Factors Influencing on the Compliance of Information Security Policy of Workers of Shipping and Port Organization (해운항만조직 구성원들의 정보보안정책 준수에 영향을 미치는 요인)

  • Advances in information technology has brought many benefits to businesses, but at the same time, businesses are facing serious problems caused by its use such as information leakage. In order to cope with problems, companies have established information security policies, demanding workers of a company to be compliant with the policies. This study proposes a research model that includes information security awareness, information security attitude, self-efficacy, standard belief and social influences as factors that affect the compliance of information security policy among the workers of shipping and port organization. The results of this study showed that there was a positive relationship not only between the information security awareness and the information security attitude, but also between the information security attitude and the information security policy among the workers of shipping and port organization. It was also found that there was a positive relationship between the self-efficacy and the compliance of information security policy, and between the social influence and the compliance of information security policy. However, there was no meaningful relationship between the standard belief and the compliance of information security policy. This study examined to what extent the workers of shipping and port organization that have a high possibility of the information leakage were compliant with the information security policy. The findings will contribute to organizations of shipping and port who attempt to establish strategies related to information security.

  • The modern ports have become multi-functionalized and network-centralized over time. Recently the development of industry in the land behind the port area has become very important for port itself. Furthermore, the port functions as a finance center and an integrated function of the main bank of the world. It will be necessary for Inchon port to pursue the policy for building itself as a hub center for logistics integration and building network in the region of Northern-East Asia and Seoul Capital City area in order for Inchon port to support and develop various industries through utilizing each aspect of the industrial complex in these areas. By doing this, it will act as a policy for strengthening competiveness for Inchon port. The sharp increase of cargo movement from rapidly developing Industries in China will become a good opportunity for strengthening the competitiveness of Inchon port. However, considering the characteristics of the ports competitiveness, this policy must quickly overcome the difficulties of Inchon port.

Port Privatization and Strategic Trade Policy (항만 민영화와 전략적 무역정책)

  • This paper examines the effect of strategic trade policy on port ownership structures (nationalization or privatization) when two firms compete with each other in reciprocal markets. Furthermore, we analyze firms profits, port charges, ports profits and social welfare when ports are privatized or nationalized under tariff regime and under free trade regime respectively. Thus, we find that (i) under tariff regime, port nationalization is a dominant strategy regardless of transport costs. (ii) the effect of high port charges brings higher port profits than the effect of high trade volume. (iii) irrespective of trade regime, when transport cost is relatively low, port nationalization increases social welfare, while two government prefer free trade agreement to tariff regime when transport cost is sufficiently high regardless of port ownership structures.

The Effects of Port Decentralization on Port Management and Port Development : The Mediating Effect of Port Site Centrality (항만 분권이 항만경영 및 항만개발에 미치는 영향 : 항만 현장 중심성의 매개효과)

  • This study was intended to analyze the effect of port decentralization on port management and port development, analyze whether port site centrality has mediated effect in relation between port decentralization and port management and port development. This study surveyed public officials and researchers who plan and execute port policies, and analyzed the influence relationship of variables and the mediating effect using multiple regression analysis. Results are as follows, First, it was analyzed that the port authority decentralization and regional-centered port policy have a positive influence on the port site centrality, and the port authority decentralization has a positive influence on port management and port development. Second, the port site centrality was confirmed to have a positive influence on port management and port development. Third, port site centrality was shown to mediate the relationship between port decentralization and port management and port development. This study suggested the positive effect of port decentralization to local government on efficient port management and port development, and the need to draw up port site-oriented policies.

A Study on the Port State Control (항만국통제에 관한 연구)

  • Sea casulties involving tankers, compared with those incurred by other type of vessels, have become particularly threatening to port State in terms of environmental as well as property damages. As a result, most of developed countries including the U.S.A. and Japan have shown a strong interest in implementing the policy of the Port State Control more rigorously in an attempt to protect themselves from irreparable damages caused by sea casualties involving large vessels. In this paper, the problems associated with the implementation of the Port State Control are analysed and then following recommendations and suggestions are made: ⅰ) The flag nation is urged to improve the quality of personnel associated with the operation of a ship. ⅱ) A closer cooperation between developing nations operating vessels and developed nations adopting the Port State Control is required for a successful implementation of this policy. ⅲ) Port states are advised to give a special attention to vessels carrying hazardous cargoes.

