to understand the urban waterfront in diverse aspects. This article aims to understand basically the port-city's waterfront by the cultural interpretation of it in the basis of the concept of Water Culture. Water has the attribute that put down the border between inside and outside. This attribute of water leads to the attributes of Sea, such as dynamism, collectivity, and openness. The perimetric quality, openness, hybridity, and passage quality of the sea-port city's waterfront are resulted from these attributes of water and sea. These cultural attributes of urban waterfront exert a effect upon the residents' cultural identity of sea-port city. Thus the correlation between waterfront's attributes and the cultural identity should be reflected in the stage that its development is planned.

A Study on the change of a hinterland according to the opening of a Pyeongtaek port (평택항 개항에 따른 배후 지역의 변화에 대한 연구)

  • Pyeongtaek port, opened in 1986, has played a role as an international trading port. Pyeongtaek city which is a hinterland with Pyeongtaek port has both landscape of city and rural area. Aims of this study is investigating the regional change of Pyeongtaek city according to the opening of Pyeongtaek port: the change in population and land value by the average distance(27.3km) between Pyeongtaek port and each region and the change in industry and regional industry with location quotient of region. The increasing rate of population and people who work for industry showed an aspect of rising as a place locates near Pyeongtaek port, yet the increasing rate of land value showed little differences. In short, as the area is closer to Pyeongtaek port, the number of population and employees are higher. Yet, the increasing rate of the land value showed little difference. The study showed that manufacturing industry is specialized in rural region(eup myeon region), and tertiary industry is specialized in urban region(dong region) of Pyeongtaek city according to location quotient.

The Relationship between Economic Growth of Sea Port City and Ocean Industries: Focused on Busan Metropolitan City (해항도시의 경제성장과 해양산업 간의 관계 - 부산시를 중심으로 -)

  • This study examines the issue of causality between ocean industries and urban economic growth in the sea port city. To maximize economic advantage of Busan as a sea port city, we first need to analyze the effects of ocean industries on urban economic growth. This study focuses on the examination of the role of ocean industries and its related variations in economic growth at the urban level. Using data from Busan. Metropolitan City in Korea during 1985-2011, we find that the causality link between ocean industries and urban economic growth rates runs in both directions. Especially, industries of shipping/port, marine tourism, and shipbuilding were the most important variables in Busan economy. With this information, the empirical results show that ocean industries and its related variations have significant effects on urban economic growth. Based on these significant research findings, theoretical and practical implications were discussed.

A Study on the Relationships between Busan Port and the Regional Economy (부산시 지역경제와 항만의 경제적 연계성 분석과 그 시사점)

  • There have been relatively lots of studies on the relationships beteen port and city. And, most of the recent studies on the subject shows that the relationship between the two parties is weakening. The contributions of a port to the city economy such as convenience of logistics service utilization, cost reduction, creation of job opportunities and value added production etc. are diminishing, whereas negative effects of port such as environmental effects, limitation of waterfront activities etc. have been increasing. On the other hand, port logistics service demand from city economy is decreasing. As for Busan city, the trend of major economic indicators and growth factor analysis results show that there is hardly any relationships between the development of transportation industry(including port logistics) and the regional economy. Especially, it is identified that most regional industry sectors excluding transportation industry failed to secure competitive advantage. Accordingly, it can be concluded that Busan city economy fails to take advantage of advanced transportation industry sector, which supports overall economic activities. On the other hand, it can be a problem for enhancement of port-city relationships that related and supporting industries of transportation industry such as information and communication industry, financial and insurance industry, and processing and assembling manufacture industry fail to secure competitive advantage in Busan city.

