A Study on the Optimum Design of the Arterial-Based Signal System for the Relief of Transportation Problems in Metropolitan Areas (대도시 교통문제 완화를 위한 간선도로별 신호체계의 최적설계에 관한 연구)

  • The main arterial which runs through the in City of Pusan, carries about 60% of downtown traffic or more, maintains about 20% yearly increase in traffic is severely suffering from the traffic congestion because of concentrated traffic volumes regardless of peak-time periods. The purpose of this study was to grasp the traffic, geometric, and signal conditions of the main arterial through the Videologging System Techniques, perform the transportation system analyses, and finally suggest the improvements which could increase the travel capacity, reduce the average delay and fuel consumption with the optimal conditions of signal system. The following conclusions were drawn : firstly the traffic system should be shifted for the travel distribution on the arterial during the peak time periods, secondly the roadway system of the arterial reviewed for left-turn traffic during the peak time periods, and thirdly the signal system of intersection reconstructed for signal optimization or progression within the range of cycle length suggested.

  • 해상교통관제 구역은 항만 시설을 사용하기 위한 입·출항 선박, 연안 해역을 이동하는 선박 등이 서로 복잡하게 운항하는 교통 패턴을 가지고 있다. 이를 안전하고 효과적으로 관리하기 위해 해상교통관제센터(VTS)에서는 선박을 실시간 모니터링하며 관제 업무를 수행하고 있지만, 교통 혼잡 상황에서는 업무 로드의 증가로 인해 관제 공백이 발생하기도 한다. 이에 교통 혼잡도 및 혼잡 구역을 예측한다면보다 효율적인 관제가 가능하지만 현재는 관제사의 경험에 전적으로 의존하고 있는 실정이다. 본 논문에서는 VTS 관점에서의 교통 혼잡을 정의하고, 과거 항적 데이터를 이용하여 항내 선박 교통 혼잡도 및 혼잡 구역을 예측하는 방법을 제안하였다. 또한, 실해역 데이터(대산항 VTS)를 적용하여 제안된 기술이 관제지원 도구로서 활용될 수 있는지 검토하였다.

A Study on the Traffic Flow and Navigational Characteristics for the Ship's Routing of Po-hang Port (포항항 항로지정을 위한 주요 통항로 및 통항 특성에 관한 연구)

  • The traffic volume will be increased and the traffic of larger vessel could be multiplied in the Pohang port by the opening of the Young-il new port in 2006. Unfortunately, however, potential danger factors to the safe navigation, disordered navigation and traffic congestion are still existing in the Pohang port and approaching waters. This paper describes the status of marine traffic flow and navigational characteristics based on the marine traffic survey using the exclusive software, and the results of marine traffic survey classify into ship's type, size and track history of passing ships through the statistical methods. Finally the examinations of marine traffic route, traffic flow and navigational characteristics are discussed. These results can be used for the best design of ship's routing at the Pohang waters.

  • Vessel Traffic Service (VTS) increases the efficiency of maritime traffic in terms of reducing marine accidents and the efficient use of port facilities. This means that ports and waterways have their own capacities and can be safely adapted to their capacity through proper traffic management of the VTS. Proper traffic management can reduce the number of vessels and unnecessary waiting in ports, which can lead to economic benefits of ups and port terminals. On the other hand, Korean ports and waterways have restrictions on the maximum speed for safety, but there is no restriction on the minimum speed. However, ships that operate at low speeds in ports and waterways may be able to occupy long periods of operational routes, which may impede efficient port operation. Therefore, the purpose of this study is to propose the minimum speed of ship for efficient port and waterway use. To this end, we reviewed the current laws and systems and proposed the appropriate minimum speed in the waterway using the theory of queue.

  • The inefficient operation of Busan New Port is due to container-terminal operators being dispersed in small groups, rather than being integrated. This dispersion increased following the reorganization of global shipping alliances in 2016 and causes unnecessary Inter-terminal Transportation(ITT) and ship delays. Studies of integrated operations for larger container terminals show that integration is not going well, however, due to the pre-emptive task that follows the integrated operation. Therefore, in this study, we divided the integrated operation into stages based on a simulated model of the container terminals in Busan New Port. The simulation took into account future increases in the ship's enlargement and terminal congestion, and the operational effects of each type of integrated operation were analyzed and evaluated.

  • In adjacent sea areas of Yeosu, there are many crossing traffics between eastbound and westbound vessels. Traffic congestion is increasing in sea area of east Sori island and near Yokji Island. In this research, we established TSS near Yeokmando Areas and new recommended route which connected to Seopdo west recommended route to reduce meeting traffic between eastbound vessels and westbound vessels.

