GIS has recognized as the Social Overhead Capital to improve national competition and to heighterl the productivity of adminstration in 1990's in Korea. As the size and the scope of the NGIS policy have drastically expanded, evaluation has become a critical process. Thus NGIS driving committee has adopted the GIS project evaluation scheme in NGIS law since 2000. But the HGIS evaluation scheme is not sufficient for the comprehensive appraisal on the GIS project in the Second National GIS Master Plan (2001-2005). This research aims to explore an the improved evaluation scheme of NGIS policy.
Legislation on pharmaceutical reimbursement decision using economic evaluation results was made in Korea in fm, but has yet to be fully implemented. We evaluated the quality of Korean economic evaluation studies of pharmaceuticals to understand gaps between legislation and implementation. From this evaluation, we propose policy options that might strengthen the research Infrastructure In order to support such studies. We reviewed 23 published studies for drugs conducted between 1996 and 2004. Evaluation criteria included methodological characteristics, healthcare system characteristics, population characteristics, and applicability of results. Large variation in study quality was observed, particularly with study design, outcome data, treatment patterns and interpretation. Korean clinical data used was mostly from observational studies of 1-2 hospitals. Foreign data was extracted from clinical trials that did not Include Asian population and their selection criterion was not clarified. With respect to treatment patterns, medical records and hospital bills were used without adjustment regarding area, hospital type, and others. And next frequent situation relied on expert opinion from academic physicians in specialty practice. preference measures, when used, were not elicited from the Korean population. $78.3\%$ of studies did not clarify the funding source. If the Korean economic evaluation policy is to provide meaningful data for decision makers, the quality of cost-effectiveness studies will need to improve dramatically. This may involve access to or creation of better data, more diverse funding, unproved training of researchers and evaluators, and partnerships with technology manufacturers.

Green spaces are recognised for the benefits. They bring to the quality of people's lives. However, since the 1980s there has been a general increase in poorly-managed green spaces. In an attempt to address this issue, green space policy has changed its focus on green space management through the gradual introduction of green space evaluation tools, such as the Green Flag Award (GFA). The GFA, as an established green space evaluation tool in the UK, reflects a shift in policy drivers of green spaces management. However, there is a lack of research investigating the contextualisation between a wide range of policy contexts and such green space evaluation tools (the GFA in this study). The aims of this study are therefore to explore the development of green space evaluation since the late 1990s, with respect to the growth of the GFA and its impact on other evaluation tools across the UK and several countries. To address the aims, this study employs in-depth literature reviews on UK green space policy mainly conducted by government. In addition, case studies are presented, focusing on the GFA and independent green space evaluation tools intrinsically derived from the GFA in the UK's cities and Nordic countries. Results show that based on the awareness of the severity of declining standards of green spaces, newly emerging policy arrangements have been adopted to address negative issues, which affect the standard of green spaces such as the transfer of responsibility for green space management, the implementation of Compulsory Competitive Tendering and ongoing budget cuts. Significantly, the GFA's indicators reflect the emerging changes of economic and social contexts associated with green spaces management where, in particular, the prospect of continuous budget cuts, which encourages communities to become involved in green space management. The GFA has widely contributed to leading such UK's cities and other countries to be able to create their independent green space evaluation tools in different approaches based on stakeholders' (mainly community) involvement in the decision-making process of green space evaluation. In conclusion, this study implies that successful green space evaluation tools do embody the value of green spaces and address drivers of emerging green space management with correspondence to the context of policy arrangements. Importantly, stakeholders have an opportunity to be involved in a partnership in the decision-making process through some green space evaluation tools. It is hoped that for well-managed green spaces this study will contribute valuable knowledge to our existing understanding of green space management in an era of austerity.
