Analysis of the Government's Introduction to Artificial Intelligence(AI): Focusing on the Central Government Organizations (정부의 인공지능 도입에 관한 분석: 중앙정부조직을 중심으로)

  • The necessity for introducing artificial intelligence(AI) into the public sector to form an intelligent government has been emerging. This study set 'Organizational Agility', 'Exploitation & Exploration Learning', and 'E-government Capability' as independent variables for the introduction of AI in central government. Dependent variables were set on whether AI was adopted in the central government organization 'Bu(mainly conducts policy planning)', and 'Cheong(mainly performs policy execution)'. Logistic regression analysis was performed on each of the two models. As a result, it was derived that ministry Bu adopted AI as organizational agility increased, and ministry Chung adopted AI as e-government capability increased. Particularly, it was identified that the effect of exploitation learning for Cheong organizations offset the influence of AI introduction according to e-government capabilities, while exploratory organizational learning facilitated the AI introduction. This study is meaningful for suggesting a strategy for adopting AI in government.

  • The purpose of this study is to investigate the role of IT-enabled dynamic capability in the relationship between intellectual capital and innovation performance under Industry 4.0. We approach the intellectual capital from the perspective of the resource-based view and define the components of intellectual capital as human capital, social capital, and organizational capital. On the other hand, the IT-based dynamic capability means that the information technology and the utilization ability of the enterprise are combined to overcome the turbulent environment. The empirical results showed that the IT-enabled dynamic capabilities mediated the relationship between intellectual capital and innovation performance as it revealed in theory. And in terms of practical implications, we found the importance of an organization's information technology ability to effectively utilize intangible resources for organizational performance.

Offshore Outsourcing Success : An Integrated Framework

  • As the digital economy goes global, firms are trying to find suppliers that can address their managerial goals and strategies. The alternatives are not confined to domestic firms. Firms have been trying to connect to foreign partners worldwide. Although offshore outsourcing grants firms various benefits, they present big cultural challenges. However, there is little research on the impact of cultural or country factors on outsourcing. The goal of this paper is to synthesize the outsourcing success literature and develop propositions for outsourcing success in the context of offshore outsourcing. This paper proposes that cultural effects should be included in evaluating the success of offshore outsourcing. Knowledge sharing and the scope of outsourcing are adopted in the base outsourcing success model from previous literature. In the extended model partnership quality is included as a mediator and organizational capability and outsourcing relationship type are also included as moderator. Finally, the integrated framework of offshore outsourcing success includes cultural factors as moderators of the relationships between outsourcing success antecedents and the success of offshore outsourcing. Reasoning for propositions, managerial implications, and future research directions are discussed.

Factors Affecting Usage and Performance of Information Technology in Daedeok Valley and Zhongguancun Venture Firms (한중 벤처기업의 정보기술 활용 및 성과에 관한 연구: 대덕밸리와 중관촌을 중심으로)

  • The purpose of this research is to examine the major determinants affecting the usage and performance of information technologies in Daedeok Valley and Zhongguancun venture firms. The development of the research model is based on the theoretical linkages of IDT (Innovation Diffusion Theory) and TAM(Technology Acceptance Model). Seven hypotheses are derived and tested using regression analysis. The results from regression analysis suggest that the usage of Information technologies is affected by innovation characteristics (perceived usefulness) as well as organizational characteristics (top management support, employee capability on information technology acceptance) in Daedeok Valley venture firms. But, The results from regression analysis suggest that the usage of Information technologies is affected by innovation characteristics (perceived usefulness), organizational characteristics (top management support, employee capability on information technology acceptance), and external pressure (environmental uncertainty, intensity of competition) in Zhongguancun venture firms.

Mediating Effects of Green Purchasing Capability on the Organizational Characteristics-Firm Performance Relationship

  • Despite heightened interest in and increased urgency surrounding the adoption of green business initiatives, firms seem to suffer from a limited understanding of the prerequisites and profit potentials of green strategies. Our proposed theoretical model suggests that green purchasing asa unique firmcapability must be built on internal organizational characteristics (i.e., top management commitment to environmental management, inter-functional coordination, and performance evaluation and reward systems), and that it eventually helps a firm obtain positive financial performance. We offer some research propositions about potential causal relationships among key constructs that can be empirically tested in future research. We conclude the current study with implications for both managers and researchers.

