The growing amount of using the fossil fuel is bringing about environmentally, economically serious problems like as global warming. To solve the problems, the international society has begun to decrease greenhouse gases through the international agreement like as the climate change convention. In South of Korea, it was presented practical goal of Green Development try to decrease greenhouse, which is the future 60 years vision. And, it contains the strategies of Green Development and 5th Plan of Green Development. Nowadays, the government accepted the active alternative scenario 3, which is the goal of 4% decrease in greenhouse gases until 2020's, presented by Presidential Committee on Green Growth. This study established the strategies of Transport Demand Management to decrease the greenhouse gases in transportation part, and then we measured the effect of them. As a result, if it takes effect the aggressive strategies annually, it will cut greenhouse gas pollution by 3.1%, which is 7,590,000t$CO_2eq$, in transportation part. So, we can expect that it would be the effective policy tool to achieve the goal of government, which is the Green Development, if it controls the strategies of TDM effectively by the political needs.
Korea's tidelands policy IS examined and criticized in the paper. Korea's major tidelands in the west coast might disappear within a decade. The anachronistic development IS driven by the political interest group, forming coalition for reclamation and busily fulfilling its own profits under the facade of public good and regional development. But all regions of the world have been gradually scrapping the massive reclamation projects since the 1970's and active movements to reverse the reclamation and restore the nature are on the rise. In 1978, the U.S. Supreme Court decided to suspend the construction of the dam and to protect the snail darter despite that over 100 million dollars had been injected. This court ruling became famous and caused the American public to change their perception about the environment. In the Netherlands, following a prolonged discussion on pros and cons of reclamation, open type seawall was adopted to strike a balance among the available alternatives. Japan's Ministry of Environment was praised for forming the National Wetland Committee in order to designate 20 new Ramsar sites by 2008, with an objective to reach 33 designated Ramsar sites. Away from the large-scale reclamation projects, Korea has to move towards smaller-scale projects focusing on the knowledege intensive and circular economy society that are more in harmony with the environment.

Geography is a core subject for mutual understanding a relationship between Korea, China, and Japan. But the research and report on the Chinese geography education are poor progressed in Korea. This study aims to review the Chinese geography curriculum changes and the organization of Geography Curriculum Standards(GCS). The results of study are as follows. First, from the perspective of the Chinese geography curriculum development, political ideology and changes of society could lead to serious influences on the geography education. It is change through the process stage of prosperity${\rightarrow}$withdrawal${\rightarrow}$promotion${\rightarrow}$development. Second, most recently, Chinese GCS carried out a drastic reform of their geography curriculum emphasized the importance of a student' needs and activity, the organic correlation between the geographical knowledge and skills, and synthesis, practical value of the geography. Third, the organization of GCS consist of an introduction, curriculum objective, contents standard, performance rules. Fourth, the middle school GCS emphasized the importance of a basis of the geographical knowledge and skills in the 4 subjects(the earth and the maps, world geography, Chinese geography, regional geography). Finally, The high school GCS emphasized the importance of a student' occupational course and consideration of regional circumstances.

Citizens should be sensitive to the complex and controversial SSIs (Socioscientific Issues), be able to make a responsible decision with evidence and empathy, and furthermore take political action for the larger welfare. The premise of this research is that understanding the nature of science (NOS) takes an important role when students and adults participate in the discourse on SSIs because SSI reasoning requires individuals to examine information and counter-information with skepticism. We therefore designed SSI programs that were incorporated with NOS by adapting a contextualized-reflective approach. The leading research question was to what extent SSI contexts contributed to promoting students' understanding of NOS. A total of 71 11th grade students participated in this program. The school was located in an urban city near the capital city of Seoul, South Korea. We designed SSI programs to cover the issues of genetically modified organisms, climate change, and nuclear energy. Each issue required four to six class periods to complete. We conducted pre- and post-program tests using the revised VNOS-C, recorded group discussions or debates and collected student worksheets to observe the increase of student NOS understanding. As a result of this program, students showed moderate improvement in their understanding of NOS.
This paper attempts to explore the development of the media labor movement and its tasks. Due to the unique characteristics of information delivered by media, the media labor movement under the authoritarian regime was oppressed and regulated by the government. As democratization has proceeded, the state's oppression and regulation of media has been weakened. However, media workers should wage the struggle for union recognition and independence of editorship simultaneously. Because media unions as labor market organizations also seek for job security and wage increase, we need to understand both political dimension and economic dimension of union activities in media industry. While state's control over media has been diminished in the late 1900s, competition in media industry has been intensified. As small number of media corporations monopolizes the media market, the ecology of media has been completely transformed. Unions in media industry should respond to the change of the media ecology and should build solidarity among media workers at the same time. The achievement of the public nature of media as a part of democratization and building union federation of media industry as a response to the marketization of media still remain as an epochal task for media unions. Like the case of "Hope Bus" in the strike in Hanjin Heavy Industrial Corporation, solidarity between citizens and striking workers should be strengthened.