Technology supply has been the main thrust of the Korean government's science & technology policy, focusing on the development and acquisition of new technology in line with the catching-up strategy of economic growth and industrial development. However, new social or societal problems have become major government policy issues, heralding new innovation policy aimed to address them. Such new policy initiatives for social problem-solving present a niche where the existing system of government innovation policy process is challenged, including such processes as goal-setting, planning, implementation, project management, and evaluation. The rigidity of the existing institution of government innovation policy, however, still shapes the content and progression of innovation policy for social problem-solving. This study reviews Korean innovation policy for social problem-solving as a policy niche, and aims to clarify its challenges and opportunities. It uses a system transition framework to explain the emergence and evolution of the innovation policy niche in Korea. The main research question is to what extent and in what aspect the existing innovation policy regime shaped innovation policy for social problem-solving. The study examines the inertia of the current paradigm of innovation policies and R&D programs, and sheds light on the search for a distinctive identity for innovation policies that tackles social problems.

The Korean central government has been investing a lot of efforts to promote performance of local governments. For example, the Ministry of Public Administration and Security (MOPAS) supported the local governments to develop and provide with a 'balanced score card' and a 'customer satisfaction innovation. ' Many other central ministries also conducted individual evaluations for local governments in their substantive policy areas. These evaluation systems of 78 appraisals for local governments conducted by the MOPAS and other ministries had made the local governments to work harder. However, most local governments have appealed their 'reform fatigue' caused by the overlapping evaluation systems. In this context, the MOPAS initiated merging the evaluations into a co-evaluation system under the new Government Performance Evaluation Act of 2006. In this process of introduction of new evaluation system, there are two significant movements. Firstly, as Korean Government has strong information technology, MOPAS has developed 'Virtual Policy Studio (VPS)' which evaluates the performance of each local government with on line. In other words, in the co-evaluation system for local government performance most evaluation steps are implemented by computer and Internet. So most stakeholder can access and work on the VPS in real time when they want to. And the other thing is that cooperation among stakeholders has been occurred in the co-evaluation system. Furthurmore the cooperative governance is systemized and sustain for a long time because MOPAS made IT based co-evaluation system. Therefore this paper intends to illustrate the process of introduction of VPS, main process of co-evaluation system based on VPS and analyze collaborative governance of the co-evaluation system.
For the visualization of outcome is relatively limited in informatization filed especially, systematic and quantifiable performance management of IT projects and policies is needed. Thus, the government developed its informatization evaluation system and has reinforced it. And Ministry of National Defense (MND) continues to strive for the settlement of the informatization performance evaluation system as well. According to Defense Informatization Law which was legislated in 2011, informatization policies should be assessed annually through informatization policy evaluation system in terms of their enforcement and outcome. However, informatization policy evaluation has not carried out since its pilot enforcement just after the legislation of the law. Hence, we conducted informatization policy evaluation aimed at performance investigation of 31 policies in '14~'18 Defense Informatization Master Plan. We sophisticated the current informatization policy system and we provide guidelines and tools to support the development of performance goal and indicators for each of the policies. Then, the policies were assessed by the evaluation committee we organized for our study, and we analyzed the problems we tackled in the whole process of evaluation and provided proposals for effectiveness enhancement of defense informatization evaluation system. The proposals will be meaningful for performance management in defense informatization sector and in public informatization sector as well.
Proposed increases to the government's R&D budget should be discussed based on merits of meeting efficiency and effectiveness criteria. The evaluation of the national R&D budget and related programs are performed in two areas: a system of R&D budget coordination and allocation, and a system of R&D program performance. This paper mainly focuses on the operational areas of R&D budget evaluation system with a focus on their impact to efficiency and effectiveness. The core view point for a R&D budget evaluation system involves two directions: Firstly, to detail the relationships between the later stage (ex. post) activities such as, program survey, analysis, and program performance evaluation, with the budget evaluation. Secondly, to critically oversee all R&D coordination procedures with a different perspective. Budgeting is generally known as a serial process of policy making, planning and executing. It is highly desirable for the budget to be allocated to, and spent by, specific programs as planned, and that each plan be aligned with a specific policy. As such, a strong relevance between the program structure and budget code system is integral to successful execution. It should be performed using a decision making system which closely examines the link between policy and budget. It is also recommended that systematic relationships be maintained among budget coordination and allocation, performance evaluations of policy and program levels, and program survey and analysis system, and that their operational schedule should be reviewed comprehensively as a one integrated system. The National Science and Technology Council is expected to play a major and practical role as the center of policy planning and should be supported by the objective and unbiased system which covers overall process from policy making to program evaluation. Finally, increased utilization of contents, timely program survey and analysis, and accurate of activity scheduling of budget coordination and allocation, and diligent program performance evaluation all contribute towards a more efficient and effective overall evaluation system.