An Analysis of The Effect of a Port on The Living Conditions of Its Neighborhood Area (항만이 인근지역 생활여건에 미친 영향 분석)

  • This study aims to reveal how a port affects the living conditions of its neighborhood area with a case study of Pusan New Port and to suggest several implications to port policy. PLS-SEM reflective measurement model satisfies the criteria on reliability and validity, and also structural model meets the criteria in terms of R2, path coefficients' significance and predictive relevance(Q2). The results of PLS-SEM support the hypotheses of this study: The expansion of Pusan New Port contributes to the improvement of living conditions of Gangseo-gu(nearby area) through its significant and sequential effects on the employment and population increase of Gangseo-gu. The originality of this study can be found in enunciating that a port plays a role as a driving force of the betterment of living conditions of its nearby Gu-level area. In terms of policy, central and local governments and port related companies should cooperate with each other to reinforce the acceptability of port policy through the improvement of the living conditions of port neighborhood area. To evaluate comprehensively the influence of a port on its neighborhood area, a further study needs to identify how a port affects the quality of life of the area or what kinds of socio-economic effects a port has on the area.

  • Recent accidents of customer information leakage increase the necessity of information security for organization and the importance of information security team for it. To strengthen information security, organizations make information security policy and ask the members to comply with it. In this regard, maritime organization also needs to structure information security policy and examine its ability and behavior. The purpose of this study is to analyze the effects of compliance with information security policy on the ability and behavior of workers in shipping and port organization. The results of investigation show that information security education and norm affect compliance with information security of the workers. On the contrary, the punishment of information security is insignificant. It is shown that the degree of compliance with information security significantly affects its ability and behavior of the workers in shipping and port organization.

Waterfront Development and Cultural Policy in Yokohama City, Japan (일본 요코하마시의 수변공간개발과 문화정책)

  • This article aims to understand the meanings of urban regeneration utilizing culture and art focusing on a case of the waterfront development in Yokohama, and consider the role of culture and art playing in the cultural city strategy within the revitalization of regional cultures as a main intention by means of interrogation into the cultural policy and its practice in the waterfront development of a sea-port city. Yokohama has proceeded successfully the waterfront development through the creation of culture and art space by using the characterful and attractive urban scape and regional sources around the waterfront. In the cultural policy of 'the Creative City, Yokohama' as a part of 'Culture and Art Creatvie City' strategy of Japan, 'National Art Park plan' as a space planning policy realizes the regeneration of the waterfront through the creation of culture and art space. The examination on the basic intention of this venture and its practice helps comprehend a role of culture and art playing in the waterfront development of a sea-port city and shows the direction that the cultural policy would take in the waterfront regeneration.

  • Purpose: Currently, port facility informatization technology is focused on the planning and design phases, so the necessity of research and technology development on the port facility maintenance system based on life cycle-level information is emphasized. Method: Based on the maintenance history data of port facilities and facility operation information, from the perspective of the life cycle of port facilities, the system is configured to enable maintenance decisions for port facilities through analysis of aging patterns, performance degradation prediction models, and risk analysis and proposed a method of expressing information. Result: A function was developed to simultaneously display the SOC performance evaluation and the comprehensive performance evaluation developed in this study, so that mid-to long-term maintenance and reinforcement and facility expansion can be applied and comparatively judged. Conclusion: The integrated port performance system developed in this study induces and supports the risk minimization of port facility management by proactively promoting appropriate repair and reinforcement measures through historical and operational information on port facilities.

  • All over the world, one finds different types of dues, charges and fees imposed for the use of port facilities. The positiion is further confused by the fact that different names are often used for the same charge in different ports and again the same name can be used for different types of charge. For instance, in some places "tonnage" dues can be dues on cargo tonnage and in others are dues on shipping tonnage. Charges made by port authorities can be of two kinds; charges on ships and charges on goods. One of the abiding complaints of all port tariffs is that they are too complicated. The plea is for simplicity and comprehension. The purpose of this study is to elucidate and to criticize principles for guiding port pricing policy.ng policy.