Waterfront Development and Cultural Policy in Yokohama City, Japan (일본 요코하마시의 수변공간개발과 문화정책)

  • This article aims to understand the meanings of urban regeneration utilizing culture and art focusing on a case of the waterfront development in Yokohama, and consider the role of culture and art playing in the cultural city strategy within the revitalization of regional cultures as a main intention by means of interrogation into the cultural policy and its practice in the waterfront development of a sea-port city. Yokohama has proceeded successfully the waterfront development through the creation of culture and art space by using the characterful and attractive urban scape and regional sources around the waterfront. In the cultural policy of 'the Creative City, Yokohama' as a part of 'Culture and Art Creatvie City' strategy of Japan, 'National Art Park plan' as a space planning policy realizes the regeneration of the waterfront through the creation of culture and art space. The examination on the basic intention of this venture and its practice helps comprehend a role of culture and art playing in the waterfront development of a sea-port city and shows the direction that the cultural policy would take in the waterfront regeneration.

  • The purpose of this study is to elucidate the formation process and spatial characteristics of the first and largest open port of Foreign Settlement in Yokohama, Japan. Based on the reference records and maps, we traced the process of modernization, example of opening the park and introduction of technology, industrial & infra-structural facilities. And found out the characteristics of formation process of port city Yokohama as the modernized city. The results of this study are as follows: First, the spatial characteristics and significance of the public space of the port open space; second, the difference of the road and parcel systems between the Japanese and the foreign settlements; and third, the meaning of the port open space as the space of separation in that times. These experiences about the open port in Yokohama could be worked as the basic for domestic and colonial city planning.

  • Hamburg is going with the HafenCity Project to create a new urban space for the city's bustling central district. HafenCity will add an additional 155 hectares to Hamburg's central urban area, increasing it's total area by some 40 percent. The qualities of the HafenCity are mainly marked through the location at the water, the river Elbe and the historically embossed milieu the Speicherstadt. A tightly mix of residential accommodation, offices, cultural and leisure amenities, retail facilities and restaurants manages diverse identities of quarters in a framework of an elaborate urban layout. This study is focusing on the purpose of the project goals, the task of the Hamburg authorities and GHS (Gesellschaft fur Hafen und Standortentwicklung) and an urban planning ideas competition (draft masterplan). Regarding of the new trend of the reurbanisation in Europe, the aim of this study is to find out, in which way HafenCity is trying to develope the new city district as a model for the European port city of the 21st century.

On the Analysis of Physical Distribution System in Inchon Port (인천항의 물류시스템에 관한 연구)

  • Being situated at the key point of northeast asia, the port of Inchon as an entrance to the captial city, Seoul is expected to play in marine transportation in Korean Pennisular on the verge of its reunification. In this thesis, inner-lock physical disstribution system of the port was analyzed, which treats more than 82% of total incoming and outgoing cargoes. The overall findings are as follows; 1. In thet viewpoint of physical distribution system of the port, it takes disadvantages of accessing to inner lock berth due to such natural restrictions as tides, passing the lock and so on. And insufficient port facilities as a whole, causes delay in quay-handling, transfer and storage, also facing with serious congestion in inland transport on the road. 2. It was revealed that the port facilities are insufficient yet in spite of its improved productivity by means of raising the effectiveness of port operation and of installing advanced cargo handling facilities. 3. In order to enhance the effectiveness of inner port physical distribution system , the improvement of lock facilities, expansionof port facilities and more effective terminal operating system are crucial. 4. To ensure the measures to solve the above problem, existent outer-lock ports such as Inchon Sourthern-port and Northern-port are necessary to be redeveloped more positively , otherwise a new port at outskirt of the city should be developed to ensure free connection to inland transportation.

Environmental Impacts of Port and Industrial Development Along the Thi Vai River

  • Ba Ria - Vung Tau province in Southern Vietnam is one of the fastest economic growing areas in the country, characterized by the rapid port and industrial development along the Thi Vai river. The socio-economic situation of the area has generally been improved; however, its part of the local inhabitants has not gained benefits from the changes. 35 surface water samples and 25 sediment samples were analysed with the interpretation of the SPOT images for 1995 and 2005. The data showed that rapid port and industrial development have resulted in significant losses of mangroves and agriculture land. The surface water was seriously polluted, particularly in terms of organic materials and suspended solids. It contained high and increasing oil concentrations. The river sediment was saline and slightly alkaline. It was heavily reduced, organic-rich, and contaminated with oil and heavy metals (Cu, Pb, and Cr).