This paper compares OECD nations by developing a comprehensive evaluation index that examines the efforts and achievements of countries toward Low-Carbon Green Growth. The input-process-output of a Low-Carbon Society system is in dynamic competition with that of a High-Carbon Society system. The model used in this study of the comprehensive evaluation index for Low-Carbon Green Growth was comprised of Large indices such as Input, Process, and Output. The Input and Output consisted of 'Social-economic' and 'Physical-ecological' Middle indices while the Process was made up of 'Stimulation mechanisms' and 'Participation of stakeholders and Knowledge flow' Middle indices. In order to calculate the comprehensive evaluation index, our model gave a weight to each indicator/index and applied a weighted arithmetic mean. Korea ranked $15^{th}$ out of 30 OECD nations in the comprehensive evaluation that analyzed Input ($14^{th}$), Process ($18^{th}$), and Output ($17^{th}$). The top five nations were Switzerland, Sweden, Denmark, Germany, and France; while Japan was $8^{th}$ and the USA $26^{th}$.
The evaluation systems on the National Spatial Information Policy(NSIP) has been changed, since the Establishment and Use of the National Geographic Information System Act(NGIS Act, 2000) was abolished and the National Spatial Data Infrastructure Act(NSDI Act, 2009) was enacted. As compared to the NGIS Act, the policy evaluation systems for National Spatial Information are regarded as unified and centralized. However, some argue that the claim of budget and the legal feasibility of the NSIP was weakened. Given the different views on the two laws, this study aims at analyzing the changes in the evaluation system by comparing the NGIS Act and the NSDI Act. A Comparative Analysis framework is employed. The subjects of the comparative analysis are evaluation mechanism, evaluator, evaluation target and range, after-assessment utilization, and agent. In order to improve the effectiveness of the evaluation system, it is recommended that the clarification of evaluation purposes, institutional enhancement for evaluation agency, the development of evaluation indexes, the combination of top-down approach and bottom -up approach, and the increased linkage between budget and evaluation result.
This Study aims to evaluate teacher policy in the Park Administration and to suggest tasks based on the results. To attain the aim, it describes overall teacher policy process in Park Administration and evaluates teacher policy based on the criteria which was driven from the CIPP model. The conclusions are summarized as follows. First, the environmental suitability of the situation assessment was met in general. The reason for this was that the teacher policy of the Park Geun-hye government was introduced reflecting changes in the environment and demands of policy stakeholders. The validity and feasibility of the policy objective of the input evaluation were not satisfied. There were deficiencies in the objectives of the policy measures. The objectives of the measures were not linked to the policy objectives. The budget necessary for policy enforcement were not secured. In future policy design, efforts should be made to examine whether the policy goals are valid, to secure resources necessary for policy implementation and to increase the feasibility of policies. The procedural rationality of the process evaluation and the suitability of the means were not met. Discussion with the interest group was omitted, it was not clear whether the implementation of the policy was linked to the policy goal. In the future, it will be necessary to focus on procedures such as communication and collaboration with stakeholders, to make immediate revisions in case of problems. The effectiveness and satisfaction of the output evaluation were low. Because the validity of the policy objectives, the suitability of the means, and procedural rationality were not satisfied. In the future, it will be necessary to systematically design policies and communicate with stakeholders in the execution process to prevent policy failures and actively.