  • The purpose of this study is to examine the effects of the organizational characteristics and interorganizational network level on social welfare organizationas' effectiveness using structural equation model. For achieving this purpose, this study defined organizational effectiveness as financial, human and physical resource capability according to resource systems approach. Organizational characteristics variables included the number of qualified staff, degree of resource dependency, the proportion of government subsidies, the main organizational philosophy, establishment year, the attitude of top manager and the number of informal ties. Interorganizational network variables were divided by outdegree centrality and indegree centrality. The data collected from women's welfare organizations in Seoul through survey method. The analysis tools used the UCINET 6.245 for the network analysis and AMOS 18.0 for the structural equation model. The results of this study are as follows. The factors affected on the financial resource capacity were the number of qualified staff, the proportion of government subsides and the indegree centrality. Meanwhile, only indegree centrality directly influenced on the human resource capability. The significant affecting factors on physical resource capacity were the number of qualified staff, the attitude of top manager and informal ties. Based on these results, the implications of this study and the ways to enhance social welfare organization's effectiveness were discussed.

A study on the Effect of Organizational Justice and Information System Quality of SMEs on Decision Quality through Absorption Capacity (중소기업 조직공정성과 정보시스템 품질이 흡수역량을 통하여 의사결정의 질에 미치는 영향 연구)

  • This study tries to examine the impact relationship between the organizational justice perceived by the employees and the information system quality on the decision quality through absorption capabilities in order to find the factors that influences the corporate decision making in the rapidly changing market environment. With regards to this, 239 copies of survey data were collected subjecting the employees of the SMEs, and the hypothesis of this study was verified using SPSS 22.0 and PLS 3.0. As the result of the study, the organizational justice and information system quality has individually shown a positive (+) effect on the absorption capability, and the absorption capability has shown positive (+) effect on the decision quality. Through this study, a theological foundation for the organizational justice and information system quality was prepared as a prerequisite for the absorption capacity, and this study targets to suggest a theological and practical implications which secures the competitiveness by increasing the decision quality of the SMEs through comprehensive analysis of the organizational justice and information system quality which motivates the human resource. Future study requires additional research regarding the information system quality and finds various studies on the performance part due to necesssary decision quality.

A Study on Major Factors of Psychological Ownership in a General Hospital (병원간호사의 심리적 주인의식 영향요인)

  • Objectives : The purpose of this study was to understand organizational justice, organizational citizenship behavior, and psychological ownerships, and to confirm whether education on the mission and vision of an organization encourages medical professionals to have an awareness of their organization. Methods : The survey was done with two groups of nurses : one group had education about the missions and visions of the hospital, and the other group had no education about their organization. This study was done at K University Hospital which is located in Busan, Korea. Results : Education about the missions and visions of a medical institution effectively enhances organizational justice, organizational citizenship behavior, and psychological ownerships. Conclusions : If education about the missions and visions of an organization is actively done, the members of that organization will have an increased level of awareness about their organization as well as improved organizational capability.

소프트웨어 프로세스 개선의 성공요인이 조직성과에 미치는 영향: 조직성숙도의 매개효과의 관점에서

  • Software Process Improvement(SPI) becomes an important issue at software quality. A research model is suggested on the basis of previous literature. The model includes success factors for SPI as independent variables and CMM levels as mediating variables, and defines organizational performance as dependent variables. This study basically investigates causational relationships among SPI success factors, CMM levels, and organizational performance through a structured equation model. A LISREL v8.72 for windows is used for statistical analysis. Even through success factors for SPI partially influences the CMM level, the CMM level is fully related to the level of organizational performance. The results show that the success factor for SPI in Korean companies are not equal to the factors abroad, but indicate that the CMM level is closely related to the organizational performance. These results will be helpful to academicians as well as to practitioners.

  • This study suggests the contingency framework understanding the implementation of NIMT and conducts empirical analysis using survey data. The main objectives of the thesis are as follows : (1) analyzing the relationship between adaptation requirements and organizational adaptation efforts. (2) analyzing the relationship between organizational adaptation efforts and implementation performance, and the moderating effect of the adaptation requirements. (3) analyzing the relationship between organizational adaptation efforts and organization characteristics(organization size, technical capability, top management support). A field study was undertaken to test the hypothesized relationships among adaptation efforts, adaptations requirements, organization characteristics, implementation performance. Data were collected from 52 NMT implementation projects of 45 machine tool, metal component firms. The emprical relflts indicated that adaptation requirrnents, organization characteristics were significantly related to organizational adaptation efforts and adaptation efforts can significantly improve implementation perfomance, but the moderating effect of adaptation requirements on adaptation efforts and implementation performance was not supported.
