The fisheries resource in waters under the jurisdiction of Korea is being endangered by unlawful fishery. The Korean government exerted great efforts to establish the public order of water, but the number of the exposed unlawful fishing violations has increased for last 10 years. The system to guide fisheries regulatory noncompliance of Korea is limited to the use of fishing guidance patrol boats. For strength of monitoring and surveillance systems, the government needs to phase in Vessel Monitoring System. But there are some studies for that. The defects of present monitoring practice can be drawn from the facts described above. The qualification of the fishery control official one of most important element of fishing control system, is defined as any officer who is charging on fishing. For clear law enforcement the qualification should require considerable experience and knowledge. Korean coast guards have problems on guiding unlawful fishing violations because of the absence of administrative authority by comparison with the fisheries guiding officer, who has both authorities on administration and jurisdiction. To draw some judicial problems this research presents a analysis on the fishing control system. The research suggests the improvements to compensate the defects.
This study aims to examine the influence of job stress on the depression conducted with 360 police officers working at police station branch and police box in Chungbuk area, and they were divided into two sub-groups based on the age of 50 in order to analyze the buffering effect of organizational health in the relationship between job stress and depression. The main results of this study are as follows. First, the level of depression in the group older than 50 and younger than 50 were 3.22 and 2.90 respectively showing that in the group older than 50 were significantly higher. Second, the factors that influence the depression were shown to be similar for each group, but significantly different for their influence of each group. The factors that influence the depression in the group older than 50 were shown in the order of organizational structure, job stress, readership. The factors that influence the depression in the group younger than 50 were shown in the order of job stress, police officers ability, readership. Third, in the relationship between job stress and depression, buffering effects of organizational health were identified to be different in each group. Based on these results, several ways were suggested to prevent or ease the job stress and depression of police officers.

Background: Shift work has been associated with occupational stress in health providers and in those working in some industrial companies. The association is not well established in the law enforcement workforce. Our objective was to examine the association between shift work and police work-related stress. Methods: The number of stressful events that occurred in the previous month and year was obtained using the Spielberger Police Stress Survey among 365 police officers aged 27-66 years. Work hours were derived from daily payroll records. A dominant shift (day, afternoon, or night) was defined for each participant as the shift with the largest percentage of total time a participant worked (starting time from 4:00 AM to 11:59 AM, from 12 PM to 7:59 PM, and from 8:00 PM to 3:59 AM for day, afternoon, and night shift, respectively) in the previous month or year. Analysis of variance and covariance were used to examine the number of total and subscale (administrative/professional pressure, physical/psychological danger, or organizational support) stressful events across the shift. Results: During the previous month and year, officers working the afternoon and night shifts reported more stressful events than day shift officers for total stress, administrative/professional pressure, and physical/psychological danger (p < 0.05). These differences were independent of age, sex, race/ethnicity, and police rank. The frequency of these stressful events did not differ significantly between officers working the afternoon and night shifts. Conclusion: Non-day shift workers may be exposed to more stressful events in this cohort. Interventions to reduce or manage police stress that are tailored by shift may be considered.
The purpose of this study is to verify the effect of the compaction and virtue experienced by police officers in the organization on positive emotion and, second, to demonstrate the effect of positive emotion on the organization uniformity, which is subordinate variable. Third, we intend to verify the mediated effect of positive emotion in the relationship between compassion and organization uniformity, and fourthly, to demonstrate the coordination effect of collective self-esteem in the relationship between positive emotion and organization identicalness. Sampling of this study was conducted on 353 male and female police officers working at police stations belonging to the National Police Agency and used these samples for hypothesis testing. Studies have confirmed that the compaction and virtue experienced by police officers have a positive effect on positive emotion, and that positive emotion has a positive effect on the phenomenon of tissue co-ordination. And it has been shown that positive emotion plays a full role in the relationship between compassion, virtue and organizational co-ordination, and that positive emotion and collective self-esteem plays a controlling role in the relationship with organizational co-ordination. The theoretical implications of this study will contribute to creating a positive organizational culture by maintaining a strict hierarchical relationship and spreading the compaction and virtuous behavior to police organizations with high task stress.

The purpose of this study was to develop and examine the effect of the Health Promotion Education Program for the Auxiliary Police based on the PRECEDE-PROCEED Model. This study was conducted using a nonequivalent control group pretest-posttest design. Twenty-five participants were selected by convenience sampling method and assigned to the experimental group, and 26 participants were assigned to the control group. The data were collected from Auxiliary Police officer in D provincial Police Agency. All of participations completed questionnaires about self-efficacy, social support, availability of resources, health promotion behavior, quality of life and received the objective stress test. In addition, the experimental group completed 7 sessions of health promotion Education programs according to PRECEDE-PROCEED model for 5 weeks. Data were analyzed using the SPSS/WIN 21.0 Program. There was significant differences over time between the groups in terms of health promotion behavior (F=7.63, p<.001), autonomic nervous activity (F=29.24, p<.001), stress resistance (F=31.22, p<.001), stress index (F=22.42, p<.001), fatigue (F=12.87, p<.001), and quality of life (F=3.49, p=.042). The results may be crucial to develop strategy in order to decrease the disease prevalence as well as increase the participants' overall quality of life. As a result, the Health Promotion Education Program for the auxiliary police was proved to be an effective intervention in order to improve the quality of life. Therefore, the program may be a useful intervention for the auxiliary police.