A Study on the RTLS based Dynamic Planning of Yard Tractors in Container Terminals

  • The competitiveness of container terminals hinges on minimizing the time vessels spend in port and on schedule services. Many previous researches on container terminals have tried to optimize the equipment allocation plan and to improve the activity of resources. Nevertheless, there have been few researches conducted on yard tractors, which move containers between the quay and the yard. The aim of this study is to propose the use of Real Time Location Systems (RTLS) based Dynamic Planning for yard tractors. Only RFID (Radio Frequency Identification) tags, which are attached to yard tractors, are able to support RTLS implementation. The system can provide real time job ordering in terms of load balancing using the information on location, in regards to the movement of yard tractors. This study will present the practical feasibility of RTLS, which can ultimately reduce the congestion of Hot Queues in container terminals. As a result, container terminals can be more productive and competitive. In order to accomplish the purpose of this study, we examined previous studies on the competitiveness of container terminals and summarized the potential of RTLS using RFID. In addition, we identified the role of yard tractors and proposed the two rules of Dynamic Planning for the yard tractors. We then fulfilled computational experiments on how yard tractors carrying containers by RTLS ordering Finally, the benefits and the implications of this study are discussed.

  • The drybulk shipping market has high freight rate volatility in the chartering market and various and complex factors affecting the market. In the unstable economic situation caused by the COVID-19 pandemic in 2020, the BDI plunged due to a decrease in trade volume, but turned from the end of 2020 and maintained a booming period until the end of 2022. The main reason for the market change is the decrease in the available fleet that can actually be operated for cargo transport due to port congestion by the COVID-19 pandemic, regardless of the fleet and trade volume volatility that have affected the drybulk shipping market in the past. A decrease in the actual usable fleet due to vessel waiting at port by congestion led to freight increase, and the freight increase in charting market led to an increase in second-hand ship and new-building ship price in long-term equilibrium relationship. In the past, the drybulk shipping market was determined by the volatility of fleet and trade volume. but, in the future, available fleet volume volatility by pandemics, environmental regulations and climate will be the important factors affecting BDI. To response to the IMO carbon emission reduction in 2023, it is expected that ship speed will be slowed down and more ships are expected to be needed to transport the same trade volume. This slowdown is expected to have an impact on drybulk shipping market, such as a increase in freight and second-hand ship and new-building ship price due to a decrease in available fleet volume.

  • To deal with the increasing volume of the vessel's cargo in the container flow and the enlargement trend of the vessels, Pusan port is making efforts from various perspectives such as the creation of global infrastructure and the promotion and development of new wharves. If Pusan port can provide and prepare the eligible infrastructures for future berthing of larger vessels. It will be able to operate with vessels larger than 20,000TEU, and it will also be able to grow into one of the main port of the Mega max era.. However, when large vessels dock, many berths, equipment, working time and labors are required. As a result, the problem of delaying time of other consecutive vessels will inevitably arise. In response to this, we analyze the impact and effect of the birthing of a large vessel on other congestion vessels at a container terminal.

A Study on the Judgement Criterion of Arrived Ship under Voyage Charterparty (항해용선계약상 도착선의 판단기준에 관한 연구)

  • The purpose of the study aims to analyse the judgement criterion of arrived ship under voyage charterparty with the Merida Case. A ship is an arrived ship if she is in port and either able to proceed immediately to a berth or in such a position that she is at the immediate and effective disposition of the chaterparty. Identification of the specified destination-whether berth or port-impacts on the incidence of loss occasioned by delay in loading or discharging, when the delay is due to the place at which the vessel is obliged by the terms of the charterparty to load or discharge her cargo being occupied by other shipping. The Merida case is an appeal by the charterers from a final Arbitration award of two very experienced arbitrators, dated 20th April, 2009. The arbitrators held that a voyage charterparty, dated 5th February, 2007, of the vessel, The M/V Merida, entered into between charterers and the owners, was a port rather than a berth Charterparty. The Primary relevance of this distinction does to the allocation, as between owners and charterers, of the risk of delay caused by congestion at load and discharge ports. The question of law arising in this appeal is whether the arbitrators were right to conclude that the charterparty was a port and not a berth charterparty. The arbitrators additionary placed some reliance on a post-contractual e-mail from the agents, which suggested that charterers did not dispute the validity of the NOR-and, hence, that this was a port charterparty.
