In this paper many discussions are raised regarding the outside director system in order to establish the position of the outside director within institutional organizations and to review ways to activate the outside director system in for-Profit Hospital. it seems to be more desirable in Korea for each company to establish an efficient system by itself in accordance with suggested guidelines suitable for each for-Profit Hospital management circumstances rather than to apply a unilateral outside director system to for-Profit Hospital through legalization. In this regard, while keeping the current outside director system for the time being, it is necessary to review and improve the management status of companies and the usefulness of the system, and various recommendations from lawyer associations, Hospital business associations, and academia should be allowed rather than just for-Profit Hospital recommendation by the government.

As the European Union has strengthened and computerized signalling systems have been widely used, the European common standards for the safety of railway signalling systems such as EN 50126, EN 50128, ENV 50129, EN 50159 began to be published from 1996 in CENELEC. At that time, a safety guideline, 'Safety Guidelines for Computerized Train Control and Protection Systems' was published in Japan. The Korean National Railroad also published a safety recommendation for the train control systems with taking into account the Korean railway conditions. Now the preparations for IEC/TC9 Standards are well underway and these standards correspond to CENELEC Standards referred above. These movements and activities are to cope with many technical and operational changes and to reflect the globalization trend of railway sectors along with the computerization of signalling devices. In this connection, this paper studies the globaliztion trend in the safety standards for railway signalling systems and discusses the counterplans for the trend.

This paper presents a potable bio-signal measurement system using Bluetooth for the 24-hours continuous health state monitoring of the elderly and the disabled. The measurement system has the functions of acquisition of various bio-signals, wireless data transmission and adjustment of parameters such as gain and cut-off frequency. This measurement system is designed according to the international specifications of the recommendation of AAMI (Association for the Advancement of Medical Instrumentation). The design targets of the developing system about volume and power consumption are 20x30x5mm$^3$ and 8mW.

In this paper, we implemented a SDH synchronous network system based on ITU-T recommendation G.707 - Network node interface for the synchronous digital archy(SDH). For the system, we used signal processing SDH ASIC, and designed a FPGA_Control chip for various signal control and a FPGA_Alignment cllip for data alignment using YHDL(Very high speed integrated circuit Hardware Description Language). For system monitoring, an operation system was developed using ANSI C and executed in CPU (Motorola MPC-860). The system was evaluated by using ANT-20 for data transmission error defection, jitter detection, pointer chocking, and overhead determination.

본 논문에서는 ITU-T SG 13 Q.15에서 현재 진행 중인 차세대 네트워크 보안 표준화 동향 및 관련 기술들에 대해 소개하고 있다 . 차세대 네트워크 보안 관련 표준화는 차세대 네트워크 release 1에 대한 보안 요구사항과 차세대 네트워크 보안 가이드라인에 대한 기술 표준화 작업이 진행중이다. 우리나라에서도 차세대 네트워크 접근 제어를 위한 AAA 기술과 차세대 네트 워크 단말기을 위한 사용자 인증 및 보안 플랫폼에 대한 표준화를 추진중이다.

The enormous increase of data with the development of the information technology make internet users to be hard to find suitable information tailored to their needs. In the face of changing environment, the information filtering method, which provide sorted-out information to users, is becoming important. The data on the internet exists as various type. However, similarity calculation algorithm frequently used in existing collaborative filtering method is tend to be suitable to the numeric data. In addition, in the case of the categorical data, it shows the extreme similarity like Boolean Algebra. In this paper, We get the similarity in SNS user's information which consist of the mixed data using the Gower's similarity coefficient. And we suggest a method that is softer than radical expression such as 0 or 1 in categorical data. The clustering method using this algorithm can be utilized in SNS or various recommendation system.

본 논문에서는 미국의 유선 케이블 모뎀 규격인 MCNS(Multimedia Cable Network System) DOCSIS(Data Over Cable Service Interface Specification)를 만즉하는 하향 채널의 64/256-QAM 수신부 FEC(Forward Error Correction)를 분석하였다. FEC는 기본적으로 RS(Reed-Solomon) 계층과 TCM(Trellis Coded Modulation) 계층으로 구분되며, 여기에 추가적으로 interleaving과 randomizer 계층들이 결합되어 있다. AWGN(Additive White Gaussian Noise) 환경에서의 BER(Bit Error Rate) 성능평가를 통해 수신부 연판정 비터비 복호기(soft Viterbi decoder)의 추적 깊이(trace-back depth)와 양자화 레벨(quantization level)의 크기에 따라 부호화 이득이 변함을 확인하였다.

본 논문에서는 경면수정기술을 이용하여 INTELSAT 위성을 위한 표준 A형 지구국 안테나를 설계하고 제작했다. 설계된 안테나는 18m 직경의 C 밴드 경면수정 카세 그레인 안테나로 CCIR의 규정사항인 사이드로브 포락선 29-25 log\ulcorner를 만족했으며, 모든 복사특서잉 설계목표치를 충분히 만족하는 것으로 나타났다.

This paper presents the development technology of standard shielded resistor divider for full lightning impulse voltage. The ability of large-capacity power apparatus to withstand lighting stroke is usually evaluated by means of full lightning impulse voltage. Lightning impulse voltage test has been essential to evaluate the insulation performance of electrical power apparatus. Recently international standard (IEC 60) on high voltage measurement techniques is being revised and requests a formal traceability of high voltage measurements. Therefore, general interest for this area has grown considerably during last years, and several international intercomparisons have already completed worldwide, i.e. Europe, Japan, America etc., In this viewpoint, we have also investigated the step response of the standard shielded resistor divider, which satisfies the IEC recommendation.

Collaborative filtering approach for recommender systems are now widely applied in e-commerce to assist customers to find their needs from many that are frequently available. this approach makes recommendations for users based on the opinions to similar users in the system. But this approach is opened to users who present their preference to items or acquire the preference information form other users, noise in the system makes significant problem for accurate recommendation. In this paper, we analyze the relationship between the standard deviation of preference ratings for each user and the estimated ratings of them. The result shows that the possibility of the pre-filtering condition which detecting the factor of bad effect on the prediction of user's preference. It is expected that using this result will reduce the possibility of bad effect on recommender systems.