This research derived the perception with, and their remedies, in our country's fire cause investigation system by conducting survey on the working-level officials responsible for fire cause investigation in the fire stations and police stations. The results of the survey showed the necessity of establishing departments exclusively responsible for fire statistics management, broad area fire cause investigation task force, fire appraisal organizations besides National Institute of Scientific Investigation, standards for retaining fire investigation equipment, ways of improving technical education system, and improving the system for those who are specialized in arson (fire) cause investigation.
This study investigates and analyzes the diversity of menu in military meal services that are recognized by the soldiers who are familar with meal services, and suggests the implications on the results of the analysis. For the ranks of respondents in terms of demographic features, the sergeants and corporals were 43.2%(186) and 29.7%(128) apiece. It was identified that the diversity of menu and significant influences as 57.5%. Thus, it is necessary to diversity the menus more than the present menus to increase the satisfaction of new generation on military meal services. The most influential factor on the diversity of menu was the hard-boiled food as 29.9% among 15 items. Therefore, the first measure to intensify the satisfaction of soldiers on meal services is to diversity the hard-boiled food. Accordingly, this measure will contribute to relieve the most biggest complaints on the diversity of menu in military meal services. For this purpose, it is recommended to replace the kitchen work system consisted of kitchen polices with the non-officer system enabling the long-term service. The kitchen polices are transferred to the first reserve list when they are accustomed to their duties because the period of service is limited under the present kitchen police system. Therefore, the present kitchen police system has the problem that it can't overcome the limit in terms of the quality of meal service.
With about 75% of the population of Korea criticizing the government's disaster policy and a failure to respond to large-scale emergency like the Sewol ferry sinking means that there is a deep distrust in the government. In order to prevent dreadful disasters such as the Sewol ferry sinking, it is important to secure a prime time with respect to disaster safety. Improving crisis management skills and managerial role of police officers who are in close proximity to the people is necessary for the success of disaster management. With disaster management as one of the most essential missions of the police, as a part of a national crisis management, a step by step strengthening of the disaster safety management system of the police is necessary, as below. First, at the prevention phase, law enforcement officers were not injected into for profit large-scale assemblies or events, but in the future the involvement, injection should be based on the level of potential risk, rather than profitability. In the past and now, the priortiy was the priority was on traffic flow, traffic communication, however, the paradigm of traffic policy should be changed to a safety-centered policy. To prevent large-scale accidents, police investigators should root out improper routines and illegal construction subcontracting. The police (intelligence) should strengthen efforts to collect intelligence under the subject of "safety". Second, with respect to the preparatory phase, on a survey of police officers, the result showed that 72% of police officers responded that safety management was not related to the job descriptions of the police. This, along with other results, shows that the awareness of disaster safety must be adopted by, or rather changed in the police urgently. The training in disaster safety education should be strengthened. A network of experts (private, administrative, and police) in safety management should be established to take advantage of private resources with regard to crisis situtions. Third, with respect to the response phase, for rapid first responses to occur, a unified communication network should be established, and a real-time video information network should be adopted by the police and installed in the police situation room. Fourth, during the recovery phase, recovery teams should be injected, added and operated to minimize secondary damage.
From an accident at 2:00 a.m. in November 2nd, 2012 that one fire-fighter died while suppressing the E land World Inc. Fire in Bupyeong-Gu, Incheon, we concluded the problem and the improvement method of using the wireless communication (the two-way radio) that the fire safety officer and the safety crew use when identifying the safety of the fire scene. And after the investigation, we could find that the communication between the fire safety officer and the safety crew was difficult in the scene of the fire by voice because of much noise, so they could rely solely on the wireless communication. Therefore, we investigated the wireless communication and its frequency now used in Incheon Fire Safety Devision. Also, we compared with those of the military and the police. As a result, by making use of the wireless communication and its frequency currently possessed in Incheon Fire Safety Division, we found that the fire safety officer and the safety crew rescuing people at the risk of their own life in the various fire scene can communicate effectively.
Public uniforms play an important role in creating the color and image of urban environment beyond the level of simple working clothes for unity and practicality. Hence this study aims to compare and analyze the color characteristics and images of the police officer, fire fighter, and street cleaner uniforms at home and abroad to guarantee the wearer's safety, increase convenience and agreeability, and give emotional satisfaction to citizens in harmony with urban environment color as public uniforms. For study methods, literature review investigated urban environment, color, and uniforms as public design. Empirical study extracted color data from the public worker uniforms of the world's top 20 cities selected by 'Newsweek' in 2010 and analyzed their colors, tones, and color images. The results of this study are as follows. The most common color for police uniforms were PB(dk) as the main color, PB(p) as the sub color, and Wh as the accent color. For fire fighter uniforms, PB(dkg) was the most common main color; GY(v), as the sub color; and ItGy, as the accent color. The most common color for street cleaner uniforms was YR(v) as the main color; GY(v), as the sub color; and mGy, as the accent color. As a result of analyzing color images of these uniforms, it was found that police uniforms commonly used a modern image; fire fighter uniforms commonly used a natural image and a cool casual image; and street cleaner uniforms commonly used a casual image. As examined above, the color of public uniforms suitable for urban environment and job characteristics is very important to establish the image of public institutions, as well as to create an urban image.