At the same time the public sphere as such represent the media sphere, which is more and more subordinate, and have no choice but to do to the governmental authority having political power privatized. The private usage of reason in the public sphere is carried out at the structual level. How can we call such a space in which the private usage of reason is generalized and dominant as the public sphere? And so now, we sound out the possibility of the public sphere such as a new space of the universality where the public usage of reason can be realized without any limits and with free. So, when we imagine the proletarian public sphere, in which co-exist the divers private interests, as a new public sphere capable to be constructed, we can address a question as follow. What is the caracteristic of the proletarian public sphere in modern society?, Is the public community able to be formed and realized in such space? How would have the proletarian public sphere the carateristics of the publis sphere? What is the attribute of the community that the proletarian public sphere would make, and what is its force of emancipation? The power is no longer stable and static. Rather, it is reconstructed and reorganized in the divers phases of the everyday life. It is the reason why we put on the order of the day the proletarian public sphere as alternative public space, which would be a place of divers hegemonic representation. And now, we are aware of the beginning of thses changes.
This thesis reviews the process in which the regulation systems against ownership concentration of newspapers established with the opportunity of legislation of the periodical act in 1987 was reinforced as they were all amended to the newspaper act in 2005 and as they were again amended in 2009 it came to confront crisis in the aspect of press law legislation history. The regulation systems against ownership concentration of newspapers established based on the principle of legality of newspaper function in the Clause 3, the Article 21 of Constitution was reinforced as the newspaper act in 2005 and in 2006 they began to shrink following the Constitution Court decision against newspaper act. As newspaper act and broadcast act are revised in 2009, regulation against combining the management of newspapers with broadcast and regulation against owning multiple number of newspapers came not to exist. Because in this process, the opposition party also allowed limited cross-ownership of newspaper and broadcast, it can be said that the system of newspaper ownership regulation confronted the crisis of dissolution. The instruction of regulation alleviation in a short period of time in spite of the fact that regulation alleviation which allows cross-ownership of newspaper and broadcast is the matter of policy that should be decided after long-term review of the change of media environment and the progress of the power of domination of public opinion is dangerous. Newspapers are strong media with terrestrial broadcast in formation of public opinion on politics. It's because it is difficult to ignore the worry that the power of domination of public opinion of the newspapers which are in oligopoly of newspaper public opinion market can be spreaded to the territory of report broadcast. From the point of view that there is probability for democracy to be ultimately threatened due to the shrink of political Darwinism caused by concentration of media ownership, the alleviation of ownership concentration of newspapers should have premise of long-term social discussion.
Concerning the political situations of Korea, after the coming of MB Administration the blockades between South and North has been deepened. Because of stopping of the tourism of Diamond Mountain, the Cheonan ship accidents and the ** bombardment of Yeonpyung island, the situation of confrontation of South and North is enlarged. After the death of Kim Jong-il, on 17 Dec. 2011, the new situations are opened in North Korea(NK). On the basis of economic cooperation between South and North, various logistical cooperation of South and North has been progressed. On November of 2002, the 1st Shipping Cooperation Meeting of South and North, which may be a basis of Shipping Agreement has been discussed. And the railway between South and North has been connected. This study, screening the change of South and North conditions, analyzed the tasks and current conditions of South and North logistics based on economic cooperation, with the previous researches and data of South and North Korea. And it grouped and suggested future development directions and practical agenda, after considering the recent changes. Furthermore it proposed the medium-long term logistical system of Korea peninsula and future strategies and vision. To solve the confrontation situations the role of South Korea is more important.

As EU's enlargement toward Central and Eastern countries, it is expected to change of the economic activity space of EU. This paper aims to examine the changing of economic activity space of EU with a locational analysis of foreign direct investment in Central and Eastern countries. The foreign enterprises, particularly EU's firms are increasing the direct investment in the Central and Eastern countries from the middle 1990's for a raising of the efficiency of production and a prior occupation of the potential market. The foreign direct investment in Central and Eastern Europe has a tendency to concentrate in Poland, Hungary, Czech and Slovakia, which has relatively a large market, a cheap and plentiful labor, a stable political system and a positive inviting policy of foreign direct investment. And, the foreign direct investment shows a tendency to locate generally in a big city, which has a advantageous production factors by a well-developed infrastructure and a regional industrial organization, a skilled labors, a market, etc., and in a border area between East and West Europe because of a cheap and plentiful labor, a similar cultural environment and the low cost of transportation. In conclusion, as an integration of the Central and Eastern countries into EU, the capital territories of Hungary, Czech and Poland, and the border area between East and West Europe is becoming a new economic activity space of EU with a location of foreign direct investment. And. the Baltic zone is also expect to become a new economic activity space according to the augmentation of exchanges and direct investment inter near countries.
