  • According to the tentative agreement between Iran and Western countries on last July, the Iranian nuclear problem that has been discussed is resolving gradually. It has been discussed for long time. The reason we must observe the agreement process for the Iranian nuclear is that the Korean peninsular is also threatened by the North Korea's nuclear. When it comes to comparing the nuclear issue in two countries, there are very big differences such as political system, structure and the process of nuclear agreement between them. For this reason, some experts say that it is hard to find the implication for solving the North Korea's nuclear problem. However, the others say that we can find the positive factors that have an effect on the North Korea's nuclear problem. This research focuses on analyzing the Iranian nuclear agreement process and successful factors as well as trying to find out the implication to solve the North Korea's nuclear problem. In spite of large point of difference between I ran and the North Korea, the reason we have to find out the positive measure to solve the North Korea's nuclear problem is that this issue is directly related to the Korean peninsular's security.

  • Ladies and gentlemen, dear friends and colleagues, it is an honour and a pleasure for me to introduce this event dedicated to the world energy outlook. For a Group like EDF, decisions taken today will have a very long range impact, well into the century (2060-2100). Thinking about the future is therefore a truly useful exercise in the decision-making process. We are at a crossroads. It has been somewhat perplexing to see how widely future scenarios have tended to diverge. So, which path should be taken if all seem equally viable? Thankfully, it seems to me that we are in fact moving towards greater convergence on core issues. I ’m going to attempt to draw out the main points as to why this may be the case. I will first discuss the various scenarios, then the time, technological and political dimensions of the energy outlook.

  • Feasibility study on large scale projects like an investment on infrastructure development is very important because it provides fundamental data which determine the total investment size and duration. However, previous feasibility studies have a few problems of ambiguous estimation standards, unsystematical estimation methods, and so on. Accordingly, this study intends to regulate tile problems on economic feasibility as well as financial feasibility study which have been considered more critical in recent time, subsequently presents a reform measure. Also, this study identifies predictable risks during the feasibility study, presents a scheme which lets investor and owner control the risk themselves through a process which uses theoretical and political management plans.

  • Through the whole period of the twentieth century, Chinese Traditional Medicine has been affected by the political and cultural changes of Chinese society. Before the 1949 Communist Revolution, Chinese Traditional Medicine was regarded as a dark past which should be cleared off. But Chinese Traditional Medicine has been reevaluated as a national medicine and spreaded quickly since the 1949 Communist Revolution. Moreover, 'the bare foot doctor' who received short term training appeared during the Cultural Revolution. It enhanced the status of Chinese Traditional Medicine. At the same time, it was estimated as a model of the self-reliant development of Third World countries. But the direction of development of Chinese Traditional Medicine was changed again recently. Chinese government has adapted the open-economy policy since the late 1970s. Accordingly Chinese Traditional Medicine also has been changed. Nowadays it pursues the professional development strategy. This paper inquired the following research questions. First, what kind of historical changes in the development strategy of Chinese Traditional Medicine has happened? Second, how much Chinese Traditional Medicine has accomplished the professionalization? Third, what kind of problems Chinese Traditional Medicine has met in the process of professionalization? Finally, why Chinese Traditional Medicine has adapted the professional development strategy?

  • Recently, the continuing operation of nuclear power plants has become a major controversial issue in Korea. Whether to continue to operate nuclear power plants is a matter to be determined considering many factors including social and political factors as well as economic factors. But in this paper we concentrate only on the economic factors to make an optimum decision on operating nuclear power plants. Decisions should be based on forecasts of plant accident risks and large and small accident data from power plants. We outline the structure of a decision model that incorporate accident risks. We formulate to decide whether to shutdown permanently, shutdown temporarily for maintenance, or to operate one period of time and then periodically repeat the analysis and decision process with additional information about new costs and risks. The forecasting model to predict nuclear power plant accidents is incorporated for an improved decision making. First, we build a one-period decision model and extend this theory to a multi-period model. In this paper we utilize influence diagrams as well as decision trees for modeling. And bayesian statistical approach is utilized. Many of the parameter values in this model may be set fairly subjective by decision makers. Once the parameter values have been determined, the model will be able to present the optimal decision according to that value.

  • The main objective of this study aims at analyzing the national roles of fisheries in the global economy from the constitutional view point. Globalization provides general firms and businessmen with great opportunities that allow them to be able to plan and operate their business strategies beyond the national boundaries. WTO and FTA negotiations must be important facilitators of such globalization. However, Korean primary industries like fisheries under comparative disadvantage have a high probability that there may have to be the trade-offs between the primary and the industrial sector to maximize national benefits in the process of bilateral and/or multilateral international trade deals. Since, moreover, fishermen face strong binding constraints under which they hardly carry out fishing operations standing aloof from national boarders, they have to manage fishing businesses within their own national territory, to maintain and develop fisheries culture, and to explore their own destiny for themselves. Because of such reasons, the constitution imposes upon the State the duty to support and develop fisheries and fishing villages. Considering its article and spirit associated with fisheries(i.e. article 123), it seems unnecessary at this point in time that Korean society makes debates over national consensus for supporting fisheries. The reason is because the explicit provisions of the constitution do not allow their arbitrary interpretation depending upon interests or policy situations. However, where national support to the particular sector could not meet the expected social value system, there would be a great deal of chance to invite serious societal debates over such national commitment to the fisheries. Therefore, whether using it efficiently and realizing the socially expected policy goals must be a responsibility of both fisheries administration and fishing industries.

  • The 'discovery' or 'conquest' of the New World in 1492 was the starting point of world history that irrevocably changed the fate of the Latin American continent. The global stream known as 'Columbian Exchange', which was the widespread inter-continental contacts, inter-civilizational conflicts, or bilateral communication, has rendered multifarious effects throughout many historical periods up to the very contemporary time. The propagation of Catholicism initiated along with this 'discovery' transformed Latin America of nowadays in the region that has the biggest Catholic population in the world. The previous studies in Korea regarding Latin American Catholicism has focused on the spread of Catholicism in relation to the European colonization, rather than analyzing the concrete and detailed ways in which Catholicism exerted tremendous influences in the whole continent. They were less attentive to various historical contexts in which the diffusion of Catholicism differed greatly according to cultural landscapes and political specificities. Thus, this essay attempts to examine the diffusion of Catholicism from the perspective of confrontation between royal authorities and the power of church. The essay points out that the royal communities and institutional authorities which facilitated the intial process of Catholic evangelization maintained antagonistic relationship with ecclesial powers. By delving into the gradual transformation of church systems, it reveals that Catholicism in Latin America became a major field for conquerors in power to attain economic and political dominance. And unlike the initial submission and hospitality, the religious convert of the indigenous people attested to the violent inhumanity and opposition. Therefore, the essay aims to pave a clearer way to the understanding of complicated dynamics and conflicts between Catholicism in Latin America and the establishment of Spanish colonization.
